Charging & Remissions Policy

Introduction This policy outlines the charging and remission arrangements at Parklands Community Primary School. It covers the following: Charges for Breakfast Club; Nursery charges; Lettings to external companies/service providers; Charges for extra-curricular activities such as educational excursions and activities; Monitoring roles & responsibilities Breakfast Club Parklands breakfast club (JJs) offers affordable care for children from Parklands community. JJs has been managed by Parklands Primary Governing Body since September 2009. Breakfast club is registered with Ofsted (registration number 111238) and can cater for up to 45 children at any one session. There will be a minimum of two qualified staff at any time on duty and this ratio will increase according to number of children booked in any one session. Session times are as follows: Breakfast Club 8.00 8.50 a.m. Monday Friday (term time only)

Children must be booked in with Mrs Julie Boote, club supervisor, or via the school office. Charges for each session are as follows: Breakfast club 50p a morning per child

Included in the above charge is breakfast provision such as juice, cereal and toast. Bookings must be paid in advance or on the day. Parklands policy is no money no provision. Cash is accepted, no cheque payments allowed. Non payment of fees will be reported in the first instance to Mrs Ros Flanders, Headteacher, and the governing body.

PARKLANDS COMMUNITY PRIMARY SCHOOL All monies received by club staff will be handed to the school office every morning, and kept in the school safe. Banking of income will take place on a weekly basis by the office clerical assistant. This will be paid into the Out of School Club bank account with Yorkshire Bank. An ADI spreadsheet will be completed and a cheque transferring the income will be paid into the designated CWAC post office by the School Business Manager. The income will be transferred into the breakfast club cost centre suffix, 1024369. The charging rate for the breakfast is agreed at a rate affordable for all parents in Parklands community and in line with the local market. Nursery Parklands Nursery provides Early Years Foundation Stage provision to children when they reach the age of 3. Children can attend Nursery as soon as they are 3 years of age but must pay for any provision they receive before they reach their free entitlement. Parents can claim up to 15 hours free provision a week, the term after their childs third birthday. Parents can choose to take their childs 15 hours over full days if they wish. Parklands Nursery complies with flexible entitlement by offering additional provision as follows: Morning sessions x 2.5 hrs 9.00 11.30 am Lunchtime cover x 1 hr 11.30 12.30 pm Afternoon sessions x 2.5 hrs 12.30 3.00 pm Charges for the above are as follows: 2.5 hr sessions Lunchtime supervision 5.00 per session 3.00 per session

Parents can purchase a school meal at an additional cost of 2.10 per day. Alternatively they may provide their child with a packed lunch. All additional paid provision must be paid in advance or on the day. Parklands policy is no money no provision. Cash is accepted, no cheque payments allowed. A pre-numbered receipt will be given for any money received. The receipt book will be kept in accordance with CWAC financial regulations. Money is collected in by Nursery staff/admin staff on a daily basis. All monies received by Nursery will be handed over together with the receipt book to the school office, and kept in the school safe. Banking of income will take place on a weekly basis by the office clerical assistant. This will be paid into the School Fund account with Yorkshire Bank. An ADI spreadsheet will be completed and a cheque transferring the income will be paid into the designated CWAC post office by the School Business Manager. The income will be transferred into the Nursery cost centre suffix, 1024030.

PARKLANDS COMMUNITY PRIMARY SCHOOL If a child is absent due to sickness or holiday, if parents have paid for additional sessions on top of their 15 hr free entitlement, this is non refundable. Additional paid sessions will not be offered if they have a detrimental effect on children accessing their free entitlement. Free entitlement takes priority at all times. Parklands Nursery will ensure EYFS is delivered in accordance with the Statutory Framework and Practice Guidance for the EYFS for all free and paid provision at all times. The charging rate for the delivery of EYFS additional hours over and above the free entitlement of 15 hours will be agreed at a rate affordable for all parents in Parklands community and in line with the local market. Lettings to external companies/service providers The school is not currently let outside of normal school hours for any activities organised by external companies or providers. We acknowledge section 42 of the Education Act 1986 that the use of the school premises at all times other than during the school day is under the control of the Governing Body of this school in consultation with Eric Wright Facilities Management. We would consider letting the school premises to groups or individuals in the community for: educational use that will benefit the school; social or community use; commercial or private use We would not consider any letting to any group that promotes or supports racism, sexism, ageism, homophobia or any other type of discriminatory behaviour or whose presence would otherwise be incompatible with the schools ethos and policies. If an approach was made for a letting arrangement with an external company, this would be considered by the Resources Committee who would consider viability of the letting arrangements, profitability and additional overheads involved.

Charges for school excursions/events Where a member of staff is considering an educational excursion or activity, the costs involved are calculated and divided by the number of children participating. A subsidy contribution is made to reduce the total cost of the activity/event. The subsidy contribution would usually be made from school fund or from a donation made by an external company or organisation. A clear audit trail is maintained by the School Business Manager to monitor expenditure from school fund or donations from external agencies.

This reduces the contribution the school requests from parents/carers to support the activity/event. Educational trips/activities are evaluated on an individual basis to ensure that the costs involved offer best value and impact on academic, personal or social development. Monitoring roles & responsibilities Day to day management of the procedures outlined in this policy are the responsibility of the School Business Manager in conjunction with the Headteacher, reporting to the Resources Committee of the Governing Body at least termly. This policy is to be reviewed on an annual basis by the School Business Manager in conjunction with the Headteacher.
