1 ONE YEAR POST GRADUATE PROGRAMME IN QUANTITY SURVEYING (PGP QS) INTRODUCTION In the changing scenario in construction field of major projects of multi-storied buildings, industries, roads, irrigation, heavy investments are being made by various governments and financial institutions for timely execution and under strict monetary control. With ever rising prices it has become imperative to affect savings through better methods of working out cost, improved system of tendering and contractual arrangements, cost planning and efficient contract management. These elements of Civil Engineering, Economics, Finance, Statistics, Valuation, Management and Law together define the role of a Quantity Surveyor. The role of Quantity Surveyor as a specialist is now gaining a lot of importance, but still lies under-rated in the construction industry. This is mainly due to the absence of regular training facilities dealing with quantity surveying as a specialised discipline. In the absence of a qualified quantity surveyor, every concerned organisation public or private, employs draftsmen, engineers or architects to take up the roles of a Quantity Surveyor. Quantity surveying as a professional function in construction and civil works is now receiving its due recognition in India. It is in this context that National Institute of Construction Management and Research is taking the lead in designing this interdisciplinary programme that builds upon various subjects as mentioned above. 7 ONE YEAR POST GRADUATE PROGRAMME IN HEALTH, SAFETY AND ENVIRONMENT MANAGEMENT (PGP HSEM) BACK GROUND National Institute of Construction Management and Research (NICMAR) commenced the first Graduate Diploma in Construction Safety Management Programme in 2003. The programme was jointly designed by National Safety Council and NICMAR and was conducted at the Hyderabad campus. A survey conducted on employability skills audit has revealed that employers were not fully satisfied with the level of knowledge that graduates had regarding health and environment issues related to both construction and manufacturing industry though they had adequate working knowledge on safety related to construction. Hence, a knowledge on safety, health and welfare, along with maintenance and improvement of the environment was considered to be essential. With this background an exclusive Post Graduate Programme in Health, Safety and Environment (HSE) Management was designed. INTRODUCTION India occupies tenth position among the industrialised nations of the world. Following the declaration of liberalisation policy by the Government of India new industries and technologies are mushrooming and multinationals are showing greater interest with the aim of achieving higher productivity. However, such a large-scale growth of Industries and Infrastructural development may lead to degradation of environment, if appropriate legislation relating Safety, Health and Environment is not implemented. Pollution of Air, Water and Land due to development of infrastructural projects and industrial activities has adversely impacted the environment. The main reasons effecting the health of industrial and project workers is due to usage of banned materials and chemicals which are not used in other parts of the world. The second being the adoption of poor control and monitoring over the usage of technology has aggravated the problems of pollution within and outside the work places. To deal with such problems and to find out the appropriate feasible and cost effective solution there is a vital need for the services of safety, health and environmental professionals in the country. This can be achieved by introducing academic programmes and organising workshops in the areas of safety, health and hygiene and environment. NICMAR being a industry sponsored institute has realised the importance of the above issues faced by the projects and industries and through the industries and Institute interaction it has commenced the Post Graduate Programme in Safety, Health and Environment Management to serve the industries by providing trained and qualified manpower to the industry. OBJECTIVES The objective of this Post Graduate Programme is to produce a professionally qualified and trained professionals to take care of Safety, Health and
Environment issues in developmental and operating projects and shall have the competency: - To look after the Safety, Health and Environmental aspects with knowledge and expertise in health issues, safe handling of materials and machinery, safe work practices, standard operating procedures, and establish emergency action procedure. - To be responsible for compliance of all statutory obligations of the employer with regard to health and safety of personnel and structures, and security of environment. - To guide and assist the site managers / engineers to make their sites safe and accident free. - To train personnel in safety, undertake safety surveys and design suitable documents for recording and promoting safety at the work place. - To establish the learning experience within the context of construction application, thus enabling the integration of theoretical knowledge and understanding with best industrial practice including health, safety and welfare and environmental sustainability. DURATION AND ORGANISATION The programme duration is one year which is organised in three terms. First term will have five courses and two workshops and second term will have five courses and one workshop and third term will have four courses and two workshops and the final project work will be done during the third term. ELIGIBILITY Bachelor's degree in Engineering in any discipline or Diploma in Engineering in any discipline with four years of experience. Minimum 50% aggregate marks are required in all criteria. Final year graduate students can also apply. ADMISSION PROCEDURE Selection of students is made by the Selection Committee. Admissions work is handled centrally at Pune Campus.
