Salvage and Marine Firefighting Update: Urgent Action Required


Background
In Circular 011-10 Salvage and Marine Firefighting Update we provided specific guidance and actions to be taken by all Tank Vessel Response Plan Holders. As we have not received much response from Plan Holders, the purpose of this circular is to resend Circular 011-10, which can be downloaded by clicking the link above and provide the additional information below.

Applicability
This applies ONLY to TANK Vessel Response Plan Holders. This does NOT apply to Nontank Vessel Response Plan Holders.

Partners In Compliance
The new Salvage and Marine Firefighting regulations require significant revisions to VRPs prior to February 22, 2011. These revisions must be accompanied by documentation not currently available to O'Brien's. This documentation is required by the USCG in order for VRPs to remain compliant. To date we have not received the necessary documentation from Plan Holders in order to submit the SMFF revisions to the USCG.

Required Documentation
The following documentation is required to be submitted to O'Brien's before we can revise your VRPs: An electronic copy of the executed contract with the SMFF resource provider(s). An electronic copy of the executed funding agreement with the SMFF resource provider(s). An electronic copy of the pre-fire plan accepted by the SMFF resource provider(s) for each vessel listed in the VRP. An electronic copy of the SMFF resource provider certification that each vessel specific pre-fire plan is acceptable and will be implemented. An electronic copy of the updated Plan Holder certification letter. Please click here for a sample letter. Please submit this documentation to us at smff@obriensrm.com no later than November 19, 2010. This will allow us sufficient time to process the SMFF revisions to your VRPs and avoid any unnecessary delays due to the upcoming holiday season. It is our goal as your "Partner In Compliance" to have all the SMFF revisions and required documentation submitted to the USCG no later than January 15, 2011 to ensure your vessels' continued compliance.
