Sub:-Construction of Speed Breakers on rural & other district roads as per IRC codal provisions- Type Design & Codal provisions are co unicated for eticulous e!ecution of Speed Breakers in Rural Roads - Reg" Ref:-#$% IRC-&&-$&''-Tentative (uidelines on provision of Speed Breakers for control of vehicular speeds on )inor Roads" #*% +ngineer-in-Chief #R&B% ,yd" Cir" )e o -o"./$01T2"$*12+31*///4Dt"*5*-*///" 6 6 6 It has been observed during the inspection of various 7orks4 the field engineers are constructing the speed breakers at their 7ill & 7ish 7ith different designs & sections not confir ing the relevant IRC Codal provisions" The follo7ing observations are noted in construction of speed breakers on rural roads" $% 2t ost of the places4 these s p e e d b r e a k e r s are of poor design" *% The 7idth of the speed breaker along the direction of traffic flo7 is kept very often far belo7 the reco ended 7idth of 5"3/ or ."// " 5% Si ilarly the height of the cro7n of the hu p of speed breaker over the carriage7ay is usually kept for greater than the reco ended height of $// " Conse8uently4 the speed breakers actually put into use on the road beco e a safety ha9ard" The follo7ing provisions and guidelines regarding the construction of Speed Breakers on Rural roads as per IRS-&&-$&'' and as per the circular instruction of the +ngineer-in-Chief #R&B% ,yd are placed belo7 for favour of guidance and adoption4 7here even there is need felt for construction of such speed breakers" (.) Roads of different c a t e g o r i e s are designed for designated speeds at 7hich vehicles can travel 7ith convenience and safety" The control of speed ay beco e necessary to pro ote orderly traffic ove ent and i proved safety4 particularly on secondary1 tertiary roads and on residential streets in urban areas4 7here certain physical constraints ay beco e necessary for effecting control on vehicular speeds" Speed breakers4 7here per itted to be installed4 provide visual4 audible and tactile sti uli 7hich alert drivers and cause the to slo7do7n the speed4 thus averting any casualty"

L%!$0i%4 %3 S())' B )$*) + 11 #a% T-intersections of rural roads 7ith a:or roads characterised by relative lo7 traffic volu es on rural road 7ith poor sight distance and very high speed on a:or road" Such l o c a t i o n s have a high record of fatal accidents and as such a speed breaker on the inor road is reco ended" #b% Selected local streets in residential areas4 school4 colleges or university ca puses4 hospitals4 etc" #c% 2t congested1accident-prone locations" #d% 2pproaches to te porary diversions" #e% 2pproaches to 7eak or narro7 bridges and culverts re8uiring speed restriction for safety" #f% ;n the inor ar s of uncontrolled :unctions" #g% 2t rail7ay level crossings" #h% Sharp curves 7ith poor sight distances< and =laces of r i b b o n develop ent4 7here road passes through built-up areas and vehicles travelling at high speeds are a source of i inent danger t o pedestrians"

To control the orderly ove ent of vehicles by controlling speed a nu ber of engineering easures are available vi9" i% =osting of )andatory Speed >i it Signs4 ii% ? se of @lashing Beacons to alert drivers4 iii% R oad )arkings of various types4 etc" Aet4 there ay be cases4 particularly on secondary1 tertiary roads and on residential streets in urban areas4 7here certain p h y s i c a l constraints ay beco e necessary for effecting control on vehicular speeds" In this regard4 5 types of devices4 na ely4 i% Speed Breakers4 ii% Ru ble Strips4 iii% Bidth Restrictions have been the usual practice" The Speed Breakers are a co on practice in rural roads for controlling the aggressive speeds" 2n ideally designed hu p should satisfy the follo7ing re8uire ents: There should be no da age to vehicles nor e!cessive disco fort to the drivers and passengers 7hen passing at the preferred crossing speed" Type design for the speed breaker # 7idth reco anded-5"3/)% is given in IRC &&-$&''" +nlarged cross section of a speed breaker# ."/) 7 i d t h % i s reco ended for roads carrying h e a v y truck and bus traffic is enclosed at 2nne!ure-I" -o changes in the design are per itted" 2ll speed breakers ust be arked 7ith che8uered s8uare pattern alternate black and 7hite bands indicated in I"R"C" &&-$&'' and it should be clearly visible to the drivers all the ti e" @or better night visibility4 it is desirable that the arkings are in lu inous paint1lu inous strips" + bedded cat-eyes can also be used to enhance night visibility" To check the tendencies of drivers to avoid speed breakers and using shoulders4 it is reco ended that the speed breakers should be e!tended through the entire 7idth of shoulder supported on a proper base" (/). Drivers should be 7arned of the presence of speed breakers by posting suitable advance 7arning signs" The 7arning signs4 should be of t h e design C,?)= ;R R;?(, R;2DC detailed in IRC: 03-$&33-Code of =ractice for Road signs " Cautionary signs ust be provided in both the directions before speed breakers & so located that they are pro inently visible to the drivers" The distance bet7een

the speed breaker and the signs should be slightly ore than the safe stopping distance i"e" atleast D/ eters in advance of speed breaker" 2ll the @ield +ngineers are re8uested to go through the above instructions and it is e!pected a syste atic construction of speed breakers on rural roads as per IRC Codal provisions"
