SECTION I GENERAL CONSTRUCTION PRACTICES 1.0 SCOPE OF SPECIFICATION. The scope of bid envisages the Design, Engineering, Manufacture, Stage testing, Inspection and testing before supply, Supply and Delivery at site, Storage, Insurance, Erection, Installation, Testing & Commissioning and to be integratable towards remote monitoring and control using local HMI SCADA and also to be compatible to the existing/proposed SCADA in TNEB/ TANGEDCO. The system will transmit data to Chennai DCC SCADA system on real time with IEC 60870-5-101 protocol. Sub-station equipments like energy meters, relays etc which may have MODBUS, DNP 3.0, IEC 60870-5-103 protocols with Optical/RS485 port. Station Controller shall also support ABBs RP570 protocol and IEC60870-5-104 to communicate with Master Station. II. 33 Cable Laying : i) Laying, jointing, terminating, testing & satisfactory commissioning of 33 KV 1 X 630 sq.mm. aluminum XLPE cable from the existing SS to proposed SS. Cable will be supplied by TANGEDCO. Straight joints and terminations will be under contractors scope. III. Civil works consisting of construction of Control Room with electrification, battery room, toilets, furniture, etc. As amount paid towards statutory charges for road cutting & restoration permission/ railway crossing permission etc will be reimbursed the same will not be considered for bid evaluation. 4.TRAINING: Training in operation and maintenance of the sub-station & allied equipments for Eight (8) Engineers for Four (4) weeks at MANUFACTURERs WORKS including travel and living expenditures at free of cost. 5. RECOMMENDED SPARES: If any and shall be given separately. 6.CODES AND STANDARDS: 6.1. Except as noted all the equipments offered shall conform to the requirement of the latest editions of relevant standards, published by the International Electro-Technical Commission (IEC).

6.2 Other International Standards will be acceptable only if they are established to be equal to or superior to IEC Standards. In all such cases, copies of English translation /version of all such standards shall be enclosed with the Bid. 6.3 In the event of any conflict between the codes and standards referred to in the specification and the requirement of the specification, the latter shall govern. 7.0 MAINTENANCE TOOLS AND SPARES:

7.1 BIDDER shall give details of various tools and tackles required for maintenance. 7.2 BIDDER shall give details of various recommended spares. 7.3 VENDOR shall furnish detailed operating and maintenance manuals enable PURCHASER to carry out operation and maintenance. 7.4 PURCHASERs preventive maintenance practice includes systematic inspection and testing. It must be possible to remove and test a single circuit element without removing any other element. 8. DELIVERY:

The VENDOR shall schedule and complete the supply and erection of the specified equipments and accessories, spares, tools and tackles and testing equipments, Cable accessories, 33/11 KV Power Transformer and all other equipments/materials covered under the scope of work within 9 months from the date of handing over of site. The entire substations should to be completed, commissioned and handed over within 9 months from the date of handing over of site. 9. 9.1 INSPECTION AND TESTS: Inspection:

The VENDOR shall make available to PURCHASERs representatives, a complete set of detailed drawings during their inspection. 9.2 Tests:

Tests shall be made at the factory by the VENDOR on the complete unit switchgear assembles, components, parts and complete assembly in accordance with relevant Standard IEC to determine the performance and

operating characteristics and to determine whether or not guarantees have been met. 9.3 Type Tests:

The bidder shall submit Type test reports as per the relevant IEC standards for 33 KV GIS panels & 11 KV VCB panels and the power transformer of rating 8 MVA or above from any of the authorised Laboratories either in India or abroad. The type tests should have been conducted on the equipments manufactured at the same source/unit from where the bidder is proposing to supply the tendered equipments. The type tests should have been conducted within 5 years prior to the date of Tender opening. The VENDOR shall satisfy the PURCHASER that the equipment offered has successfully passed type tests as required by IEC / other International Standards. Relevant type test certificates should be furnished along with the bids.

9.4

Routine and Acceptance Tests:

Routine and acceptance tests shall be conducted in accordance with relevant IEC / International Standards in the presence of the representatives of the PURCHASER.

9.5

Field Tests:

Field tests shall be conducted by the VENDOR in the presence of the PURCHASERs Representative. The equipments required for site testing shall be the sole responsibility of the VENDOR. 9.6 Suppliers shall also in addition indicate any special tests at works/site recommended by them to ensure satisfactory operation of the equipments and Accessories. 9.7 The tests can be modified at the discretion of the purchaser to omit or include additional tests.

10. RESPONSIBILITIES OF DURING PROJECT EXECUTION. 10.1 Scope

10.4 Responsibilities a) Vendor Drawing and Data Review It is the responsibility of the Vendor to prepare a PERT chart for execution of the Project and got it approved. It is also the responsibility of the vendor for

proper preparation and timely submission of vendor drawings and date (including those from the SUB-VENDORS). The responsibility for review and approval of vendor drawings and data shall be that of the ENGINEER. The vendor drawings and data preparation and submission shall be in accordance with the requirement outlined in Specification TITLED drawings and instruction manuals. Vendor drawings and data are required by the ENGINEER to check conformance of the VENDOR/ CONTRACTORS Equipment. The VENDOR / CONTRACTOR shall be responsible for expediting drawings and data from the SUB-VENDOR/ CONTRACTORS. The ENGINEER will return the vendor drawings, duly corrected, promptly within the agreed time schedule as per PERT. The VENDOR/CONTRACTOR shall effect corrections indicated by the ENGINEER promptly and expeditiously. Any manufacturing, undertaken prior to the approval of the vendor drawings and data by the ENGINEER, shall be solely at the risk of the VENDOR/CONTRACTOR. The VENDOR/CONTRACTOR shall be responsible for delays if he does not prepare drawings/ data properly in the first instance and / or does not take into account all the corrections indicated to him. b) Manufacturing, Inspection, Expediting and Testing Manufacturing The responsibility for manufacturing the Equipment as per specifications/ approved drawings of the OWNER/PURCHASER shall be completely and solely that of the MANUFACTURER although the OWNER/PURCHASER may carry out inspection at different stages during and final testing after manufacture to ensure quality control. The MANUFACTUER shall be responsible for selection of materials as per agreed Specifications and shall use tested materials only. Material Test Certificates shall be furnished, and in case they are not available, the MANUFACTURER shall arrange for the material to be tested at his expense. Fabrication shall conform to agreed specifications and where necessary, in accordance with the requirements or regulations of the statutory bodies. Qualified welders shall be engaged and welds shall be subjected to Xray and /or non-destructive tests as specified with test certificate furnished. The MANUFACTUER shall carryout all shop and running tests and specified. Inspection, Expediting and Testing The OWNER/PURCHASER will carry out shop inspection, expediting and testing of the Equipment during and after its manufacture through the agency of the ENGINEER to ensure quality control and prompt deliveries and the MANUFACTURER will provide the necessary access and facilities. Expediting will cover vendor drawing / data submission, ordering of raw materials,

production planning, manufacture, testing and shipment. Inspection will be carried out as per a schedule agreed with the MANUFACTUER, at several stages commencing from inspection of raw materials up to final testing before release for shipment. The inspection and testing will also cover Equipment supplied by the SUB-VENDOR/CONTRACTORS. For detailed description of the inspection procedure, refer to specification SHOP INSPECTION AND TEST PROCEDURES. Inspection by the ENGINEER shall not relieve the VENDOR / CONTRACTOR of the responsibility for furnishing Equipment conforming to the Specification. c) Packing and Transporting The responsibility for properly packing the Equipment shall be that of the MANUFACTURER. The requirements of packing and marking of Equipment have been generally specified in Standard Specification entitled PACKING, MARKING AND TRANSPORT INSTRUCTIONS FOR EQUIPMENT and specifically given in the Purchase order. The VENDOR / CONTRACTOR shall be responsible for ascertaining the transport limitations by rail/ road and effecting shipment within the frame work of these limitations. The OWNER / PURCHASER may, however, assist him, if necessary, in approaching the authorities concerned. The responsibility of unloading from carriers at Site shall be that of the VENDOR / CONTRACTOR, since the contract is for supply for Destination Site. As this contract is for supply and erection of equipment, the VENDOR / CONTRACTOR is responsible for receiving the materials, unloading them and the storage. d) Receipt at site, handling and storage All materials/equipments required for successful commissioning and handing over of the sub-station shall be received at site, unloaded and kept safe. It is the responsibility of the VENDOR/CONTRACTOR to receive, unload and transport to site all materials/equipments required in good condition. e) Mechanical Erection Mechanical erection of the Equipment will be carried out by the VENDOR / CONTRACTOR. The VENDOR shall also be responsible for rectification of manufacturing defects. He shall reimburse all relevant costs if any rectification work is done by the OWNER/PURCHASER. The VENDOR/CONTRACTOR shall submit for approval and record to the OWNERs /PURCHASERs Operation and Maintenance Department all final alignment and setting data. During erection,

f) Pre commissioning tests and commissioning Commissioning stage extends from the moment of take over for commissioning after Mechanical Completion upto and including take over under guarantee at the end of successful completion of Performance Tests and includes Preliminary Operation. During this stage, the Plant and Equipment will be in the provisional charge of the commissioning agency subject to such control by the VENOR/MANUFACTURER as he may wish to exercise to enable him to meet the responsibilities in respect of efficient and trouble-free operation and maintenance as specified. Commissioning will be undertaken by the OWNERs / PURCHASERs commissioning team consisting of experienced and qualified personnel from his operation, maintenance and testing departments. The OWNER/PURCHASER may require the ENGINEER to provide over all coordination of the commissioning of the entire plant. Commissioning of each Equipment / system will be carried out under the supervision of the VENDORs/ MANUFACTURERs startup and Commissioning Engineer, if provided in the contract or in any case, strictly in accordance with the MANUFACTURERs written instructions. The VENDORs / MANUFACTURERs Commissioning Engineer shall satisfy himself regarding proper mechanical completion of Equipment erection, pre-commissioning clean up, electrical testing, instrument testing and calibration and supervise the work of the commissioning team by giving on the spot guidance, as well as specific written operating and other instructions. He shall also carry out operating tests to determine appropriate settings for various devices and also direct minor repairs which may have to be carried out in the field by the erection CONTRACTOR. All data collected by him during commissioning shall be handed over to the OWNERs / PURCHASERs commissioning team. Performance Tests will be carried out as soon as possible after the Plant and Equipment has attained stable operation of MCR conditions to test the performance of the plant as per guarantee. The testing will be done by the VENDOR / MANUFACTURERs testing team with the assistance of the ENGINEER and witnessed by OWNERs /PURCHASERs commissioning team and the VENDOR / MANUFACTURER who shall provide the specified test instruments and services of competent performance test engineers to carry

out the tests. The performance test will be carried out according to the specified codes and as agreed between the OWNER / PURCHASER and the VENDOR/ MANUFACTURER prior to the tests. Computation of Performance Tests results and submission of the final performance Tests report will be done by the VENDOR/MANUFACTURER and reviewed and approved by the ENGINEER on behalf of the OWNER/PURCHASER. On successful completion of testing, the OWNER / PURCHASER will take over the Plant and Equipment under guarantee through formal documentation. Besides the specified conditions governing the period under guarantee, additional conditions may be imposed and agreed to between the OWNER / PURCHASER and the VENDOR/MANUFACTURER depending upon the outcome of the results of Performance Test. g) Operation during Guarantee Period The Operation and maintenance of the Equipment during the guarantee period as stipulated in the specification after take over under guarantee will be carried out by the OWNER/PURCHASERs operation and Maintenance Department in accordance with the MANUFACTURERs Operation and Maintenance Instruction Manuals and specific instructions laid down by the VENDORs / MANUFACTURERs Commissioning Engineer or specified by him from time to time. The VENDOR / CONTRACTOR shall be responsible for remedying design, material, fabrication and is also responsible for construction, construction defects. During this period, the VENDOR / CONTRACTOR shall provide, if required by the OWNER /PURCHASER, the services of operation Engineers at free of cost to advice the OWNER/PURCHASER, for such periods and in such number as may be mutually agreed upon. The VENDORs operation Engineers shall also train the OWNERs/PURCHASERs personnel, act as a liaison between the OWNER/PURCHASER and the VENDOR, assist the OWNER/PURCHASER in ordering and operation and maintenance and trouble shooting and supervising repair work under guarantee. On successful completion of the guarantee period, the Plant and Equipment will be taken over completely by the OWNER/PURCHASE but with such conditions as may be mutually agreed to between the OWNER/PURCHASER and the VENDOR depending upon the performance of the Plant and Equipment during the guarantee period. 11. DRAWING AND INSTRUCTION MANUALS 1.0 Drawings

1.1 All drawings submitted by the VENDOR/CONTRACTOR including those submitted at the time of Bid shall be in sufficient detail to indicate the type,

size, arrangement, weight of each component, breakdown for packing and shipment, the external connections, fixing arrangements required between various portions of equipment and any other information specifically requested. 1.2 The VENDOR/CONTRACTOR shall submit to the ENGINEER for approval, within the times specified for such drawings submission, samples, as may be called for therein or as the ENGINEER may reasonably require, provided that the VENDOR/CONTRACTOR shall not be under any obligation to supply copies of shop drawings. Within a reasonable period after receiving such drawings and samples, the ENGINEER shall signify his approval or otherwise. Copies of all drawings which require to be approved by the ENGINEER shall be provided by the VENDOR/CONTRACTOR. The VENDOR / CONTRACTOR shall supply additional copies of approved drawings in accordance with the details set out in the Specification. 1.3 Drawings approved as above described shall not be departed from.

1.4 The ENGINEER shall have the right at all reasonable times to inspect all drawings at the factory of the VENDOR/CONTRACTOR. 1.5 The VENDOR/CONTRACTOR shall, within the times specified in the specification/purchase order, provide drawings showing the manner in which the Equipment is to be affixed together with all information, required for preparing suitable foundations. 1.6 The VENDOR/CONTRACTOR shall not be relieved of his obligations under the Contract including but not limited to his Guarantee obligations stated herein, by incorporating the ENGINEERs design and fabrication comments. 1.7 Any expenses resulting from an error or omission in or from delay in delivery of the drawings and information mentioned in para 1.5 of this specification shall be borne by the VENDOR / CONTRACTOR. 1.8 The VENDOR/CONTRACTOR shall submit 3 copies of the list of all drawings he proposes to submit for approval identifying each by a serial number and descriptive title and giving and expected date of submission. This list shall be revised and extended, as necessary during the progress of work. The VENDOR/CONTRACTOR shall submit to the purchaser all relevant drawings in complete final shape within four weeks from the date of order and the purchaser shall communicate approval for the drawings within four weeks from the date of receipt of final reply to comments required by the

purchaser from the VENDOR/CONTRACTOR. The delivery indicated shall include the time for drawing approval as above also. 1.9 After the award of the Contract, the VENDOR/CONTRACTOR shall submit as per the Distribution Scheme, copies of design calculations, material specifications and detailed drawings as called for in the Equipment specification for the OWNER/PURCHASER or the ENGINEERs review. The VENDOR/CONTRACTOR must satisfy the OWNER/PURCHASER or the ENGINEER as to the validity of his design with reference to the requirements of Statutory Code Authorities. 1.10 Drawings submitted for approval shall be signed by responsible representatives of the VENDOR/CONTRACTOR and shall be in accordance with Indian/International Standards. 1.11 All drawings shall show the following particulars in the lower right hand corner in addition to the VENDOR/CONTRACTORs name. 1.11.1. 1.11.2. 1.11.3. 1.11.4. 1.11.5. 1.11.6. 1.11.7. 1.11.8. 1.12 In addition to the information provided on drawings, each drawing shall carry a revision number, date of revision and brief details of revisions carried out. Wherever any revision is carried out, correspondingly revision number must be updated. 1.13 All dimensions on drawings shall be in metric units.

1.14 The OWNER/PURCHASER or the ENGINEER will return to the VENDOR/ CONTRACTOR, a) One print stamped Approved or b) One print stamped Approved with comments as noted or c) One print marked with comments. In the case of (a) no further submission of the drawings required. In the case of (b) the VENDOR/CONTRACTOR shall correct his original drawing

to conform with the comments of the OWNER/PURCHASER or the ENGINEER and furnish the corrected drawings to the OWNER/PURCHASER or the ENGINEER for the purpose of records. In the case of (c) the VENDOR/ CONTRACTOR shall correct his original drawing to conform with comments and corrections of the OWNER/PURCHASER or the ENGINEER and resubmit the drawings to the PURCHASER/ENGINEER within one (1) week after receipt of the marked-up print for approval. When the VENDOR/CONTRACTOR resubmits the drawing, he should incorporate ENGINEERs drawing number which corresponds to the VENDOR/ CONTRACTORs drawing number in the respective drawing. The ENGINEERs drawing number shall be used thereafter for all purposes of reference. 1.15 Drawings submitted by the VENDOR/CONTRACTOR for approval will be checked / reviewed by the OWNER/PURCHASER or the ENGINEER and comments, if any, on the same will be conveyed to the VENDOR/ CONTRACTOR to incorporate correctly all the comments conveyed by the OWNER/ PURCHASER or the ENGINEER on the VENDOR / CONTRACTORs drawings. The drawings which are approved with comments are to be resubmitted to the OWNER/PURCHASER or the ENGINEER for purpose of records. Such drawing will not be checked/ reviewed by the OWNER/ PURCHASER or the ENGINEER to verify whether all the comments have been incorporated by the VENDOR/CONTRACTOR. If the VENDOR/ CONTRACTOR is unable to incorporate certain comments in his drawings he shall clearly state in his forwarding letter such non-compliance along with valid reasons. 1.16 Any work performed or material ordered by the VENDOR / CONTRACTOR prior to the receipt of drawings stamped approved with comments as noted by the OWNER/ PURCHASER or the ENGINEER shall be at the risk of the VENDOR/ CONTRACTOR. After print of any drawing has been returned approved the VENDOR/ CONTRACTOR may release all parts covered by the drawings for production. 1.17 Reproducible, where called for in the distribution scheme, shall be submitted after the approval of the drawings. These should be of quality not less than Kilburn reproducible tracing film or equivalent capable of producing clear and legible prints. Sepia or similar process reproducible shall not be accepted. 1.18 Upon completion of the installation, the VENDOR/CONTRACTOR shall furnish a complete set of drawings of Kilburn reproducible tracing film or equivalent, if called for in the distribution scheme or other parts of the specification on which the VENDOR/CONTRACTOR shall make in a neat and

accurate manner, a complete record of all changes and revisions to the original design, as installed in the completed work. These drawings shall be submitted to the OWNER/PURCHASER or the ENGINEER for records, and become the property of the OWNER/PURCHASER. 1.19 Drawings prepared by the VENDOR/CONTRACTOR and approved by the OWNER/ PURCHASER or the ENGINEER shall be considered as a part of the specification. However, examination and approval of the drawings by the OWNER/PURCHASER or the ENGINEER shall not relieve the VENDOR / CONTRACTOR of his responsibility for engineering, design, workmanship and materials under the Contract. 1.20 If, at any time before the completion of the supply changes are made necessitating revision of approved drawings, the VENDOR/CONTRACTOR shall make such revisions and proceed in the same routine as for the original approval. 2.0 2.1 Instruction Manuals Instruction Manual shall be written in English language only.

2.2 The VENDOR/CONTRACTOR shall submit to the ENGINEER preliminary instruction manuals for all the Equipment, covered under the Contract before commencement of shipment of such materials or as otherwise specified from the date of his acceptance of the Letter of Intent. The final instruction manuals complete in all respects shall be submitted by the VENDOR/CONTRACTOR before thirty (30) days of the first shipment of the Equipment. The instruction manuals shall contain full details and drawings of all the Equipments furnished the laying procedures, testing procedures operation and maintenance procedures of the Equipment. These instruction manuals shall be submitted as per specification. 2.3 If the instruction manuals require any modifications/additions/changes after the commissioning and initial operation of the plant, the same shall be incorporated and the updated final instruction manuals shall be submitted by the VENDOR/CONTRACTOR to the OWNER/PURCHASER as per distribution scheme of the specification. 2.4 The operating and Maintenance instructions together with drawings of the Equipment as completed, shall be in sufficient detail to enable the OWNER/ PURCHASER to maintain, dismantle, all parts of the Equipment. They shall give a step by step procedure for all operations likely to be carried out during the life of the Plant/Equipment including erection, commissioning,

testing, operation, maintenance, dismantling and repair. Each manual shall also include a complete set of approved drawings together with performance / rating curves of the Equipment and test certificates wherever applicable. The Contract shall not be considered to be completed for purposes of taking over until such instructions and drawings have been supplied to the OWNER / PURCHASER. 2.5 A Separate section of the manuals shall be devoted to each size / type of Equipment and shall contain a detailed description of construction and operation together with all relevant pamphlets, drawings and a list of parts with procedure for ordering spares. Maintenance instructions shall include charts showing checking, testing and replacement procedures to be carried out daily, weekly monthly and at longer intervals to ensure trouble-free operation, where applicable, fault location charts shall be included to facilitate finding the cause of mal-operation or breakdown. A collection of the MANUFACTURERs standard leaflets will not be accepted, to mean compliance of this clause. The manual shall be specifically compiled for the concerned project. 2.6 The VENDOR/CONTRACTOR shall submit as called for in this Section, preliminary copies of Instructions Manuals for review and approval before issue of final copies. 2.7 Unless otherwise specified, three (3) copies of the final manual shall be mailed at the time of dispatch of Equipment and remaining shall accompany the Equipment. 12. SHOP INSPECTION AND TEST PROCEDURES 1) General

1.1 The Plant and Equipment covered by this Specification shall be subjected to inspection and testing. The VENDOR/CONTRACTOR shall provide all services to establish and maintain quality of workmanship in his works and that of his SUB-VENDORS/ SUB-CONTRACTORS to ensure the mechanical accuracy of components, compliance with drawings, identification and acceptability of all materials, parts and Equipment. 1.2 The ENGINEER and / or his duly authorized representative shall have at all reasonable times access to the VENDOR/CONTRACTORs premises or works and shall have the power, at all reasonable times to inspect and examine the materials and workmanship during manufacture and if part of the Equipment is being manufactured or assembled on other premises or

works, the VENDOR/CONTRACTOR shall obtain for the ENGINEER and for his duly authorized representative, permission to inspect as if the Equipment were manufactured or assembled on the VENDOR/ CONTRACTORs own premises or works. 1.3 The minimum inspection requirements for all components / Equipment shall conform to the design and fabrication requirements as defined in the reference codes and Standards. The type of inspection shall be prescribed or agreed upon by the OWNER/ PURCHASER, and shall include, if applicable, inspection procedures prescribed by Codes and Regulations recognized by the Government Authority having jurisdiction over the installed goods. 1.4 Approval or passing of any such inspection by the OWNER/PURCHASER or his authorized representative (the ENGINEER shall not, however, prejudice the right of the OWNER/PURCHASER to reject the Plant if it does not comply with the Specification when erected or give complete satisfaction in service. 1.5 The VENDOR/CONTRACTOR shall give the ENGINEER/INSPECTOR Fifteen (15) days written notice of any material being ready for testing. Such tests shall be to the VENDOR/CONTRACTORs account including the expenses of the INSPECTOR. The ENGINEER/INSPECTOR unless the inspection of the tests is virtually waived, shall attend such tests within Seven (7) days of the date on which the Equipment is notified as being ready for test/inspection failing which, the VENDOR/CONTRACTOR may proceed with the test which shall be deemed to have been made in the INSPECTORs presence and he shall forthwith forward to the INSPECTOR duly certified copies of tests in triplicate. 1.6 The ENGINEER or INSPECTOR shall within seven (7) days from the date of inspection as defined herein give notice in writing to the VENDOR/ CONTRACTOR of any objection to any drawings and all or any Equipment and workmanship which in his opinion is not in accordance with the Contract. The VENDOR/CONTRACTOR shall give due consideration to such objections and shall either make the modifications that may be necessary to meet the said objection or shall confirm in writing to the ENGINEER/INSPECTOR giving reasons therein that no modifications are necessary to comply with the Contract. 1.7 When the factory tests have been completed at the VENDOR / CONTRACTORs or SUB-VENDORs/SUB-CONTRACTs Works, the ENGINEER/ INSPECTOR shall issue a certificate to this effect within seven (7) days after completion of tests. If the tests are not witnessed by the ENGINEER/I

NSPECTOR, the certificate shall be issued within seven (7) days of the receipt of the VENDOR/CONTRACTORs test certificate by the ENGINEER/ INSPECTOR. Failure of the ENGINEER/INSPECTOR to issue such a certificate shall not prevent the VENDOR/CONTRACTOR from proceeding with the work. The completion of these tests or the issue of the certificates shall not bind the OWNER/PURCHASER to accept the Equipment should it, on further tests after erection be found not to comply with the contract. 1.8 In all cases where the Contract provides for tests whether at the premises or Works of the VENDOR/CONTRACTOR or of any SUBVENDOR/SUB-CONTRACTOR, the VENDOR/CONTRACTOR, expect where otherwise specified shall provide free of charge such items as labour, materials, electricity fuel, water, stores, apparatus and instruments as may be reasonably demanded by the ENGINEER / INSPECTOR or his authorized representative to carry out effectively such tests of the Equipment in accordance with the Contract and shall give facilities to the ENGINEER/ INSPECTOR or to his authorized representative to accomplish testing. 1.9 The inspection by the Engineer and issue of Inspection Certificate thereon shall in no way limit the liabilities and responsibilities of the VENDOR/ CONTRACTOR in respect of the agreed quality assurance programme forming a part of the Contract. 1.10 In the case of stage inspection, the VENDOR/CONTRACTOR shall proceed from the one stage to another only after the component is inspected by the OWNER/PURCHASER or his representative and permission given to proceed further. The same procedure shall be adopted for any rectifications/ repair suggested by the OWNER/PURHCASER or ENGINEER. 1.11 The Purchaser or the ENGINEER shall have the right to inspect any machinery, material, structures, Equipment or workmanship furnished or used by the VENDOR/ CONTRACTOR and may reject any which is defective or unsuitable for the use and purpose intended, or which is not in accordance with the intent of the Contract, The VENDOR/ CONTRACTOR, upon demand by the PURCHASER or the ENGINEER shall remedy or replace at the VENDOR/ CONTRACTORs expense such defective or unsuitable items of the material or the PURCHASER or the ENGINEER may, at the expense of the VENDOR/ CONTRACTOR, remedy or replace such defective or unsuitable items of the plant. 1.12 The Purchaser or the ENGINEER shall at all working hours have access to all parts of the VENDOR/CONTRACTORs and his SUB-VENDORs / SUBCONTRACTORs factory where the items of this plant are being manufactured

and shall be provided with all reasonable inspection facilities by the VENDOR/CONTRACTOR. The inspection facilities shall include all necessary tools, instruments, equipment and qualified operators to facilitate inspection. A set of latest prints of the relevant approved drawings shall be made available by the VENDOR/CONTRACTOR to the OWNER/PURCHASER or the ENGINEERs/INSPECTOR, for reference during inspection. 1.13 None of the plant to be furnished or used in connection with the Contract shall be dispatched until shop inspection satisfactory to the PURCHASER or the ENGINEER has been made. However, such shop inspection shall not relieve the VENDOR/CONTRACTOR of his responsibility for furnishing material conforming to the requirements of the contract nor prejudice any claim, right or privilege which the PURCHASER or the ENGINEER may have because of the use of defective or unsatisfactory items of the Plant. Should the PURCHASER or the ENGINEER waive the right to inspect any item of the material, such waiver shall not relieve the VENDOR/CONTRACTOR in any way from his obligation under the Contractor. In the event of the PURCHASER on the ENGINEERs inspection revealing poor quality of good, the PURCHASER or the ENGINEER shall be at liberty to specify additional inspection procedures, if required, to ascertain and VENDOR/CONTRACTORs compliance with the Equipment Specifications. 2) Sub-orders.

2.1 In order to facilitate the inspection of bought-out materials and Plant, the VENDOR/CONTRACTOR shall submit for approval, three (3) copies of all sub-orders placed by him as soon as they are issued. Copies of any drawing referred to in the Sub-order shall also be submitted, unless otherwise agreed by the PURCHASER or the ENGINEER. 2.2 The sub-orders and drawings referred to above shall cover all components which are subjected to electrical and mechanical pressure or stress when the plant is in service and also auxiliaries and spares which are to be directly dispatched to Site/Stores from the SUB-VENDORs/SUBCONTRACTORs works. 2.3 All sub-order shall clearly be marked with the main VENDOR/CONTRACTORs name and the OWNER/PURCHASERs reference. They shall include a statement advising the SUB-VENDOR/SUB-CONTRACTOR that items being ordered will also be subject to inspection and test by the OWNER/PURCHASER or the ENGINEER.

2.4 For the purpose of this clause, inter work orders are to be treated as suborders. It is obligatory on the VENDOR/CONTRACTOR that he advises his SUB-VENDOR / SUB-CONTRACTOR of the pertinent clauses in this specification when ordering bought-out plant, Equipment or materials. In particular, the VENDOR/CONTRACTOR is to advise each SUB-VENDOR/SUBCONTRACTOR that he is required to supply make design calculations, drawings, inspection reports and test certificates strictly in accordance with this Specification and technical information for inclusion in the Instruction Manual. The SUB-VENDOR/SUB CONTRACTOS should also be remained that they are to include with their offer all tools and appliance necessary for proper maintenance and all spare parts in accordance with the Specification. Itemized prices of the recommended spare parts are to be submitted together with the appropriate part numbers and drawings. 2.5 Every sub-contract or sub-order is to contain the following statement:

The Plant or Equipment which is the subject of this order is to comply in every respect with the requirements of the ENGINEERs te chnical specification and is to be to the satisfaction of the ENGINEER and ourselves. 2.6 It is important that all copies of sub-orders be clearly marked with the main VENDOR/CONTRACTORs name and the name of the OWNER/ PURCHASER and Contract reference. 2.7 The SUB-VENDORS/SUB-CONTRACTORS are to comply with all the applicable requirements of this specification and in particular with this section. Orders issued by the SUB-VENDOR/SUB-CONTRACTOR are also to include the main VENDORs / CONTRACTORs name on their sub-order in addition to the above mentioned heading. 3) Material Tests

3.1 In the event of the PURCHASER or the ENGINEER being supplied with the particulars of tests which have been carried out for the VENDOR/ CONTRACTOR by the suppliers of material, he may at his own discretion, accept the same as proper evidence of compliance with the requirements of appropriate specifications for the materials. 3.2 The VENDOR/CONTACTOR is to provide test pieces as required by the ENGINEER to enable him to determine the quality of material supplied under this contract. If any test piece fails to comply with the requirements, the ENGINEER may reject the whole material represented by the test piece.

3.2.1 All materials used in the construction of Plant and items covered by this Contract shall also be subjected to one or more of the following nondestructive tests (NDT) viz. visual, dye penetrate, magnetic particle, ultrasonic or radiographic. Salvaging of material due to unacceptable defect is to be attempted by the VENDOR/CONTRACOTR only after getting specific concurrence from the OWNER/PURCHASER or the ENGINEER and according to the approved procedures. 3.3 Unless otherwise specified, NDT tests shall be witnessed by the OWNER/ PURCHASER or the ENGINEER. 4) Welding.

4.1 All welding involved in the construction and fabrication of plant and items covered under the contract shall be carried out in accordance with applicable codes or approved equal. 4.2 Welding procedures and welders qualifications shall be approved by the ENGINEER. Where applicable, welders shall be tested as detailed in codes specified for pipe welding, vessel welding and structural welding and appropriate to the corresponding weld position using test pieces of appropriate parent metal to be used on the job. The ENGINEER shall have the right to have any welder retested at any time during the contract. 4.3 Approved methods of radiographic, ultrasonic or other non-destructive testing shall be carried out for the welding of seams in pipes and vessels. Recommendations of codes specified shall be followed where applicable. 4.4 Weld coupon plates shall be tested subsequent to heat treatment.

4.5 Copies of all welding procedures, preheating, post-heating and stress relieving records, NDT records and other test results shall be made available upon request to the ENGINEER. 5) 5.1 TEST AT MANUFACTURERs WORKS General

The tests at works shall include electrical, mechanical and hydraulic tests in accordance with the appropriate clauses of Statutory Regulation, relevant codes and standards and in addition any test called for by the PURCHASER or the ENGINEER to ensure that the plant supplied fulfils the requirements of the Specification. The VENDOR/CONTRACTOR shall carry out all the shop tests and inspections specified under individual items of

Equipment, in addition to those normally carried out by him. For Plant not covered by any code or specifically mentioned in this Specification, the tests are to be agreed with the ENGINEER. If considered necessary by the OWNER/PURCHASER or the ENGINEER multipart assemblies shall be fully erected and tested in the works prior to packing and dispatch to the site/stores. 5.2 Test Certificates

Test certificates including test records and performance curves shall be supplied according to the Distribution Scheme. All the tests shall be carried out in accordance with the provisions of Contract. All test certificates must be endorsed with sufficient information to identify the material or Equipment to which the certificates refer, and must carry in the top right hand corner the identification of the OWNER/PURCHASER and the Contract. 13. GUARANTEE AND PATENT RIGHTS With respect to the goods covered in the enquiry Specifications the VENDOR/CONTRACTOR shall provide to the OWNER/PURCHASER guarantee. 1.0 Of Title

The VENDOR/CONTRACTOR warrants that the goods are not subject to any security interest, lien or other encumbrance. 2.0 Against Patent Infringements

Except when the OWNER/PURCHASER furnished design specifications to the VENDOR/CONTRACTOR, the VENDOR/CONTRACTOR shall at his own expense refund and save the OWNER/PURCHASER any harms from the expenses and consequences of any suit or procedure brought against the OWNER/PURCHASER, so far as said suit or procedure is based on a claim that the goods furnished constitute an infringement of any patent in existence on the date of the order. In addition, the VENDOR/CONTRACTOR shall secure at his own expense a fully paid up license or licenses that will permit the OWNER/PURCHASER to continue use of the goods furnished free of further claim for infringement. 3.0 Of Performance

The VENDOR/CONTRACTOR shall guarantee that the goods furnished by him shall be in full accordance with the requirements of the enquiry specifications.

4.0

Of Quality

4.1 The VENDOR/CONTRACTOR shall guarantee that the goods are new and of high quality and that the goods will be free of defects in design, materials or workmanship for a period of Thirty Six (36) months from the date of handing over of site on successful Testing and commissioning. 4.2 If within the expiry of the above stipulated guarantee period, the subject good or any parts there-of found defective because of design, workmanship or materials, the VENDOR/CONTRACTOR at his own expense, repair or furnish and install replacement parts of design, workmanship and material approved by the OWNER/PURCHASER. The guarantee period for replaced parts or repair work shall be 12 months from the date of replacement OR date of expiry of 36 months period from the date of handing over of site on successful commissioning whichever occurs later. 4.3 The guarantee period shall be extended by the length of time required to make any adjustment, changes or repairs necessary to fulfill the guarantee. 4.4 The VENDOR/CONTRACTOR shall obtain similar guarantee from each one of his SUB-VENDOR / CONTRACTORS / SUB-CONTRACTORS, however, the overall responsibility shall lie with the VENDOR/CONTRACTOR. 14. PACKING, MARKING AND TRANSPORT INSTRUCTION FOR EQUIPMENT 1.0 Packing

1.1 All Equipment/material shall be protected for inland transport, carriage at the Site and outdoor storage during transit and at the Site strictly according to the instructions given in this specification. 1.2 The VENDOR/CONTRACTOR shall be responsible for any damage to the Equipment during transit due to improper and inadequate packing. 1.3 Only packages constructed out of sound material and of dimensions proportional to the size and weight of contents shall be used. 1.4 Bundled materials shall be strapped rigidly with steel band over the protective covering. Fragile materials shall be securely packed within the containers or otherwise amply fastened and packed to prevent shifting or

rattling. Soft non-hydroscopic packing materials shall be placed between the hard packing materials and the fragile equipments. Articles which do not completely fill the selected container must be cushioned, braced, fastened or blocked to prevent damage to the article itself or destruction of the container. Inner bracing or blocking must be such that the contents weight is distributed over interior surfaces rather than concentrate on one or two critical points. 1.5 Loose material, e.g. bolts, nuts etc., shall be packed in gunny bags and sealed in polythene bags with proper tagging. 1.6 Components containing glass or any fragile materials shall be carefully covered with shock absorbing protective material such as expanded polystyrene (Thermo Cole). 1.7 All flanges etc., which are prone to scratching shall be provided with either metal or wooden caps bolted in place. Metal caps should have a minimum thickness of 3 mm and wooden caps should be made from two layers of wooden, each of 10 mm thickness, nailed together with the grain of each layer located at right angles to the other. 1.8 All openings in the Equipment shall be tightly covered, sealed, plugged or capped to prevent foreign material from entering. 1.9 In the case of large and bulk Equipment, the VENDOR/CONTRACTOR shall be responsible for ascertaining transport limitations and supply the Equipment in the minimum length number of components or sub-assembles, within the frame work of transport limitations. 1.10 Wherever necessary, proper arrangements for attaching slings for lifting shall be provided. 1.11 The contents of the packages shall be sealed in thick polythene sheets and all the inside walls of the packages shall be lined with waterproof paper to protect the Equipment from damage due to dust and moisture. 1.12 All Equipment shall be protected for the entire period of dispatch, storage and erection against corrosion, incidental damage due to vermin, sunlight, rain, high temperature, humid atmosphere, rough handling in transit, and storage in the open including possible delays in transit. Material and Equipment shipped across the sea shall be packed to withstand without damage, the effects of salt spray. All machined and plated parts shall be protected with antirust grease. Precautions shall be taken to protect where they rest on wooden or other supports likely to contain moisture. At such points, wrappings impregnated with antirust composition or vapour phase

inhibitors shall be used. These shall have sufficient strength to resist chafing and indentation due to the movement which is likely to occur in transit. The protective wrappings and impregnation shall last for a minimum period of three months. 1.13 Silica gel or approved equivalent moisture absorbing material in small cotton bags shall be placed and tied at various points on the Equipment, wherever necessary. 1.14 Adequate provision of skids or pallets shall be made to keep the packages above the collecting drainage. Crates and other large containers should have drain holes in the bottom to prevent collection of water. This is especially important where the cargo itself is subject to condensation (cargo sweat) 1.14.1 All cases shall be provided with suitable cutouts, closed by bolted wooden planks to facilities inspection by customs authorities. Waterproof transparent papers shall be provided at the cutout locations to prevent water ingress into the casing through the cutout. Each crate or package shall contain a packing list, in a waterproof envelope. Copies of the packing list in triplicate shall be forwarded to the ENGINEER prior to dispatch. All items of material shall be clearly marked for easy identification in the packing list. 1.15 All spare parts shall be packed and treated for long storage conditions at site. 1.16 Any material found short inside the intact packing cases shall be supplied by the VENDOR/CONTRACTOR at no extra cost to the OWNER/ PURCHASER, including transportation up to stores and custom duty taxes etc., 1.17 All packing cover and packing material shall become the property of the OWNER/PURCHASER. 2.0 Marking

Identification mark relating them to the appropriate shipping documents. j) In case of spare parts, each spare part shall be clearly marked and labeled on the outside of its packing with its description and catalogue/part number. 2.2 Erection Marks:

All equipments comprising multipart assembles eg. Steel frame works, piping etc., shall be marked with identifying numbers and / or letters corresponding to those of the approved drawings or material lists. These erection marks shall be clearly readable. Colour banding to an approved code shall be employed to identify members of similar shape or type but of different strengths or grades. 2.3 The contents of the package shall be punched on non-corrosive metal plate and nailed to the package on a prominently visible place. If the number of terms in the package is too many, a typed list in transparent waterproof bag shall be kept inside a galvanized steel sheet pocket nailed on to the outside of package in prominently visible location. 3.0 Transport

3.1 No material shall be ready for despatch, without prior consent of the OWNER/PURCHASER or his representative. 3.2 The VENDOR/CONTRACTOR shall intimate the ENGINEER in writing the probable date when the Equipment shall be ready for dispatch, at least within three (3) days in advance. Copies of the packing list shall also be sent along with the advance intimation. 3.3 In the event of the VENDOR/CONTRACTOR proposing to deliver the Equipment in component or sub-assembly form, he shall furnish full particulars of the quality and approximate size of each item. All subassemblies shall be match-marked to facilitate assembly at site. 4.0 For Electrical Equipment Only

4.1 Switchgear cubicles shall be packed and shipped in separate and convenient sections. All withdrawal equipment shall be packed and shipped separately. The operating mechanism of all relays and instruments shall be

temporarily arrested from movement for transport purpose. Cable shall be shipped in non-returnable drums adequately braced and with cable ends adequately sealed to prevent ingress of moisture.

15. INSTRUCTIONS FOR MODE OF SHIPMENT 1.0 Scope:

This specification covers instructions in addition to specification to the VENDOR/CONTRACTOR for Equipment transport to Site covered under this specification. 2.0 Mode of Shipment for:

2.1 When all tests to be performed in the VENDOR/CONTRACTORs or SUB-VENDORs/SUB-CONTRACTORs premises, under the terms of the Contract have been successfully carried out, the ENGINEER or the OWNER/ PURCHASER or his duly authorized representative will issue an acceptance certificate upon receipt of which the plant shall be paced up forthwith and made ready for despatch on FOR basis. The dispatch clearance will be issued by TANGEDCO, CHENNAI Office normally. 2.2 In case of inland dispatch by Rail/Road similar equivalent procedures as applicable to Rail/Road transportation shall be adopted. 16. SPARE PARTS AND MAINTENANCE EQUIPMENT 1.0 General

All Equipment and systems covered under this Contract shall be designed so as to enable Material maintenance to be carried out in the least time, at the least cost and with minimum expenditure on support resources without adversely affecting the system/Equipment performance or safety characteristics. 1.2 All the spare parts, testing equipments and maintenance tools, tackle, supplied shall be new and unused. 1.3 The VENDOR/CONTRACTOR shall guarantee the ONWER/PURCHASER that before going out of production of spare parts for the equipments furnished, he shall give at least twelve (12) months advance notice to the OWNER/ PURCHASER so that the latter may order his requirement of spares in one lot, if he so desires.

2.0

Maintenance Tools and Tackles

2.1 The BIDDER shall quote separately for all other necessary tool, tackle, appliances and lifting devices for the effective maintenance and servicing of the Equipment and components. The OWNER/PURCHASER reserves the right to exclude all or any of the above items from the VENDOR/CONTRACTORs scope of supply. The dispatch shall be synchoronised with the dispatch of the related Equipment. 2.2 The VENDOR/CONTRACTOR shall supply the required maintenance tools and tackle. Each tool or appliance shall be clearly marked with its size and / or purpose and shall not be used for erection purposes. 2.3 Each set of tools and appliances shall be suitably arranged in fitted boxes of mild steel construction, the number of boxes being determined in relation to the layout of the Plant in question. The taps, stocks and dies shall be kept in approved mild steel boxes with compartments for individual items. If the weight of any box and its contents is such that it cannot be conveniently carried, it shall be supplied on steerable rubber wheels. 2.4 Each tool box shall be fitted with a lock and two keys and shall be painted navy blue and clearly marked, in white letters, with the name of the plant for which the tools and appliances therein are intended. 2.5 The tools and appliances, with the appropriate boxes, are to be handed over to the OWNER/PURCHASER or the ENGINEER at the time of issue of the Taking-over Certificate. 3.0 Spare Parts

3.1 The BIDDER shall indicate and include in his scope of supply all the necessary start up spares and recommended spares separately. The OWNER/ PURCHASER reserves the right to finalise the exact quantities of the spare parts and effect price adjustment on the basis of unit rates quoted by the BIDDER. The spares ordered by the OWNER/PURCHASER shall be delivered at the Stores at Chennai as indicated in the Delivery Schedule. 3.2 Startup spares are those spares which may be required during the startup and commissioning of the Equipment/System. All spares used until the Plant is handed over to the OWNER/PURCHASER shall come under this category. The BIDDER shall indicate start up spares required based on his experience.

3.3 In addition to the spares mentioned under para. 3.2, the BIDDER shall also indicate in the Schedule of Recommended Spare parts, his recommended list of spares, with unit prices, for twenty five (25) years of normal operation of the Plant. The OWNER/PRUCHASER shall reserve the right to buy any or all of the recommended spare parts. In the first stage the PURCHASER will order only minimum quantity of the recommended spares. The VENDOR/ CONTRACTOR should give an UNDERTAKING to the PURCHASER that these spares will be made available as and when required by the PURCHASER. 3.4 The BIDDER shall also indicate the service expectancy period for the spare parts under normal operating conditions before replacement will be necessary. All spare parts shall be dispatched along with the main Equipment concerned as per the delivery schedule. 3.5 The BIDDER shall indicate the prices for each and every item of Spares, tools and tackles and testing equipments. 3.6 All spares supplied under this Contract shall be strictly Interchangeable with the parts for item they are intended to be replaced. The spares shall be treated and packed for long storage under the climatic conditions prevailing at the site, e.g. small items shall be packed in sealed transparent plastic bags with desiccators packs as necessary. 3.7 Each spare shall be clearly marked or labeled on the outside of its packing with its description and purpose. When more than one spare part is packed in a single case, a general description of the contents shall be shown on the outside of such case and a detailed list enclosed. All cases, containers and other packages must be suitably marked and numbered for the purposes of identification. 3.8 All cases, containers or other packages are liable to be opened for such examination as the ENGINEER may reasonably require. 17. EQUIPMENT, RECEIPT, UNLOADING AND TRANSPORT TO SITE 1.0 All materials/equipments required for successful commissioning and handing over of the sub-station shall be received at site, unloaded and kept safe. It is the responsibility of the VENDOR/CONTRACTOR to receive, unload and transport to site all materials/equipments required in good condition. 2.0 Receipt

2.1 The Equipment may be dispatched by MANUFACTURER to Site by suitable carriers by road, rail or sea as applicable and in some cases even by

air. The VENDOR/ CONTRACTOR shall unload promptly the Equipment covered under this Specification from such carriers at the point of unloading as directed by the OWNER/PURCHASER with care and in the manner prescribed. 2.2 Any demurrage incurred due to delays in unloading from carriers shall be paid by the VENDOR/CONTRACTOR. 2.3 The CONTRACTOR shall submit to the OWNER/PURCHASER a list of equipment he propose to use indicating their capacities and quantities as well as the scheme of handling for approval by the OWNER/PURCHASER. 2.4 The various lifting/handling and rigging tools proposed to be used by the CONTRACTOR shall be tested as per statutory and safety regulations and the latest test certificates shall be furnished to the satisfaction of the OWNER/PURCHASER. In case the OWNER/PURCHASER feel that the tools and tackles are inadequate or unsuitable, the CONTRACTOR shall arrange to provide such tools and tackles considered suitable by the OWNER/ PURCHASER in sufficient quantities acceptable to the OWNER/PURCHASER. 3.0 Unloading

3.1 The equipment on arrival at Site shall be inspected by the VENDOR /CONTRACTOR. 3.2 The CONTRACTOR will be responsible for any damage caused due to his defective/negligent handling of equipment and he shall make good such damages at no extra cost including transportation charges upto stores duties and taxes, etc., to the OWNER/PURCHASER and without affecting the project schedule. Any repairs carried out shall be with the prior written approval from the OWNER/PURCHASER and under their supervision. A complete record of all such repair works shall be maintained by the CONTRACTOR at all times. In case where such repair work is carried out by the CONTRACTOR for reasons not attributable to him, he will be compensated at mutually agreed rates. 4.0 Inspection

5.1 The equipment on arrival at site shall be inspected by the OWNER/ PURCHASER within three (3) days from the date of receipt of. 5.2 The OWNER/PURCHASER shall promptly advise the VENDOR/ CONTRACTOR the damage, if any, noticed during inspection. The equipment certified as satisfactory shall be taken into Vendors stores and in case of

equipment damaged, the directions of the ONWER shall be strictly adhered to. 6.0 Labour and Supervision

6.1 The CONTRACTOR shall employ adequate number of competent personnel for work under the Contract and ensure that adequate handling aids/equipment are made available in time and safe working methods are adopted at all times and all relevant statutory regulations are strictly adhered to. 6.2 The CONTRACTOR shall indemnify the OWNER against all claims which may be made under the Workmen Compensation Act and other statutory rules and regulations or in respect of any damages/compensation payable consequent to any accident or injury caused by the CONTRACTOR/ his Subcontractors.

18. PROGRESS SCHEDULE AND REPORTS 1.0 Scope

The specification covers general requirements of programming work and progress reporting by the VENDOR/CONTRACTOR. 2.0 Programme of Work.

2.1 The VENDOR/CONTRACTOR shall furnish his own optimum programme of work/scope of supply using PERT. 2.2 After the award of Contract the VENDOR/CONTRACTOR shall plan the sequence of work of manufacture and/or erection to meet the agreed plant commissioning date and shall ensure that all work/manufacture, shop testing and shipment of the equipment in accordance with the required construction/erection sequences. The VENDOR/CONTRACTOR shall furnish the dates of manufacture, testing, dispatch, completion of erection and commissioning or stages of work as called for in the schedule. 2.3 Within fifteen (15) days of acceptance of the Bid, the VENDOR/CONTRACTOR shall submit two copies (1 reproducible, 1 print) of Network Schedule to the ENGINEER showing the logic and period of the following minimum number of activities for review and approval:

a) In case of Equipment supply and / or erection Contract : i) Design and drawing submission/approval of different categories of drawings. ii) Material procurement of raw materials and bought out items. iii) Manufacturing process (indicating all major stages) iv) Shop inspection/testing (indicating all inspection and tests) v) Shipment (indicating each planned shipment) vi) Erection (indicating all major stages for each Equipment and structure). vii) Commissioning (indicating all major systems) b) In case of works contract i) Design and drawing submission/approval of different categories of drawing release sequence by the ENGINEER. ii) Preliminary works. iii) Details stages of construction indicating cyclic activities. iv) Resource requirements such as labour, equipment etc., v) Cash flow if required by the ENGINEER.

The schedule shall cover the complete contract work. The approved Network Schedule shall be binding on the VENDOR/CONTRACTOR. 2.4 During the execution of the Contract, if it is found necessary to change the schedules, the VENDOR/CONTRACTOR shall inform the ENGINEER and submit a modified Network Schedule with adequate reasons and evidence to the satisfaction of the ENGINEER. Such approval is not to be deemed consent to any amendment to the completion date as stated in schedule. 2.5 Within one week of approval of the Network Schedule, the VENDOR/ CONTRACTOR shall forward to the ENGINEER copies of the Computer Initial Run Data. The type of outputs and number of copies of each type to be supplied by the VENDOR/CONTRACTOR shall be determined by the ENGINEER. 2.6 The Network Schedule shall be updated every month or at a frequently mutually agreed upon. Within seven days following the Monthly Review, a progress meeting shall be held whenever possible at the works where in the major items of the Plant or Equipment are to be / being produced. The meeting will be attended by the ENGINEER and responsible representatives of any of the VENDOR/CONTRACTORs departments that the ENGINEER considers necessary to be meeting. The VENDOR/CONTRACTOR will be responsible for the minutes of the meeting, a report of which shall reach the

OWNER/PURCHASER or the ENGINEER not later than 7 days following the meeting. 2.7 Access to the VENDORs/CONTRACTORS & SUB-VENDORs/ CONTRACTORs works is to be granted to the ENGINEER at all reasonable times for the purpose of ascertaining progress. 3.0 Progress Reports

3.1 During execution of the contract/manufacture, the VENDOR/ CONTRACTOR shall furnish fortnightly/weekly progress reports to the OWNER/PURCHASER or the ENGINEER in a format as specified by the OWNER/PURCHASER or the ENGINEER, indicating the progress achieved during the review period and total progress up to the date as against scheduled and anticipated completion dates in respect of key phases of work or manufacture and shipment such as release of drawings for fabrications, inspection, testing and shipment. If called for by the OWNER/PURCHASER or the ENGINEER, the VENDOR/ CONTRACTOR shall also furnish to the OWNER/PURCHASER or the ENGINEER resource data in a specified format and frequency. The VENDOR/ CONTRACTOR shall also furnish any other information, in order to ascertain progress, if called for by the ENGINEER. 3.2 After site work/erection has commenced, the VENDOR/CONTRACTOR is to take a series of progress photo graphs at site each month as instructed by the ENGINEER. Each photograph of three (3) prints, is to be of 165 mm x 216mm plate and is to be given to the ENGINEER for distribution. An additional set of four (4) prints of each of the progress photographs of size not exceeding 165mm x 216mm shall be submitted each month to the ENGINEER. 3.3 The orientation or number of views shall be predetermined with the approval of the ENGINEER and progress photographs shall be taken as per the accepted orientation of views as far as possible. 19. PERFORMANCE TESTS AT SITE 1.0 Scope:

This specification covers general requirements for Equipment performance tests at site.

2.0

Performance Tests after Commissioning

2.1 As soon as possible after the Equipment has been taken over by the PURCHASER, performance tests shall be carried out as per relevant/mutually agreed / specified codes and standards. These may repeat the tests carried out at the MANUFACTURERs Works, and any other tests the ENGINEER may require in order to determinate that the Equipment is in accordance with the specification and guarantees. 2.2 Performance tests for individual items of Equipment, as specifically described in Section-V, shall be conducted on all Equipment supplied by the VENDOR/ CONTRACTOR. 2.3 A programme for conducting the performance tests shall be submitted to the ENGINEER, for approval at least fourteen days before the commencement of the tests. 2.4 If the VENDOR/CONTRACTOR so desires, the Equipment may be run for a reasonable time, immediately before the performance test is conducted. A request for this run, stating duration and operating point must be made, in writing to the ENGINEER at least three days before the performance test. 2.5 During any performance and efficiency test, the Plant shall be operated by the PURCHASERs staff under the direction of the VENDOR/CONTRACTORs representative and to the mutual satisfaction of the parties concerned, but under the general supervision of the ENGINEER. 2.6 During the period of any test, the conditions shall be as steady as possible, compatible with safe and effective operation. 2.7 The power consumption of all continuously running auxiliary Equipment shall also be measured and recorded during the performance tests. 2.8 In case the test conditions deviate from design values, the results of performance tests shall be correlated to the specified conditions by correction factors, which shall be defined by means of correction curves. These shall be reproduced and incorporated in the operating and maintenance manuals. Each correction curve must have a minimum range from 15% below to 15% above the specified conditions. 2.9 Should any plant or any portion thereof fail, under the tests, to give the guarantee performance, the VENDOR/CONTRACTOR shall be given the option of making adjustments after which the tests shall be repeated at the VENDOR/CONTRACTORs expense. The repeat tests shall be carried out within 21 days of the ENGINEERs notification if the guaranteed requirements have not been met. No temporary expedients shall be made during the period of adjustment. 2.10 The values used in the performance calculations shall be the arithmetic average (or as otherwise agreed upon) of the observations made and recorded for the agreed test period.

2.11 After the results of the performance tests have been submitted to and approved by the ENGINEER, a summary of the test readings and the performance calculations shall be incorporated in the final version of the Operating and Maintenance Instruction Manuals. 3.0 Test Instrumentation

3.1 All tests instrumentation for the performance and efficiency tests, as required shall be supplied by the VENDOR/CONTRACTOR and shall be retained by him upon satisfactory conclusion of all such test at the Site. All costs associated with the supply, calibration, installation and return of the test instrumentation shall be borne by the VENDOR/ CONTRACTOR and included in the contract price. The test instrumentation for the performance tests shall be in accordance with the code. All tests instrumentation shall be as per standards as approved by the ENGINEER. All calibration procedures and standards shall be subject to the ENGINEERs approval. Batch calibration will not be accepted. 4.0 Rejection of Plant

4.1 If the performance and efficiency tests indicate the computed values of performance parameters have appreciable deviation from the guaranteed values, after taking the permissible tolerance into account and VENDOR/ CONTRACTOR is unable within 21 days or such extension of time as may be allowed by the ENGIEER to remedy such deficiency, then the PURCHASER shall have the right to reject the Plant, notwithstanding the previous issue of a Taking over Certificate. 4.2 Other items of Plant shall be subject to rejection by the PURCHASER, in accordance with the General Conditions of Contract, should they fail to comply with the guarantees, after taking into account any permissible tolerance. For this purpose each major item of Plant shall be considered the Subject of a separate contract. 4.3 The Owner will reject any Material/Equipment supplied by the Contractor if, during Tests, or Service, any of the following conditions arise when the provisions under the relevant Clause of the General Conditions of Contract shall immediately become applicable: 1) Material/Equipment, including its Components, are proved to have been manufactured not in accordance with the agreed Specifications.

2) Material/Equipment fails on any Test indicated in the Technical Specification. 4.4 The Owner reserves the right to retain the rejected Equipment and take it into service until the Bidder replaces, at no extra Cost to the Owner, the defective Material by a new Material. Alternately, the Bidder shall Repair or Replace the Equipment within a reasonable period to the satisfaction of the Owner at no extra Cost to the Owner. 5.0 Performance within Maintenance Period

5.1 The PURCHASER reserves the right to carry out further tests to check the performance and efficiency of the Plant at the end of the maintenance period. 5.2 Such adjustments to the plant as may be considered part of normal operating routine shall be carried out prior to these tests. 5.3 Should the result of such repeat tests carried out by the PURCHASER indicate that performance values deviate from guaranteed value or the auxiliary power consumption exceeds 1.0% of guaranteed value, then the VENDOR / CONTRATOR shall be given the opportunity to take corrective measures and carry our further test, all at his own expense. Should the test indicate performance and auxiliary power consumption values below the guarantee value then a reduction in the contract Price shall be claimed by the PURCHASER. 20. RATING AND NAME PLATES 1.0 Scope

This specification covers the requirements of equipment rating and name plates to be supplied by the VENDOR / CONTRACTOR. 2.0 Rating Plate

2.1 Each main and auxiliary item shall have permanently attached to it a rating plate in a conspicuous position. This shall be of a non-corrode material preferably chromium plated steel to stand the prevalent atmospheric conditions as indicated. The inscription shall be engraved in black on the plate or as otherwise specified. 2.2 The size of the rating plate shall depend upon space availability but should be reasonably sized for clarity and clear inscription. The size of the

plates and inscription shall be approved by the ENGINEER. The plates shall be attached to the body of the equipment by screws. 3.0 Name Plate

3.1 Each item of plant shall be provided with a name plate or label designating the service of the particular equipment. The shape and size of the plate and inscriptions shall be approved by the ENGINEER. 3.2 Such name plates shall be of non-corrode material preferably chromium plated steel having engraved black lettering or otherwise as specified. 3.3 In case of indoor equipment like circuit breakers, starters etc., the plate shall be of transparent plastic material with black lettering engraved on the back. 3.4 The name plates shall be screwed to the body of the equipment. 21. TRAINING OF PURCHASERs PERSONNEL:

1.0 The vendor shall train the Purchasers engineering personnel in the shops where the equipment will be manufactured and / or in their collaborators works and where possible, in any other plant where equipment manufactured by the Vendor or his collaborator is under installation or test and at site to enable these personnel to become familiar with the equipment being furnished by the vendor. 2.0 The training shall be so oriented as to make the Purchasers personnel proficient in operating the equipment. 3.0 The Purchasers personnel shall also be trained for routine maintenance work and lubrication, overhauling, adjustments, testing and replacement procedures to be adopted for the equipment offered. 4.0 The Vendor shall also train the Purchasers personnel in carrying out minor repairs, if need arises, during the operation of the equipment. 5.0 All costs towards training including travel, accommodation etc., shall be borne by the VENDOR / CONTRACTOR.
