I. History of NSTP EARLY YEARS The Spanish Years During the Spanish colonial years, there was a training course, similar to what is presently known as ROTC, at the University of Sto. Tomas. Modern ROTC Begins To most contemporary writers, however, real ROTC in this country did not start until 1912, when military instruction was conducted at the University of the Philippines. ROTC in World War II Records show that the products of ROTC were called the colors in 1942 and, during the occupation, proved their worth on the battlefield. Post-war Training Executive Order No. 59made mandatory for all colleges and universitiesthe inclusion of the ROTC Course in their respective curricula POST MARCOS ERA The CMT Years Citizen Military Training replaces ROTC. Sec. 2 DECLARATION OF POLICY It is hereby affirmed the prime duty of the government to serve and protect its citizens. In turn, it shall be the responsibility of all citizens to defend the security of the State and in fulfilment thereof, the government may require each citizen to render personal, military or civil service.

Sec. 2 DECLARATION OF POLICY Recognizing the youths vital role in nation-building, the State shall: Promote civic consciousness among the youth Develop their physical, moral, spiritual; intellectual and social well-being; Inculcate in the youth patriotism, nationalism, hand; and Advance their involvement in public and civic affairs. Sec. 2 DECLARATION OF POLICY In pursuit of these goals, the youth, the most valuable resource of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation.
