MONITORING REPORT OF AGRICULTURE EXTENSION DEVELOPMENTAL ACTIVITIES IN PESHAWAR. A field visit to Agriculture Extension Department Peshawar was made on 3rd January2011 to monitor the physical and financial progress of developmental schemes of sector in the district. Before proceedings of the visit, a meeting was conducted with District Officer Agriculture in the office of Field Assistant Agriculture Extension Circle Tarnab and the physical and financial progress of the sector was discussed. The following schemes were identified for detail inspection:i. ii. iii. Establishment of Modal Fruit Orchard in Khyber Pakhtunkhwa according to ecological zones. (534 / 60288). Vegetables promotion in Khyber Pakhtunkhwa. (537 / 80602). Increasing productivity of major crops (Cereal) in Khyber Pakhtunkhwa (538/80603). (Schemes wise monitoring report is as under) 1Establishment of Modal Fruit Orchard in Khyber Pakhtunkhwa according to ecological zones. (534 / 60288) The scheme has been approved for a total cost of Rs.25.00 million in a DDWP meeting held on 29.9.2006. An expenditure of Rs.15.291 millions has been incurred on the scheme up to June 2010. The Project will be completed up to June 2011.The allocation of Rs.9.709 million has been made for ADP of current financial year 2011. This has to be implemented in the districts namely Dir upper, Abbottabad, Malakand, Swat, Mansehra, Charsadda, Kohat, Chitral, Noshera, Peshawar, D I Khan, Bannu, Bunir and Haripur in the current plantation season February, March 2011. The Province is highly diversified landscape and environmental condition comprising on heavy snow bound mountains to the plain where variations in the soil forming factors are quite common. The Altitude varies from less than 300 meters in the south D.I. Khan to over 6000 meters in the north Chitral etc. The climate of Peshawar district is most suitable/favorable for production of different sub-tropical fruit crops especially, Peach, Plum, Pear Apricot and Citrus etc. The main objectives of the project are to improve the socio-economic status of the poor families by providing them high yielding/improved varieties of fruit plants. To establish modal fruit orchards in the district which will serve as progeny and will be used for further distribution of improved fruit plants amongst the farming community and to replace indigenous varieties. Year wise Physical/ Financial achievement. The total releases on share basis to Peshawar district is 1.259millions in which 0.82millions are utilized up to June 2010 on purchasing of Plum 3600 numbers and 6400 Pear fruit plants and distributed to the farmers for establishment of Modal Fruit Orchards in the district up to the year June 2010 which covered an area of 90 acres. The remaining amount released to the department for the current fiscal year will be utilized during February, March 2011. Year wise physical and financial achievements are as under. Analysis/Recommendations. 1. According to approved PC-1, the project modal fruit orchards at farmers field will be laid out in order to introduce improved varieties of Fruits as per ecological condition and training will be arranged for farmers about modern technology & establishment of modal orchards in the district. During the field visit it has been observed that the department has purchased only 6400 numbers pear plants and 3600 numbers Plum plant and distributed among the farmers in the whole project life without providing technical guidance to the farmers. At the site visit of Ahmad Khan of Lala Kalay and Inam Khan of Masma not a single plant was available in the field while the department has shown the progress of 3 acres in the progress report. The project is going to be completed in June 2011, while the output in Peshawar district is very poor. It is recommended that the Director General Agriculture Extension may ask the concerned for negligence and take remedial actions accordingly. (Photograph is as under for reference.)

During monitoring visit it was observed that TORs for establishment of modal orchards were not available with the respective District Officer Agriculture while in the PC-I it was the responsibility of the District Officer to develop TORs for the proper implementation of the project. Similarly the record of the project was also not properly maintained. It is recommended that proper implementation strategy must be devised by concerned Officer in future. It is further recommended that the department may ensure the availability of an officer/technical Field Assistant at the time of lay out/ plantation for proper implementation. 3. During the visit of Merakachori it was observed that an orchard of plum was planted during the year 2008-09 and another orchard on (01 acre) once again planted in next year i.e. 2009-10 for the same farmer namely Mr. Imran Khan which is contradiction with the project policy. According to the PC-I the project aim was to disseminate the technology to the farming community while the department replicated the activities at one site. It is therefore recommended

that the department should avoid the repetition of the activity for a single farmer in future. (Photograph is as under for reference.)

According to the PC-I plantation of fruit species according to the ecological condition of the district were required while the department purchased only Pear and Plum and ignore other important fruit like Peach , Apricot and Citrus which are also very suitable for the region. Similarly fertilizers were purchased in the stock register while no fertilizers were applied to the farmers field in the whole project life for modal orchards. On query, one of the Field Assistant responded that no facilities were provided by the organization to transport the plants and other inputs to the farmers field and usually the farmers or the Field staff transporting the planting materials on their shoulders. It is recommended that the District Officer should provide the actual cost of the modal orchard and take necessary action against the concerned responsible Officials. 2- Vegetables promotion in Khyber Pakhtunkhwa. (537 / 80602) The schemes has been approved for a total cost of Rs.39.940millions by DDWP in a meeting held on 24/9/2008.An expenditure of Rs.8.00 millions has been incurred on the schemes up to June 2009.An allocation of Rs.10.00 millions has been made for the current financial year 2010-11. During the year 2009-10 the budget released to the District Officer Peshawar was Rs.457820 and the expenditure made by the department was Rs.405368 up to June 2010, while the releases for the current year 2010-11 to Peshawar District Officer on share basis is Rs.221320 in which Rs.143655 are utilized while not a single plot has been made by the department Vegetable promotion is one of the most important activities to ensure vegetable production and generate the income of poor farmers as well as ensure availability of vegetables for the consumption on daily basis to the ordinary consumers in province. The main broad objectives of the scheme are as under. Enhancement of productivity in agriculture sector through increasing per unit yield of vegetables (high value crops) Improving food security of the province.

Poverty alleviation and improving the socio economic condition of the farmers in rural areas through increasing crop income. Environment protection through good agriculture practices.

Analysis /Recommendations. 1. During field visit, it was observed that not a single plot has been laid out by the concerned official up till now. The District officer responded that the sites identification is in progress and all the plots will be laid out in the month of February 2011. It is recommended that the department should plan the activity according to the desired level and target must be achieved well in time qualitatively. 2. During discussion with the District Officer Agriculture Extension regarding Farmers training/Field days it has been observed that no proper training course was conducted by the department concerned. It is recommended that the department should arrange proper training to the farmers and conduct field days at the time of sowing, on standing crop and at the time of harvesting to disseminate the technology to the farming community for their income generation. 3. It was also conveyed to the department that quality seed and balanced fertilizers should be provided to demonstrate the activity according to the desired level for the farming community to adopt the techniques for vegetables promotion. Similarly, modern technology/practices should also be introduced for income generating of the poor farming community. 3- Increasing productivity of major crops (Cereal) in Khyber Pakhtunkhwa (538/80603). The scheme has been approved for a total cost of Rs.12.972 millions in a DDWP meeting held on 24.9.2008. An expenditure of Rs.5.263 millions has been incurred on the scheme up to June 2010 and allocation of Rs.4.327 millions has been made of ADP for the current financial year 2010-11. Project objectives: The objectives of the Agriculture Sector are to enhance production of agricultural commodities, alleviate poverty in rural aeas & promotion of environment friendly farming through using Good Agricultural Practices. Enhance & ensure availability of quality seed and all inputs to the farmers. The proposed PC-I is therefore in line with the sectors objectives. Enhancement of productivity of wheat & maize crops. Production of quality seed of wheat & maize. Extension of crop / seed production technology to the farmers. Poverty alleviation through increase in productivity.

Each training will be organised just before start of the crop season. Training schedule will be prepared by the District Officer Agriculture. Subject matter will include important / technical tips on land preparation, sowing time, sowing techniques, seed rate, characteristics of crop varieties to be sown, number of irrigations, time & quantity, fertilizer application technology, weedicides, their application techniques, rogueing (removal of off type plants), thinning in maize crops to maintain required number of plants per unit, knowledge of proper crop maturity, harvesting, threshing/shelling and storage conditions etc. Light refreshment will be served to the participants during training. A guide line circular on wheat and maize crop production will be prepared and distributed by the District Officer Agriculture. At least 1000 copies on each subject will be circulated/distributed in each district per year. Physical progress. The statement given by District Officer Agriculture shows that during the year 2008-9 Rs. 87,000/- were released to the department and the expenditure was Rs. 87,000/- which is 100% of the allocated budget. During the year 2009-10 Rs. 270140/have been released and the expenditure was Rs. 102963/- and the balance amount was Rs. 167177/. Similarly for the current financial year 2010-11 Rs. 171500/- is the allocated budget and update expenditure is Rs. 76000/. The District Officer explained that the remaining budget will be utilized up to June, 2011.

Analysis and Recommendations: 1. During the field visit of farmer Mr. Niamatullah resident of Merakachori, it has been observed that the Department has supplied only wheat seed to the farmer and there was no technical staff member present at the time of sowing. It is recommended that the department should ensure the availability of at least a Field Assistant at the time of crop sowing to conduct the activity according to the desired level. Site of wheat field at Merakachori, Peshawar 2. According to the PC-I, the target was assigned to the department to train the 50-60 farmers in wheat and maize crops. During the field visit and record checking no proper record was available with the department related to the training of farmers. It is recommended that the District Office should take proper action and develop strategy to train the farmers for their income generation in the major cereal crops. 3. The District Officer Agriculture explained that the Federal Seed Certification and Registration Department will have to conduct regular visits during the standing crops and at the time of harvesting to certify the seed. Anyhow, visit has not been made till now by the FSCR Department and also by the execution department for follow up since sowing of the crop. It is recommended that visits should be made by the technical staff on regular basis for follow up of the activity.
