A survey of Scotland’s local
authorities has found that
a minimum of £5 million of
taxpayers’ money is needlessly
wasted every year on the repair
and maintenance of corroding
steelwork.
Twenty-eight of Scotland’s 32
local authorities responded to
the survey, which was conducted
by Highland, one of Scotland’s
leading galvanizing and colour
powder coating firms.
Highland submitted a freedom of
information request to every local
authority, asking for information
relating to the annual spend on the
upkeep of various kinds of steelwork

At a successful event in London
over 50 industry leaders were
presented with a new campaign
concept for wood promotion. The
concept was well received and a
range of companies confirmed they
would be prepared to contribute
funding.

Environmental and land-based
businesses across England are
invited to attend free events to find
out how they can inform the way
qualifications are developed to meet
business needs.
Lantra, the Sector Skills Council
for environmental and land-based
industries, is hosting two free events
to help industry understand how
qualifications are developed. The
events follow a successful workshop
offered last year and will explain
the role employers have in steering

and now it has come up with a
fresh, focused and, above all, hard-
hitting campaign concept”, said
architect Craig White, who chaired
the event. “I believe we have the
opportunity to convey a strong and
positive message for wood and to
future training provision towards the
needs of their business. Liz Pridgeon,
Lantra’s Development Manager
for Standards and Qualifications,
said: “These events will improve
businesses’ understanding of training
and qualifications development and
show how they can contribute to the
future success of industry through
creating a supply of people with
the right skills to join tomorrow’s
workforce.”

Burwarton Show
This year’s Burwarton Agricultural
Show saw over 20,000 people Mr Parker is seen presenting

The show has been running annually

for 110 years, with breaks during the
world wars, and is enjoying increasing
popularity year on year.

The organisers have stuck to the

show’s original style of a local show,
run by a local committee whose
formula continues to attract large
crowds based on a true agricultural
theme. The aims of the show in 1891,
when the local agricultural society
was formed, were ‘mutual protection
against fraud and adulteration of
manures and feeding stuffs, and a
feeding system of cooperation in the
purchase of manures’.
Livestock entries once again
emphasised the quality of stock in
the area with the best in cattle, sheep
and just about anything on four legs,
with a large crowd taking a keen and
critical interest in all of th pedigree
and commercial classes.
Outside the main ring the Fencing
Competition, sponsored by McVeigh
Parker, was taking place. This was
also held in front of large crowds,
many of who stayed for the full three
hours of the competition.
Unlike previous years, the day was
hot and humid and the eight teams
taking part managed to lose a good
few pounds in honest sweat. Having
drawn lots to choose which peg the
team started from, it was pot luck
as to which size boulders they came
across. Teams travelled from as far
afield as Devon, Hertfordshire and
Staffordshire to try their skills and pick
up major cash prizes.
No mechanical tools were used,
which made the crowd appreciate the
level of skill and sheer hard work put
in by the teams. Points were allocated
for various parts of the construction,
the last on the list being the state in
which the team left the fence line
after 3 hours. There were points for
finishing before the allocated time and
when the three judges had finished
inspecting the lines of fence and
added the points together, two teams
had exactly the same marks. The
only difference was Mike Ford from
Chumleigh, Devon had finished a few
minutes before the second placed
team Ring Fencing from Dorchester
with Charlie Hubbard from Coventry
a close third.

Ringing in the
changes at
Charlton’s
If you went shopping to buy some
steak (stick with me here, it will
make sense), and none of the
packages were labelled, you’d be far
stretched to differentiate between
the organic and the budget brands.
In fact, you might only realise you’d
bought something shoddy once you
got home and cooked it, only to find
it was all gristle and bone.
Well perhaps timber stakes aren’t
so different from their meaty
namesakes? With all the mutterings
surrounding inadequate treatments,
rotting posts and sub-standard
products, AJ Charlton & Sons have
decided to do something about it
– to not only make it known that
their timber is top quality, but to
ensure that their products are easily
identifiable, both giving customers
peace of mind and putting some
weight behind their warrantee.
Michael fills me in: “We’re now
branding our Usage Class 4 product as
Longlast, giving each and every post a
logo and label to ensure it is traceable
through the system. With each
product having its own identity and
date of manufacture, our customers
really know what their getting – a
product of supreme quality.”
Michael continues: “Since treatment
changed and chrome and arsenic
have been removed from the
chemical ingredients, the remaining
copper isn’t sticking and we’ve seen
with some materials, such as spruce,
that it’s extremely difficult to treat it
properly. However, with redwoods,
the timber accepts the treatment
far better making it a better quality
material to use.”
The team at Charlton’s promise to
supply products made with timber that
bears no question mark. As soon as it is
cut, the redwood is then dipped into an
anti-sapstain chemical, which protects
against the bluestain and fungus which
would attack and weaken the wood.
The timber then goes through the drying
process until it is at the recommended
moisture content of 28%, before being
treated for suitability for Hazard Class
4 usage.”
Michael is passionate about
Charlton’s standard of treatment, and

the company is so confident about
the quality of their products that
they’ve backed everything up with a
15 year warrantee.
Michael explains: “The new Longlast
brand is geared towards getting a
product that’s fit for purpose. Just
looking at pile of timber isn’t enough
to know what it is, who’s treated it
and where it’s come from. That is
why we’re giving ours an identity and
setting it apart from the rest.”
Not only is each post stamped, but
for the stockists benefit, each pack
will also have a label, as well as
being given a load number, warrantee
verification and Make Sure It’s 4 logo.
But the efforts to raise awareness
about Charltons’ products don’t
stop there, with Michael employing
the services of Jon Thelwell to help
market and promote the changes,
starting with the creation of a new
Fencing & Timber catalogue.
“In the current economic climate,
contractors are going purely for
price, not quality. A lot of people
don’t realise about the treatment
issues surrounding the industry and
of the failures since the treatment
changed. Contractors and their
customers need a post that promises
to last, and the aim of our brochure
is to to let people know that this
level of quality is out there and it’s
guaranteed”, Michael says.
This catalogue doesn’t just slap
the products on the page, Michael
and Jon have worked together to
really inform customers about the
products, their treatment and how
much easier it is for them to buy
from AJ Charlton & Sons. They have
developed a core stock range and
highlighted this development with a
‘stock flag’ which symbolises that the
product is available off the shelf. An
important change for the company is
that they now deliver in part loads,
making their products more available
to smaller stockists and those without
room to handle stock. This allows
stockists to reduce inventory. What’s
more, they can deliver fast, making
life much easier for customers.
Jon adds, “We’ve also included a

section in the brochure to show our
selection of matching gates and
fences – bringing the two sides of
Charlton’s together.”
Indeed, despite the name which lends
itself specifically to gates, Charlton’s
fencing reputation has gained a solid
place in the fencing market with
core range of palisade, post and
rail, featheredge and hit and miss
products which they sell to stockists
throughout the UK, and into Europe
too. So it comes as no surprise to
learn that they are currently working
on extending their range with new
styles and designs, developing the
products which they supply within
the domestic, agricultural and
commercial sectors – not to mention
several Royal estates.
And that’s not the only claim to fame,

The big push is working, with

customers than ever before. Michael
tells me, “We also have plans for
a powerplant on site for the use of
our biomass fuel and we are going
to install more treatment tanks to
improve our efficiency.”
Despite AJ Charlton & Sons being
steeped in tradition, their finger
seems to be well on the pulse. Having
been trading for more than a century,
the family-run business has stood the
test of time by supplying products
that are of a superb quality.
Trying to promote a premium product
is hard in the current climate.

Michael says: “It’s our job now to
educate the industry about using the
correct product for the appropriate
usage, such as class 4 for ground
contact. Stockists need to be aware,
as do contractors and the public. The
new brochure will go some way to
correct this lack of awareness.”
In the Fencing News office, we can’t
help but agree. Ignorance isn’t bliss,
and it’s the reputation of the entire
industry which relies upon keeping
every chain in the link well-informed
and strong. And with top quality

available, there’s really no excuse.

Bad year...
or just head in
the sand?
Latest Plimsoll study looks at what’s
happening in the industry
One out of every four companies in
the UK Fencing industry is making
a loss as the downturn continues to
make life difficult. But how many of
these 280 loss making companies
have simply had a bad year and how
many are burying their head in the
sand is the subject of a new study.
David Pattison, author of a new market
report into company performance in
the industry says, “Increasingly we
are seeing companies making a loss
for the first time in their history and I
think they can rightly claim they are
victims of difficult trading conditions.
A quick refocus on profitability would
ensure this an isolated occurrence
– ‘the year the recession forced us
into loss’”
However, market conditions are a
flimsy excuse for a band of serial
loss makers that are prevalent in the
market. Pattison explains, “Ninety-
nine companies are making a loss for
the second, or even third year running.
These companies are either blatantly
undercutting the rest of the market
to enhance or maintain market share
or, more likely, have delayed making
the painful decision more prudent

one wants to trim costs, lay off staff,

The reality of Health and Safety
Peter Mepsted of PHP Health and Safety Ltd reports
As a member of The Institution
of Occupational Safety and
Health (IOSH) I receive a monthly
magazine which is filled with latest
news, articles and a section entitled
‘In Court’.
This section provides a précis of
recent court cases and details the
reason for the case and subsequent
sentence.
I have looked back over the last six
months and have considered cases
which could relate, in some way, to
the fencing industry. The following
are some of the cases and the
sentences given:
A metal treatment company
sentenced to pay £733,000 in fines
and costs after two workers died at
a plant in Herefordshire. This was
the second such incident in four
years and the reasons were cited
as failure to undertake a proper risk
assessment and failure to adequately
train staff. On both occasions
inert gas had replaced oxygen in a
confined space. The company was
also cited as not having ensured that
their audit process was sufficiently
thorough.
Fines and costs totalling over
£9,000 were made against a metal
fabrication company in the West
Midlands - a worker suffered serious
crush injuries after his hand was
drawn into an unguarded spindle
drill. The workman was wearing
protective gloves, however whilst
working the left hand glove came
in contact with the drill head,
dragging his hand into the machine.
He suffered a broken wrist, thumb
and dislocated shoulder as well as
nerve and tendon damage. He was
off work for over four months. The

prosecuted on the basis of failing to
carry out a suitable risk assessment
and for failing to adequately guard
the machine.
A member of the public was crushed
to death in a warehouse yard after a
lorry developed a fault with its brakes.
The vehicle in question had a fault
which temporarily locked its brakes
but then released them after the
driver had left to report the problem.
Subsequently the unattended
lorry rolled over the member of
public, crushing him to death. The
enforcing authority stated that
the company had failed to provide
suitable systems for the segregation
of vehicles and pedestrians, failed
to provide information, instruction
or training for staff and visitors and,
once again, failed to have robust risk
assessments in place. In court the
Company was fined £133,000 with
costs of over £19,000.
I could go on! Moving vehicles on
site cause death to worker! Fifteen
year old casual labourer crushed to
death while demolishing a wall!
Just over a year ago in my village, a
farm worker lost a leg after he was
run over by a forklift that he was
standing behind. Again no systems
were in place to segregate work
areas and (I suspect) there was a
lack of training for staff.
One very important point that I would
make is, that there appear to be very
few incidents related directly to the
fencing and landscaping industries.
Let’s keep it that way!
My point to all this, is, that it can so
easily happen to any business and
the costs could be catastrophic. I
have highlighted the statutory costs
of these cases but do not have
any information on the subsequent
compensation awards, however
they are likely to be substantial
and (if a company or individual has
been found guilty) are the insurance
companies likely to pay out? – I
wouldn’t be too sure on that one.
But none of the above financial
costs can equate to the human cost
of, say, losing a husband, wife, son
or other family member.
I have highlighted the serious
cases as these are the ones that
get reported, but what about the
apparently minor cases such as
hearing loss due to years of exposure
to high levels of noise or vibration

involving
Telehandlers
Fatal accidents at two North
Yorkshire farms less than three
weeks apart have prompted a call
to the agricultural community
to use machinery only for its
intended purpose.
The Health and Safety Executive
and North Yorkshire Police are
jointly warning farm contractors
not to use telehandler machinery
to drive posts into the ground.
Both accidents, at farms in Skipton
and Thirsk just thirty miles apart,
involved such machinery in near
identical circumstances, with
buckets coming loose from the
main telescopic arm and striking
people who were holding a post in
place underneath.
A 66 year-old woman died in
Skipton, while a 22 year-old male
lost his life in Thirsk. Both were
local to their respective area.
Investigations are ongoing to
determine the exact circumstances
at each site, but officials are keen
to stress that telehandlers are not
designed for driving posts into the
ground.
“It is impossible to ensure that
the post stays straight when a
telehandler is used in this way,
causing ‘white finger’.
What does seem to be clear is
that many incidents appear to be
avoidable and that, with a little
more thought to assessing risk and
implementing training, it is likely that
the possibility of a serious incident
could be dramatically reduced.
Accordingly I would contend that the
old saying ‘A stitch in time’ could be
applied to health and safety and a
little effective investment could save
a lot of heartache.
The problem is you won’t know the
cost until it happens, best make sure
it doesn’t happen then!

danger zone beneath the bucket

head of operations for Yorkshire
and the Humber.
“If the bucket attachment is not
properly engaged or becomes
disengaged, the bucket can be
dislodged by downward pressure
on the post and may come loose
completely – as happened at both
Thirsk and Skipton.
“Both tragedies were easily
avoidable, and we strongly
encourage others not to work in
this way.”
Chief Inspector Nick Warnes, of
North Yorkshire Police, added:
“Workers have a duty to look after
their own health and safety when
carrying out work of this nature,
and we are keen to avoid any more
accidents like this.”

and friends of the victims.

Bobcat has announced that the

‘Our business relies upon how
well we perform on our contracts.’
That may well be a fairly normal
statement uttered by many
fencing companies, but for JDR
Fencing, one of the largest fencing
contracting operations in Scotland
it is even more pertinent.

Robin was trained as a civil engineer

and then became a consultant
in Glasgow, working with local
authorities. With two other partners
he was involved in a landscaping and
environmental business which was
purchased through a management
buyout. Subsequently the three
partners then set up JDR Fencing in
1993.

sub-contractors. We have a small
full-time team here at Hamilton and
we don’t employ any salespeople
so our fence erectors are our calling
card and our representatives in
the field. We stand or fall by their
professionalism and they are one
of the main reasons we have been
so successful and have expanded
our business greatly in the past 16
years.’

Grangewood Fencing holds large
stocks of fencing, timber and
concrete products at each of its
six depots and Dennis has a team
of around 25 staff which includes
a manager and yard staff at each
depot, plus a delivery team. He has
been pleasantly surprised with this
year’s performance so far and is very
much looking to the future.
‘We are up 2% on last year’s sales
at this time. Personally I would
have been happy, given the climate,
getting within a short distance
away from last year’s sales, so I’m
comfortable with our position at the
moment. Because we went into this
recession without any borrowing

Dennis opened up the sixth
Grangewood Fencing site earlier
this year at Hixon. It was a strategic
move.
‘We already owned the site as I had
wanted a better presence in the
Staffordshire area. Our research
shows us that customers will only
travel up to 10-12 miles for supplies
so we needed this one. It’s already
proving us right.’
Dennis is married to Nicola and they
have two daughters, one of whom
is at Cambridge University and the
other is in retail. Dennis’ sister, Janet
Morris, looks after the accounts side
of the business.

Ark & amphitheatre for playground

Tanalith-E helps Shaftesbury Primary School’s children play safely
Tanalith E wood preservative has
been used to create two striking new
wooden playground buildings for
children at the Shaftesbury Primary
School in East London.

The school’s playground is now home

to a wooden amphitheatre, which
allows children to sit shaded from the
sun and rain, and a wooden ark large
enough for children to play inside.
The ark and amphitheatre are built
with Hoppings Softwood Products’
Q-Deck branded timbers, which are
supplied pressure-treated with Arch
Timber Protection’s Tanalith E wood
preservative to impart a significantly
extended service life.
The buildings, which were completed
in spring 2009 and constructed on-site
by contractors PETNE, were inspired
by Shaftesbury Primary School’s head
teacher, Mr Geoff Hadlow, and the
designs were based on his original
ideas and drawings.
“We created the buildings to give our
pupils two new areas of interest in the
playground, and to be educational as
well. We are very proud of our ark and
amphitheatre, and so are our parents
and pupils,” says Mr Hadlow. “We
collaborated closely with PETNE,
who have helped a great deal with
improvements at the school, to
achieve the most suitable designs
for the buildings, and we think they
did an excellent job to produce two
marvellous bespoke constructions.”
Both of the buildings were created from
Hoppings’ Q-Deck timbers and, in the
case of the ark, a steel frame. Because
the ark needed graceful curves along
its length, the construction process
even involved the building and running
of a steaming chamber, on-site, to
create the timbers of the ship. With
a few varnished hardwood trimmings
and animal profiles to finish off the
project, the ark sits resplendent by
the gates of the school.
Across the school yard, in a previously
unused corner and beneath a historical
brick chimney of the old factory next
door, sits the L shaped amphitheatre.
It is also built entirely from Hoppings’
Q-Deck components and has three
tiers of seats and a roof for shelter.
The amphitheatre provides the added
benefit of undercover seating for
parents at the start and end of each
school day.
The school plans to add an
underground train, using the same
treated timber, later in 2009.
Because the timber has been
industrially pressure treated with
Tanalith E wood preservative, these
two buildings will really stand the test
of time, leaving a lasting impression
on children and adults alike.

Grand designs from iron
gate specialists
CDI bring history back to life at Aynhoe Park
A 12-foot wide set of iron gates is
about to be fitted at the entrance to
17th century Aynhoe Park designed
by Sir John Soane and landscaped
by Capability Brown six miles
from Banbury on the borders of
Northamptonshire and Oxfordshire.
The gates are the work of Terry
Harwood, Joe Page and Stuart
Makin, a team of young blacksmiths
employed at Cotswold Decorative
Ironworkers, a firm which Hughie
Powell has run since the 1980s and is
based in the village of Stourton, near
Shipston-upon-Stour, Warwickshire.
The three blacksmiths have
developed a reputation for intricate
craftsmanship on heritage projects
that include beautifully finished
and high grade iron fencing for
organisations like the National Trust.
Hughie and his blacksmiths Terry,
aged 24, Joe aged 25 and 22-year-
old Stuart are kept increasingly
busy these days manufacturing
entrance gates, parkland fencing and
ornamental bridges for some of the
country’s big estates.
Terry, who has worked at CDI for
seven years and Joe are qualified
blacksmiths but Stuart is about to
undertake a three-year National
Diploma at Hereford College having
recently completed a course at
the Moreton Morrell campus of
Warwickshire College.
Terry says: “We’re not interested in
the light cheap and cheerful products
that are powder-coated and in three
years need replacing because they
are cracked. We specialise in things
that you only buy once, but they
are not only pretty to look at....the
fencing for example is designed to
last forever.
Hughie added: “The gates for Aynhoe
Park, an intricately crafted bridge
and examples of our range of fencing
and tree guards were star attractions
in the summer at the Game Fair at
Belvoir Castle.
“Having such magnificently crafted
pieces of work on show brought
many visitors to our stand and we are
now talking to potential clients who
need high quality workmanship at a
realistic price.

Perkins and is open to the public by
appointment only to see his world

A former record producer and music

there for three years - transforming
Aynhoe Park from apartments back
into a family home, in a multi-million
pound project.
Mr Perkins’ property company has
undertaken several similar restoration
projects such as Dowdeswell Court
and Howsham Hall over the past few
years and developed a reputation
for returning run down institutional
buildings into national heritage
treasures.
Hughie said: “James commissioned
drawings for new gates at Aynhoe
Park and we followed this design,
adding some features in our own
interpretation, which have enhanced
the finished project.
“A shield bearing the coat of arms
of the Perkins family is also going to
be welded onto the frame and the
whole thing should look incredibly
spectacular.”

NEW UPDATES FOR YARCOMBE

Keith Madge has been a busy boy,
by the looks of things. Since the
Fencing News last caught up with
him back in October 2007, the site
of Yarcombe Woodland Products has
transformed, with a brand new 650
square foot showroom\office (clad in
timber from their own woodland),
new machinery and a complete
reorganisation of the yard.

“We decided it was time to improve

the facilities for our customers and
contractors, so we got the local
builder involved to construct this
new development, where the office
and showroom are now located,”
Keith tells me. The building adds the
comfort element that most timber
yards lack, providing an attractive
finish to the site, which is situated up
in the heart of Somerset.

Sadly, it’s not all been good news for

the sad loss of owner Graham Evans.

the seven years he’s been manager,
and profits quadrupling. He’s clearly
very proud of what he’s achieved,
and quite rightly so.
“It’s all about having the right

Despite times having been tough, he’s

on – ease of accessibility. We’re just
putting the final touches to a new car
park at the front of the site, where
we’ll also have a display area for
panels, gates and outdoor furniture

expand upon.”
With his background as a health and
safety quality assurance manager,
Coventry-born Keith certainly has
his finger on the pulse at Yarcombe
Woodland Products. His approachable
manner and genuine consideration
for customers and employees makes
the working day far easier, I have no

treating approximately 30 cubic
metres each day, a tight ship and
happy workforce is essential.

hill, stands Boxley Sawmill. And
for anyone who’s made it up the
undulating windy roads to get here, a
stunning view awaits - not just of the

Boxley Timber started out eleven years
ago, with Kym and Sean McMillan at
the forefront. But far from being a new
business, Kym’s family have been here
since 1971, when her father Jim and
his brother Charlie set up a sawmill
and tree surgery business as J&C
Dowle.
In 1988 the brothers parted company,
with Jim taking on two new partners to
keep the business going. Five years on,
Kym and Sean joined the ranks for the
next five years, before starting Boxley

it’s important for us to maintain the
personal relationships we have with
people.”
Sean continues: “Saying that, we
still want to grow and develop so we
continue to welcome new customers.
We’re surrounded by land up here and
we did consider buying a bit extra as
we need to increase our storage area,
however upwards is the answer for
now with racking following soon.”
It’s a perfect set up, with one half of
the cabin belonging to Boxley Timber
and the other to J Dowle’s fencing
erection service, run by Kym’s cousin,
Barry Drew. Sean says, “Barry often
gets enquiries for DIY and
we get them
for erecting, so we work together.”
With Kym’s dad still owning the
premises and acting as landlord, he
still has a strong presence on-site -
which is a good job, considering Sean
still gets people coming in and asking
for Jim, despite the fact he has now
retired.
Even though the family has been here
for nearly forty years, Kym and Sean
have put in a lot of work to get the
place to where it is today. Dealing with
a different kind of trade, it’s been a
hard slog to get where they are today.
As Sean tells me:
“When we started we were working
long hours, just the two of us trying to
get off the ground with a new business
on the site. Now we sell to
the councils
and local authorities, and have a
lot of repeat business. All that hard
work has paid off now as many of our
customers appreciate our personal
approach and friendly face”
Delivering to around a 30 mile radius,
they manage to keep everything
covered with Martin Benton as their
delivery man and Mike “Biff” Griffiths
taking care of the manufacturing side
of things. It certainly seems like a
fantastic set-up.
As I leave Boxley Timber, I compare
my journey up with Kym and Sean’s
struggle to get to the top. But now,
having gained a fantastic position
in the marketplace and with the
recession (hopefully) tailing off, they
can enjoy the view... with all of Kent
at their feet.

day at the races last month courtesy

Where farming and fencing

comes together …
Terry Charles visits Park Timber in Shropshire
Change can bring new challenges to
companies and can sometimes leave
them wondering if it wouldn’t have
been better retaining the status quo.
However, in the case of Shropshire-
based fencing supplier Park Timber
Ltd, the idea of moving things
around, by owner Sandy Walker,
brought about a valuable addition to
the domestic and agricultural fencing
supply network of its own rural
county and those that border it.

Just over six years ago Sandy was

successfully running his farm near the
village of High Ercall. Looking to the
future he could see the steady decline
in the farming industry and how it
would affect the way he earned his
living. As a result he decided to look
around and see what he could do by
way of producing a second income.
What he came up with was a more
than suitable alternative and both his
farming interests and his fencing supply
company now run side by side and
complement each other very nicely.
Owning a farm meant that Sandy
had plenty of space to be able to do
something different if he could come
up with the right idea. He contacted
another farmer, in Devon who was
already successfully running a fencing
company from his farm. From what
he learned he then looked at the
potential market in Shropshire and
the surrounding counties. The way
forward became very obvious to him
and Park Timber was born.
Once Sandy established his new
business and allocated farm space to
it he saw a resurgence of the farming
industry and instead of being faced
with the decision to have to pick the
best of the two businesses he soon

found himself in the nice position of
needing to run both of them side by
side and watch them prosper.
When Park Timber was born back in
2003 the idea was to have a company
that supplied timber decking and
related products and go for a ‘niche’
market, but as the customer base
developed he was soon being asked
for various treated and untreated
fencing products to complement the
decking stock he kept on site.
It soon became very obvious that the
company would need to expand its
core product range and move towards
being a ‘one stop shop’ for anyone
requiring fencing in the surrounding
areas.
Sandy was also receiving enquiries for
fencing panels and in his usual unique
way he quickly solved that problem.
When Park Timber had started he had
employed a man building sheds which
he sold alongside the decking, so he
used him to produce a range of fencing
panels and trellis to go alongside the
general fencing stock and very quickly
found himself managing a large and
varied stock of fencing lines.
The customer base increased rapidly
as word spread around the local area
that there was a reliable stockist
nearby where you could get just about
everything you required and soon
the portfolio of people they supplied
expanded to encompass a large
amount of landscapers, builders and
the general public as well as a few of
the local farmers.
Today Park Timber stocks just about
everything anybody undertaking a
fencing project could require and its
stock range runs from posts (both
square and round) to timber for
the building trade and just about
everything in between including
sheds, fencing panels and trellis,
sheet material, gates, furniture and
fittings for gates and wire.
They deliver into the Shropshire and
Staffordshire area on a regular basis
and also into the Eastern parts of

Wales using a 3.5 tonne and a 7.5
tonne truck, and employ four people
on site. The stock and business now
takes up about two acres of Sandy’s
farm and he can see it expanding
further in the future.
With the demands of his farm Sandy
decided in March this year to take on
a manager for the fencing business
and he was fortunate in finding Robert
Blackburn. Robert had worked and
managed for several large multi-
national and independent builders
merchants and knew the fencing and
building trade inside out.
The arrangement suited both men
as Sandy was free to look after the
farm and Robert quickly fitted into
the general scheme of things at Park
Timber and has already proved a huge
asset to the company.
Robert has great plans for the future
of the business and sees a lot more
opportunities to expand the domestic
market, and particularly the agricultural
fencing side, of the company.
At present the biggest project he has
on the go is the launching of a new
website to show the company’s full
range of goods and services.
Sandy is very well known in the local
area, which helps his business a great
deal, and the company sponsors
Shrewsbury Rugby Club.
From the seed of an idea to help out in
harder times Park Timber has grown
into a credible and forward thinking
company which is well worth talking

Independent Quality Schemes
for Wood Preservation
Recent discussions around timber failures have been at the forefront in the UK
industry over the last year or so. It is important that we recognise that there are
many factors in the process from tree to post that influence the end quality.
The felling and milling, storage and
stock management, drying process,
treatment process, storage again
and finally installation all play a part
in the quality of the finished product.
It is also very important to say that
there are many UK companies who
are using their own quality scheme
in order to provide their customers
with a finished quality product; and
in doing so, are working hard to
raise standards.
These concerns are not unique to the
UK and, in fact, discussions about
what to do about these factors started
in other European countries many
years ago. As a result countries such
as Sweden, Germany and France
(plus many others) have produced
government-backed Quality Schemes

operated by independent authorities.
These authorities have the remit to
independently test, monitor and
manage their license holders.
Throughout mainland Europe,
companies operating within these
countries have seen clear and
open guidelines on treatment and
independent testing and monitoring
all towards producing a ‘mark’
of confidence within that timber
industry. It has been seen that, with
good promotion of these schemes,
the treater, the merchant and indeed
the end user recognise these ‘marks’.
Consequently this has given timber
treatment a recognisable badge of
confidence within those markets,
clear quality schemes and good
pricing.

These schemes are marked as ‘NTR’
in Sweden, ‘RAL’ in Germany and
‘CTBA’ in France. Octowood and Bitus
are examples of NTR licence holders
in Sweden and Klenk in Germany
adhere to the RAL scheme. All
these schemes have certain criteria
including published retentions, to
meet before they licence the treater
to say they are operating within
the set guidelines. They can then
badge-up all their treated wood
that conforms to this scheme. This
timber consequently can be bought
and sold in the confidence that the
timber will meet its desired life span
or indeed warranted life span. In
Sweden, which is the most rigorous
quality mark to meet in the world, all
timbers badged or marked to their
scheme will have an automatic 20
year warranty.
One important factor that has helped
these companies meet their national
scheme requirements has been
their choice of preservative. When
it comes to performance of treated
wood, preservatives will only work
where they are present. This aspect of
timber update
recommends pine for ground contact
as it is readily available and is
routinely kiln dried before treatment.
This combination has helped the
NTR provide a scheme that is both
suitable and relatively easy to adopt
in their home market producing
quality products. It is this complete
process, the permeable species, kiln
drying and a rigorous quality scheme,
that produces high quality products
and confidence in the timber.
In Germany the RAL standard also
allows for spruce in ground contact
although the warranty is only for 10
years but this does demonstrate that
UK-grown spruce can be treated to a
high standard as long as all factors
leading to the final product are
controlled and monitored.
In the short-term it seems the UK
performance can be designed into a

Chris Berry talks with Gary Atkinson of Kiplingcotes
Eight miles might not seem far by
car but it was enough to give East
Riding-based Gary Atkinson his
first step into fencing contracting
in his own right seven and a half
years ago.
‘Oliver Heywood of Shiptonthorpe
set me on my way,’ says Gary,
whose business now trades as Gary
Atkinson & Sons Fencing Services,
with one of his sons, Anthony, now a
partner in the company. ‘It was Oliver
who gave me my first commitment
to work with eight miles of fencing.
This was my first big job and I will
always be grateful for the faith he
showed in me.’
Gary had worked for well-known
agricultural contractor Richard
Wastling for a number of years
and moved over from Thirtleby in
Holderness to Market Weighton
where he became farm foreman at
Houghton Hall Estate.
‘When I started in fencing contracting
my brother Eddie was with me. We
worked well together, and then
Anthony became involved.’
Today the business is run by both
Gary and Anthony with Gary’s wife
Valerie looking after the bookkeeping
and accounts.
‘Our business has grown very much
since I started out in 2003. It has
enabled us to get better rigged up
year on year. We now have our
own specially-manufactured heavy
duty post knocker, which was
manufactured by Adam Garside
of AWG Fabrications of Millington
Heights. It’s our third post knocker
and our best yet. We also use a
Quickfencer on the front of our
MBTrac1000 which we purchased
from Scrutons.’
As Gary’s customer-base has grown
he has attracted a number of well-

Fencing to find out how their ‘green’ chestnut just got greener...
In the six months since I visited
Torry Hill, productivity has certainly John Gambell and John Leigh-Pemberton

filled with three new machines, the
vast yard area is fully stocked with
roll upon roll of chestnut fencing, as
well as a few new products to boot.
Walking around the site, there’s a
definite buzz in the air - and for
good reason too.

Having just achieved the prestigious

FSC certification, both Torry Hill’s
fencing manager, John Gambol, and
director, John Leigh Pemberton, are
over the moon. The former tells me,
“We believe we are one of the only
chestnut fencing manufacturers in
the world to be awarded 100% pure
FSC status so it really does set us
apart.”

Indeed, with Torry Hill exporting

products to eco-conscious Europe,
their green customers are very
excited about the news.
John Gambell tells me, “by having
the FSC certification, it really
honours the fact that all our products
are sustainably, locally sourced
- and given how keen John Leigh-
Pemberton is on well-managed
woodland, it really pays testimony
to all the hard work that goes on
here.”
Indeed, with chestnut being a
renewable source grown here in the
UK, it is virtually carbon neutral,
as the carbon cost of the cutting
process is replaced by the growth

status tucked nicely under the Torry
Hill belt, the company has a Chain
of Custody certificate so that their
chestnut can be traced back to the
source... which is about five minutes
down the road.

The FSC accreditation isn’t the

only good news, with Torry Hill
Fencing having just been awarded
a contract of olympic proportions...
quite literally! The Company will be
supplying contractors Norbury with
a whopping eight and a half miles
of chestnut fencing and posts to
the Olympic village, currently under
construction in Hackney.
And if this is anything to go by, all
this recognition means a Torry Hill
explosion onto the marketplace.
John Leigh-Pemberton tells me:
“We’ve now got the credentials to
get out into all kinds of new arenas
such as civil engineering, as well
as local authorities and trusts.
Chestnut is the answer to the
softwood treatment problems and is
completely renewable as it thrives on
being harvested. It’s wonderful that
in times when it’s so important to
have a green conscience, the virtues
of chestnut are being recognised.”
As the timber is growing in popularity,
two new products have recently been
launched. Torry Post and Rail is the
first new arrival, bearing similarities
to a traditional cleft fence, but with
rails intersecting and overlapping
to give a stronger, more durable
product. In addition, the Torry
Panel Fence is a real revelation,
providing an attractive alternative to
the traditional panel fencing with a
strong, rustic look that’s perfect for
gardens.
John Gambell adds: “We’re also
changing our rolls to 5 and 10
metres, and palletising them in lots
of 12 or 20 to make it easier to
offload.” Having designed his own
stacking machine to palletise these
loads, John is very excited about the
large orders coming in.
And by way of marking the start
of a new era for the company,

having undergone a very successful
facelift.
As if all this news weren’t enough to
fill a page, plans are afoot to relocate
a chipper at the top of the site in
keeping with the green image. John
Leigh-Pemberton tells me, “This
winter I shall supply approximately
1,000 tons of very high quality
G50 grade hardwood seasoned
woodchip. We’re currently supplying
schools and Local Authorities with
the chip, as well as selling for
biomass fuels and heating all the
offices and holiday accommodation
on the Torry Hill Farm estate.”
These are exciting times indeed for
the two Johns. And with Mr Gambell
developing Torry Hill Fencing at a
rate of knots, we’re all sure to be
seeing a lot more of the name in the
coming months... and in 2012, of
course.

LandSkills North East, can announce
today (26 August) that farmers and
foresters in the North East will
benefit from £500,000 of funding
this winter.
Farmers and foresters from across
the region will be able to access up
to 70% funding towards training
activities, study visits and more,
through the LandSkills North East
programme, managed by Lantra
Sector Skills Council. LandSkills
North East Project Manager, Peter
Nailon said: “In times of recession it’s
not every day that you can announce
there is money available for industry
to access. We have allocated over
£500,000 for the winter programme
to help land-based business managers
secure funds to invest in training and
skills development for themselves and
their workforce.”
Nailon continued: “We will also be
working to attract new entrants into
farming and forestry which includes
a project with the Country Trust
to help farms open their gates to
schools and other interested parties
through Farming and Countryside
Education Days.”

Tornado launches
large rolls
The successful development of
machinery such as the Quickfencer,
which aids the unrolling and
tensioning of wire fencing using
a tractor, has reduced fencing
installation time and led to demand
for longer rolls of fencing.

Wire fencing was traditionally supplied

in 50 metre rolls before Tornado
revolutionised the fencing industry and
introduced high tensile fencing into
the UK in 100 metre lengths, which
quickly became the standard. The
Quickfencer, which enables the use of
much longer rolls, is changing this.

Entries flood in for

Newark Tractor Show
Visitors to the increasingly popular
Newark Vintage Tractor & Heritage
Show (7 – 8 November) will be

vehicles as entries are flooding in -

With indoor space at a premium,

may have to bring forward the closing

DRAGON’S BID TO REVAMP
FADING SEASIDE ATTRACTION
Jacksons Fencing, one of the
country’s leading fencing and
access control specialists which is
headquartered in Kent, has joined
forces with entrepreneur and
infamous Dragons’ Den business
angel, Duncan Bannatyne OBE
to inject a new lease of life into a
fading local seaside attraction – the
Boating Pool in Ramsgate.

The Boating Pool was one of 6

coastal sites around the UK chosen
to take part in a brand new TV
series which aims to prove that
regeneration can rekindle public
affection for our seaside attractions
– and most importantly stimulate a
growth in business income for the
local community. The revamp is due
to be featured on the new Virgin 1
TV show, ‘The Great British Holiday
Makeover’, fronted by Duncan
Bannatyne, and scheduled to hit our
screens in early summer 2010.

The site, which is now leased by Mr

Thalis Thalis, was originally opened
as a tea pavilion and bandstand in
1926 by HRH the Prince of Wales.
In the early 50s the bandstand was
demolished and a boating pool and
play area installed. Now Grade II
listed, the site was in dire need of
renovation, with an urgent requirement
to replace the tatty galvanised triple
point palisade fencing attached to a
run of temporary fencing topped by
barbed wire which surrounds the play
area. Since this area backs onto a
4 foot drop to the promenade, the
design of a secure and safe perimeter
fence, which blended with the elegant
design of the buildings surrounding
the pool, was a number one priority.
Jacksons Fencing was asked to make
recommendations for replacing the
fencing at the front of the playground.
In the interest of supporting a local
regeneration project, the company
offered to fund 50% of the fencing
renovation works, and proposed a
specially designed railing system that
would meet with all design, safety
and security considerations, with the
balance of funding coming from Thanet
District Council. The final choice
of fencing provides an aesthetically
pleasing solution in keeping with
the character of the site, but with no

given just one week to develop the
design and manufacture, galvanize
and powder coat the fence panels
and posts, before shipping to site for
installation from 17th August 2009.
Commenting on the project Mr
Thalis said “I’m delighted with the
transformation of the site. The
replacement of the fencing was key
to the success of this project since
not only was the existing barrier
an eye sore – it also represented a
major safety hazard for the children
enjoying the play area facility.
Jacksons Fencing provided a bespoke
solution in record time which delivers
the right level of protection – whilst
complementing the original grace
and charm of the architecture.” Mr
Thalis continued “I’m amazed by
the quick turnaround on this project
and the tireless professionalism of
the Jacksons Fencing team. The
new boundary fencing has helped
to restore the site to its former glory
and the children’s play area is now
safely protected from the drop to the
promenade without restricting the
wonderful sea views”.

condition reflected the gradual
decline of seaside holidays, resulting
in lack of investment to seafront
areas, which in turn made them less

approach, without excessive cost,
can improve not just the business but
also the surrounding area. Bringing
holiday makers and locals back to
enjoying the seaside”.
It is hoped grant assistance may be
provided to allow the fencing around
the entire play area to be replaced
with this new style fencing.
