LEGACIES OF THE PEOPLE POWER REVOLUTION AND ITS ECONOMIC IMPACT TO THE NATIONAL BUDGET RATIONALE After almost three (3) decades since the 1986 EDSA People Power Revolution inspired the world for attaining reforms in the government through peaceful and concerted mass actions, our countrys biggest challenge is how to convert our gains (democracy and freedom) to the growth of the national economy and alleviation of the poor. GOALS AND OBJECTIVES To recall the circumstances that led to the successful staging of People Power I; To determine, assess and analyze the reforms that were instituted to address both political and economic problems of Cory Aquinos regime after Ferdinand Marcos institutionalization of Martial Law; To present, compare and contrast the 1988 national budget of Cory Aquinos administration and the 201 3-2014 national budget of Noynoy Aquino with regard to the allocation of social services, economic services, general services, defense, and debt interest payments; To critique which budget is more ideal in terms of providing services to the people To identify the top five (5) priorities (programs or actual projects) in the national budget and explain why they should be given such an amount or appropriation; To create and propose a national budget while showing allocations both in table and graphic (pie graph) presentations ROLE Each group is a member of the Cabinet of the President tasked to prepare the national budget for the Fiscal Year 2015-2016 AUDIENCE All members of the class will double as members of the Congress ready to approve/disapprove the proposal SITUATION Each group must submit for consideration of the President (i.e. subject teacher) the groups 2015-2016 proposed budget PRODUCT PERFORMANCE A. Research Process/Data to be Gathered (all research materials are to be placed in a long brown envelope) Important social, economic and political events that led to the 1986 EDSA I Revolution Problems and Program highlights of the Cory Aquino Administration Important data or information about the 1988 budget of President Cory Aquino and the 2013 budget of President Noynoy Aquino Data/information on the Philippine expenditure program by sector during the fiscal years 1988 and 2013 (See Table 21.2, page 218 as an example) Presentation of Data Summarize in data tables or pie charts the Philippine expenditure program by sector during the fiscal years 1988 and 2013 Compare and contrast the two budgets in Philippine currency, noting their similarities and differences, and the budgets strengths and weaknesses on the following items: 1. Social Services (education and health) 2. Economic Services (agriculture and natural resources, power and energy, transportation) 3. General Services 4. Defense 5. Debt interest payments Draft a group budget proposal for the fiscal year 2015-2016 basing from the 2013-2014 national budget presented in both table form and pie graph form
