Maintenance Procedure for 132 KV Switchyard


For any maintenance on HT electrical equipment, indoor or outdoor, maintenance
job can be done only in presence of person authorised to carry out such
maintenance job. A list of such persons is prepared and informed to Deputy
Director Electrical Safety who is representative of the Government of India in a
geographical area.
As per Indian Electricity Rules there shall be visible ISOLATION of electric
supply for carrying out any maintenance activity. For voltages higher than 440 V
the power supply equipment shall be thoroughly discharged for any static or
leakage voltage buildup. This is done by providing a solid earth connection, using
earth isolator or earth switch. In case, permanent electrical installation do not
have such an arrangement, an insulated long handle discharge rod with heavy
gauge conducting wire having first end connected to its far end and second end
properly connected to earth, is used to discharge the static electricity.
The earth connection made as above must be removed before re-energising the
electrical equipment after maintenance work is complete.
For switchyard, it is important to note that all sources, LT and HT sides are
carefully isolated for the section in which maintenance work is going to be
started. Merely switching off the circuit breaker does not constitute a safe and
acceptable electrical isolation.
Even magnetically coupled transformer taking leakage current from a circuit
breaker of other side can have very high voltage buildups and poses fatal injury to
persons, who accidently strarted the maintenance job, without confiming
complete isolation and discharge procedure. Similarly there can be large
capacitive element in a power system which can hold large amount of static
electrical energy and accidently release it causing unacceptable injury to persons.
Care must be taken!

It is always considered a good and safe practice to keep pad-locked the isolated
electrical installation at isolation points, where this facility is feasible & have
been provided, till the maintenance job is in progress.
Safety tags must issued for maintenance of electrical installation, these shall be
legibly filled with name of person issuing, date & time, purpose of isolation,
name of person doing the maintenance job. The stub must be retained by the
person on maintenance job, after completion of the job and checking healthiness
of the electrical installation after maintenance, safety stub must be return back for
energisation of electrical equipment.
