Pechan e6tracted all facilities that a eared to use an industrial refrigeration system. -ince information on fugitive releases was not availa'le in the R*P data" Pechan surveyed a sam le of these facilities to gather information on the amount of NH3 ty ically added to the system each year or the total amount of NH3 added during the receding few years. Pechan estimated that for these larger facilities !=2$"$$$ l' ca acity systems su'9ect to R*P re>uirements& that the average ca acity was 3#"$$$ l' and that the annual loss rate was ?@. Pechan attem ted to gather additional information on smaller ca acity systems !=A$$ l' ca acity& su'9ect to -ARA Tier II re orting re>uirementsB however insufficient data were o'tained to develo loss rates for these facilities !Pechan" #$$%'&. *uch of this is due to the current sensitivity surrounding 'oth the R*P and -ARA Tier II data. -tates may have 'etter access to these data in the future" which could im rove the emission estimates. 8ith the e6ce tion of 0E" the current county(level *ANE(+, estimates are 'ased on the EIIP emission factor since this county(level estimate always e6ceeded R*P C oint(sourceD total for that county.
