Since the termination of Project Blue Book, no evidence has been presented to indicate that further investigation of UFOs by the Air Force or other government agency is warranted. In view of the considerable Air Force commitment of resources in the past, and extreme pressure on the federal budget, there is no likelihood of renewed government involvement in this area. -- Air Force Fact Sheet on UFOs, Secretary of the Air Force, July 1996 The truth or a conspiracy? The statement above can be seen throughout the United States Government on the subject of Unidentified Flying Objects (UFOs). Received from the Air Force, the Department of Defense, the Central Intelligence Agency and many more, this fact sheet is truly far from facts. Agencies throughout Washington will say that the government does not investigate UFOs; no need to since the closure of Project Blue Book in 1969. The Black Vault has now received the proper evidence to prove that statement wrong, and anyone can see it. The date was December 17, 1969, a news release goes out from the Office of the Assistant, Secretary of Defense. The headline reads, Air Force to Terminate Project Blue Book. The then Secretary of the Air Force Robert C. Seamans announced that the official study by the United States Air Force to investigate the subject of UFOs was being closed down. The statement goes on to say the reasons on why the investigation was being closed down, and continuing on saying that the UFOs that were sighted were easily explained phenomenon, hoaxes, or other explained mean. (Article 1 - Press Statement by the OASD dated December 19, 1969). So then it begins. The Government now claims, from 1969 to todays date, that no other government agency has taken an interested in UFOs since this date, due to the reasons outlined in the Air Forces Fact Sheet, and the statement released of the termination of Project Blue Book. (Article 2 - Official Air Force Fact Sheet on UFOs). When The Black Vault started its research back in 1996, this Fact Sheet and this statement was quickly proved false. However it was not until four years later that a newly found shred of evidence was found to prove that there was an interest in UFOs, and even by the United States Air Force themselves. This will come a bit more into the exhibit.

The Defense Intelligence Agency (DIA) The Defense Intelligence Agency, or DIA, is best known to The Black Vault by their extremely visually intriguing documents. From the early 60s through the 90s, the DIA has put forth documentation on the subject of UFOs that has not only intrigued me here at The Black Vault, but international television audiences through the TV special, Confirmation: The Hard Evidence of Aliens Among Us? These documents are extremely blacked out, and can only truly be read by looking and reading between the lines, because the majority, is blacked out. In addition to the heavy black markings throughout many of the pages, when you get to the years in the 90s, you can find entire pages blacked out. Only a few words visible a page, there is definitely something to this subject. An easily reached conclusion when just looking at these few pages from the Defense Intelligence Agency. United States Space Command, Peterson Air Force Base Stationed at Peterson Air Force Base, the United States Space Command is one agency that you would think might be interested in the subject of UFOs. However, that of course being only during the time of Project Blue Book... not now. Yet, there was one page that was found at Space Command, and one that talked of a UFO sighting, reported by Air Force personnel, and forwarded here, to Space Command. Three enlisted airmen at Griffiss Air Force Base reported seeing a glowing orange fireball at their location. All three men saw the UFO, and reported it. The report was then in turn forwarded to Space Command for processing. (Article 4 - Report from Griffiss Air Force Base) So this then sparked another FOIA request over the Griffiss Air Force Base for any documentation at their office. Griffiss told me via telephone that there was nothing at their office regarding this incident, and to send my request to another office at Griffiss. That is exactly what I did. However, my letter was returned to me with an invalid address. Griffiss never responded on why they gave me a false address. nor did I receive anything on UFOs from Griffiss. Joint Army Navy Air Force Publication 146(E) was a publication designed and followed in March of 1966. A joint Canada/United States publication, both countries were submitting reports called Communications for Reporting Vital Intelligence Sightings, or also known as CIRVIS. These reports detailed sightings of missiles, hostile and unidentified military aircraft, and third on the list of seven is Unidentified Flying Objects. Now, 1966 was during the time of Project Blue Book, so the existence of such a procedure is not unwarranted. However, when Project Blue Book closed in 1969, there was no change made to the publication. Even in 1977 when the publication was revised, the term Unidentified Flying Objects was not taken out of the manual, and still exists to this day. (Article 5 - Page of JANAP 146(E) showing UFO) Looking throughout the manual, I turned to the page which showed where to send these CIRVIS reports to. I quickly learned that these CIRVIS reports were being forwarded to NORAD, also headquarters at Peterson Air

Force Base, just like Space Command. So a FOIA was sent to NORAD requesting a copy of the CIRVIS UFO reports, and I received a response which I was certainly not expecting.

Figure. 1a: NORAD Letter Dated 16 June 1998, stating they are not subject to the FOIA In their letter above, they tell me that they are not subject to the U.S. Freedom of Information Act. Further, my request was sent back to me, with the letter above. Also in the same letter, the NORAD installation told me and explained that the Air Force does not collect UFO records since 1969 with the closure of Project Blue Book.

Figure 1b: Further in the letter, no investigation since the closure of Project Blue Book In another letter, NORAD tells me that they have no idea what JANAP 146(E) is, and they request a copy of it from me. Strange, this manual has precise instructions on reporting these CIRVIS reports, and forwarding them to NORAD. Regardless, I sent him the pages mentioning NORAD and mentioning UFOs, and the response I received was nothing more then expected.

Figure 2: NORAD Letter Dated 15 July 1998 stating no knowledge of JANAP 146(E) When the last letter from NORAD they stated that they had done previous searches in regards to CIRVIS requesters, and no documentation past or present was ever found. They go on to state that these older publications probably do not apply, and were replaced with newer electronic reporting procedures. Why couldnt NORAD tell me this in the beginning? Or were they hoping I would give up? So through a quite extensive exchange of letters back and forth from NORAD, I gave up for a short time, thinking there was nothing to be discovered in the NORAD installation. That was a wrong assumption to make. I came across a researcher from Canada, that told me that the Canadian government was releasing CIRVIS records from the Department of National Defence. He told me to look into it, as he had some of the documentation and provided me with copies. So, a call was placed from The Black Vault Headquarters to the Canadian Department of National Defence. Canadian Department of National Defence Connection When someone finally picked up the ringing phone line in Canada, a man answered and said Hello. I begun explaining I was doing some research, and learned that Canada has their equivalent to the U.S. Freedom of Information Act, and it was called the Access to Information Act. I asked him if a U.S. citizen could make a request under this particular act. The man on the phone thought for a second, and he said, well, if the records had been released in the past, he did not see why not. So, I began explaining what I was looking for. I started out by mention CIRVIS reports, and then mentioning UFO types of reports, and he interrupted me in mid-sentance, and said Oh yeah, I have those right here. I was floored by the response, and I said Excuse me?, he then reiterated, I like to keep these types of reports handy. Not wanting to tarnish any chance of obtaining these documents, I did not inquire on why he had them handy, I played stupid to ensure my chance at getting the documents. I now regret not asking. However, I did ask the question of how many documents that he currently had in his possession, and I heard him thumb through the pages for a minute or two, and came back with the answer of About 80. So, of course what other question to ask next then, Is there any way I can get a copy of them?. I was met with only the question of, Do you have a Visa? Faster then I was able to say yes I do, I pulled out my wallet, and quickly gave him my Visa card number. A whole $3.00 was placed on my Visa, and sure enough, the documents were sent to me. As he was taking the card though, curiosity got the best of me, I had to ask the years of the documents. He looked through the pages again, and said the oldest he had from from 1995, and the earliest one was from October, of last year (1999). This I had to see, and one of the reasons that these documents were so important. Certainly, the documents were from Canada, however, the proof that they exist show that UFO documents are channeled through NORAD (as CIRVIS are forwarded to NORAD) and the statements made by NORAD to myself were false, or at least appeared to be. Weeks later, I received a large brown envelope from the Canadian Department of National Defence with the documents enclosed. I opened the package up, and sure enough to my surprise, out came 80+ pages on UFOs, all CIRVIS reports, having to somehow get channeled through or even currently at NORAD at one time or another. Yet, to me this was big, however, not big enough. They were Canadian documents, and as much as I wanted to say there was something wrong with this picture, I truly couldnt beyond a reasonable doubt. So I took this as a stepping stone, now to have a quick look at how the Canadian government works, there has to be U.S. equivalents. There was! Article 6 - All obtained Canadian CIRVIS Reports

Federal Aviation Administration (FAA) I then turned my focus to the U.S. government yet once again. First thinking that the JANAP 146(E) publication was a dead find, because the CIRVIS reports made under this publication were classified, my spark of interest in this particular side of the cover-up has now been rekindled. So, I began my search to find any more possible leads within the U.S. government and tie-ins to current UFO investigation, I felt there had to be some. My search began with our air traffic controllers and the FAA. I logged on to the web site of the FAA, and began my search. I searched their web page for the following keyword, CIRVIS, and strangely enough I got a match! Through extensive searches in a very confusing layout, I found in an FAA manual the reference to CIRVIS, the reference to JANAP 146(E).and sure enough proof there was an active reporting procedure for the FAA.

Proof to show that this is a very important regulation. The importance behind this FAA manual is due to the fact that JANAP 146 (E) requires all sightings (UFOs included) to be forwarded to the NORAD installation. More proof that NORAD was not truthful, nor were they accurate in saying that the publication was no longer in use. Where then is the FAA sending these CIRVIS reports to? Well, still, not proof enough for me. I wanted to find another gem that would prove beyond a doubt the government and/or the military is actively collecting UFO reports. I found the gem that I was looking for, and the connection, was to the United States Air Force themselves.

No Interest In UFO Since 1969 (Thank you Altavista!) The gem I was looking for, I was not expecting it to come from the United States Air Force. The way I came up with this lead, I am under the impression, was just a mistake. It came from a search I did on Altavista, one of the best robot-driven search engines on the internet. I ran a search for the keyword CIRVIS and came up with around 15 web sites that had that keyword. I started looking around, and one came up as a military web site (.mil domain), that surprised me, but a split second later, I see it being an af.mil address, a United States Air Force address, that surprised me as well! Coming up with 14 pages of material at the time, now searching brings up 6, I found out that web page response #20 (now #21 while searching for CIRVIS [ALL CAPS]) was an extremely important result, even though it did, and still does come up with an error. Upon clicking on the Altavista Search Result, it brings up the following URL:

It comes up with an Internal 500 Error. I was extremely frustrated, but thankfully when the search engine indexed this page, it indexed the title of the document it obtained, read in Altavista as, AF Instruction 10206: Table of Contents

Figure 4: Altavista Search Results Created 8/14/00 This sparked another interest for me, as I had never heard of this publication before. I worked my way backwards on the URL, and found my way to another location. The database was being redesigned, or so they say, which explained the delays in hours of load time. It was incredible, I just would click, and walk away from the computer. Id come back an hour or two later, sometimes the new page would be loaded. However, through the extensive wait, I printed out Instruction 10-206, read through it, and nothing was found on CIRVIS. Something was strange here. It took me three days to figure it out, however, what the web page did was gave me Air Intelligence Agency Instruction, NOT Air Force Instruction 10-206 which I was looking for. At that time, there was no Air Force Instruction 10-206 on the internet, ANYWHERE. So this then forced me to file a FOIA request for this manual. A month or so of waiting, I get a response from the Air Force they can not give me the requested manual, it is only being released by the National Technical Information Service (NTIS). So, I made a phone call to the NTIS and asked them if they had the publication I needed. Sure enough they did, and forty dollars later, I had to wait. Three weeks later, the manual comes in the mail, perfectly bagged in the mail and exactly what I was looking for!

Entitled Communications for Instructions for Reporting Vital Intelligence Sightings (CIRVIS), I knew this was it, this was what I needed to prove that the government, even the Air Force was still collecting UFO reports. However, the chapter was getting better and better as I read through it. Thumbing through, I quickly see JANAP 146(E) as a reference, I see the people to submit these types of reports, are ANY AIR FORCE PERSONNEL, but then I see the gem, where to submit the reports too.

Figure 5b: Chapter 5 Section 4 Reference to Reporting CIRVIS Sightings to NORAD NORAD, the agency which to The Black Vault, started this whole mess! All reports, made under this United States Air Force publication, are being sent, to NORAD. Now, reference Figure 1b, with the letter from NORAD stating that the subject has not been documented since 1969, yet this publication, dated March of 2000, is requiring all Air Force Personnel to report them. Something is not right here. To say again, the Air Force stopped collecting UFO records in 1969, yet Instruction 10-206 was found, why is that in existence? The Air Force claims there is no interest in UFOs by the Air Force, nor any other government agency. So why do the DIA documents exist, countless other agencies documents, and even the FAA manual exist?

One skeptic, and only one, has tried to disprove this new find. They state that of course the Air Force reports UFOs to another office, would you want another country invading us? Well, it is a good point, however, my rebuttal is this. Unidentified aircraft is already defined in the publication two items prior to Unidentified Flying Objects, so now, what is a UFO according to the government? Skeptical arguments have been ruled out that this is procedure, and now the question remains, what does this mean? Click on next page for the final part of our exhibit The CIRVIS Trail Continues... If currently, the trail was not long enough, we just made it longer. In addition to Air Force Manual 10-206, which instructs pilots to send there reports to NORAD, and file their specific reports like we learned in Part 2 of this exhibit, many of our aircraft crews that fly every single day are also instructed in their flight manuals. What does this mean? The UFO reports, or better known as a type of CIRVIS report, are of most importance to the United States Air Force, which can be concluded by the multitude of manuals that CIRVIS is referenced and defined. Below, I have compiled a list of those pilots and crew members who are instructed to report, and file their CIRVIS reports, by following their manual procedures. These are a select few manuals that have been posted here, and it would be with just reason to assume that more exist. To have these crews, these pilots and these airman all instructed to reports CIRVIS reports, the kind of report that reports a Unidentified Flying Object as the government terms it, one can conclude that this subject is incredibly serious. Bomber crews, fighter crews and cargo crews alike all have the same instructions. Interestingly enough, some of the government craft that is attributed to UFO sightings, like the F-117 Stealth Fighter and the B-2 Stealth Bomber, are also instructed to report those same UFO sightings. Even with this amount of research that has been brought out, there is more to be looked at. check this continuing effort out. The Black Vault truly has no stand on what this means. However, as with most things here on The Black Vault it is a giant puzzle. You put a puzzle together, it is simply a piece to an even bigger one. However it poses thousands of questions. Why would the government try and hide their research into the UFO phenomenon so much? For over 31 years, they say there is no interest in them, yet JANAP 146(E) has existed, this newer Air Force Manual which I turned up, and all of these other instructions to report CIRVIS reports. Why can be asked until all of our faces turn blue, however maybe we arent meant to know. We must simply wait and see what other bread crumb may leak out from the secret chambers of the United States Government. ################################# The Exhibits End
