is Balibago Waterworks Systems, Inc. (BWSI) which is located at 3923 Mac Arthur Highway, Balibago, Angeles City. It is a privately owned company established on May 20, 1958 by Mr. Eladio Santos. The companys primary purpose was to acquire, establish, develop, manage and operate an effective waterworks utility system within its franchise area of 900 hectares composed of Barangay Balibago in Angeles City and Barangay Dau in the town of Malalacat. In the last 14 years, BWSI have expanded to serve other areas, like Tarlac, Bulacan, Pampanga, Laguna, Nueva Ecija, Pangasinan, Nueva Viscaya, Aurora, and Benguet. Today, BWSI provides running water to more than 90000 household throughout its franchise areas. BWSI works closely with the Nation Water Resource Board (NWRB) in the pursuit of improving potable water supply to its customers. After 54 years in public service, the National Water Resources Board (NWRB) considers BWSI the largest and most efficiently operated provincial privately owned waterworks system in the country. The contact person associated with the company is Mr. Elizer R. Nacpil. Mr. Nacpil started working for the company in the year 2011 as an I.T support/ junior I.T supervisor. Eryll: [Introduction of Billing Utility] A billing statement is a notification sent to a customer who has been receiving a companys service but has not been paid yet. This is sent few days before the end of the billing period, showing the breakdown of their balance. This is usually considered as an official form and prepared by an accounting professional. Billing statements are mostly used by companies that collect payments from their customers every after a certain period. Period varies to the companys policy. The focus of this study is on water billing statements. Under water billing statements information such as payment due date, grace period, days in billing period, fixed charges, total water consumption costs, additional charges, and their total balance, are indicated. Water billing reports include the billing summary, billing statistics, bill register, and the consumption profile. Water billing forms include the application form and the billing statement. Companies providing water services are mandated to impose fixed charges, which will also serve as the minimum charge by the company to their customers, by the Philippine government. These are the 12% marginal profit, maintenance cost and administrative cost. Other fixed charges may be implemented by companies that have special services.

Ali: [Flowchart] The billing scheme under a water system begins with the company will check the meter of their customers in a monthly basis. After every meter has been looked up to, results of the checking will now be encoded. When everything has been inputted, the billing statements of the customers will now be prepared. As soon as the information is ready, printing of the Billing Statement, Billing Summary, Bill Register and Consumption Profile will follow. The billing statement will now be distributed to the customers. Payment shall be settled by the customer on or before the due date. If the customer wasnt able to pay their amount due for 2 months, the line will be cut.

We did our best to have an appointment with Meralco, Maynilad, Manila Water and PLDT and kept our hopes up and expected any return calls from them. We came to our senses that the deadline is nearing and none of the companies aforementioned gave any feedback regarding our request. We attempted several times to follow up and yet there is still no response. Thats why we decided to look for another company and luckily a member of our group has a contact person in a Balibago Waterworks Inc. that supplies water in some parts of Pampanga. Since we already have a contact person in Balibago Waterworks Inc. we were able to gather some of the information we needed but some were kept folded since they consider those information confidential. During the process of our paper, we also had conflicts due to schedules of the group members. As luck would have it, we are able to meet the requirements of the paper.
