SCOPE
This document is intended to be read in conjunction with Anglo Fatal Risk Standard 2: Surface Mobile Equipment and its associated technical guideline. This document provides information concerning parking standards for light vehicles and surface mobile equipment.

LIGHT VEHICLE (LV) PARKING


LVs shall be parked in designated LV parking areas where they are provided. A driver shall park or stand a LV in a manner that does not pose a risk to persons or equipment. Where practical, LVs should be parked on level ground and clear of traffic and visible to other road users. Parking across the grade on slopes can facilitate the same effect as level ground. The driver, before parking, shall assess condition of high-wall and low-wall and report and move away from any apparent high risks. When a safe area is located the LV shall not be parked within 10 metres of a low-wall or a high-wall. A driver shall not park of stand a LV opposite another vehicle on a haulroad. Vehicles shall be parked on the same side of the road. A driver shall not park or stand a LV less than 50 metres from a piece of surface mobile equipment (SME), other than in a designated LV parking area. Positive contact with the operator of operating SME shall be made where access and/or parking of LVs is required within 50 metres. The SME operator should then park according to the site parking standard for SME. The LV shall then be parked at least 5 metres from and parallel and adjacent to the SME cab so that the operator has clear vision of the LV. This requirement should only be enacted in exceptional situations such as jump starting SME, or other specialist equipment attached to the LV that is impractical to remove and carry to the SME. The SME operator shall not be permitted to drive off until the light vehicle is outside the 50 metre zone. If it is not possible to park on level ground the wheels of the LV should be turned so that any movement of the vehicle would be arrested through gravity against a berm, ditch or windrow. If chocks are available these may also be used. The park brake shall be applied before leaving the LV. Before switching off the engine the transmission should be moved to neutral to test the park brake effectiveness. The transmission should then be returned to First or Reverse gear, if a manual, or Park if an automatic. The engine should then be shut off. Drivers of LVs shall switch off the amber flashing light before leaving the vehicle unless the vehicle is in a hazardous situation. If the LV is parked in a hazardous situation, notification shall be made to supervisors and other road users in the area of that hazard and the emergency triangles erected at the front and rear of the vehicle. Arrangement should be made to move the LV to a safe location as soon as reasonably practical.

SURFACE MOBILE EQUIPMENT (SME) PARKING


SME shall be parked in designated SME parking areas where they are provided. An operator shall park or stand SME in a manner that does not pose a risk to persons or equipment. Where practical, SME should be parked on level ground and clear of traffic and visible to other road users. Parking across the grade on slopes can facilitate the same effect as level ground. The operator, before parking, shall assess condition of highwall and lowwall and report and move away from any apparent high risks. When a safe area is located SME shall not be parked within 10 metres of a lowwall or a highwall. An operator shall not park or stand SME opposite another vehicle on a haulroad. SME shall be parked on the same side of the road. Unless part of the production cycle (such as queuing, loading or dumping) an operator shall not park or stand SME less than 50 metres from a piece of surface mobile equipment (SME), other than in a designated SME parking area. Positive contact with the operator of operating SME shall be made where access and/or parking of SME is required within 50 metres. The operating SME operator should then park according to the site parking standard for SME. The approaching SME shall then be parked at least 5 metres from and parallel and adjacent to the SME cab so that the other operator has clear vision of the SME. This requirement should only be enacted in exceptional situations such as servicing or fueling. The operating SME operator shall not be permitted to drive off until the other SME is outside the 50 metre zone. Rubber tyred SME should be parked in V-ditches or over park berms or bumps where these are provided. Otherwise the wheels of the rubber tyred SME should be turned so that any movement of the vehicle would be arrested through gravity against a berm, ditch or windrow. If none of these measures are available then chocks shall be used. The park brake shall be applied before leaving the SME. Before switching off the engine the transmission should be moved to neutral to test the park brake effectiveness. The transmission should then be returned to the recommended safe parking position as described in the operators handbook for that particular piece of SME. Implements should be lowered to the ground to improve the effectiveness of parking. The engine should then be shut off. If the SME is parked in a hazardous situation, notification shall be made to supervisors and other road users in the area of that hazard. Unless the operator is at risk, permission from the supervisor should be sought before exiting the cab. Cones, signs or flashing lights should be erected. Arrangement should be made to move the SME to a safe location as soon as reasonably practical. In some situations, such as in breakdowns and if the SME must be parked on a ramp, it may be necessary to dump a load of dirt on the downhill side of the SME to arrest movement.

Where practicable, trucks shall be parked empty. If a full truck needs to be parked, sufficient room from other SME shall be allowed for safe access around it without the risk of being struck from parts of the load dropping from the tray. Where the SME has a prime mover and one or more trailers, and the trailers are removed from the prime mover, then they, as far as reasonably practicable, shall be safely parked as though they were a separate piece of SME.
