Dear Sir, RE : PROMOTION EXAMINATION FOR OFFICERS -----------------------------------------------We understand that GIPSA Companies are contemplating to hold written Examination for Promotion of Officers for the ensuing Promotion Exercise on 25th January, 2014. This decision needs to be reconsidered for the following reasons : INSURANCE EXAMINATIONS : Many prospective candidates have appeared for Insurance Institute Examinations like Associateship and Fellowship, the results of which are expected only during February, 2014. As you are aware, from next Promotion Exercise, Insurance Qualifications like Associateship and Fellowship are mandatory for Promotion under Fast Track Channel. GIPSA Companies suggestion of allowing Candidates who have appeared in October, 2013 Examination to write Fast Track, will lead to Herculean Task of Personnel Department verifying not only Hall ticket but attendance also before allowing provisional participation in Examination. If an Officer does not pass Insurance Institute Examination but passes Promotion Examination, will it be taken as an attempt ? Also how the issue will be resolved next year since similar situation will repeat. Without understanding the complications involved, GIPSA Companies are trying a short cut just to follow timelines. Sudden advancement of Examination to the detriment of Officers Community is not acceptable to us. FINANCIAL YEAR CLOSING : We shall be entering into last quarter of current financial year in January, 2014 which is a busy period for Officers on Marketing Side. As such, Companys Growth Rate for the current year has not been very encouraging. Having Promotion Examination in January, 2014 would force many Marketing personnel to go on study leave, which could further worsen business performance of Company. NO JUSTIFICATION FOR EARLY EXAMINATION : We understand that Interview for successful candidates under Fast Track Channel as well as for Scale IV to V Promotions are likely to be held only in April, 2014. It is also learnt that Confidential Reports as on 31 st March, 2014 would be taken into reckoning for next Promotion Exercise, as against the earlier unworkable proposal of taking 6 months CR upto September, 2013. The Promotion Exercise is likely to stretch beyond May, 2014, since it takes at least 2 months to collect all the CRs. There is no justification to hold Written Examination so early in January, 2014, more than 5 months in advance, leading to other problems. With introduction of Online Examination, results can be made available within a couple of days of Examination and no time would be lost on account of this.

AMENDMENTS TO PROMOTION POLICY : When Associations were invited by GIPSA Companies for discussion on Amendments to Promotion Policy, there was hope in every quarter that our long pending demand to revamp the Promotion Policy and rectify its shortcomings would be met this year, as there was enough time to make any amendments to the Policy before next Promotion Exercise. Unfortunately, the same story of there-is-not-enough-time-to-carryoutamendments-this-year is being repeated, making a mockery of the entire process of inviting Associations for discussion on the subject. We feel Associations are called only for sake of recording the meeting and not for any meaningful purpose. Even simple amendment of introducing In-situ promotion, which has already been carried out for Scale VI & VII last year and committed to be done this year, is not being taken up. FORMATION OF SPECIAL COMMITTEE TO EVOLVE NEW PROMOTION POLICY: GIPSA Companies have failed past 7 years to address the Promotion Policy anomalies and evolve new Policy. Although there is Gap of 12 months between 2 exercises, GIPSA Companies always find excuses to make changes. Hence, we suggest formation of a Committee among Personnel department of 4 Companies, which can interact with Associations and suggest reforms to Governing Board. This will also help in direct involvement of Companies in Policy making. At present Company Officials are neither consulted nor aware of Proposal by GIPSA Secretariat. Whether it is Staff Mediclaim Policy or Promotion Policy suggestions, Company Officials are kept in dark. Direct participation of Companies will also help in finding solutions to real-time problems faced/reported to them during Promotion Exercise. In view of the above, we oppose holding Written Examination for Promotion in January, 2014. In the meanwhile, the suggestions/inputs given by Associations for Amendments to Promotion Policy may be looked into seriously and implemented before commencement of next Promotion Exercise.
