Subject: Implementation of revised Indian Standard Specification IS 915:2012/ISO 1042:1998 LABORATORY GLASSWARE -ONE MARK VOLUMETRIC FLASKS & REVISED STI Indian Standard Specification for IS 915: 2006 ONE-MARK VOLUMETRIC FLASKS has been revised to IS 915:2012/ISO 1042:1998 LABORATORY GLASSWARE -ONE MARK VOLUMETRIC FLASKS. As per information available in BIS website one licence on All- India basis for this product is being operated under NRO. As per provision of Clause 4.4.6 of operation certification manual, a copy of finalized draft STI was circulated to ROs/BOs vide CMD-II note ref. CMD-II/16:915 dated 07 08 2013 to send their comments, if any or difficulties expressed by the licensees. No comments were received. Accordingly, STI has been revised as DOC: STI/915/3 August 2013. In order to implement revised IS & revised Scheme of Testing and Inspection, following procedure shall be adopted: For existing licensee: 1. Concerned BO to verify the manufacturing capability and availability of testing equipments as per IS 915:2012/ISO 1042:1998 with the licensees and obtain the declaration on CMD/PF 305 and 306. Factory testing/ independent testing depending upon nature of tests shall be carried out during routine periodic inspection at the earliest possible for all the requirements to ensure the conformity of the product IS 915:2012/ISO 1042:1998 2. Stoppage of marking shall be imposed in case sample fails in factory/ independent testing as per IS 915:2012/ISO 1042:1998 at the time of verification on the routine periodic inspection and further actions are to be taken as per Operation Certification Manual. 3. Endorsement in the licence as per revised STI and revised IS 915:2012/ISO 1042:1998 shall be made after obtaining the acceptance of revised STI from the licensees. 4. Action shall be taken as per OMPC 2004, if the licensee fails to submit the acceptance of STI in stipulated time. For Applicants: 1. All new applications may be recorded and processed as per IS 915:2012/ISO 1042:1998

2. In case applicant sample is yet to be tested by Lab, necessary action may be taken immediately by BO for considering the case as per IS 915:2012/ISO 1042:1998 after consulting the applicant. IS 915:2012/ISO 1042:1998 AND REVISED STI DOC: STI/ 915/3 AUGUST 2013 WILL BE EFFECTIVE FROM 15 SEPTEMBER 2013.

SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF LABORATORY GLASSWARE -ONE MARK VOLUMETRIC FLASKS ACORDING TO IS 915:2012/ISO 1042:1998 (THIRD REVISION) 1.0 Laboratory - A laboratory shall be maintained which shall be suitably equipped and staffed to carry out the different tests in accordance with the methods given in the Indian Standards. 2. 0 Test Record - All records of analysis and tests shall be kept in suitable forms approved by the Bureau of Indian Standards. 2.1 Copies of any records that may be required by BIS shall be made available at any time on request. 2.2 Quality Control - It is recommended that, as far as possible, Statistical Quality Control(SQC) methods may be used for controlling the quality of the products as envisaged in this Scheme [See IS 397 (Part 1), IS 397(Part 2) and IS 397 (Part 3)]. 2.2.1 The instruments/equipments are required to be brought under calibration control, as per frequency to be decided depending upon the usage. 2.3 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001. 3. 0 Standard Mark - The Standard Mark(s) as given in Column(l) of the first Schedule of the licence shall be inscribed on each volumetric flask by either ceramic glass transfer or etched, or printed on the label applied to the flask, as the case may be, provided always that each flask to which this mark is applied conforms to every requirement of the specification. 4. 0 Marking - In addition the flask shall be marked with the following: a) Manufacturers name or his recognized trade-mark, if any; b) Marking and designation as per clause 11 of IS 915:2012/ISO 1042:1998; c) Month & year of manufacturing; d) Batch/Lot number; e) Licence No. (CM/L ----------------------) 5.0 An identification number shall be permanently marked on each Class. A volumetric flask intended for official verification or certification. 6.0 Packing - The flasks shall be packed as agreed to between the purchaser & the supplier. 7.0 Level of Control - The analysis and tests, as indicated in Table 1 and at the levels of control specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance

with Para 2.0 above. All the production, which conforms to the Indian Standards and covered by the licence, shall be marked with Standard Mark. 8.0 Control Unit - For the purpose of this scheme, each control unit shall be as follows manufactured continuously, not exceeding a days production. 400 Flask or part thereof of 1 ml to 10 ml each 200 Flask or part thereof of 25 ml to 50 ml each 100 Flask or part thereof of 100 ml each 50 Flask or part thereof of 250 ml each 25 Flask or part thereof of 500 ml each 10 Flask or part thereof of 1000 ml each 5 Flask or part thereof of 2000 ml to 5000 ml each 8.1 Description regarding conformity or otherwise of a control unit to the requirements of the standards shall be taken on the basis of the test results as follows: 8.1.1 Each flask shall be examined for requirement as given in Table 1 and it shall satisfy the relevant requirements. If any of the flasks fails in any of these requirements it shall be rejected.

9.0 Stoppers Each lot (see note) or consignment of stoppers shall be covered by a test certificate from the manufacturer of supplied guarantying. NOTE If stoppers are made in the licensees factory, every 100 stoppers or part thereof, manufactured continuously in a day, shall be treated as one lot. Each such lot be subjected to testing. 9.1 For ascertaining limit of alkalinity of glass of which stoppers are made, one test shall be carried out on a lot or consignment. For this the requisite number of stoppers which will be crushed to powder (to give 100 g of powder) and tested in accordance of ISO 719 or IS 2303 (Pt.1/Sec 1) . If the test reports failure of the material, the lot or consignment shall be rejected. 9.2 If the lot or consignment passes, or accepted on the basis of the certificate in the case of stoppers made of inert plastics 8 stoppers shall be taken at random from the lot or consignment and examined for visual and other requirements as given in 8.5 of IS 915:2012. 9.3 A stopper failing in one or more of these requirements shall be considered as defective. The lot or consignment shall be accepted if not defective is found in these 8 stoppers and rejected if two or more defectives are found. 9.4 If, however, one defective is found in the 8 stoppers, another 8 stoppers shall be taken at random from the lot or consignment and examined as in 9.1. The lot or consignment will be accepted if no defective is found among these, and rejected if even one defective is found.

9.5 In respect of other clauses of the specification and at all stages of manufacture, the factory shall maintain appropriate control and checks to ensure that their product conforms to the various requirements of the specification. 10.0 Rejection - A separate record shall be maintained giving information relating to the rejection of units of volumetric flask, which do not conform to the specification and the method of their disposal. Such material, if packed in containers, shall in no case be stored together with that conforming to the specification. 11.0 Samples - The licensee shall supply, free of charge, the sample or samples required in accordance with the Bureau of Indian Standards (Certification) Regulations from his factory or godown. BIS shall pay for the samples taken by it from the open market. 12.0 Replacement - Whenever a complaint is received soon after the goods with the Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components shall be replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS. The firm should have its own complaint investigation systems as per IS 15400. In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumer against BIS Standard Mark and not "conforming to" the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 13.0 Stop Marking - The marking of the product shall be stopped under intimation to BIS, if at any time, there is some difficulty in maintaining the conformity of the product to the specification or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to BIS. The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 14.0 Production Data - The licensee shall send to BIS a statement of quantity produced, marked and exported by him and the trade value thereof end of each operative year of the licence (to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit/undertaking)
