CYD Program Manager SOW

The CYD Program Manager is assigned the Community Youth Development technical program area. He/she has primary responsibility for all management, documentation, and reporting for the CYD program. He/She supervises a Program Assistant and is responsible for their assignment of duties, writing their performance appraisal and supporting their growth and development while employed with the Peace Corps. Program Managers and Program Assistants work as a team in both the sector and region they are responsible for. Program Managers are members of the Senior Staff and have the responsibility of attending weekly Senior Staff meetings and participating in decision-making with the CD, DMO and DPT. The Program Manager also is assigned a region of the country for which he/she is the Regional Manager. The Regional Manager role includes primary responsibility for Volunteer support for all PCVs posted within the assigned region as well as site development in the region for all PC/Mongolia programs. Job Responsibilities include the following: 1. Through study and personal contacts keeps currently informed about PC and host country objectives in one or more fields, sectors or specialized areas of interest. Develops and maintains continuous liaison with top ministry officials of the host government in order to determine their interests, needs and potential for cooperation with Peace Corps projects and to explain PC philosophy and policies and procedures for obtaining and utilizing PCVs. 2. Identifies prospective programs or projects for PC involvement either through own perception of needs, from host government requests or from studies of reports of development deficiencies emanating from local jurisdictions within the country. Develops project plans in conformity with host country needs and PC objectives; specifies numbers and kinds of PCVs required to implement projects, develops estimates of budgets, time schedules for recruitment and assignment, and a statement of expected results. Presents project proposals to DPT and CD and host country government officials in order to obtain necessary approvals and commitments to initiate projects. Works closely with all parties involved in the final development of broad project plans. 3. Negotiates needed PCV skill requirements and PCV numbers with host country partners and DPT to insure optimum utilization of PCV qualifications within the realities of project plans and objectives. During the pre-implementation stage, may conduct surveys at sites to determine PCV job viability, local interest and cooperation and social acceptability. Performs site development for potential sites in all PC/Mongolia program areas within the assigned region. As a member of the Program and Training Unit, collaborates with other programming and training staff in keeping the DPT and Country Director informed. Maintains all files on the Company Folder and the Site History Files up-to-date to insure access to information by all staff. Drafts required program documentation for PC/W, including project plans, projections and Trainee Assignment Criteria (TAC) sheets. Corresponds with PC/W to explain project requirements. 4. Participates in the identification, exploration and evaluation of prospective PCV training sites. Develops and implements pre-service and in-service training programs to insure relevant technical training and orientation. Works collaboratively with training staff to prepare language, cultural and technical materials for PCTs. Provides evaluation on the effectiveness of training programs as evidenced by PCT accomplishments. Follows through to insure any necessary changes in training are carried out. 5. Evaluates the qualifications of PCTs and selects appropriate work sites for each PCV in their sector and sometimes region of the country by using site-matching procedures (HCA needs, interviewing PCTs, reviewing medical accommodations). Provides technical and material support to PCVs through regular site visits, email and phone communications. Maintains current information on new documents, techniques and resources relative to the specific sector in order to guide and advise PCVs. 6. Creates, establishes and reviews the Monitoring and Evaluation portion of the specific Project Plan for his/her sector in collaboration with pertinent agencies, stakeholders, DPT and CD. Identifies causes of deficiencies and delays and takes steps to overcome them. Prepares related documents for annual program/budget review submissions to PC/W. 7. From the planning phase through the completion and closure of the project, serves as the PC professional and technical expert in the specialized field(s) involved, with the responsibility for advising all parties regarding all aspects of the project(s) in the interest of maximum project success.

8. Develops and maintains close working relations with local and international volunteer organizations in order to obtain funding, resources and collaboration for PCVs and PC projects. 9. Supervises and whenever necessary exerts disciplinary actions over PCVs in accordance with PC regulations. Conducts meetings with PCV local supervisors and coworkers to evaluate PCV progress in assignments and to negotiate any needed change in job focus. Provides liaison between PCVs, the appropriate government entity and local supervisors regarding extensions, replacements, transfers, separations and terminations. Provides support for PCVs physical needs, health and well-being; acts to assist PCVs during such emergencies as floods, earthquakes, political strife, civil uprisings and any situation that may threaten PCVs well-being. 10. Serves as a member of project review committee for SPA/Wheat/PCPP fund project proposals. Assists/advises Volunteers in their resource and community development projects. Performs first review of project proposals for all PCVs within the assigned region. Supports and monitors summer projects of Volunteers. Conducts community development sessions in PDM and PACA tools at pre-service and inservice conferences. 11. Supervises a Program Assistant assigned to sector and region. Coordinates all training and programming activities with the Program Assistant, working as a team to accomplish goals and objectives. 12. Addresses safety and security proactively by ensuring appropriate assignments for Volunteers and adhering to Peace Corps site development policies and procedures. Identifies and communicates Volunteer safety and security concerns or issues to the Safety and Security Coordinator (SSC) and the CD. Ensures prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites. Incorporates appropriate site-specific safety and security-related information into site history files. Ensures designated host country counterparts participate in counterpart orientation/training and are prepared to work with and support Volunteers, including their role in Volunteer safety and security. Maintains communication with each Volunteer and solicits periodic feedback, including information about Volunteer safety and security. Maintains a calendar of Volunteer site visits, and completes appropriate number of site visits to assess Volunteer progress, safety and security, and to provide technical guidance and moral support. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security, and initiates corrective action as necessary. Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

At least two years of experience with volunteer placement site development for a youth development program, including liaising with host agencies during and after the site selection process At least two years of experience contacting and liaising with government officials at the national and/or sub-national level to increase interest in supporting volunteer and volunteer agency work in youth development At least five years of experience working with international volunteers and host agencies, supporting relationship building and problem solving to promote strong work relationships
