Building and Serving the City of New York The New York City Department of Design and Construction
New York City Department of Design and Construction (NYC DDC) handles some of the most exciting and dynamic architectural and infrastructure challenges in the world; providing complete building design and construction management services for a broad range of municipal agencies.
Coupled with these imperatives, the DDC also faces a range of divergent challenges. For example, within the connes of state law, which mandates a traditional, linear design-bid-build project delivery process. DDC was faced with a variety of limiting issues including a bidding process that failed to deliver the necessary expertise needed for specialized projects; cumbersome project management processes; quality control issues; a lack of uniform design standards for BIM projects, and more. Faced with these challenges, the DDC focused on setting in place solutions and strategies that have already and will continue to address the following key project goals: Continue to deliver quality services to the public through architectural, engineering and construction quality Compress project schedules Reduce time and cost in design and construction while maintaining quality Increase collaboration, increased coordination and clash detection Reduce rework and change orders Improve productivity from design through construction
Championing Design and Construction Excellence through the Power of Building Information Modeling and Innovative Programs
New York City Department of Design and Construction (NYC DDC) handles some of the most exciting and dynamic architectural and infrastructure challenges in the world; providing complete building design and construction management services for a broad range of municipal agencies. As the Citys primary capital construction project manager, the DDC designs and builds the public facilities (such as rehouses, libraries, police precincts, etc.) and street infrastructure on which the future of the most vibrant city in the world rest. To successfully manage this portfolio valued at over $6 billion, the DDC partners with other City agencies and emerging and world-renowned architects and consultants. The DDC also employs an array of programs, projects and innovative technologies such as building information modeling (BIM) to actively respond to the dynamic needs of the metropolis.
From Procurement to Project Delivery Tackling the Big Apples Design/Build Challenges
Preserving design and construction quality while improving and maintaining the citys infrastructure is a critical goal for the City of New York. But a fast-paced city waits for no one even in the face of economic uncertainty and budget cutbacks. In recent years the DDC has continued to see an annual increase in its overall portfolio, while projects got more complicated and schedules and budgets more demanding.

NYC DDC has established a strong reputation for delivering projects on schedule and within budget while providing New Yorkers with buildings and services that are socially responsible, progressively designed and environmentally sound. To continue to build on this reputation while tackling the evolving challenges described above, the DDC has employed an array of programs and projects that actively respond to the dynamic needs of the metropolis.

One program currently underway and already achieving signicant results is Mayor Michael R. Bloombergs Design and Construction Excellence (D+CE) program. Established almost 10 years ago, D+CE responds to the needs of the Citys communities with dynamic design and construction strategies that inspire some of the best architects and engineers in the world to work with the DDC. But its more than that as David Resnick, AIA, Deputy Commissioner, NYC DDC explains: The Design and Construction Excellence Program has seen the DDC proactively set in place structures and processes designed to ensure that the pressures of meeting budget and schedule do not compromise design quality. This effort to raise the bar on design and construction has been advanced through a number of strategies and technology deployments covering all phases of project development, said Resnick. D+CE was established with the goal of providing solutions to some of the Citys toughest design and construction challenges, and is underpinned by four interdependent and ever-evolving design and excellence strategies : 1) Preparation Strategies Focuses on quality-based assessment and comprehensive needs assessment. 2) Design Strategies Incorporate design liaisons into the team to manage quality, introduce peer and prebid constructability reviews, and use quality indicators to measure hoe the design aligns with goals. 3) Construction Strategies Develop detailed lists of units and materials required under contract in order to avoid shifting costs associated with change orders. Introduce pre-qualication of construction contractors. 4) Feedback Strategies Establishing consistent design standards, continued education and annual client reports.
New York Police Academy, Queens, NY. This consolidated training facility is a collaboration of New York City Department of Design and Construction and architects Will + Perkins and is currently LEED Silver targeted. The 730,000 foot interior and 200,000 foot exterior facility is one of the largest public campuses in the world and is scheduled for completion in 2013.

In order to ensure that only the best qualied rms are hired for their public projects, the DDC modied the design procurement process by eliminating fee competition and emphasizing qualications and expertise in selecting design consultants. The result? A pool of 28 rms selected according to a quality-based selection model who met DDCs design excellence criteria. These rms were now able bid more competitively on DDC projects, without being under-cut by lower-priced, less skilled rms. It also ensured the DDC had access to a group of select rms with the appropriate skill set and experience for the design services required.

The Information in BIM and the digitization of building data will improve and enhance buildings from design concept to operations and on to repurposing or demolition. The standardization of this data is important to our agency our clients, and the city of New York, as we begin to share more and more information across multiple agencies on multiple platforms and with our millions of citizens, explained, Say Abdur-Rahman. Working with each rm together with local BIM specialists, MicroDesk, the DDC set about developing BIM guidelines (known as the DDC BIM Guide) to provide precisely developed specications for use by architects and engineers and construction managers to assist them in preparation of contract documentation and standardized building information models. The DDC BIM Guide also provides guidelines for the consistent development and use of BIM across multiple building types and for a wide range of municipal agencies or organizations that may be interested in utilizing BIM for projects in New York City but do not have their own standards in place. This will ensure uniformity in the use of BIM for all New York City Public Buildings projects. The BIM guide considers the end-use of the model for multiple client agencies, allowing qualied and authorized client agency representatives to review the ways in which the BIM may facilitate their ongoing building operation and maintenance protocols, and tailor their agency requirements and standards to leverage the enhanced capabilities provided by BIM for building operations and management. In addition, the BIM guide will support client design standards in support of each agencys mission. The BIM Guide also enables the consistent use of BIM throughout the project workow making it easy for teams to assess and visualize higher quality building designs, and collaborate more effectively than would otherwise be possible with traditional and cumbersome paper-based blueprints. Through the use of BIM tools such as Revit and clear BIM guidelines, the DDC and its partners have accomplished a more coordinated set of documents with each required submission.
NY DDCs BIM guidelines are now a go-to resource for any-one doing work with the City of New York. Because they are agencyand design platform-agnostic they form a useful resource for anyone looking to implement BIM in the city. As BIM toolsets and uses continue to evolve, the DDC BIM Guide will continue to be reviewed and updated to reect advances in industry technology, methodology and trends, as deemed appropriate for municipal agency work in New York City.
The Future Extending the Power of BIM across the Bidding Cycle, in the Field, and more!
NYC DDCs commitment to design excellence means that each strategy leads to another, and all serve to inform the next. Working closely with its extended team as well as with industry specialists including Autodesk, DLT Solutions (Autodesks Master Government Reseller) and Microdesk, the DDC continues to leverage technology to deliver on its design excellence goals. Using tools such as Autodesk Building Design Suite Ultimate (which includes a comprehensive set of tools, such as Autodesk Navisworks, for design and construction in a single economical and out-of-the-box package), the DDC is planning on taking advantage of BIM workows to further achieve its goals. Several pilot projects are currently underway to upgrade to a digital review process, which will eliminate complex paper-based processes (a team of close to 50 NYC DDC professionals currently comment and capture design changes in traditional word processing documents and spreadsheets). Thanks to the power of digital design review tools, such as Autodesk Design Review, Navisworks, and Solibri, the DDC will be able to seamlessly share and review 3D models and multi-format data with all stakeholders resulting in improved collaboration, conict resolution, and planning all before construction or renovation begins.
With a well-coordinated design we anticipate zero change orders due to design errors, explained Say Abdur-Rahman.
The benets were even greater when transitioning into the construction phase with the transfer of BIM models from the design team to the construction manager for assistance in the virtual design and construction process. The construction managers use of BIM for scheduling, logistics, and coordination already have proven paramount, said Abdur-Rahman.
As the general contractors and trades begin to submit models for coordination along with their traditional shop drawings we anticipate an elimination of change orders due to scope, conict in the eld, and lack of coordination, all helping us to deliver projects on-time and on-budget. The DDCs decision to require BIM on its projects makes all this possible, said Abdur-Rahman.

Additional plans for the future deployment of BIM tools include: Sharing BIM with Construction Bidders Making BIM available to potential bidders so its easier for construction rms to develop more accurately bids. Archiving Data Moving from a traditional CD and paper-based offsite archiving model, NYC DDC hopes to create a more robust and accessible electronic data archive so that BIM les and native le formats can be quickly and accurately retrieved and referenced for future projects. Cloud-based solutions and other options are currently being evaluated. Extending the Power of BIM to the Field NYC DDC using applications such as Vela Systems is planning to make BIM models accessible to onsite teams via mobile applications, making it easier for teams to monitor and adjust build conditions against design conditions. Evolution of BIM Guidelines As NY DDC BIM strategy evolves to potentially include operations maintenance and facilities management, so will its guidelines.
