1.0 SCOPE
This SEC Transmission Material Standard Specification (TMSS) specifies the minimum technical requirements for design, engineering, manufacture, inspection, testing and performance of Capacitor Voltage Transformers (CVT) 110 kV through 380 kV intended to be used outdoors in the system of the Saudi Electricity Company, Saudi Arabia.
2.0 CROSS REFERENCES
This Material Standard Specification shall always be read in conjunction with SEC General Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials", which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract Schedules for project, as applicable.
3.0 APPLICABLE CODES AND STANDARDS
The latest revision/amendments of the following Codes and Standards shall be applicable for the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer may propose equipment/material conforming to one group of Industry Codes and Standards quoted hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS
4.1 General
The capacitor voltage transformer (CVT) shall be of manufacturer's standard design per IEC 60044-5 or NEMA C93.1 and shall meet or exceed the requirements of this Specification in all respects.
4.2 Ratings
The ratings shall be as specified in Data Schedule. The rated insulation levels and maximum primary voltage for CVT shall be based on the highest voltage at emergency condition per 01-TMSS-01.
4.3 Construction
4.3.1 The CVT shall be of oil-filled, voltage connected type, rigid column structure and freestanding unit (base mounted) for outdoor service.
4.3.2 The CVT for 380 kV nominal system voltage shall be supplied with a corona ring.
4.3.3 The CVT shall be adequately designed and constructed to withstand insulator-washing pressure of 3500 kPa without damage and without ingress of water or moisture into the apparatus internals, or degradation of the sealing.
4.3.4 Rated Voltage factor shall be as per IEC 60044-5 unless otherwise specified in the data schedule.
4.3.5 The capacitor and EMU units of the CVT shall be hermatically sealed.
4.4 Capacitor Unit or Stack
4.4.1 The capacitor unit or stack shall consist of series connected oil impregnated capacitor elements C1 (high voltage capacitor) and C2 ( Intermediate voltage capacitor) housed in porcelain bushing completely filled with oil and hermetically sealed. Each capacitor unit or stack shall be fitted with stainless steel bellows (oil volume adjusting device) to allow for change in volume of oil and maintain a slightly positive oil pressure at any temperature in the operating range.

4.4.2 The capacitor unit or stack used with the voltage transformer shall have a capacitor divider with intermediate voltage terminal for connection to electromagnetic unit. The insulation of the low voltage terminal of the capacitor voltage divider shall be tested for one minute per IEC 60044-5 or NEMA C93.1.
4.4.3 The over voltage surges transmitted from primary to secondary terminals of CVT shall not exceed the values given against Type A and Type B per IEC 60044-5 or equivalent standard for CVT installed in air-insulated Substation and gas insulated metal-enclosed substation (GIS) respectively.
4.4.4 The low voltage end shall be terminated in a bushing insulated from the base and capable of withstanding a test voltage of 10kV for 1 minute.
4.5 Electromagnetic Unit
4.5.1 The electromagnetic unit shall consist of intermediate voltage transformer, compensating reactor, and associated protection circuitry. The electromagnetic unit shall be housed in the base on which the capacitor unit or stack is mounted on the top.The base housing shall be filled with oil and hermetically sealed.
4.5.2 The voltage transformer shall have two secondary windings. The rated secondary voltage (nominal) of each winding shall be 115/3 V or 110/3 V or as specified in data schedule. All secondary circuits of voltage transformer shall be provided with fuses or MCBs .
4.5.3 The CVT for relaying service shall have a rated burden of at least 100 VA at a power factor of 0.85 lagging and shall be of standard accuracy class 3P per IEC 60044-5 or 1.2R accuracy class per NEMA C93.1. Additional accuracy classes ( T1, T2, T3 per IEC 60044-5) for transient performance for CVT for relaying service shall be as specified in the data schedule. The CVT for metering service (except for revenue) shall have an accuracy class 0.5 per IEC 60044-5 or accuracy class 0.3 for burdens X, Y, and Z and power factor per NEMA C93.1. The CVT for revenue metering service shall have accuracy class of 0.2 per IEC 60044-5 and shall be capable of simultaneous loading of accuracy of 0.2 per IEC 60044-5for all secondary windings up to their rated burden and power factor.
4.6 LV Terminal Box
4.6.1 The voltage transformer secondary terminals and fuses/MCBs, damping devices (for limiting over voltages, preventing sustained ferro-resonance and acheiving a higher performance of transient response of CVT for relaying per IEC 60044-5 or NEMA C93.1), protective devices and thermostatically controlled space heater shall be enclosed in the LV terminal box which shall be part of the base housing enclosure.

4.6.2 The internal face of the cover shall bear a metallic plate with the schematic diagram of windings and of their terminal markings.
4.6.3 4.6.3 Terminals on terminal board or terminal block for user's field wiring connections shall be non-captive pan head screw type.
4.6.4 The bottom plate of terminal box shall be furnished with cutout complete with undrilled cable gland plate to accommodate cable gland of up to 40 mm external diameter. Provisions for conduit entrance shall be provided.
4.6.5 The enclosure shall be weatherproof and dust-tight having degree of protection in accordance with 01-TMSS-01.
4.6.6 An external earthing stud capable of accepting twin-copper conductor of 240mm 2 connected to the metal base shall be provided on all units.
4.6.7 The CVT shall have an earthing terminal provided within the secondary terminal box for earthing the secondary windings and cable screens.
4.7 HV Porcelain Bushing
4.7.1 The HV porcelain shall be of electrical grade wet-processed porcelain, and shall be as specified in Data Schedule. The porcelain bushing shall be designed and constructed to withstand static and dynamic load.
4.7.2 Outdoor apparatus porcelain bushing shall be designed to have a creepage distance per 01-TMSS-01. Color of the bushing shall be brown.
4.8 HV Terminal
The CVT shall be provided with standard high voltage NEMA CC1 ,4-hole terminal pad or equivalent. The HV terminal pad shall be tin-plated and shall be suitable for use with copper or aluminum terminal connectors.
4.9 Polarity and Terminal Markings
The relative polarity of the leads and terminals of the CVT shall be clearly identified by permanent markings that cannot be easily obliterated, and shall be designated in accordance with IEC 60044-5 or NEMA C93.1.
4.10 Grounding
The CVT shall be provided with a clamp type ground terminal located on the external surface of the CVT base, and shall be sized to accommodate bare copper conductor of size 1x240mm 2 for station fault current level upto 40 kA and 2x240mm 2 for fault current levels above 40 kA. 4.11 Insulating Oil
4.11.1 The capacitor unit or stack shall be filled-up with synthetic oil conforming to class III sheet 1 per IEC 60867 or ASTM-D-2296 and shall not contain Polychlorinated Biphenyl (PCB) substance. CVT with synthetic oil per sheet 4 of IEC 60867, having at least 5 years of proven field experience can also be offered for review and final acceptance by SEC.
4.11.2 The electromagnetic unit shall be filled-up with mineral oil conforming to 54- TMSS-01.
4.12 Nameplate
4.12.1 Each CVT and/or capacitor shall bear a nameplate permanently and legibly marked in English with the information listed in IEC 60044-5 or NEMA C93.1, plus additional information as follows:
a. The words kV Capacitor Voltage Transformer / F Capacitor.
b. SEC Purchase Order Number, Contract No. or J.O. Number.
c. 50-TMSS-02, Rev. 0.
4.12.2 Nameplate of CVT manufactured per NEMA C93.1 shall additionally have indication of primary, neutral and each secondary winding terminal.
4.12.3 The nameplate material shall be stainless steel and shall be fastened to the equipment by stainless steel screws or rivets.
5.0 TESTS
All test results shall be submitted to SEC for review and approval.
5.1 Type (Design) Tests
5.1.1 All design (type) tests prescribed in IEC 60044-5 or NEMA C93.1 shall be performed on the representative unit or on the first unit of every new design or rating to be supplied to SEC.
5.1.2 Chopped impulse test shall be carried out additionally for all CVTs manufactured per NEMA C93.1 standard.

5.2 Routine (Production) Tests
5.2.1 All production (routine) tests prescribed in IEC 60044-5 or NEMA C93.1 shall be performed on all CVTs and /or capacitors.
5.2.2 Partial Discharge measurement shall be carried out additionally for all CVTs manufactured per NEMA C93.1 standard.
5.3 Special Tests
5.3.1 The following special tests shall be carried out on one representative CVT per IEC 60044-5 or equivalent ANSI/IEEE, if specified in Technical data Schedule.
a. Measurement of the transmission factor of high frequency overvoltages.
b. Mechanical strength test
c. Determination of the temperature coefficient.
d. Tightness design test of capacitor units.
5.4 Apparatus Porcelain Bushing
5.4.1 All tests per IEC 62155 or equivalent ANSI/IEEE standard shall be performed on apparatus porcelain bushing.
5.4.2 Artificial Pollution Tests shall be performed on one representative bushing using Solid Layer Method per IEC 60507 or equivalent ANSI/IEEE Standard, if specified in the data schedule.
