Implement 64 character background password for scheduling jobs 8.0 PR2

Administrators who use remote login authentication and schedule jobs to run while they are logged out, could cause jobs to fail if they change their LDAP PW after logout.
Currently, certain customers have separate external authentication passwords assigned to QIP administrators which are stored externally from the QIP database. If a QIP normal administrator logs into QIP and schedules a job to run at a future date/time, then when the job runs within QIP, the username and password will come from the QIP database, and authentication of the scheduled job will fail since the QIP admin password from the database does not match the external authentication password.

This feature will allow for a separate internal 64 character password for every defined QIP administrator to be used specifically for job scheduling. Create 64 character password when a new user is created Check at logon if an existing user has a 64 character password. if not one will be automatically created
