Preamble

Purpose
It is our belief that what has come before us has failed. We know that power confined into the hands of the one or the few inevitably leads to corruption and the power used to benefit those with access to its reigns. Today we take a step towards the future, towards a new way, towards a society that respects the individual absolutely, seeking to provide the groundwork for a society to emerge where individual members are allowed to exercise their conscious, wants, and passions freely.

Mission Statement
It is the mission of this body to create a government that is simply a provider of security (domestic and foreign), conflict and contract arbitration, and provider of public works that are agreed upon by the legislature.

Bodies of the Government


The make up of the government is open to any member in good standing. ! member in good standing is the following !ny adult (at or over age of "#) or person who can prove they are self sufficient $as paid their membership fee for the current year and the upcoming year in full before the end of the fiscal year %eptember &'th.

Legislature
!ll legislative powers shall be vested in the (xecutive )ommittee, but only over instances explicitly delegated to it. The (xecutive )ommittee in totality is composed of *# members, broken down to + members on , boards, those boards being -omestic -efense, .oreign -efense, !rbitration, and /ublic Works. 0embers of the (xecutive )ommittee will be elected to serve terms in their respective boards for , years, and are limited to * terms. (lections will be held on the last .riday in !ugust every , years from the enaction of this document and the members are to be installed in office and acting no later than 1ctober "st of the same year. There is no age limit or maximum on any member of the (xecutive )ommittee, they simply have to be a member in good standing.

The goal of the committee is to ensure the chief executive of each board is acting in the best interest of the body and to ensure financial oversight over their respective body. The (xecutive )ommittee as a whole has the power to set the membership fee but to no fee greater than "'2 of the average income of the populace in total. !ppropriation of the budget must be down by the (xecutive )ommittee as a whole and the budget for the upcoming year can not be greater than the money on hand in the preceding fiscal year. (xecutive )ommittee member can be removed if 3'2 4" of the membership in good standing vote to remove him from the position, in that instance action from the board outside of oversight is removed until a new member is elected, at a time period no greater than * months. In matters of national defense, the whole (xecutive )ommittee (*# members in total) must agree with at least *5 agreeing in order for war to be declared or any military or government action to be taken on foreign soil. In the event of a declaration of war, the two 6oards of defense, within " week from the authori7ation of military action must elect a War /arty 8eader, who will in effect become the commander in )hief of all military action domestic and internationally.

Executive Branch
(xecutive powers for the -epartment of !rbitration, -omestic -efense, .oreign -efense, and /ublic Works shall be vested in the , separate individuals of the membership body and can only hold that position. The )hief (xecutive 1fficers ()(1) of the , departments are responsible for the direction of the department and the hiring of the top level executives in that department. The position will be paid the average salary the e9uivalent )(1 of a company with the same yearly revenue 4"2. The position is only in charge of their department and has no extra :udicial powers. In the event of any mishaps it is the )(1 who will be responsible regardless if they are directly culpable or not. 5 members of the board for that respective )(1 who vote that he is unfit for duty means a new election, or the general membership body voting for his removes at a rate of +32. (lection of the various )(1s will happen , years after the enaction of this document the last .riday of !ugust and the )(1% active in office no later than 1ctober "st the same year. The term of the executive is "' years, in which they can only serve one term.

Arbitration
;udicial review is done by the branch of arbitration. !ll members of the body agree to use the -epartment of !rbitration as a )onflict resolution service of first consideration in arbitration matters.

!rbitration is divided into two departments contract resolution and conflict resolution. In the contract resolution department the goal is to find the truth of the actual agreement and determine fault, once fault is found it is then the goal of the court to seek to redress or make right the plaintiff. In conflict resolution, the goal is to determine if physical action taken was :ustified by the law, not if it was moral, if it is then the ob:ect again is making whole the victim or advocate of the victim (which can be anyone even non member) whole again via the defendant if found guilty by a :ury of his peers selected from a professional :ury pool or random citi7ens not to be less than # but no more than "*. The concept of sovereign immunity and 9ualified immunity is not supported under this charter. !ll individuals are competent enough to know if something is wrong or right, there is no government protection for any action that breaks the law, this applies to every member of government absolutely.

Iron Law
The law in this section is in effect for the perpetuity of this government. ") The government has no authority to create law that compels or forces any member or non member to take any action against their will for the benefit of another. *) The government has no authority to make any law that violates the ability of any member or non member act in a voluntary economic manner. &) The government has no authority to make any law with regards to morality, or offer a service to one member that it would not offer to another. ,) The only methods of income from the government is the selling of services and the collection of membership fees. 3) The government has no authority to violate or not honor mutually consented to contracts that are enforceable or actionable. 5) The government can make no law that violates the private property ownership of any member of society (member of the government body or non member) +) The government has no authority to declare itself or make another party a monopoly in any economic market, including but not limited to arbitration, domestic defense, foreign defense, and public works.

Body of Law
6ody of 8aw can be added to by (xecutive )ommittee and with threshold of *' votes for a action to be passed. !ll law in the 6ody of 8aw has built in sunset provision of * years
