Lt. I am sending the radar to Duncan today for evaluation/repair. The TCAS appeared to operate fine today. I ran it for about an hour and cycled it a number of times with no failures however that doesnt mean it wont have a problem in flight. When its back up I will have crews test it then. I have been calculating the pilots Medical Aid & Industrial Insurance incorrectly. I was using the regular commission of $145 a month but it is actually $185. So this will make your allotments negative each month if you are fully staffed. I also want to fine-tune the other benefits just a little. Another item is the charge from DOP that usually occurred once a year is now every quarter so I want to reduce the allotment in Nov and spread it out between Aug/Nov/Feb/May and it will be a net $0 for each FY. The oral interview(s) and flying proficiency evaluation flight will take place at the Washington State Patrol Aviation Section Hangar, 7525 Old Hwy 99, Olympia, Washington. November 14, 2013 Trooper Santhuff 1300-1400 Interview 1400-1430 Preflight brief 1430-1530 Aircraft check/instrument flight proficiency test 1530-1600 Post flight debrief After a preflight briefing and cockpit orientation, the applicant(s) will perform a proficiency flight in the Olympia-Tacoma-Bremerton area. This evaluation will consist of 15 minutes of Cessna familiarization; including steep turns, stalls, and slow flight. Applicants will then demonstrate a full procedure non-precision approach with holding followed by a VOR or ILS approach while in simulated or actual IMC conditions. Two independent evaluators will grade applicants in accordance with the most current FAA Airmen Practical Test Standards Commercial and Instrument. The total flight time will be approximately 60 minutes. An active noise reduction headset will be provided, however applicants may use their personal headset. Applicants shall be familiar with Jeppesen approach charts, enroute charts, Seattle sectional, Seattle TAC area charts, and AFD northwest U.S. These will be provided and will be used during the flight proficiency check. Applicants shall bring their log book, current second class or higher flight physical, and commercial certificate with instrument privileges pilots license. All FAA certificates shall be presented to the Chief Pilot for inspection and authorization at the start of the interview process. Failure to present current valid certificates will be cause to terminate the interview process. Available to all applicants is familiarization time with the aircraft used for testing. This will be a static review in the hangar where an applicant may study cockpit layout and have any questions answered. November 14, 2013 Trooper Santhuff 1300-1400 Interview 1400-1430 Preflight brief 1430-1530 Aircraft check/instrument flight proficiency test 1530-1600 Post flight debrief After a preflight briefing and cockpit orientation, the applicant(s) will perform a proficiency flight in the Olympia-Tacoma-Bremerton area. This evaluation will consist of 15 minutes of Cessna familiarization; including steep turns, stalls, and slow flight. Applicants will then demonstrate a full procedure non-precision approach with holding followed by a VOR or ILS approach while in simulated or actual IMC conditions. Two independent evaluators will grade applicants in accordance with the most current FAA Airmen Practical Test Standards Commercial and Instrument. The total flight time will be approximately 60 minutes. An active noise reduction headset will be provided, however applicants may use their personal headset. Applicants shall be familiar with Jeppesen approach charts, enroute charts, Seattle sectional, Seattle TAC area charts, and AFD northwest U.S. These will be provided and will be used during the flight proficiency check. Applicants shall bring their log book, current second class or higher flight physical, and commercial certificate with instrument privileges pilots license. All FAA certificates shall be presented to the Chief Pilot for inspection and authorization at the start of the interview process. Failure to present current valid certificates will be cause to terminate the interview process. Available to all applicants is familiarization time with the aircraft used for testing. This will be a static review in the hangar where an applicant may study cockpit layout and have any questions answered. Due to limited time, applicants are encouraged to contact Sergeant Korthuis-Smith prior to the testing date(s) for availability. All applicants must coordinate their schedules and travel with their supervisors. If the listed testing date(s) or time(s) will not work please contact me directly. October 31, 2013 Contact: Kristie Greco Phone: (202) 267-2883 WASHINGTON The U.S. Department of Transportations Federal Aviation Administration (FAA) Administrator Michael Huerta today announced that the FAA has determined that airlines can safely expand passenger use of Portable Electronic Devices (PEDs) during all phases of flight, and is immediately providing the airlines with implementation guidance. Due to differences among fleets and operations, the implementation will vary among airlines, but the agency expects many carriers will prove to the FAA that their planes allow passengers to safely use their devices in airplane mode, gate-to-gate, by the end of the year. The FAA based its decision on input from a group of experts that included representatives from the airlines, aviation manufacturers, passengers, pilots, flight attendants, and the mobile technology industry. Passengers will eventually be able to read e-books, play games, and watch videos on their devices during all phases of flight, with very limited exceptions. Electronic items, books and magazines, must be held or put in the seat back pocket during the actual takeoff and landing roll. Cell phones should be in airplane mode or with cellular service disabled i.e., no signal bars displayedand cannot be used for voice communications based on FCC regulations that prohibit any airborne calls using cell phones. If your air carrier provides Wi-Fi service during flight, you may use those services. You can also continue to use short-range Bluetooth accessories, like wireless keyboards.
We believe todays decision honors both our commitment to safety and consumers increasing desire to use their electronic devices during all phases of their flights, said Transportation Secretary Anthony Foxx. These guidelines reflect input from passengers, pilots, manufacturers, and flight attendants, and I look forward to seeing airlines implement these much anticipated guidelines in the near future. I commend the dedication and excellent work of all the experts who spent the past year working together to give us a solid report so we can now move forward with a safety-based decision on when passengers can use PEDs on airplanes, said FAA Administrator Michael Huerta. The PED Aviation Rulemaking Committee (ARC) concluded most commercial airplanes can tolerate radio interference signals from PEDs. In a recent report, they recommended that the FAA provide airlines with new procedures to assess if their airplanes can tolerate radio interference from PEDs. Once an airline verifies the tolerance of its fleet, it can allow passengers to use handheld, lightweight electronic devices such as tablets, e-readers, and smartphonesat all altitudes. In rare instances of low-visibility, the crew will instruct passengers to turn off their devices during landing. The group also recommended that heavier devices should be safely stowed under seats or in overhead bins during takeoff and landing. The FAA is streamlining the approval of expanded PED use by giving airlines updated, clear guidance. This FAA tool will help airlines assess the risks of potential PED-induced avionics problems for their airplanes and specific operations. Airlines will evaluate avionics as well as changes to stowage rules and passenger announcements. Each airline will also need to revise manuals, checklists for crewmember training materials, carry-on baggage programs and passenger briefings before expanding use of PEDs. Each airline will determine how and when they will allow passengers broader use of PEDs. The FAA did not consider changing the regulations regarding the use of cell phones for voice communications during flight because the issue is under the jurisdiction of the Federal Communications Commission (FCC). The ARC did recommend that the FAA consult with the Federal Communications Commission (FCC) to review its current rules. Cell phones differ from most PEDs in that they are designed to send out signals strong enough to be received at great distances Top Things Passengers Should Know about Expanded Use of PEDs on Airplanes: 1. Make safety your first priority. 2. Changes to PED policies will not happen immediately and will vary by airline. Check with your airline to see if and when you can use your PED. 3. Current PED policies remain in effect until an airline completes a safety assessment, gets FAA approval, and changes its PED policy. 4. Cell phones may not be used for voice communications. 5. Devices must be used in airplane mode or with the cellular connection disabled. You may use the WiFi connection on your device if the plane has an installed WiFi system and the airline allows its use. You can also continue to use short-range Bluetooth accessories, like wireless keyboards. 6. Properly stow heavier devices under seats or in the overhead bins during takeoff and landing. These items could impede evacuation of an aircraft or may injure you or someone else in the event of turbulence or an accident. 7. During the safety briefing, put down electronic devices, books and newspapers and listen to the crewmembers instructions. 8. It only takes a few minutes to secure items according to the crews instructions during takeoff and landing. 9. In some instances of low visibility about one percent of flights some landing systems may not be proved PED tolerant, so you may be asked to turn off your device.
10. Always follow crew instructions and immediately turn off your device if asked. Current FAA regulations require an aircraft operator to determine that radio frequency interference from PEDs is not a flight safety risk before the operator authorizes them for use during certain phases of flight. Even PEDs that do not intentionally transmit signals can emit unintentional radio energy. This energy may affect aircraft safety because the signals can occur at the same frequencies used by the planes highly sensitive communications, navigation, flight control and electronic equipment. An airline must show it can prevent potential interference that could pose a safety hazard. The PED ARC report helps the FAA to guide airlines through determining that they can safely allow widespread use of PEDs. The PED ARC began work in January, at the request of Administrator Huerta, to determine if it is safe to allow more widespread use of electronic devices in todays aircraft. The group also reviewed the publics comments in response to an August 2012 FAA notice on current policy, guidance, and procedures that aircraft operators use when determining if passengers can use PEDs. The group did not consider the use of electronic devices for voice communications. A fact sheet on the report is available at http://www.faa.gov/news/fact_sheets/ The FAA is immediately giving airlines a clear path to safely expand PED use by passengers, and the Administrator will evaluate the rest of the ARCs longer-term recommendations and respond at a later date. A Portable Electronic Device is any piece of lightweight, electrically-powered equipment. These devices are typically consumer electronic devices capable of communications, data processing and/or utility. Examples range from handheld, lightweight electronic devices such as tablets, e-readers, and smartphones to small devices such as MP3 players and electronic toys. Seattle submitted the regional application on behalf of SPD/KCSO/WSP. If you want to start the preliminary work for procurement, you may, as long as we dont obligate the agency. Will this go out to bid? If this is a sole source, we have to go through that formal process and have it approved by Marine Exchange. Let me know. I strongly recommend that you send something up to the Captain, who can send to the AC, who can send to the DC. An explanation about what this project accomplishes, the tight timeline we are on, etc. This should help the DC feel comfortable when he gets a $500K+ contract on his desk next week for signature. He NEVER signs anything without a full understanding of the project and the details.

Please see the attached interagency agreement between Seattle PD and WSP for the purchase of a FLIR system and accessories/training through the FY09 Port Security Grant. I have been working closely with Lt. Nobach on this project, and SPD actually gave us the maximum amount we requested. All items must be received/installed prior to Jan 31, 2014 (Lt. Nobach has assured us this can be done). Upon Captain Wilburs email approval, I will forward to BFS for review and signature. Once signed by us, we should expect to see a fully executed contract within 2-3 weeks and a budget code assigned. We cannot authorize any procurements prior to that time, but we can probably begin the competitive bid process and make the award after the contract is received. Chris, Attached is a workbook with three budgets. The first is for $399,269 which would be the original amount (without match amount added in). The second is for the original amount (including match amount added in as a federal share = $547,687). The third is if there is additional funds remaining ($563,063). available. Regarding the equipment, the original request was for $543,120 including tax. With the match waived, there is only $407,340 available for the FLIR. Bob/Simon: We have been waiting several years for this grant to arrive. It is another FFY09 PSGP grant, but this one is sub-granted from Marine Exchange to Seattle PD. Seattle submitted the regional application on behalf of SPD/KCSO/WSP. Seattle finally received their match waiver request and determined which projects will still go forward at this late hour in the grant cycle. Lieutenant Nobach is confident that he can get the FLIR ordered through traditional competitive
bid prior to the grant end date of 1/31/14. That being said, this will need to be fully executed quickly in order for him to meet this deadline. There is no match required, and Melissa has already reviewed our budget in the past. Captain Wilburs approval is below. Please let me or Lt. Nobach know if you have any questions prior to routing for signature (or if the interagency agreement needs additional/different content in order for us to sign.) Thanks for your help, Arel

Bob, I may not have clarified well in the below highlighted statement, but we would not be receiving any contract for the SWAT or RDF equipment. It would be equipment purchased by SPD and given to us (which is why I recommended a hand receipt and some sort of asset tracking process). The 1/31/14 date would not apply as it would be SPDs responsibility to purchase any equipment and if they choose to then offer it to WSP or another agency after it is received, they can do that at any time. I just wanted you to be aware that there is a potential that equipment may be offered to us (and Captain Rethwill or the RDF commander can decide whether those items are needed I believe
they would be working directly with him and HSD would not naturally be a part of that process so we reminded them that you may need some paperwork as part of any equipment transfer). My understanding is that there was a regional wish list that was established in various working group meetings, and SPD then put together an overall application. I can ask for that overall application, but I believe it may encompass millions in projects. It is my understanding that it took so many years for SPD to finally get the grant awarded to them, that they are now trying to utilize all of the funding (which allowed them to sub-grant a larger amount for FLIR than expected). Since our section did not forward any final grant application to SPD, I am not sure how I can help you further to discern where the process may or may not have included the Deputy Chief. As you know, we keep very thorough files here and I believe that we were just piecing things together from the outside and we were not the initiators or submitters of the application to SPD. Regarding the SWAT equipment (highlight below); if there is a contract coming forward for that, I would need the following before we would move it forward form signature: 1. The Investment Justification form (Chris Steel from Seattle mentions it in one of his e-mails, so he has a copy). 2. Budget Worksheet - List of specific equipment with costs 3. Affirmation from Capt Rethwill that the equipment proposed is all still needed (it may have already been purchased with another fund source as 3 years have elapsed - Supplanting issue). 4. Affirmation from Capt Rethwill that if grant funding is provided, the equipment can be ordered AND received no later than January 31, 2014. If we move this forward, it would be my intent to point out to the Deputy Chief that the original grant proposal was not screened/approved by the Deputy Chief as required. Bob, Here is some background information for you to review. I was at PMD during this time, and so Lieutenant Nobach and I are looking for additional information from 2010 when this grant was first initiated by Lt. Atkins. I will forward you anything else we find in our search. Included in the attachments are the budget(s) and part of the initial application. In full disclosure, we were notified by Seattle PD that there may be some SWAT or RDF equipment being purchased by SPD and given to WSP under one of the Port Security grants, as well. I previously advised both teams that we would need to work with BFS on that for any hand receipting requirements, as well as tracking of the assets for future audits, etc. I do not think we ever submitted an actual application for that, but rather a consortium of KCSO/SPD/WSP tactical teams came up with equipment ideas and SPD submitted the request. I believe I had contacted Jeff Hugdahl on that shortly after I returned from PMD because we heard that we had been included on an equipment request, but did not have any information here about the grant. This grant has been in limbo for several years. I apologize for not understanding the potential unanticipated receipt impact. I anticipate that administrative oversight will spike biyearly with the exchange of cadets to the Academy and tapper off as indicated. The contract is stripped so I believe that the final should have language added to prevent mission creep that could lead to expectations. Jim, Please take a look at the attachments to double-check my work. The proposal includes 2 armed cadets at HCA. The largest difference between this and the L&I contract would be the elimination of OT availability to the cadets. The other increase is the supervisory oversight which amounts to
$36,000 per year which is roughly 41 hours per week of available supervisory time (sergeant, lieutenant, and captain) to commit to the HCA before overspending the budget. As the level of comfort providing these services will grow over time, odds are 41 hours per month would be enough to cover supervisory duties. Most months should come in well under 40 hours. At the onset of this contract more than 40 hours per month may be needed for the security assessment and getting the services set up. As time providing this service increases, I think those hours would taper off and 40 hours per month would be adequate. What are your thoughts? We are still working on the whole Windows 7 project. The Panasonics are pretty low on the priority list since there are only 11 of them in the entire agency. I discussed that commissioned staff still work Monday-Friday as per the contract (commissioned coverage) with weekends off and minimal nightshifts which is still a plus. At the end of the meeting I asked Kevin to take a few days, think about my proposal, modify it if he can find improvements on coverage and report back. We met this Monday and he said that it did make more sense to move to a 5-8 schedule and that it would help by not adjusting the cadets all of the time. I advised that he could make the change in December if it was more feasible with his staff (for planning purposes) however he said that all were ready to move earlier and that it would help some (Trooper Kessler child care) to change in November. Change is always a challenge however I believe overall things were positive. Jim

Captain, Reference our discussion concerning the L&I schedule I have moved forward with the following: Changed 4 of the 5 shifts to a 5-8 schedule from a 4-10 schedule. This will provide more coverage and alignment with the L&I contract. Maintained 1 weekend 4-10 schedule (cadet) that will allow for night ride details (both cadets will now be able to complete ride details with 50% less overtime). Advised Sergeant Bell that all shifts start and end at L&I, this is in alignment with the contract and other specialty positions not assigned to an FOB function. No overlap reference the vacation schedule. Sergeant Bell has talked to his staff and the new schedule will start on November 10, 2013. With the changing of schedules I estimate that approximately 30 40 OT hours will be saved monthly. I am confident that we are now providing L&I with the best coverage possible with the FTEs that are assigned. Having said this I still believe that the L&I contract is understaffed by one Trooper FTE and this will need to be covered with unavoidable overtime. Thank you for your support, Jim

For overtime: Cadets old schedule = 30 hours OT per month new schedule = 0 hours OT per month (ride time only). Savings = 30 hours Commissioned coverage = 50+ hours OT per month new schedule = 30 hours OT per month. Savings = 20 hours. Total estimated combined OT savings per month = 50 hours (does not factor sick leave or other unusual occurrences). The overtime is estimated savings based upon scheduling and demands to meet cadet ride time. The 30 hours of overtime per month will be unavoidable. The cadets previously were always assigned to a ride detail on OT during a day off. This has been realigned to on duty time and allowing for days off. Jim

Nice pictures just one question, why isn't the proper nomenclature displayed on our downlink image? This may seem "small" apparently to most since it is a constant problem however it portrays a professional organization. Additionally the "nomenclature" is a preflight item...

Greetings: WSP was kind enough to broadcast during their flights on 10/30/13 and 11/04/13 (today). They have been flying around Sumner and Olympia to the south, and Marysville to the north. I attached still images from a few of the flights to illustrate what we have received. Based on GPS data on the downlink video, I measured 30+ miles to the north and 53.7 miles to the south using an ArcGIS mapping tool. There is one problem that I did not anticipate. WSP Smokey 3 and Smokey 4 were in the air at the same time broadcasting on the same channel. Since our receiver site is a large omnidirectional system, it fought over which signal to take in. I watched one aircraft bank, which may have created a weaker signal, and then the signal from the second aircraft would appear. I created a short video clip of this occurring, but it is 12MB and I don't know if your email will allow it. I will send it separately.
Had both aircraft been in the air at the same time for an operation, we could have asked one of them to switch to a different channel since our site can receive two signals. We also may have asked one to encrypt their signal so they could remain on the same channel yet still separate the signals. Existing receiver sites use the Silhouette directional antennas and should not encounter this problem. There are trade-offs for the plug and play functionality of our system. If WSP has any missions to the east of Seattle, I am interested in evaluating coverage in east King County. Thank you very much for helping us evaluate our new receiver site. Good afternoon, ESD has received the replacement whips for the shark fin (disguise) antennas deployed throughout the state. Personnel who have the old flexible style whip can contact their local ESD technician to have the new rigid whip installed on their vehicle. Initial feedback has been positive that personnel are noticing improvements with this antenna so we want to ensure we get these out to all users as quickly as possible. This change applies to the disguise antennas only. Were still looking at replacements for the line vehicle 700 MHz (Front) antenna and will forward information once those are available. Your support is greatly appreciated.

The tabletop exercise will be held on November 12, 2013, 8am-12pm in the Columbia Room, Legislative Building. The tabletop exercise is a meeting to discuss a simulated emergency situation. Lt. Nobach: $563,063 will be yours to spend (option #3 on attached spreadsheet). I will try to get it expedited for signature, once it arrives. If you want to start the preliminary work for procurement, you may, as long as we dont obligate the agency. Will this go out to bid? If this is a sole source, we have to go through that formal process and have it approved by Marine Exchange. Let me know. I strongly recommend that you send something up to the Captain, who can send to the AC, who can send to the DC. An explanation about what this project accomplishes, the tight timeline we are on, etc. This should help the DC feel comfortable when he gets a $500K+ contract on his desk next week for signature. He NEVER signs anything without a full understanding of the project and the

Chris, Any update on the FY09 PSGP and the FLIR project? We will need a contract soon in order to begin the procurement process (we are not authorized to start anything until we have a signed contract in place) and receive the equipment prior to the end of the performance period.
