Containerisation, a technological improvement in shipping, has revolutionised the ocean transportation of general cargo and led to the formation of ocean shipping lines specialising in the transport of containers. For the shipper, containerisation has meant less cargo pilferage and damage, faster and more reliable transportation service and reduced freight rates, especially for transportation of high-value cargo. As a consequence, international containerised seaborne trade (in TE s! has increased dramatically over a period of time. ndoubtedly, "orld trade flo" net"or#s have changed under containerisation. $ubsequently, ports are evolving from being traditional interfaces bet"een land and sea to providers of complete logistics net"or#s. The momentum of this trend is creating a port sha#eout, leading to the development of a sharply delineated hierarchy on a global scale. %orts are being increasingly differentiated by their ability to handle the latest generation of containerships coming on stream. &ith the trend to"ard even bigger containerships, ports are gearing to handling the surmounting volumes. Further, for optimal utilisation of e'isting infrastructure, space, equipment, goods that are landed at ports need to be evacuated straighta"ay "ithout any loss of time. &ith the gro"ing volume of international trade, the need for e'peditious clearance of goods at the port "ithin the minimum possible time has been gaining importance. Accordingly, the concept of container freight stations (CF$s! has gro"n in importance along "ith the development and gro"th of ports. And, surely, its advent has accelerated global trade. CF$ is a place "here containers are stuffed, destuffed and aggregation(segregation of e'port(import cargo ta#es place. A CF$ is an e'tended arm of %ort()C*(Air Cargo Comple', "here import(e'port goods are #ept till completion of their e'amination and clearance. The imported goods can be immediately shifted from the port to CF$, "hich also helps in the reduction of port congestion. All the activities related to clearance of goods for home consumption, "arehousing, temporary admissions, re-e'port, temporary storage for on"ard transit and outright e'port and transhipments ta#e place from such stations. Therefore, clearance of goods from CF$ is an important point of consideration for trade in respect of e'port( import cargo as it is the final Customs contact point. +ormally, every CF$ is located in a Customs $tation or is an ad,unct to a Customs $tation. *epending upon its importance and volume of "or# it handles, it functions li#e a full-fledged Customs $tation "herein the admission, processing and completion of all Customs procedures are done. Present procedure of goods clearance The main function of CF$ is receipt, despatch and clearance of, Containerised cargo, up-todate inventory control and trac#ing system to locate containers(cargo. The goods received at ports are brought to CF$ and stac#ed in CF$ after verification of the seal by Customs officers. )n respect of import consignment, the steamer agents(liners( importers desiring to ta#e the consignment to CF$, file )mport -eneral .anifests in the port.

After obtaining the permission from the AC(*C, the container moves to CF$ under Customs escort or under bond and ban# guarantee. The CF$ allo"s de-stuffing of the goods. The C/A(importer files the 0ill of Entry at Customs /ouse and then Customs formalities of assessment, e'amination and payment of duty are completed. Thereafter, Customs gives 12ut of Charge1 and the Custodian releases the goods from CF$ by issuing a -ate-%ass. )n respect of e'ports, the goods are brought directly to CF$ under a $hipping 0ill. The e'port cargo in less than container load (3C3!(full container 3oad (FC3! is received by the Custodian of CF$ for safe custody. After stuffing of the goods, Container(customs 0onded Truc# (C0T! is sealed by the Customs 2fficer and the same is removed from CF$ for e'port through the desired port. Functions and Benefits Functionally, there is no distinction bet"een an )C*(CF$ as both are transit facilities, "hich offer services for containerisation of brea#-bul# cargo and viceversa. These could be served by rail and( or road transport. An )C* is generally located in the interiors (outside the port to"ns! of the country a"ay from the servicing ports. CF$, on the other hand, is an off doc# facility located near the servicing ports "hich helps in decongesting the port by shifting cargo and Customsrelated activities outside the port area. CF$s are largely e'pected to deal "ith brea#-bul# cargo originating(terminating in the immediate hinterland of a port and may also deal "ith rail-borne traffic to and from inland locations.
