Look whats on in Moorabool!


By Kate Taylor From sports to festivals, exhibitions to match-making, Moorabool has a bumper year ahead planned. March alone boasts events including the Ballan Autumn Festival and the Bacchus Marsh Harvest Festival, with more quirky events following later in the year such as the annual, and popular, Wallace Wants a Wife event. All of the fun has been put together in the Moorabool 365 Days events calendar, now available and the biggest yet. Moorabool Shire Council Mayor Paul Tatchell said the comprehensive guide is compiled by Councils Economic Development Unit so local events can promote their activities both within and beyond Moorabool. You look at the sheer number and diversity of events that will happen this year in Moorabool and you cant help to be impressed with the communities efforts. Weve compiled a huge number of reasons in this calendar to visit Moorabool, and when they come, Im sure theyll be so impressed, some of them will want to move here to work and invest. The brochures have been distributed to many local attractions, via tourism networks inside the shire and beyond, and copies are also available at the Bacchus Marsh Visitor Information Centre and Councils Customer Service Centres in Darley, Bacchus Marsh and Ballan. By Jessica Howard The annual vintage Machinery Rally will roll into Ballan again this weekend with one of the biggest Tractor Pulls in the state. The family-friendly event is being held this Sunday 16 February at the Old Ballan Racecourse from 9:30am4pm, with entry just $7 for adults and children under 14 free. This year the Ballan District Vintage Machinery and Vehicle Club are raising money to build a shed that will hold the Ronaldson Tippet engine and generator. The engine and generator served Ballan for electricity from 1927 to 1935 and was housed in the shed where the Moorabool Shire ofce now stands. The Shire has issued the club with a $4,500 grant, which will aid them in the cost of the $10,000 shed. The day will consist of 15 Ronaldson Tuppet models, old trucks, dodge vehicles, classic cars, and motorcycles. Club treasurer Ray Meadows says it is great to see the preservation of farming history. We aim to restore machinery that was used years ago and we clean them up for display, he said. The young people can see demonstrations of how the old machinery worked, and the old people have a bit of a nostalgic trip. Refreshments will be available alongside childrens activities and plenty of shade, Mr Meadows said.

is available from the Anzac Centenary Local Grants Program to support projects in the Federal Electorate of Ballarat that commemorate the First World War. 112 local volunteers who served their country in the Great War will be honoured as the Coimadai Avenue of Honour Restoration Association forms to reinstate the Avenue and move the Memorial cairn from Coimadai-Diggers Rest Road to the picnic ground at Merrimu. Ms King says the relocation of the monument will enable the community to honour local wartime history. The current location of the monument on the busy Diggers Rest-Coimadai Road has prevented local services from taking place at the site due to concerns for public safety, she said. The project also establishes the connection with Coimadai Primary School, whose students participated in the planting of the original Avenue of Honour in 1918. Chairman of the Association Ken McDonald believes that the community must provide a decent memorial for future generations to be proud of and reect on the considerable sacrices made by the pioneers of the area. We believe that it is up to us, two, three and four generations on, to make the effort to provide a worthy memorial to such a signicant call to duty by our ancestors, Mr McDonald said. So far, the Association knows the names of 40 volunteers who were former pupils of the Coimadai School, as these names are

With 60 existing members so far, Mr McDonald believes that a larger membership list will allow the Association to better their eligibility for Government and private benevolent fund grants. The main task for 2014 is to research the volunteers and raise money for the projects planned for this and later years, Mr McDonald said. Water law change may revive river


MOORABOOL COUNCIL WILL submit a long list of changes it wants made to the State Water Act, which may in turn revive one of the shires top natural attractions. The Lal Lal Falls are fed by the West Moorabool River, which would nally get improved environmental ows if Councils proposed changes were adopted in State Parliament. The upper section of the river also runs past the Springbank property of Cr Pat Toohey, who said it was the rst area in the State in 1995 to be subject to harsh water allocations. The West Moorabool was one of the rst river systems to have its allocations decided, he said. Mistakes were made and never corrected. We need to revisit current allocations to make sure environmental ows are adequate. Id also urge the community to have their say on this review of the Water Act. Submissions close on February 14. Councillors voted at the February 5 meeting to authorise Chief Executive Rob Croxford to make a submission on their behalf about the 600-page draft bill. They also voted to allow a bus to be provided free-ofcharge to take locals to the nearest community consultation session in Colac less than 24 hours later. Cr Toohey said it was unfair that Moorabool locals had to travel vast distances at short notice to speak out on changes and the next nearest consultation would be in Horsham. The Moorabool River is listed as the most stressed river system in Victoria, despite being a huge torrent when William Buckley took surveyors there in 1839 and when Eugene von Guerard painted it in the 1850s. A report to the Council meeting said the review was signicant and had the potential to affect irrigators, farmers, small communities and Local Government. It also raised concerns about the impact of plantations on water supplies and argued that water authorities should pay Council rates on land used for income-generating pine-plantations. Other suggested changes included a requirement that all water boards include Local Government Councillors and that water sports be noted as an important source of tourism for small towns.

Volunteers honoured
By Jessica Howard The Blackwood Fire Brigade has recently honoured two of its members with awards for ve or more years of diligent service. Gary Amy and Paul Von Chrismar were honoured for their hard-working services to the Brigade at the ofcial opening of the new Blackwood Fire Station and Refuge on January 19. Blackwood weekender Paul Von Chrismar was recognised for ve years of service in the Brigade. Mr Von Chrismar lives in Melbourne and says he travels down to the Brigade on weekends to give back the best way he can. Even though Im a city slicker I want to do the right thing, and if Im going to be in the country side I want to be a part of the community. It is important for someone who lives in the city to know what it is like out there, that is something the brigade has taught me. You can help out a little or you can help out a lot its just about doing what you can to help, Mr Von Chrismar said. A full colour certicate, signed by the Operations Manager and Captain or Brigade OIC, is given to members after 5 years service. Meanwhile Gary Amy was awarded for 15 years of commendable service to the Brigade. Mr Amy joined the brigade when he was 48 years old to get involved in the community. The idea of being in the brigade when you move into a country town is a great way of meeting 20 or 30 people and getting a handle of what goes on in the community, he said. Mr Amy has been sent out to every major re over the past 15 years and says there is a lot of self-satisfaction in receiving such an honourable award. It is nice to get recognition, however it is not about that, he says. Its all about helping the community we live in. Of course at times it is difcult, but you always do manage to put something in. Recently retired, Mr Amy looks forward to having a lot more time to dedicate to the brigade. While I still have my tness Im happy to continue to invest my time as a reghter he said. Ive met some great people and have made some life long friendships. I feel like Im a real part of the community. The brigade also honoured Stephen Empy, 15 years and Kerryn Whifn, 20 years. Both were unable to attend the presentation.

VOLUNTEER COMMITTEES running four of Moorabools biggest sportsgrounds could soon be ditched. The February 5 Council meeting was told the Maddingley Park, Darley Park and Masons Lane committees of management had no Chairpersons/Presidents and lacked many other ofce bearers. The Bacchus Marsh Racecourse and Recreation Reserve committee also faced the axe, but members told the meeting the group had a leader, was running well and should continue. All four East Moorabool councillors successfully voted to defer any decision on a plan to abolish the four committees and replace them with a mix of Council staff, as well as a proposed Moorabool Recreation and Leisure Strategic Advisory Committee. I only saw this in the agenda on Friday and I want this deferred so we can talk to all the people involved in each reserve, Cr Allan Comrie said.

The head of the Maddingley Park committee resigned in December. ** A  ll four committees of management would be abolished and replaced with a Moorabool Recreation and Leisure Strategic Advisory Committee including six community members. ** T  he Friends of Maddingley Park would be retained and encouraged to go on a membership drive. The parks passive elements would also get more funding. ** E  xisting reserve committees in the Central, West Moorabool and Woodlands wards would continue.
We cant make a decision on the run. Cr John Spain also wanted any decision delayed until after a broad community discussion and said it was a defacto change in policy. Cr Tonia Dudzik said she and many committee members were parents of young children and the timing of a December 18 forum on the issue was not family-friendly. They would have also wanted to have their say, she said. This was intended as a positive improvement, but the way it is at the moment, it doesnt appear that way. But Cr Pat Toohey said the

issue was urgent. If we defer this, it doesnt rectify that we have three reserves with no chair, he said. Mayor Paul Tatchell said an interim measure was needed to protect the integrity of the four committees. We need to put people in charge of these vessels to protect them, he said. We cant leave the vessel in the bay and hope these ships dont hit rocks for two months until another meeting. Meanwhile, Anne Wilson from the Bacchus Marsh RRR said her committee was active and effective. Why not abolish all of the reserve committees in Moorabool? she said. Why single us out? What is wrong with our group? We have plenty of meetings. Ms Wilson also said the 18 December forum was inadequately publicised and many people either could not attend or found out about it too late. She told the meeting parks in Moorabool were being starved of funds and asked if Council had considered the cost of axing volunteer committees. Councillors must remember that at the moment they are just dealing with committee of management, Ms Wilson said. If this proposal went ahead, they would have to deal with every single complaint and issue regarding the parks. BMRRR Chair Peter Thompson said Council should take more action on parks, but they all had different needs and would be hard to manage under one advisory committee. 2003/4 Mayor John Cutler said he wanted to know why committees had to be replaced at one end of the shire and not the other. It is really confusing, the Bacchus Marsh man said. We have to have some healthy conversation with the community about this. I think its about culture and historical events. Maybe we can challenge that culture. Dont patronise these committee members empower them. You need to work with them. I think in the Bacchus Marsh community we have a lot of credible and highly intelligent people. The challenge is to get them out of their homes and for council to engage with them.

We anticipate that community classes will be held in the warm water pool which may include learn to swim classes and aqua aerobics for seniors. The gymnasium we also anticipate will be made available for the general public & sporting clubs at various times. These new initiatives will be targeting lifestyle diseases that have been identied as becoming more prevalent within our community. This 2 storey building will house Ballans rst commercial elevator and the Grand Opening is currently scheduled for late May, 2014.

Now the children can enjoy sitting, as well as playing outside under the newly installed shade sails. Ballan District Health & Care are proud of the progress the Child Care Centre has made since its purchase over 18 months ago. The centre can care for up to 50 children including new born babies and toddlers. The occupancy rate has increased from 48% to 98%, which is a terric effort for a community owned, Not for Prot organisation, with thanks to the support of other Ballan community groups, in particular the amazing efforts of The Ballan Lionesses. Cars show a lot of shine

Djerriwarrh Health Services put on an impressive show for more than 3000 visitors at the 9th annual David Calleja Memorial Car Show on Sunday 2 February. The shady trees of Maddingley Park provided cool relief from the scorching temperatures, with the mercury hitting the high 30s before 10am. Chief Executive Bruce Marshall said that while visitor numbers were impacted by the heat, the local community as well as car, truck and motor bike enthusiasts continued to support the event. Exhibitors produced loud and proud machines from yesteryear also with modern exhibitions, while the local Rotary and Lions Clubs helped out and Djerriwarrh staff volunteered their time to help run the event on the day.

MOORABOOL COUNCIL has given the go-ahead to a broiler farm at Parwan, where a neighbour has estimated 130,000 chickens a year will die before they reach the abattoir. Kate Tubbs told the February 5 meeting she had major concerns about animal welfare at the $5.8 million development. This farm will comply with the Code of Practice, but that code is for 40kg of meat per square metre and thats 24 chickens, she said. A mortality rate of 4-to-6 per cent per batch on broiler farms is also considered normal. The local jobs created by this enterprise will be limited to picking up dead birds. I see no benet to having a broiler farm in Parwan. Planning documents show that dead and sick birds would be frozen and trucked from the site once a week and 20-truckloads of droppings/litter would be collected in one go every two months. Mrs Tubbs said she was concerned about almost a hundred B-double trucks travelling in and out of the Geelong-Bacchus Marsh Rd farm a year. She also raised health fears about low frequency noise from fans and generators

There are multiple manifestations of this collision: the prospective extinction of 20 to 50 percent of all the living species on the earth within this century; the assault on the largest and most important forests in the world; the acidication of the oceans, depletion of important sh species, and imminent loss of coral reefs; the build-up of longlived toxic chemical wastes that pose a persistent threat to people and other forms of life; the depletion of topsoil and groundwater resources at unsustainable rates; and more. But the single most important and threatening manifestation of this collision is the climate crisis. This growing blanket of pollution is smothering the atmospheres ability to mediate the radiative balance between the earth and the sun, trapping more heat energy each day in the lower atmosphere than would be released by 400,000 Hiroshima atomic bombs. In the process, we are profoundly altering the water cycle of the Earth, destroying crucial ecological balances, and compounding all of the other injuries we are inicting on nature, including the plants and animals upon which we depend. The climate disruptions we are now causing threaten to create a planetary emergency lasting for time periods beyond the scope of human imagination. An estimated 25 percent the CO2 we put in the atmosphere this year will be contributing to higher temperatures at least 10,000 years from now. Nine of the ten hottest years ever recorded since accurate measurements began in the 1880s have occurred in the last 10 years. The future a highly dangerous situation


As I put pen to paper, or more precisely ngers to keyboard, each week I sometimes wonder who is going to read this opinion piece and what they will agree or disagree with. Not often, just sometimes. Most times I just go for it and write. Needless to say those who do read this piece would nd I am a little concerned about the future of our planet. I also presume some readers dont read my piece because it is always about the climate or something like it. This week I thought I would let Al Gore speak as I think in some ways he sums up well what I have been writing about now for the past few years. This is what Al Gore says in The Future Six Drivers of Global Change (Random House New York 2013). If you want a brief summary that displaced 20 million people, the unprecedented heatwaves in Europe in 2003 that killed 70,000 people, the Russian heatwave in 2010 that led to 55,000 deaths, massive res and crop damage, the ooding of Queensland in 2011 covering an area the size of France and Germany combined, the deep drought in the U.S. in 2012 and the Superstorm Sandy in 2012 that devastated portions of New Jersey and New York City; not to mention the Philippines. Might I offer, in conclusion to this very sad tale, two quotations from The Future Six Drivers of Global Change. A quotation from a top ofcial with the International Maize and Wheat Improvement Center in Mexico on commenting on the parching and desiccation of the most highly productive agriculture breadbaskets of the world, Theres just such a tremendous disconnect, with people not understanding the highly dangerous situation we are in. A quotation from the head of the Bangladesh Institute of Peace and Security Studies at the war games run by the National Defense University in the U.S recently, By 2050, millions of displaced people will overwhelm not just our limited land and resources but our government, our institutions and our borders. Meanwhile, our federal government sacks all climate committees and climate change cannot be mentioned in state government bulletins. What is your opinion?

Get set to pay for footpaths


MOORABOOL COUNCIL has adopted a new Special Rates and Charges Policy to pave the way for footpaths, drains and roads to be paid by the people who live immediately nearby. The February 5 decision could also be used to apply an extra charge at rates time to cover the cost of an indoor pool for Bacchus Marsh. While Special Charges and Rates are common in some Local Government areas, they have been virtually unheard of in Moorabool, where the cost of infrastructure has been shared equally between all ratepayers whether they use it or not. A report to the meeting said Council had an existing policy, but it had rarely been used and the last major project involving a special charge was for sealed roads in Dales Creek. The policy was debated in draft form at the December 4 meeting, when Chief Executive Rob Croxford said a group of neighbours wanting a new footpath that would immediately benet them could expect to have to fork out a few thousand dollars, while contributions for nearby drains and sealed roads could be in the tens of thousands of dollars. Any special charge for a new indoor pool would be a one-off and we would look at applying the charge to people who live within a radius of a few kilometres from the site, he said. Meanwhile, December 4 report author Phil Jeffrey said Council did not have the money to meet all of the demands for infrastructure in its rapidly growing community. Past requirements on developers to either construct or contribute toward the cost of infrastructure were also often less than current and as such there are gaps in existing infrastructure including footpath links,

constructed walkways etc, he wrote. Through proactive initiation, Special Charge schemes present a mechanism and opportunity for Council to bring forward priority projects that may not otherwise be achievable in the short to medium term. The policy states that the amount each neighbour would pay depends on the community benet calculated according to 2004 ministerial guidelines. It also says that Council can be up for up to 50 per cent of a pathway project and that anyone forced to come up with more than $1500 would have between four and 10 years to pay it off. People forced to pay less will have a year. The rst version of the draft policy outlined how people could appeal a Special Charge, but no appeal mechanism is mentioned in the adopted version.

But while the relatively low December 2013 rate (2.9 per cent) suggests rental homes are hard to nd statewide, it is the rates for particular areas which tell the real story. The employment situation, economic factors, projects underway in regional towns and the amount of available rental stock are among the factors which can create big variations in rates. For example, the December 2013 gures show a rental vacancy rate of just 1.8 per cent in Ballarat and the Central Highlands. That may be welcome news for investors seeking tenants, but it can create localised challenges for those seeking accommodation. While that was the lowest rate, the states highest December rate 6.3 per cent was in East Gippsland and Wellington Shire, an area with limited economic opportunities and low household incomes. In Bendigo, where the December rate was 3 per cent, there is a history of rental shortages the market there was previously described as a treasure trove for property investors and it is expected to tighten again as the New Bendigo Hospital project steps up. As recently as two years ago it was generally more difcult to nd an affordable rental property in regional Victoria than in Melbourne - where building programs had boosted housing stock. However, that gap has closed and the overall rental vacancy rate for Melbourne city and for regional Victoria are now the same at 2.9 per cent. But there are substantial variations between the inner and outer suburbs of Melbourne; just as there are between the various regional areas across Victoria. In Geelong and the Barwon region, Decembers rate of 4.7 per cent was up from 3.8 per cent in November; but still below the years high of 6.7 per cent in May. In Warrnambool and the Western District the rate was 3.6 per cent , also down on the years high of 6.9 percent in August. And in Albury-Wodonga the rate was just 2.1 per cent.

With the extreme forecasted temperatures last Saturday, Bacchus Marsh Little Aths commenced at 8.30am. The 1500 metre events were conducted rst up for the meet, followed by the 800 and 300 metres. Three new Under 16 records were set. Brant Lopes (Dolphins) added 40cm to his Shot Put record with a new distance of 12.48 metres. Jack Shaw (Eagles) had a great tussle in the 100 metre sprint, claiming victory in a new record time of 12.27 secs. Ryan Shaw (Eagles) added 1cm to his own High Jump Centre record with a leap of 1.76 metres. A total of 11 Bacchus Marsh athletes represented the Centre at the Annual Maryborough Little Athletics Centre Open Day on Sunday, claiming a swag of medals for the day. Shani Bullard, Lucas Shugg, Matt Horan, Jack Shaw, Ryan Shaw will now compete at the Victorian Junior Track & Field Championships this coming weekend at Lakeside Stadium, Albert Park. Results - Juniors The B2 team played against third placed Mt.Clear with Lachlan and Connor playing a strong set, but unfortunately pulled up just short, losing 6 3. Joel and Owen were able to square the match score, winning their set 6 4. In the rst singles set Joel scored a convincing win, without giving his opponent a game. Both Lachlan and Owen were just not able to win their set, both losing with one break. This meant both teams had won 22 games with Connor starting his singles match. In a close affair he was able to get the deciding points in the tie-break. Ballan 3/28 def Mt.Clear 3/27. The C2 Black played Buninyong with Lachlan and Nick starting with a loss in the tie-break. Ben and Mitchell put in a strong performance giving their opponents no chance, winning 6 1. In the third set Lachlan and Ben teamed up and played some very strong strokes, winning 6 2. In the last set Nick and Mitchell were just too good for the Buninyong team and won six games in a row. Ballan 3/23 def Buninyong 1/9. The C3 team got back in the winning mood after dropping their rst match last week. They travelled to top of the table Navigators and got off to a strong start. Ben and Ethan won the rst set 6 2 and with Adam and Mackinnon winning their set 6 3, the Ballan team was in a very good position. However Navigators didnt give up and put up a great ght back. In the third set Ben and Adam did what they could, but lost 2 6. In the last set Ethan and Mackinnon showed very good team play and although they lost the set, they were able to win the four games needed to secure the match. Ballan 2/18 def Navigators 2/17. The C4 team were up against Mt Helen and in the rst set Kelsey and Jessica showed their great skills and several of their games went to deuce. Unfortunately they were just not able to make the winning game points, losing 6 0. In the second set Luke and Tully played very well with great serving and strong shots. They were just as unlucky as their teammates losing the tie-break with just two points. In the third set Kelsey and Tully did work very hard, but Mt Helen proved a bit too strong, losing 1 6. In the last set Luke, together with Jessica, played his second tie-break and unfortunately the outcome was the same, losing the set 5 6. Ballan 0/11 lost Mt.Helen 4/24. Blues train with Roos


The Ballan Senior Football training session went up a gear last week when four of the AFL Kangaroos squad ran the session. Jack Ziebell , Daniel Currie, Taylor Hine and Liam Anthony gave the Blues a great insight into top level training methods and their routine. Jack Ziebell took a good part of the session and brought some new ideas to the training regime. Coach Mark Williams has been setting a busy schedule for the Blues as they prepare for their practice matches and the season ahead. The BFNC acknowledges the passing of one of the clubs longest serving and passionate members, Tom Mullane, in his 90th year.

Results Week 11 Pink Stumps Weekend is one of the highlights of the year for the Bacchus Marsh Junior and Senior Clubs. With the heat ruling out play for the seniors, the Juniors took on the responsibility of carrying the ag for the McGrath Foundation. The Under 16 Blue team played at Maddingley Park and donned the pink McGrath Foundation caps for the day. Many of their mothers attended the Pink Stumps day ladies luncheon put on by the senior club that afternoon. Under 16 Blue 1/40 v Macedon 99 Under 16 Blue held Macedon to 99 runs off 31 overs to put them in a commanding position on day 1 of a 2 day match.
