Ken L answered 5 years ago My vote: Speak best: Malays. Best Pronunciation: Malays. Most enjoyable to speak with: Filipinos. Most musical sounding: Indians. Most pride in their English: Indians. Most fluent speakers (%): Malaysia, followed by Philippines, followed by India. Most used in universities: India. Most creatively used: India. More Filipinos speak English than Indians. Indian numbers are 8-20% of the population speaks it semi-fluently. 50-60% speak fluent English in the Philippines. Malaysia could be upwards of 70%- including most people in the cities. Indians also have created their own version of English that is a combination of the old British English that they were left with and Hindi. The following example would be something parallel to the words of a "fluent" Indian speaker who learned English in school, not in the home: (using their words and story, but formulated by me, and thus not authentic) "His cousin-brother who used to be a lorry driver, only, has the good name of Ravi, itself. He didn't like his life of shifting goods from godown to dhaba, and he didn't like the dacoits and rowdies who called bandhas, causing him hardship. So, he decided, only, to study electrical engineering, itself, and try to gain admission to an MNC and get his H1B for America, simply." As for pronunciation, it depends upon your ear. As an American, I find the Indian accent to be the strongest and at times harshest (which is bad?). Then again, it really matters if you are dealing with South Indians or North Indians, and those who speak it as their mother tongue and those who learned it as a second language. A lovely native speaking girl from Bombay can create a musical version of English which is music to my ears. Whereas many who learned English only in school speak something that is nearly unintelligible to me- they tell me that they are speaking the Queen's English and they assume I don't speak English because we can't understand each other. :) Maybe, due to familiarity with Spanish sounds, I find the Filipino version of English to be soft and easy on my ears. Malaysian is the least distinctive of the three. It is the only one that I wouldn't quickly identify. So, if the question is where to learn to learn English cheaply, I'd say go to India and hang-out with the international backpackers. If the question is who to hire to answer phones for you, or where to start an outsourcing call center, I'd lean to the Philippines or Malaysia. If the question is who to do business with in English, I'd refer you to the Malays. Filipinos, I might add, are more Western than Indians in many waysthus they are often more predictable in thought and action to the Western mind. Often I understand every word of an Indian, but I just don't get their thought pattern. That never happens in Malaysia or the Philippines. Enough generalizations for you? So no pain when you learn that the Srilankans, Malaysians, Philippinos speak better English than several Indians, percent wise.Even Indians are slowly lagging in writing correct English.
