TUESDAY, NOVEMBER 19, 2013 THE PRIVILEGE HOUR With the unanimous consent of the Members, on motion of Rep. Abaya, there being no objection, the Chair declared a Privilege Hour and thereafter recognized Rep. Agapito H. Guanlao of Party-List Butil for his privilege speech. PRIVILEGE SPEECH OF REP. GUANLAO Rep. Guanlao rose to discuss the damage brought by Typhoon Yolanda to the agriculture sector especially in the areas of food security and sustainable food system. Adverting to a joint meeting held that morning by the Special Committee on Food Security and the Committee on Agriculture and Food to assess the food security situation in the country, he described a looming rice crisis considering that the National Food Authority (NFA) has reported a deficit in the rice reserve of the country. He mentioned that the two Committees have recommended that the targeting of rice reserve must factor in the probability of typhoons and that there must be a zero-tariff rate on rice importations during crisis situations. As he noted that the country is not alien to typhoons and the damages they cause to agriculture particularly in rice farming, Rep. Guanlao opined that the devastation caused by Typhoon Yolanda is resonant to the call of the World Food Summit 2013 towards sustainable food systems, food security and nutrition.To attain these, he proposed among others, to: 1) increase productivity and productive capacities in the countrys food resource base; 2) re-nationalize agricultural extension service structure and to amend the Local Government Code; 3) implement to the letter the provisions of the Farm Mechanization Act; 4) ensure the safe and affordable application of biotechnology; 5) review the land conversion policy in agricultural lands and the Mining Act; and 6) employ adaptive production plans as well as modern technologies in weather forecasting, to enable agriculture to adapt to the exigencies of climate change. He then called on his colleagues to adopt House Resolution No. 124, creating the House Committee on Climate Change that would focus on the formulation of policies on climate change mitigation, adaptation and development; informed the Body that together with the other Members of the 16th Congress, he founded the Philippine chapter of a climate change parliament named Global International; and asked his colleagues to support House Bill No. 3180 which he authored, providing for the proper and adequate labeling of food. On motion of Rep. Abaya, there being no objection, the Body referred Rep. Guanlaos speech to the appropriate Committee. ACKNOWLEDGMENT OF GUESTS At this point, Rep. Abaya acknowledged the presence in the Session Hall of guests of Reps. Leah S. Paquiz and Dakila Carlo E. Cua. PRIVILEGE SPEECH OF REP. CASTRO Upon recognition by the Chair, Rep. Fredenil Fred H. Castro emphasized that the Province of Capiz was also badly hit by Typhoon Yolanda but that he had resisted from delivering a speech thereon pending the completion of an accurate situational report on the issue. He said that instead, he would focus on the issue of pork barrel that has caught the imagination and varied reactions of the Filipino people and which has resulted in the evolution of a public opinion, the most illustrative of which was the million-people march initially held in Luneta Park on August 26, 2013 demanding for the abolition of the pork barrel from the 2014 national budget. Rep. Castro further talked about the creeping Chinese invasion of the mainland Philippines, which he opined should be given the highest priority by the national government. He cited excerpts from a news story penned by Jarius Bondoc, exposing destructive small mines as well as illegal mining in Zambales, Cagayan and Leyte. He claimed that the small mines set up through Filipino dummies are allegedly just fronts of giant nickel miners from China and that the nickel mines have aggravated air and sea pollution in many towns. Rep. Castro appealed to all Departments concerned and their attached agencies whether singly or in collaboration with each other, to investigate and initiate appropriate criminal action, including the arrest and detention of all pillagers who arrogantly violate the Constitution and laws of the nation on the development and exploitation of its natural resources as well as those who violate the Anti-Dummy Law and other related laws. After positively identifying these pillagers, he then called for their immediate investigation, arrest and detention including their Filipino collaborators and recommended that repair on the damaged areas of the countrys natural resources be undertaken at the expense of the alleged pillagers. Lastly, he thanked columnist Jarius Bondoc for his noble deed.

8 REFERRAL OF REP. CASTROS SPEECH On motion of Rep. Gerald Anthony V. Gullas Jr., there being no objection, the Body referred Rep. Castros speech to the appropriate Committee. EXTENSION OF THE PRIVILEGE HOUR On another motion of Rep. Gullas, there being no objection, the Body extended the Privilege Hour by 25 minutes, and thereafter, the Chair recognized Rep. Jose L. Atienza Jr. from Party-List Buhay for his privilege speech. PRIVILEGE SPEECH OF REP. ATIENZA Rep. Atienza congratulated the Supreme Court for its decision with a vote of 14-0, declaring all Congressional Pork Barrel Laws, such as the Priority Development Assistance Fund (PDAF) and the Countrywide Development Fund (CDF), as illegal and unconstitutional. He said that this strengthens the roots of democracy in the country and inspires Members of Congress to adhere to the rule of law and the Constitution, and redirects their focus on crafting better legislations. He claimed that the Members must heed the decision and defer seeking alternatives to obtain public funds for political patronage and personal interest. He further underscored the decision of the Supreme Court as a historic event to the Filipino people, to Philippine democracy, and to governance inasmuch as Members of Congress will no longer be made beholden to pork barrel funds and be subjected to the control and restraint of the Executive Department. He explained that the decision of the Supreme Court however provides a colatilla that those responsible for the misuse of public funds will be made accountable. In closing, Rep. Atienza stated that the decision of the Supreme Court declaring the PDAF illegal and unconstitutional should compel the Members of Congress to set aside partisanship, eradicate vestiges of personal interest, and exert utmost efforts for change in the government and political system in accordance with the hopes of the Filipino people.
