Introduction: Summary of proposal Far West Laboratories has developed a training package that was designed for school administrators and graduate students. The training was developed to help generate skills related to the planning of effective school programs. The training package includes three units to educate customers on the following skills, setting goals, analyzing problems, and deriving objectives. The purpose of the proposal is to provide information and recommendations for use in making decisions regarding marketing and sale of the units and to provide information that is useful to school administrators in making decision about the purchase and use of the units. Each unit includes four-to-six modules that provide insight on the instruction objectives. The modules include reading material related to the skill and group activities for the trainees to practice the skills with feedback for the practice activities. The units work to use any one of them at a single time or all of them during the trainings. Each unit can take from anywhere between ten and eighteen hours. Training will require a coordinator to oversee the activities and requirements. Coordinators will have a handbook as well as the trainees, the trainees will cost $8.95 a unit or $24.95 for the set of all three and the coordinators handbook is $4.50 a copy. Description of Program Being Evaluated The program is designed to help administrators and graduate students to plan effective school programs. The goal of all schools is to succeed and achieve rigorous curriculum that will help develop students into 21st Century learners. The best way to achieve these goals is to design a school program that has achievable goals, has the ability to analyze the problems and to derive objectives. These three units are going to be evaluated. In order to successfully evaluate this program a pilot program will be conducted. In order to complete this we have granted permission to implement this program in the Los Angles Public Schools (LAPS). There will be multiple trips made to LAPS to complete evaluations. LAPS is in the community of FWL and will also generate community support of the program. Each unit can be used separately to train the employees or for maximum achievement they will be used all together. Each training session will require the skills of a coordinator. Coordinators will need to have already been through the training and have access to a handbook. The program design can be implemented in less than six months and will require a budget of less than $50,000. My company Farmers Evaluator will be in charge of completing the evaluation with the help of Dr. Steven Rogers and my wife Jennifer Farmer. When the evaluation is completed FWL will have concrete evidence on whether or not to continue the program and its funding along with my recommendations on what changes to make in order to launch a more successful program. Evaluation Method Participants in the trainings will be required to take a pre-survey before the training. The survey will be designed by Dr. Steven Rogers. The survey will effectively look at the

participants prior knowledge of the designed goals of the program. Upon completion of the presurvey Dr. Rogers will analyze all the questions and rank their prior knowledge strengths and weaknesses. By understanding the participants background we as evaluators will have a better understanding of the programs final evaluation. After completion of the training Dr. Rogers has also prepared a post-survey that will again analyze the participants strengths and weaknesses of the designed program. In completion of the survey Dr. Rogers will be able to analyze the post-survey with the pre-survey to obtain necessary information on the effectiveness of the program. By charting the data collected throughout the pre-survey and post-survey Dr. Rogers will be able to give strong recommendations on where the program might need added attention or where the program really excels. The final data will be presented to FWL in a conclusion and a data chart that will be written and designed by Dr. Rogers. Throughout the training participants will take part in various activities throughout the training program. Some activities will be completed individually while other activities will be completed in small or large groups. During the course of these activities participants will be assessed on their participation as well as their completed work. Each activity will require the full participation of the trainees in order to generate accurate results. I will sit in on the trainings to make sure coordinators are properly integrating the program to their participants. In some cases I will take part in the activities. In order to create the best evaluation as possible I will need to fly to LAPS to take part in multiple trainings and take part in the activities. In best interest of the program it is imperative that I am present at multiple trainings to oversee how successful the program is being implemented as well as evaluating the coordinators. By seeing the program first hand I will be able to make formative assessment evaluations throughout my time at the training to include in our final evaluation conclusion. Final evaluation will be completed on the schools implementation of the program. Participants will implement the units learned within their schools after the program is completed. We will evaluate how well the training impacted the participants by evaluating their school goals, objectives and how they analyzed the problems in the school. I will keep track of data collected throughout the year. This data will include but is not limited to staff development trainings, goal tracking, and problem solutions. Once the participants begin the training of Unit 1 we should begin to see implementation of new goals for their respected schools, this should also continue with each completed unit. In order to achieve this while I attend training dates I will return to their schools to look over their designed goal plans. I will also request access to staffing notes to the schools board of education meetings to monitor how the schools are discussing what they learned in proposals to the school board. The final evaluation will conclude the effectiveness of the program and how well it was able to train the pilot school. Final evaluation will determine whether or not the program was able to meet the programs goals. We will also be able to determine what changes will need to happen in order to make the program more successful.

Project Personnel Casey Farmer, an evaluation specialist and founder of Farmers Evaluators will be the head of the evaluation and will be responsible for planning and implementing the overall evaluation. Mr. Farmer served as a middle school teacher for 6 years and headed many school programs including staff developments. Farmer holds a B.A. degree from Saginaw Valley State University in History, a M.A. in education from East Carolina and a M.E.T. in Educational Technology from Boise State University. Dr. Steven Rogers will design the survey instruments for the evaluation, as well as summarize and interpret the data. Dr. Rogers is a statistics specialist that works for Farmers Evaluators and received his doctorate from the University of Michigan in statistics. He is well known for his

heroics during World War II when he took down Hydra and the Nazi Regime. He also help save New York against Loki and his alien invasion with help from the Avengers. Jenny Farmer is the project secretary who received her B.S. in Elementary Education from Central Michigan University. She is the wife of Casey Farmer and is part owner of the Farmers Evaluators. Jennifer taught both first grade and third grade in North and South Carolina. She has a passion for reading and volunteers some of her time implementing secret stories reading strategies at the local elementary schools.

Budget The proposed budget for the evaluation of FWL is $48,622. A breakdown of the proposed budget and the payment schedule is shown below.
