Dr.

Hari Singh Gour Vishwavidyalaya, Sagar : Doctor Hari Singh Gour Vishwavidyalaya (formerly University of Saugar) was established on 18th July 1946 by Dr. Hari Singh Gour by a donation of his lifetime savings amounting to Rs. 2 Crore 20 Lac including property and cash. This 18th University of India and the oldest and the biggest University of Madhya Pradesh has perhaps the singular distinction of being founded by the exemplary munificence of a single person. Sir Hari Singh Gour (Nov. 26, 1870 Dec. 25, 1949) was a great jurist and legal luminary par excellence; he was a great patriot, philanthropist, educationist and social reformer. He was the founder Vice-Chancellor of the University of Saugar and Delhi University, and the Vice-Chancellor of Nagpur University. Indian Postal Department issued a special stamp in his honour in 1976. The University of Saugar was rechristened as Doctor Hari Singh Gour Vishwavidyalaya in 1983 by the State Legislature. The University campus (1312.89 acres) is one of the finest picturesque campuses in India. It has 42 University teaching departments in 11 schools and 187 affiliated colleges covering 6 revenue districts of M.P. There are 4 hostels for boys and 1 for girls. The Central Library has more than 3.0 lakh books. The library is also connected with INFLIBNET. The National Assessment and Accreditation Council NAAC (UGC) reaccredited this University with "A" Grade in the year 2007. Institute of Distance Education : The Institute of Distance Education was established at Dr. Harisingh Gour Vishwavidyalaya on 9th July 1997. Prof. H.S. Sengar, the retired Head, Department of Library & Information Science of the University, was the Founder Director. Since its inception the Institute has been playing a prominent role in the promotion of higher education through distance mode. It does not have any franchise or extension centres. The Institute provides opportunities to younger generation, particularly to such persons who have zeal to upgrade their educational qualifications without leaving their present employment, or to such other persons who could not join regular courses. The Institute also provides opportunities to young learners to undertake some professional and job-oriented courses for the development of their professional expertise and skills, enabling them to seek better employment opportunities. The Institute is conducting 17 academic programmes as per norms and guidelines prescribed by the Distance Education Council (DEC), New Delhi. Aims and Objectives of the Institute : The Institute is committed to achieve the following aims and objectives: 1. To provide an opportunity for education to all aspirants including those in service, women, adults and handicapped persons from remote places. 2. To allow self-paced learning. 3. Admission :

Curricular Aspects :

The curricula for the above courses are framed by the academic bodies like Board of Studies and the Faculty of the concerned discipline, and the same are approved by the Academic and the Executive Councils of the University. The Ordinance for each course is approved by the Coordination Committee of M.P. Universities. The course curriculum of each programme of distance education is of high academic standard in line with the course curriculum prescribed by the University for its regular courses. All syllabi are updated periodically. The degrees/diplomas awarded to the students under distance mode have been given parity with the regular courses of the University. Adequate inputs of conceptual knowledge and practical training have been included in the syllabi of these programmes with a view to enhance the professional skills and knowledge of the students. Some of the courses are unique in nature, for example P.G. Diploma in Environmental Management, P.G. Diploma in Yoga and Meditation, P.G. Diploma in Psychological Counseling, P.G. Diploma in Criminology and Police Administration and P.G. Diploma in International Business and Export Management, which are not normally offered by the University under traditional system of education. Whenever needed, the Advisory Committee of the Institute takes decision about the introduction of new courses.

The admission notices for various courses are issued through State & National level news papers and Employment News/Rojgar & Nirman every year at in the beginning of the academic session, usually in the months of July-August. The admission to these courses are open to all aspirants from all parts of the country who wish to pursue higher education through distance mode. There is no age limit for admission to these courses. Getting Application Form : The interested persons may submit the application for admission on prescribed form to the Director, Institute of Distance Education, Dr. Hari Singh Gour Vishwavidyalaya, SAGAR (M.P.) 470 003 by depositing the required amount of Rs. 300/- in the Power Jyoti Account No. 32000156472 of Dr. Hari Singh Gour Vishwavidyalaya at any branch of State Bank of India. Application format and copies of challans A, B, C can be downloaded from the university website www.dhsgsu.ac.in. Please send the copy of the challan (C) alongwith a self-addressed envelope (9x5 size) with postal stamps of Rs. 32/- affixed on it. Submission of Application Forms : The candidates seeking admissions to the various courses of the Institute are required to send the duly filled in application forms alongwith the Marksheet of the Qualifying Examination and the Migration Certificate issued by the Institution last attended and the copy of the challan (C) of Course Fee on the Institute's address on or before the notified last date of submission of application. After this date, the forms will only be accepted with a late fee. The applicants are registered after necessary scrutiny of their eligibility, as prescribed in the relevant Ordinances. Teaching, Learning, Evaluation : After registrations of the students the Institute dispatches basic reading material (without any extra cost) in English/Hindi to them so that they can start their self-study as per the prescribed syllabi. The students are also advised to refer other books and literature available on the subject for making necessary preparation of the examination as well as for obtaining adequate academic exposure and training in the area of their studies. Personal Counselling and guidance are also provided to them by the concerned Course Coordinators through correspondence/ telephone/ E-mail. After the completion of the admission work, the Institute organises Personal Contact Classes at the University Centre separately for each course. Normally the duration of these PCPs is 10-15 days, and in this duration about 100 lectures and practicals are arranged by the Institute for each course. Eminent resource persons from outside and the senior faculty members of the University Teaching Departments are invited to deliver the lectures and to conduct the practicals. Adequate efforts are made to provide good academic exposure and practical training to the participants of different programmes to enhance their knowledge and professional skills. Personal Counselling is also provided to the students by the Course Coordinators for preparation of their project reports and annual examination. In some academic programmes, the internal assessment is done by the teachers. Besides lecture method of teaching, group-discussions, seminars, home assignments, field visits, field surveys and such other modes are also used. Modern teaching aids including

Overhead Projector, LCD, Audio-Video devices, Charts, Diagrams etc. are commonly used by the resource persons during the conduct of PCPs. The students are required to fill up the examination forms during the conduct of the PCP. The annual examinations of the courses are organised by the University at the end of the academic session. Two more consecutive chances (Total - 3) are given to the candidates if they do not appear at the examination due to some reasons. Infra-Structure and Learning Resources : The administrative office of the Institute is located on the second floor of the Administrative office of the University, wherein the staff, Computer Lab, departmental library and the reading material room are accommodated. A separate room has been provided for the office of the Director of the Institute. The Institute has an independent furnished building for organising the Personal Contact Classes. This building has two big halls, and the classes of two courses can be organised simultaneously there. A separate building of the Institute costing Rs. 67.56 lacs has been constructed. The foundation stone of the building was laid on 17 July 2006 by the then Union Human Resource Development Minister Hon'ble Arjun Singhji during the Diamond Jubilee Celebrations of the University; and it was formally inaugurated by the spiritualist Anant Shri Vibhushit Shri Ravishankar Ji Maharaj (Rawatpura Sarkar) on 21 April 2008. Student Support and Progress : Every year the Institute publishes prospectus containing information regarding the application form, admission procedure, courses offered, feestructure, Rules and Regulations etc. On request of the students, the Institute provides the prescribed application form, copy of the syllabus and the relevant Ordinance. The Institute takes utmost care to provide adequate support to the students. Other than the reading material, the Institute provides administrative support services including record keeping, information, and library services, as well as learning process support services such as counselling, audio-visual instruction, electronic mail, regular news, letters/communication. As the distance learners come from diverse educational, economic, social and occupational backgrounds, a different type of personal counselling is done to meet their expectations to the maximum possible extent. The examination results of the Institute have been very satisfactory. Around 90 to 95% students get through the examinations and a large number of them pass their examinations in First Division. These courses have not only helped the students in enhancing their educational qualification but also in seeking jobs in various sectors. Many students of the Institute have joined educational institutions in numerous capacities. Some have joined electronic and print media and some have become business executives. A few students have joined research for the award of Ph.D. degree after obtaining their P.G. degree from the Institute. The course of Criminology and Police Administration has been able to increase the competence of police personnels and persons dealing with Forensic Science, and the course on Psychological Counselling has been useful for Doctors, Family & Marriage Councillors, students of Psychology and persons dealing with Psychic cases and Drug Addicts.
