A common responsibility for Europeans and Muslims Juliaan Van Acker, professor emeritus (juliaan.vanacker@gmail.com) february 2014 Europe with a constitution founded on christian ethics and the Great Islamic Caliphate reaching from Turkey to Morocco, will work together to achieve more responsibility in world politics and economy. ust as during the colonial period Europeans must take their responsibility to bring peace and prosperity in !frica. Muslims, also those who emigrated to Europe, are responsible for the revival of islamic countries. Introduction Given the absence of terrorist attacks in the West since several years, e can e!pect a huge blo in the near future. "n mars #$%& the 'uclear (ecurity (ummit ill be held in the )ague. "t seems that orld leaders take a possible terroristic threat ith catastrophic conse*uences very seriously. "t is not possible to predict hat ill happen this year or during the follo ing years. +oom,mongers are usually pessimistic dreamers. " very much hope that a terroristic attack ill not happen. -ut it is advisable to be prepared. .et us imagine that a nuclear attack ill happen in Europe and that there ill be many thousands of victims. A hole city ill be inhabitable for centuries. /hen e can e!pect e!treme reactions from the masses. A ne massacre of (t -artholome , a ne 0ristallnacht, and mass,deportations ill follo . 1arties from the e!treme,right ill gain majority in several countries. (ome politicians ill be considered as traitors ho collaborated ith the enemies of European civili2ation. 3thers ill be accused of having pursued an appeasement policy 4 la 5hamberlain. What must happen, ill happen and some chain reactions cannot be prevented. What interest me is ho to build a ne Europe hich can cope ith e!treme tragedies and unimaginable violence. )o to build a orld here politics and the economy are founded on solidarity6 )o to preserve our planet from disasters caused by human activities6 )o to restore the beauty of the original creation6 Even hen a catastrophic terrorist attack ill not happen, there is a need for more responsibility in national and international politics. /oo many people suffer from starvation, too many children have no opportunity to go to school or to receive high *uality education, and the risk of an irreversible destruction of our ecosystem is too high. /herefore, it is of the utmost importance that Europe is a strong orld po er hich can promote more responsibility and ste ardship. /his manifest is an attempt to contribute to the vocation of Europe, as every citi2en has the plight to do hat he can. As e ill see a preliminary condition is to found a ne relationship bet een Europe and the muslim orld.

Barbarism or et ics Western civili2ation as not able to prevent the slaughters in the t entieth century. 7eligion and rationality have failed. Many have chosen for a nihilistic attitude. 3ur churches have become nearly empty. Europeans are doubting about their identity. A multicultural society seemed to be a solution and consumerism became our drug. 3ur leaders are not inspiring. Economic gro th is the dogma hich is holding politicians in an iron grip. 83ur ell,being has never been so onderful9 is a much heared slogan. /he only thing that seems significant is to enjoy our meals and to fulfill our se!ual needs. -ut all of us ill die. /his decorum of ell,being conceals all those ho suffer and all those humiliated and trampled. :uture generations ill be the victim of our irresponsible behavior. ho are

What is it that prevent us to do our utmost to help a single mother ho is left alone by her husband ho has once promised faithfulness for ever6 What prevent us to help the congolese girl ho ants to become a teacher, but their is no school6 )o is it possible that one percent of the orld population o ns more than fifty percent e!tremely poor people all together6 -arbarism never ends. "t breaks in in our families and it laughs at us from the ar 2ones in the orld. What ill bring the #%st century; more and more misery or a spiritual renaissance6 Will human beings be the slaves of biological, economic and social determinations or can e bring humaneness, peace and justice6 3nly a po erful Europe can bring a spiritual era in the orld here politics is seen as a common project to bring peace and here the aim of economics is to make an end to poverty and misery. /he judeo,christian ethics encompass norms and values that are not invented by man. /hey are not voted by a majority in a democratic election. /his norms and values are proclaimed on the mountain of (ina= by a po er ho transcends humanity. Gods commandments make it possible that a human being can transcend his biological, economical and social determinations. A man has a vocation and in this sense a human being surpasses animal life. Economics is a means to make an end to e!treme poverty and misery. >. /he general principle of the ne orld order in this century of spirituality is that all people are responsible for the development of their o n culture. /herefore, there ill be no place for "slam in Europe. Muslims in Europe can play a crucial role in the development of this countries to ards a leading civili2ation as in the time of the caliph 3mar "bn al,0hattab. World peace depends on the reali2ation of liberty, e*uality and fraternity in islamic countries. A massive remigration of Muslims to their countries of origin ill be a decisive factor. /he European :ederation ill collaborate closely ith the Great "slamic 5aliphate. /his caliphate e!tends from /urkey to Morocco. /he policy ill be based on a just distribution of ealth, e.g. oil revenues ill be largely spent for better education, scientific research and social elfare and farming land ill be rendered to the people. /he 3il (tates pay for e!ample the salaries of those ho return from Europe to teach in their countries of origin or to ork in research centres. D. +uring the last centuries hundred of thousands Europeans have dedicated unconditionally and unselfishly their life at the service of other people. /hey did it independently from any relationship ith this people and independently of their race or religion. E. -eside these heroic e!amples the judeo,christian ethics can be reali2ed in ordinary interactions in our daily life, e.g. hen " give priority to the needs of another person. G. /he 3ther for hom e e!ist and dedicate our life is not defined by any social characteristic, religion of ideology. 3ur dedication is unconditional and concerns everyone indiscriminately.

We are responsible for hat happens in the orld and e cannot transmit our responsibility to God. "f God comes among us, he ill be disguised as a scruffy, smelly vagrant or as a scabby asylum seeker. "t is our responsibility to see in this man the presence of the Almighty ho appeals to dedicate our life for the 3ther. %A. /he #%st century ill be the century of spirituality. A spiritual springtime ill be possible hen a ne spirit ill inspire all men. /here ill be a drastic decline in consumerism, in our habits to travel or to look else here for ne adventures and e ill become free of our urge to possess more and more. <nder this ne spirit e ill become more and more a are that the only

sense of our life is to live for the "ther and to choose for a sober lifestyle.

5estern rationality %D. 7ationality is, besides the judeo,christian ethics, the second fundament of estern civili2ation. /hanks to rationality prosperity and ell,being became possible for the masses. %E. /he solidarity hich follo s from the principle 8+espite me, for another9 is not possible hen " have nothing to offer. /he more " possess, the more " can give. 3nly a prosperous Europe can be at the service of other nations. %F. -ut there are limits to our solidarity. We have to make rational choices to distribute our resources fairly. %G. 7ationality makes me free from false ideas or rong and tenacious convictions. A scientist is someone ho e!amines the facts and the events in such a ay that he himself can refute his strongest and much,loved beliefs if it becomes clear that they are rong. #$. -ut rationality can degenerate in totalitarianism if e close our mind for ne ideas, facts or processes. /herefore freedom of speech is of the utmost importance and rationality must al ays be subordinated to isdom. :reedom of speech helps us to relativi2e our beliefs and to open our mind for isdom. "f this freedom e!ist, than e can distinct authoritarian leaders from authoritative leaders. #%. /he problem of rationality is that human kno ledge is al ays finite. 3ur brain cannot grasp the infinite. /herefore our truths are al ays half truths or they are completely rong in other circumstances. We have to be open,minded and society as a hole must be an open community. ##. Every culture or civili2ation is characteri2ed by a singular logic. 5ommunication bet een different cultures is therefore almost impossible. 5ountries from northern Europe and those form the south have had many conflicts or misunderstandings because they think differently. "ntegration of immigrants from non, estern countries is even more problematic and e must admit that integration is an illusion. We must cherish our identity. A civili2ation ithout identity, caused by too many immigrants from other cultures, becomes desorientated and finds itself at the brink of decline. "f this is the case for Europe, then this continent ill not be able to bring more solidarity and justice in the orld. /he future of mankind depends on it. "f it is right that their is less solidarity in the orld, then the main cause is mass,emigration. An emigrant is in principle someone ho lacks a sense of

responsibility to ards his fello ,countrymen. /here are for e!ample more black physicians in 1aris and .ondon than in the hole of Africa.

(uch a state can also strive for the kingdom of God on earth and prepare all men for paradise after death. /he satanic perversion of the totalitarian state emerges hen the leaders proclaim themselves as the representatives of God and hen they press for strict obedience to their rules. /hose ho resist are condemned as profaners and even those ho behave as slaves can be severely punished in order to keep the people firmly in line. "t is the kingdom of terror. #E. )o can e prevent that the :ederation of European (tates becomes totalitarian, e.g. in times of severe economic crises6 /he individual possesses the ans er to this *uestion. 3nly an individual can act in an ethical ay. A single dissident can undermine the totalitarian state, even if he is imprisoned during #E years. /he ethics al ays in, if patience and courage inspire us. #F. /he victory of ethics over every single totalitarian tendency depends on the right of every citi2en to protest against injustice. is no need for political parties ith specific programs. We ill need members of parliament ho can speak and vote freely. "n that case the people ill not vote for parties, but for individuals.

E!tremely high amounts of money are spent for scientific research, space programs, pharmaceutical research, arms race and art. /here are many good arguments for all these activities. 'evertheless it makes sense to *uestion about the priorities given. Why should e not during t o decennia halve the subsidies for these fields in order to solve the follo ing problemsI a. demographic overpopulation in certain parts of the orld ho are

b. the plight of millions of children ho live in e!treme poverty, orphaned and ho cannot go to school c. tribal ar in Africa

d. the never ending destruction of our ecosystem, the pollution of the air and the destruction of the habitat for threatened botanical and animal species e. the production and traffic of drugs and the concomitant social and medical problems. " confine me to the strategy to be follo ed by the federation. &#. /he :ederation of European (tates must leave the <nited 'ations and other international organi2ations. /he orld of today needs a decisive policy and that is not possible if consensus must be sought ith countries and cultures ith radically different opinions and another logic Bthis is not a value judgmentC. &>. /here is an urgent need of a strong and efficient 1eace 5orps. /his can be achieved by e!tending the :rench foreign legion. "n order to make possible a normal life for the citi2ens, the corps ill collaborate ith immigrants ho return to their countries of origin and ith local men of good ill to disarm the

armies and rebel forces. /he 1eace 5orps ill bring safety for the people and for thousands of medical orkers, teachers, craftsmen and other e!perts ho ill build up the developing countries. &&. When the situation in the Middle East and in Africa ill be stabili2ed all immigrants ho came to Europe since the second orld ar ill return to their countries of origin. /hey ill take responsibility for the advancement of these countries, for the preservation of traditions and the revival of their culture. /hanks to the cooperation ith Europe there ill never have been more solidarity in the orld.
