Summary

PROMOTE A HEALTH AND SAFETY CULTURE WITHIN THE WORKPLACE

This unit is about undertaking the research and planning that is necessary to effect a positive health and safety culture and involving others through consultation, communication and presentation. It is also about encouraging a culture where changes, which may impact on health and safety procedures, are discussed and resolved with persons responsible for health and safety matters. You must show that you understand how a change in health and safety culture can be effected through identifying how the critical health and safety issues are disseminated within the workplace, identifying current practice with respect to health and safety and planning an approach to improve the culture. It also covers planning what materials and resources may be necessary to effect culture change. You must show that you understand how to implement plans to promote health and safety improvement in the workplace. It included communicating information on health and safety and giving advice. It also includes making recommendations to appropriate people, agreeing ways of discussing health and safety issues and reviewing the success of improvement plans. There are two elements: 4G3.1 4G3.2 Develop plans to promote a health and safety culture in the workplace Implement plans to promote a health and safety culture in the workplace

Element 4G3.1 Develop plans to promote a health and safety culture in the workplace
Performance criteria
You must be able to: 1 identify, accurately, where improvements and changes may be necessary using all current sources of information available in the workplace find out, accurately, the way information on health and safety procedures and regulations is currently disseminated within the workplace find out the current level of understanding of and response of health and safety policies and procedures by people at work ensure that your improvement plans are based on your findings describe, concisely, in your plans those resources which are necessary to improve the current health and safety culture ensure that your plans include suitable performance measure and review dates

Element 4G3.2 Implement plans to promote a health and safety culture in the workplace
Performance criteria
You must be able to: 1 present your plans for promoting a health and safety culture to appropriate people in a clear and effective manner identify, accurately, those people in the workplace who will require information and advice about the plans to promote a health and safety culture in the workplace check that relevant information and advice is provided at an appropriate time, level and pace ensure that your plans include promoting the advantages and legal necessities of following health and safety procedures provide practical opportunities for regular communications on health and safety issues and ways of encouraging ideas on good practice monitor, regularly, the effectiveness of your plans against agreed performance measures identify and review opportunities for further improvements to the health and safety culture in the workplace

Knowledge and understanding

You must know and understand: Health and safety legislation 1 2 employers and employees legal duties for health and safety in the workplace as required by the Health and safety at Work Act 1974 your responsibilities for health and safety as defined by any specific legislation covering your job role

Health and safety risks 3 interpreting health and safety data kept at the workplace on risk assessment, incidents and complaints for an appreciation of the level of understanding of health and safety within the workplace the organisation structure and lines of communication workplace procedures for communicating with colleagues and others in the workplace what hazards may exist in your workplace the particular health and safety risks which may be present in your own job role the particular health and safety risks which may be present in other job roles the importance of remaining alert to the presence of hazards in the whole work place the importance of dealing with or promptly reporting risks

Evidence requirements
1 2 You should satisfy the assessor that you can consistently meet the standards. Evidence should be drawn from real work practices, and evidence must be provided across all the performance criteria in both elements. Your assessor must see performance evidence for the number of range items, as specified below, appropriate to your own workplace context. Answers to questions and other forms of evidence may additionally be used to demonstrate an understanding of the essential knowledge required for this unit. Evidence from simulation is not acceptable for this unit. Element 4G3.1 Develop plans to promote a health and safety culture in the workplace Your performance evidence must show from the range that you have: used a minimum of two sources of information to identify where improvements and changes may be necessary researched the level of understanding of a minimum of two people at work assessed the current level of understanding of all health and safety policies and procedures

Your assessor will need to be satisfied that you have the necessary knowledge and understanding to perform competently in respect of all the range items listed in this element. 6 Element 4G3.2 Implement plans to promote a health and safety culture in the workplace Your performance evidence must show from the range that you have: presented your plans to a minimum of two types of appropriate people identified the need for a minimum of two types of information and advice provided opportunities for communication on a minimum of one of the health and safety issues

Your assessor will need to be satisfied that you have the necessary knowledge and understanding to perform competently in respect of all the range items listed in this element.
