The Simon Commission was sent to the Sub-continent under the command of Sir John Simon. All members of the commission were British. When the Simon Commission arrived, the local masses welcomed it by with slogans of !o bac" Simon# . All the ma$or %olitical %arties of Sub-continent, e&ce%t the Shafi 'eague of (un$ab, boycotted the Simon Commission.
After the failure of Simon Commission, there was no alternative for the British government but to as" the local %eo%le to frame a constitution for themselves.

The second meeting was held in )arch the same year Again were not able to reach a conclusion, the only wor" done was a%%ointment of two subcommittees. But due to mutual differences between )uslims 2 +indus, committees failed to %roduce any result. They met third time again in Bombay on )ay -., -./0 2 a%%ointed a small committee to wor"out the details of the constitution )otilal 3ehru was head 2 nine other members in this committee including two )uslims, Syed Ali *mam 2 Shoaib 4ureshi.

Committee wor"ed for three months at Allahabad *ts memorandum was called the 3ehru 5e%ort The 3ehru 5e%ort recommended that a ,eclaration of 5ights should be inserted in the constitution assuring the fullest liberty of conscience and religion. The following were the recommendations advanced by the 3ehru 5e%ort6 -. *ndia should be given the status of a dominion.

There should be federal form of government with residuary %owers vested in the center 7. *ndia should have a %arliamentary form of government headed by a (rime )inister and si& ministers a%%ointed by the !overnor !eneral. 8. The recommendations of the 3ehru 5e%ort went against the interests of the )uslim community. *t was an attem%t to serve +indu %redominance over )uslims. The 3ehru Committee?s greatest blow was the re$ection of se%arate electorates. The )uslims were as"ing for one-third re%resentation in the center while 3ehru Committee gave them only one-fourth re%resentation. *t is true that two demands of )uslims were considered in the 3ehru 5e%ort but both of them incom%lete.

*t was said that Sindh should be se%arated from Bombay but the condition of self-economy was also %ut forward. *t demanded constitutional reforms in 3. W. =. (. but Baluchistan was overloo"ed in the re%ort.

Two )uslim members of the 3ehru Committee, Syed Ali *mam could attend only one meeting due to his illness and Shoaib 4ureshi did not endorse views of the Committee on the issue of )uslim re%resentation in legislature. Thus the 3ehru 5e%ort was nothing else than a Congress document and thus totally o%%osed by )uslims of the Subcontinent.

After the %ublication of the 3ehru 5e%ort, Jinnah made serious attem%ts to unite the +indus and the )uslims. A %ositive as%ect of 3ehru 5e%ort was that it resulted in the unity of divided )uslim grou%s. *n a meeting of the council of All *ndia )uslim 'eague on )arch /0, -./., members of both the Shafi 'eague and Jinnah 'eague %artici%ated. 4uaid-i-A@am termed the 3ehru 5e%ort as a +indu document, but considered sim%ly re$ecting the re%ort as insufficient. +e decided to give an alternative )uslim agenda. *t was in this meeting that 4uaid-i-A@am %resented his famous =ourteen (oints.

-. The form of the future constitution should be federal with the residuary %owers vested in the %rovinces. /. A uniform measure of autonomy shall be granted to all %rovinces. 7. An a%%ro%riate and effective re%resentation should be given to minorities in all Assemblies and elected bodies of the country. Any %rovinceAs ma$ority should not be converted to a minority or eBuality. 8. *n the Central 'egislative, )uslim re%resentation shall not be less than one-third.

9. The e&isting method of se%arate electorate should be continued so that every sect have the %ermission to leave the se%arate electorate by their will and ado%t combined electorate. Any territorial distribution that might at any time be necessary shall not in any way affect the )uslim ma$ority in the (un$ab, Bengal and the 3orth West =rontier (rovince. =ull religious liberty, i.e. liberty of belief, worshi% and observance, %ro%aganda, association and education, shall be guaranteed to all communities. 3o bill or any resolution or any %art thereof shall be %assed in any legislature or any other elected body if three-fourth of the members of any community in that %articular body o%%ose such a bill resolution

Sindh should be se%arated from the Bombay %residency. 5eforms should be introduced in the 3orth West =rontier (rovince and Baluchistan on the same footing as in the other %rovinces. (rovision should be made in the constitution giving )uslims an adeBuate share, along with the other *ndians, in all the services of the state and in local self-governing bodies having due regard to the reBuirements of efficiency.
