The rules "overnin" the Department Contest are the same as those that re"ulate the National Contest# T$E DEPA%TMENT P%I&ES A%E AS '())(*S! 'irst Pri+e ,-.///0 Second Pri+e , 1// Third Pri+e , 2// 'ourth Pri+e , 3// 0 The first place winner receives the state pri+e of ,-./// and then receives a ,-.4// scholarship upon participation in the first round of the National Contest# The state oratorical champion will automatically advance into the National American )e"ion (ratorical Competition# See the National Contest brochure for further details# The National 'inals Contest will be held April -56-4. 7/-7. in Indianapolis. Indiana#

The contest will be under the direct supervision of the American )e"ion (ratorical Committee. appointed by the Department Commander# 'inal authority on all issues raised shall remain with the Committee# The State has been divided into four &ones as follows! 77 (ctober 7/-- version

&one - 8 Districts -. 7. 5 &one 7 8 Districts 9. 4 &one 5 8 Districts 3. 2. 1 &one 9 66 Districts :. -/ Elimination contests will be held in the schools. Districts. and &ones in the order named# The &one winners will compete in the State 'inals to be held on Sunday. March 9. 7/-7. at the Constitution Inn located in Charlestown# Each Department ;state< of the American )e"ion is responsible for all arran"ements for Department Contests# Each Department can enter only one contestant into the National 'irst %ound Contest#

CLOSING DATE FOR APPLICATIONS DECEMBER +1( 2011 Contestants are to be selected by the school principals in any manner they deem suitable to represent the school# The name;s< shall be certified by the principal to the (ratorical Committee. postmar=ed no later than December 5-. 7/--. on a form that will be supplied to the school# Any American )e"ion Post may sponsor as many contestants from a school as they wish# DISTRICT CONTESTS 2 JANUARY 2012 TO +1 JANUARY 2012 The first contest that a contestant enters. sponsored by the American )e"ion. is the District Contest# School authorities and contestants will be notified throu"h the mail as well as the Department web site as to where these contests will be held# All contestants should be prepared to enter this contest by >anuary 7. 7/-7# 4ONE CONTESTS 1 FEBRUARY 2012 TO 25 FEBRUARY 2012 The top two contestants in the District Contests ne?t enter the &one contest. of which there are four# &one winners must be certified to the (ratorical Committee on the official form. postmar=ed no later than March -. 7/-7# DEPARTMENT CONTEST , MARCH 2012 The four winners from the &one Contests will compete for the Department (ratorical Championship# ELIGIBILITY Eli"ible participants in the American )e"ion National $i"h School (ratorical Contest shall be citi+ens of or lawful permanent residents of the @nited States# All contestants must be bona fide students herein described as any student under the a"e of twenty ;7/< years on the date of the National Contest who is presently enrolled in a hi"h school or Aunior hi"h school ;public. parochial. military. private. or state accredited home school< in which the curriculum of said hi"h school is considered to be of hi"h school level. commencin" with "rade nine ;:< and terminatin" with "rade twelve ;-7<# Student must be enrolled in hi"h school or Aunior hi"h school durin" the time of participation in any level of The American )e"ion National $i"h School (ratorical Contest# PREPARED ORATION All contestants shall be re uired to deliver a prepared oration in the En"lish lan"ua"e. which must be the ori"inal effort of each contestant. and must re uire not less than ei"ht ;1< nor more than ten ;-/< minutes for delivery# The title of the prepared oration will be announced by the Chairman of the contest# Buotations must be indicated as such# *here uotations are more than -/ words in len"th. the authorCs name must be "iven both orally and in the manuscript# The penalty for pla"iarism will be dis ualification# The prepared oration must be based on some phase or phases of the Constitution of the @nited States which will "ive emphasis to the attendant duties and obli"ations of a citi+en to our "overnment# 'ailure to do this may result in dis ualification# The same subAect is to be used for the prepared oration throu"hout all contests# The contestant may choose their own subAect or they may select a title similar to topics which follow! THE ASSIGNED TOPIC DISCOURSE FEATURE All contestants are re uired to participate in both the Prepared (ration and the Assi"ned Topic Discourse 'eature at all levels of the Contest# The assi"ned topic discourse must consume not less than three ;5< nor more than five ;4< minutes for delivery# The prepared oration uotation rule must be observed# The purpose of the assi"ned topic discourse feature is to test the spea=erCs =nowled"e of the subAect. the e?tent of their research. and the ability to discuss the topic as related to the basic principles of "overnment under the Constitution# All contestants are re uired to spea= in the En"lish lan"ua"e on the assi"ned topic# Dy action of the National Americanism Commission. the assi"ned topics to be used in the 7/-7 Contest are listed below# Each contestant spea=s on the same topic. which is drawn Aust prior to this portion of the contest#
