6. INFORMATION ON THE PORT TARIFF

1. HARBOUR DUES FOR VESSELS


Dues are payable for a complete call when the vessel arrives at the Port of Gothenburg. The dues are based on GT (Gross Tonnage) in accordance with the 1969 measurement rules, unless otherwise stated in the tariff. When a vessel calls at the Port of Gothenburg for the rst time or has been rebuilt, a valid tonnage certicate in accordance with the 1969 measurement rules shall be presented by the shipping company or its representative. In cases where arrival and departure are handled by different brokers and/or different terminal companies, payment of dues for arrival and departure is made separately. The prices stated below are in SEK and apply to complete calls, i.e. for arrival at and departure from the port area.

Raised dues for vessels with single hull

Dues are based on distinct GT bands, i.e. a charge is made for the vessels total GT in accordance with the table below.

Discharging of rinsing water (slop) at reception facility


Harbour dues for vessels are charged in accordance with the tariff applicable when the vessel calls at port to discharge rinsing water (slop) originating from another location or from vessels that do not call at port. For vessels calling at the Oil Harbour for the sole purpose of discharging their own rinsing water, harbour dues are charged at the rate applicable to ships for repair, as under 1.13, for the part of the call involving the Oil Harbour.

1.2 CONTAINER VESSELS IN REGULAR SERVICES

Reduction for vessels with an integrated pipe tunnel on deck


Harbour dues for vessels with an integrated pipe tunnel on deck are reduced by a percentage equivalent to what the pipe tunnel comprises of the vessels total GT.

This refers to vessels that carry passengers and goods, passengers and vehicles, railway carriages or only passengers and that run regular services available to the general public, in accordance with a sailing schedule approved by the Port of Gothenburg. Price/GT 1.33 SEK/GT Frequency incentive: after 365 calls within a calendar year for an individual vessel, no harbour dues are payable for the remainder of the calendar year.

Frequency incentive: 20% discount for the fourth call and thereafter/week, per service (recognised as such by the Port of Gothenburg). By a week is meant a calendar week, MondaySunday. Price/GT 4 calls/week, per service 0.92 SEK

1.7 CRUISE LINERS


By cruise liners is meant passenger ships in non-regular services. Dues are based on distinct GT bands, i.e. a charge is made for the vessels total GT in accordance with the table below. 4.71 SEK/GT though not more than 55,000 SEK (not including environmental and waste charges) if GT <20,000 2.88 SEK/GT 9.50 SEK/passenger 13 SEK/passenger

Private yachts calling at a quay that does not belong to the Port of Gothenburg Port Authority but lies within the Gothenburg port area, harbour dues are charged as under 1.12. The cost of any electricity, water and watchkeeping is added in accordance with the ISPS code. The cost of receiving solid waste is included in the quay charge. There is an additional charge for sludge as under 2.2. When a non-ISPS vessel is stationed at an ISPS quay, an additional safety charge is made as under 3.

For cruise liners belonging to the same shipping company or to companies operating under the same trademark, harbour dues are reduced by 15 per cent from the seventh call at the Port of Gothenburg in one season. Dues agreed on in each particular case are charged for cruise passengers who are transported between ships at anchor and the quayside

1.9 OFFICIAL VESSELS ETC


Naval, coast guard, customs, sea rescue, traditional and training vessels and vessels of the Swedish Maritime Administration are not charged harbour dues, provided the vessel is not used for commercial purposes. Vessels exempted from charges bear any other expenses themselves.

1.8 PRIVATE YACHTS


There are a limited number of berths in the Port of Gothenburg for short-term lets to private yachts. Stated below are the prices for letting.

1.10 ARCHIPELAGO AND HARBOUR TRAFFIC

1.11 PASSING VESSELS


By passing vessels is meant vessels that pass the ports water zone and stay in the port area no longer than 24 hours. In the case of a stop the vessel may not take on board or discharge goods, passengers or waste, if it is to be categorised as passing. No passage dues are charged for vessels passing the Gothenburg port area on the way to/from Lake Vnern, provided the vessel does not call at quay. Passing vessels that call at quay are charged full passage dues as above. Charges for watchkeeping are made under the ISPS code for unguarded quays. Dues per passage 0.99 SEK/GT

Vessels that do not have a physical home port in Gothenburg or are not in service from May to September pay half the vessel dues. Passenger dues Vessels with their own port facility pay half the passenger dues. Quay dues for the time a quay belonging to the Port of Gothenburg is used. SEK/vessel and month 1,100 SEK SEK/passenger 6.06 SEK

The charge for watchkeeping is 500 SEK/hour. The minimum amount charged is 1,000 SEK.

Vessels with their own port facility shall prepare a waste handling plan in accordance with the statutes of the Swedish Maritime Administration.

If a vessel stays more than 24 hours, full harbour dues are charged as under sections 1.1 to 1.11. From 24 hours after arrival at quay, laytime charges are also made as under section 1.15 for each calendar day or part thereof.

1.12 OTHER VESSELS


By other vessels is meant vessels not specied in sections 1.1 to 1.11. 3.79 SEK/GT

1.13 REPAIRS, LAYING UP, TANK CLEANING ETC


This refers to vessels calling at the port area solely for repairs, rebuilding or structural supplementation at a shipyard within the port area. Per call Maximum harbour dues for ships under repair Per call 2.35 SEK/GT 55,000 SEK

1.15 LAYTIME DUES


Laytime dues are charged if the vessel lies at quay more than 24 hours before commencing unloading/ loading. Laytime dues are also charged if the vessel remains at quay more than24 hours after completed unloading/loading. Laytime dues are not charged if the laytime is caused by conditions under the control of the Port of Gothenburg or the Swedish Maritime Administration. Extra laytime (time in excess of loading/unloading) is granted only as far as free quay capacity admits. In the Gothenburg Oil Harbour there is no possibility of granting extra laytime before commencing unloading/loading. After completed unloading/loading, extra laytime can only be granted in exceptional cases. The charge is calculated per length metre (loa). Full harbour dues are charged for laying up vessels at quay from the time of arrival at quay and after 24 hours laytime dues as under 1.15 for each 24-hour period or part thereof.

1.14 BUNKERING AND/OR PROVISIONING


For vessels calling at the Port of Gothenburg solely for bunkering and/or provisioning for their own use, harbour dues are charged at 50% of the standard rate per type of vessel. Quays for bunkering and provisioning only can be offered so far as free quay capacity admits.

For vessels used mainly for commerce, hotel accommodation, housing, exhibition premises, storage, ofces or the like, laytime dues are charged after assessment of each individual case.

2. ENVIRONMENTALLY RELATED DUES


2.1 ENVIRONMENTALLY DIFFERENTIATED DUES
In addition to port dues, as stated in item 1, environmentally related additional charges are made, or deduction granted, for each call by a vessel.

Nitric oxide discount


Ships that by various measures have reduced their nitric oxide emissions to less than 10 grams per kilowatt-hour are given a reduction of the harbour dues as follows: Emission level in grams of NOx/kWh 6.09.9 2.05.9 01.9 Reduction in SEK per unit of the ships gross tonnage (GT) 0.05 SEK/GT 0.10 SEK/GT 0.20 SEK/GT

Sulphur charges
For vessels calling at the Port of Gothenburg, an extra charge is payable if the sulphur content of the fuel for the vessels operation exceeds 0.2 per cent by weight, according to the table below. *On 1 April 2010 the sulphur emission charge was halved for all vessel categories from 0.20 SEK to 0.10 SEK per GT. The deduction applies until 31 December 2012.

2.2 DUES FOR SHIP GENERATED WASTE


The Port of Gothenburg makes a charge for receiving waste from vessels, in accordance with Swedish legislation and EU directive 2000/59/EC.

3. OTHER DUES
Port dues for goods
Goods dues of 27 SEK/ton are charged for unloading or loading of goods at dry cargo quays owned by and/or at the disposal of Port of Gothenburg AB (quay 751). The same charge is made for lightering between vessels. No goods dues are charged by Port of Gothenburg AB at quays run by terminal operators with concessional agreements. For unloading or loading of goods at a quay that is not owned by or at the disposal of Port of Gothenburg AB, 50 % of the standard rate for goods is charged. Separate agreements apply for dues on goods for the Oil Harbour and the ferry terminals.

4. OTHER REGULATIONS
ISPS dues
When a non-ISPS certied vessel is stationed at quay 751 or 107, dues are charged for compulsory inspection of the quay, water area and fenced-in area after departure. ISPS certied vessels stationed at Stenpiren, quay 751 or in Frihamnen shall bear the cost of an ISPS guard approved by the port. ISPS-fee 8,000 SEK

4.1 INVOICING
The minimum amount invoiced for harbour dues per vessel and call is 500 SEK.

Rinsing water
Goods dues of 5.20 SEK/ton are charged for rinsing water originating from other locations or from vessels not calling at the port.

The total amount invoiced is rounded off to the nearest whole SEK. Unless otherwise agreed, the amount invoiced is to have reached the Port of Gothenburg no later than 20 days after the date of invoice. Penalty interest will be charged as specied on the invoice if payment does not reach the Port of Gothenburg by the due date. If the Swedish government has decreed that special regulations are to apply to dues for vessels from certain countries or for certain types of vessel, such regulations will be observed.

Mains connection
For calls lasting longer than 48 hours (2 days) at the Stigberg Quay or Stenpiren, mains connection is compulsory. Mains connection fee Current kWh price on each occasion 1,500 SEK

5. SUMMARY OF DETAILED TERMS

Sulphur charges for ships under repair, laying up, tank cleaning etc
1  Sulphur charges as under section 2.1 may be added. Waste charges are not made by the Port of Gothenburg, as reception of ship-generated waste is effected by the yards or by other port facilities than the Port of Gothenburgs. No extra harbour dues are charged if the vessel leaves a quay in the port area for such things as a trial run, inspection trip, tank cleaning, gas cleaning and the like and then returns to quay.

 Drums and packages with oil residue or hazardous waste are not correctly packaged and marked with the contents or if discharge and mooring are not made at designated places. Discharge is not made at the agreed time. The vessel does not provide personnel for discharge of sludge. The pump capacity for sludge is less than 5 m3 per hour.

Exemption from sulphur charges


2  A special certicate submitted to the Swedish Maritime Administration in accordance with the Administrations notice (SJFS 1998:13, 2008:5) is valid as proof of exemption from sulphur charges. Advice of a sulphur certicate is to be given to Gothenburg Port Control, Port of Gothenburg, in conjunction with notication of the vessels rst call after obtaining a certicate. 3  Exemption from sulphur charges may alternatively be granted if a shipowner or representative thereof pledges in an acceptable manner, regardless of purpose, only to use fuel in the Gothenburg trafc area with a maximum sulphur content as under section 2.1. By the Gothenburg trafc area is meant the water area watched over by VTS Westcoast.

Exceptions to sludge and waste charges


6  Vessels/shipping companies that themselves effect the disposal of sludge and other waste at their own expense, for instance by individual agreement with the receiver of the waste, pay no charge. Permission for this is required from the Swedish Maritime Administration. Separate agreements for solid waste can be made for privately owned berths. 7  No general charge is made if the competent authority in a country covered by the Baltic Sea Strategy or EU directive 2000/59/EC has consented to exceptions from compulsory discharge of ship-generated waste and cargo residue and this can be conrmed. The actual cost incurred by the Port of Gothenburg for reception is charged instead. Exceptions to this rule must rst be approved by the Swedish Maritime Administration.

Nitric oxide discount


4  A Swedish Maritime Administration certicate in accordance with the Administrations notice (SJFS 1998:13, 2008:5) is a condition for the discount. Notication of a nitric oxide certicate is made to the Gothenburg Port Control, Port of Gothenburg, in connection with reporting the vessels rst call after obtaining a certicate.

Exceptions from goods dues


8  Supplies and provisions for the ships own needs. 9  Containers, platforms or other load carriers of a lasting nature intended as transport aids and which do not constitute independent commodities. 10 Goods unloaded from or loaded onto ships as under 1.12.

Extra charge made for sludge and waste discharge


5  A supplementary charge is made for additional costs incurred by the Port of Gothenburg or its contractors if: 11  Notication of discharge of waste from vessel is not made in time in accordance with Swedish law and Port of Gothenburg regulations. The waste/sludge contains foreign substances, solvents or detergents.

Calls required by other authorities


11  When a vessel calls at the port for reasons required by other authorities than the Port Authority, the Port has the right to demand a bank guarantee (sequestration etc).

Denition of type of vessel


12 The Port of Gothenburg reserves the right to dene the type of vessel.
