Additional information on FDI for Bosnia and Herzegovina

Investment Map aims primarily at identifying industry-specific investment opportunities. Some other important aspects, such as FDI arising from privatisation opportunities or affecting FDI decisions, e.g. the quality of the business environment or the existence of bilateral investment treaties, are not included in Investment Map, but are covered by other websites. Bilateral Investment Treaties (BITs) Additional data on trade and investment policy not covered in Investment Map are the bilateral investment treaties and the double taxation treaties. This information is crucial, in the absence of a multilateral framework on investment negotiations. The knowledge of BITs is crucial for assessing accurately the bilateral opportunities for investment, as well as to correctly position your country as an attractive location for foreign investment. Since recently, all the full texts on BITs collected by the UNCTAD are available on-line. The list of the BITs signed by Bosnia and Herzegovina are also available. Business environment and indicators of governance This section includes deep links on the business environment of a country, as compared to the rest of the world. It complets the picture on the identification of competing locations for investment. This section presents key variables affecting the decision of choosing investment location such as, political stability, infrastructure, corruption, health, tax incentives, ability to repatriate capital & profits, etc. Most of these portals are maintained by the World Bank. The Doing Business Indicators of the World Bank include measures of business regulations and their enforcement, and indicators of analysis on the relationship of these regulations and economic performance. The Economic Freedom of the World Index, from the Fraser Institute, Vancouver, provides information on the consistency of a nation's policies and institutions with economic freedom. It includes 21 components organised arouns five areas: size of government, expenditures, taxes and revenue; legal structure and security of property rights, and sound money and freedom to trade. Data source: statistics and survey-based data published in the International Country Risk Guide and the Global Competitiveness Report. While survey data present some subjectivity weaknesses, they also provide valuable insights into the important areas of legal structure and regulation and, to a lesser extent, of international trade. The Index of Economic Freedom of the Heritage Foundation & Wall Street Journal, measures the openness of an economy. Countries are assessed on a list of 50 independent variables divided into 10 broad factors of economic freedom. Data sources: the ratings are based on the countries' statistical agencies and/or central banks ,and on other statistics from the Economist Intelligence Unit country reports, the World Development Indicators or the CIA World Fact Book. The Governance Research sub-site of the World Bank compiles perception-based governance indicators developed by the World Bank Institute for all countries at an aggregate level. These indicators are used to create awareness and debate globally and within countries on their performance on six different dimensions of governance: control of corruption; rule of law; voice and accountability; government effectiveness; political stability and quality of regulation. Data source: Official data & documents, surveys of enterprises, citizens and experts, published and unpublished information from other international organisations. It is updated every two years.

The World Development Indicators (WDI), of the World Bank, is a world reference and consists of in an annual compilation of data on development. The latest 2005 WDI edition includes more than 800 indicators in 83 tables organised in 6 sections: World View, People, Environment, Economy, States and Markets, and Global Links. Many indicators in the WDI are used in other sites mentioned in this document. Indicators of particular relevance for assessing the competitiveness of country as a location for FDI includes data on labour force (literacy rates, school enrolment in secondary and tertiary, health), infrastructure (road network, telecommunication), market size (population, GDP per capita, net income, population growth), governance (public debt) and taxes. Recently, it also includes key information on the business environment as perceived by managers in the country, e.g. percentage of managers surveyed ranking electricity, finance or labour skills as a major constraint. ENTERPRISE SURVEYS from the World Bank, contain data on the investment climate in more than 50 developing countries and economies in transition, based on a large enterprise sample survey. Enterprise surveys measure the business perceptions on the investment climate, and can be used to analyse the link with job creation and productivity growth. The Human Development Indicators of the United Nations include data on the quality of life in a nation and the progress of nations on key social and economic indicators. The data are available for free for all economies in transition and developing countries. This database covers less information than the World Development Indicators, but all the data are available for free and are useful in assessing the FDI attractiveness of countries, and their labour competitiveness. Privatisation FDI The privatisation database of the World Bank provides information on more than 9,000 privatisation transactions in developing countries for the period ranging from 1988 to 2003. The data were originally compiled for the paper "Privatization: Trends and Recent Developments". Data source: The data were compiled and integrated from a variety of sources. For the earlier period, i.e. from 1988 to 1999, the data are drawn from the MIGA's Privatization Database, which is no longer updated. For the more recent years, i.e. from 2000 to 2003, the data are aggregated from several sources such as, the World Bank's Private Participation in Infrastructure (PPI) database, the OECD data on privatization in Africa, the European Bank for Reconstruction and Development data on privatization in Europe and Central Asia or other World Bank internal sources.
