What is core business of university?
develop/implement/operate IS? Do our university follow same scheme in another areas (automobiles, machinery, building industry, )? Are we able (willing) to support development team (equipment, development tools, salaries, ) what will happen if not? Do you have required professionals (analytic team, )

Everything mentioned yet supporting activities only How about core business? Teaching&learning (education)
