GRAND OPENING
HUNTINGTON BEACH If you are interested in
a challenging and rewarding job this summer, the City
of Huntington Beach is planning to hire at least 30 re-
sponsible men and women to provide first line protec-
tion for the Citys beaches. The Huntington Beach
Marine Safety Division will be holding tryouts for new
ocean lifeguards on Sunday, March 9th at 8:00 a.m.
The performance exam will be held at Lifeguard Head-
quarters, 103 Pacific Coast Highway, one block south
of the Huntington Beach Municipal Pier. The starting
pay is $15.92 per hour (plus 5% for EMT certification
and 5% for passing bilingual examination). All appli-
cants must be 17 years of age by June 1, 2014.
The performance exam consists of 3 physical
events: a 1000-yard ocean swim, a 500-yard ocean
swim and a 1,500-yard run-swim-run. All events are
conducted in prevailing conditions around and
through the Huntington Beach Pier.
Applicants must satisfactorily com-
plete all performance exam events to
be eligible for further consideration.
The top qualified candidates will be
invited to on oral interview on the af-
ternoon or evening of Sunday, March
9, 2014. Based on the combined results of the per-
formance exam and the oral interview, the top quali-
fied candidates will be invited into the Lifeguard
Training Academy. The Academy will be held on
April 12, 13, 19, 20, 26, 27 and May 3, 4, 10, 11, 17,
18, 2014. Candidates will be compensated during
training at the pay rate of $15.92 per hour.

recently came to the conclusion: God may
have created man before woman, but there
is always a rough draft before the mas-
terpiece.

closest friends tend to be very honest
with you. Take for example a dinner date I
had recently with a lady friend...CRE-
ATION: I sat down to diner recently and said... ' I

n Presidents Day, the His-
toric Newland House Mu-
seum in Huntington Beach
had It's First Annual Open House
where people got to hear President
Lincoln give The Gettysburg Ad-
dress from the front balcony. Over
185 happy visitors of all ages
loved his words of wisdom. He
was followed by Historian Craig
MacDonald, who spoke about how
President Lincoln and Jessie Ben-
ton Fremont helped save
Yosemite.The Newland House
also was open for people to tour
and there was a book fair in the
courtyard with historians Craig
MacDonald and Douglas Westfall.
Delicious food was served. Among
those attending were HB Mayor
Matthew Harper, and his wife,
Elizabeth. Also on hand were City
Council Member Joe Carchio, HB
Planning Commission Chairman
Erik Peterson and former HB
Mayor Pam Houchen as well as
Gibbs Park Restoration Coordina-
tor Leslie Gilson, Lions' Club
member, Lee Love, HB residents
Brad and Brandon Shefmire, Costa
Mesa Historical Society Vice Pres-
ident Terry Shaw with his wife,
Marilyn, 2016 Presidential Candi-
date Willie Carter and his associ-
ate, Dr. E. Earl Scott. Everyone
had a great time at the HB Histor-
ical Society event. If you haven't
been to the Newland House Mu-
seum, I recommend you visit HB's
oldest residence from 12-4, the
first and third weekends of the
month at 19820 Beach Boulevard.

Checkpoint
Results
T
he Huntington Beach Police De-
partment conducted a multi-lo-
cation Sobriety and Drivers
License checkpoint on Saturday, Feb-
ruary, 2014, from 7:45 p.m. to 2:30
a.m. Two checkpoints were set up on
arterial roadways and one on a second-
ary roadway. Checkpoints are placed
in locations that have the greatest op-
portunity for achieving drunk and
drugged driving deterrence and pro-
vide the greatest safety for officers and
the public. Sobriety/Drivers License
checkpoints help lower DUI-related
deaths and injuries. A major compo-
nent of these checkpoints is the deter-
rent effect it has on those who might
drive drunk and/or drug impaired, un-
licensed, or with a suspended/revoked
license. Checkpoints help to bring
more awareness to motorists and en-
courage everyone to use sober desig-
nated drivers. According to the
National Highway Traffic Safety Ad-
ministration (NHTSA), checkpoints
have provided the most effective doc-
umented results of any of the DUI en-
forcement strategies.
Here are some of the statistics from
Saturdays checkpoint:
711 Vehicles through the checkpoint
700 Vehicles screened for DUI and
drivers license
8 Standardized Field Sobriety Tests
administered
1 DUI- Alcohol impaired suspect ar-
rested
1 DUI- Alcohol and medication im-
paired, suspect arrested
1 Warrant arrest for previous DUI
9 Citations for driving while unli-
censed
1 Citation for driving on a sus-
pended license
0 Vehicles impounded
7 Citations for various Vehicle Code
violations
In our ongoing commitment to low-
ering deaths and injuries upon our
streets and highways, the Huntington
Beach Police Department will be con-
ducting another Sobriety/Drivers Li-
cense Checkpoint on April 11, 2014.
Funding for this checkpoint is pro-
vided to the Huntington Beach Police
Department by a grant from the Cali-
fornia Office of Traffic Safety, through
the National Highway Traffic Safety
Administration, reminding everyone to
continue to work together to bring an
end to these tragedies. Report Drunk

n this election year, the Huntington
Beach City Attorneys office
would like to remind current council
persons or planning commissioners
about general guidelines on several
legal issues related running their
campaigns.
The use of city resources like en-
velopes, postage, email, city staff
time, and/or televised council or
commission meetings for political
purposes is strictly prohibited.
In addition, any campaign contri-
bution that exceeds $250 disqualifies
the planning commissioner from par-
ticipating in/voting on any project the
donor may have before the planning
commission for 12 months from re-
ceipt of the campaign contribution.
Lastly, statements or actions as a
current candidate, or elected or ap-
pointed official, whether successfully
elected or appointed in the future, re-
garding future projects can create an
argument that the candidate could be
biased toward the project and as such
must recuse themselves from the
project.
Those seeking an elected or ap-
pointed position are encouraged to
attend the AB 1234 Ethics Training
scheduled on March 26 for 6 p.m. to
8 p.m. in the City Council Chambers
at City Hall. If you have any ques-

Beach they're some changes could change all that...possibly even eliminate the Change...
Next time you pull in off of PCH...you'll notice some new signs that explain how you Smart
Phone is you new best friend.
You can download the Passport Parking app, log a parking spot number, input the amount of
time you plan to spend at the beach, then use a credit card to pay.
Previously, visitors were forced to shell out $15 Cash for a full day, even though you were only
perhaps staying only a few hours.
The new system is in place and ready to be used."Most people who are coming to Huntington
maybe want to come in for an hour or two, come have lunch, enjoy the beach trail for an hour,
and $15 is a little steep, so this gives you an option," said California State Parks Officer Danielle
Snyder. "You get two hours for $5.50 and each additional hour is $2."
About a year ago

started offering
hourly parking at spe-
cific locations, includ-
ing San Clemente's
Calafia Beach and
Trestles. for example.
It has been re-
ported...more visitors
-- nearly 13 percent
more -- came to the
beach, increasing rev-
enue by about 9 per-
cent.

home:
The City of Huntington Beach was given a booth space
at the Australian Open of Surfing in our Sister City of
Manly, Australia. The event was held February 8-17,
2014.
Local Residents Chris Cole, Tristin Cole and Don
MacAllister volunteered to make the trip down under and
represent Huntington Beach.
Approximately 175,000 people attended the event with
more than 200 visitors directly to the booth. By far it was
the most photographed booth in the event.
The booth was used to promoted Surf City USA as a
surfing destination and highlighted our Sister City rela-
tionship.
Special thanks to IMG for their donation of the booth
space and Visit Huntington Beach for the furnishings.

two things
all Ameri-
cans can agree
on: We love our Olympic athletes and we hate
taxes. That means we can all agree on exempting
Olympic athletes from paying taxes on their
Olympic winnings, right? Well, maybe
not.
The first thing you should know is
that Olympic gold medals are a mis-
nomer. Although the medals weigh
531 grams, there are only six grams
of actual gold in each medal. The
balance is silver. At todays street
value for both metals, a gold medal is
worth approximately $550. That
amount is considered taxable income to
medal winners.
In addition, the U.S. Olympic Commit-
tee (USOC) pays a bonus for each medal
won, $25,000 for gold, $15,000 for silver and
$10,000 for bronze. We arent talking about a lot
of money per athlete, although for multiple medal
winners think Michael Phelps, winner of 18 gold
medals and a record 22 medals overall the money
can add up. The U.S. finished second in medals
overall in Sochi and as a result the USOC will pay
out $450,000 in bonuses.
With more events and more athletes, the medal
count for the summer games is much higher. The
USOC paid $1.48 mil-
lion for the medal haul
at the London Olympics
in 2012. Although the
tax on medal earnings
may be significant to
individual ath-
letes, it hardly
makes a dent
in our multi-
trillion-dol-
lar debt.
O t h e r
countries
are much
more gen-
erous to
their medal-
winning ath-
letes. For
example, at the
Sochi Winter Games
Italy offered $191,000 for
gold, Latvia $192,000 and Kaza-
khstan topped all countries with a bonus offer of
$250,000. For the record, none of those countries
had to fork over any bonus money for gold.
Every time the Olympics roll around, someone
in Congress introduces a bill to exempt our athletes
from paying taxes on the value of their medals and
bonuses. This year it was Senators Johnny Isakson
(R-GA) and John Thune (R-SD). In a rare show of
bipartisanship, President Obama voiced support for
the measure. But not all lawmakers or their con-
stituents are on board with the idea. Those op-
posed point to the fact we tax other prize winners,
including Nobel, Pulitzer, and, for that matter, lot-
tery and Publishers Clearing House, to name a few.
Why muddle up the tax code even further with an-
other exemption, they ask.
Although the athletes arent tax exempt, the
USOC is. According to published financial docu-
ments, the Committee generated $353 million in
revenue in 2012. And while most Olympic athletes
struggle to survive, the same cant be said for
USOC employees. In 2012, eighty-three USOC
executives were paid at least $100,000 and fourteen
of those executives took home more than a quarter
of a million dollars each. CEO Scott Blackmun
earned $965,000.
Their income is taxable. Should the same be true
of Olympic medal winners?

I
am so proud of our entire Fi-
nance Department, said City
Manager Fred Wilson. Our
staff has the best interest of our resi-
dents in mind and this award solidifies
our creative programs and our commit-
ment to the taxpayers of Huntington
Beach.
Under the direction of Finance Direc-
tor, Lori Ann Farrell, the Department
presented its multi-pronged approach
to significantly reduce the Citys retire-
ment and Other Post Employment Ben-
efit (OPEB) unfunded
liabilities over the next
10 years to improve
long-term financial
sustainability. The
plans were incor-
porated into the
FY 2013/14 Pro-
posed Budget,
and were approved
by the City Council
for the Adopted Budget
effective October 1, 2013.
The new plans launched a multi-year
effort to pay down the Citys pension
and retiree medical liabilities while si-
multaneously saving taxpayers over
$16.6 million over the next 15 to 25
years. The Finance Department created
a unique three-pronged approach to re-
duce or eliminate the unfunded liabili-
ties for retiree benefits plans including
the: 1) California Public Employees
Retirement (CalPERS) Pension Plan;
2) Retiree Medical Plan; and, 3) Sup-
plemental Pension Plan.
To make these technical plans under-
standable, the three plans were given
unique, easy-to-understand titles to
allow for greater ease and marketability
to all stakeholders including elected of-
ficials, management, employees and
residents. The One Equals Five Plan,
the 25 to 10 Plan, and the 16 to 10
Plan, respectively, reduce the un-
funded liabilities for the Citys retiree
benefit plans over the next decade. At
the center of each plan is the expedited
pre-payment of the Citys unfunded li-
abilities through additional
contributions and signifi-
cant reductions in the
plans amortization
periods. This
unique strategy re-
sults in the com-
plete elimination
of the unfunded li-
abilities for the
Citys OPEB and Sup-
plemental Pension Plans
in 10 years; and, a significant
decline in the CalPERS unfunded lia-
bility as well.

Valentines Day in civil cer-
emonies performed by Clerk-
Recorder Hugh Nguyen and his
Deputy Clerks at the Orange County
Clerk-Recorder Departments three
marriage locations breaking the
long standing Valentines Day
record of 173 couples wed in 1997.
Ceremony rooms were available
at the Old County Courthouse in
Santa Ana and at the departments
branch offices in Fullerton and Laguna Hills. This year, Clerk-Recorder Hugh Nguyen ex-
tended operating hours for all three marriage locations in an effort to accommodate the an-
ticipated high demand.
With Valentines Day falling on a Friday and before a holiday weekend, we knew de-
mand was going to sky rocket, said Clerk-Recorder Nguyen. We were ready to provide
our customers with excellent customer service and a memorable day regardless of how
busy we were.
Valentines Day continues to be the most popular day of the year for civil marriage cer-
emonies. The all- time record for marriage ceremonies was set on Dec. 12, 2012 (12/12/12),
when 283 couples took the plunge hoping to start their marriages on a lucky date.
In addition to marrying 266 couples, the Clerk-Recorder Department also issued 310
marriage licenses. Last year, the department issued 224 marriage licenses on Valentines
Day.
The highlight of the day came when Harlem Globetrotters superstars Wun Versher and
Thunder Law visited the Old County Courthouse and handed out red roses to welcome
couples looking to tie the knot. The superstars took photos with couples and even served
as witnesses in one ceremony.
It was an honor to have such special guests, said Clerk-Recorder Nguyen. I would
like to thank the Harlem Globetrotters for making this day unique and memorable for the
couples who were present during their visit.I would also like to thank my staff for providing
great service and assistance to our many customers on this busy day.
The Orange County Clerk-Recorder provides a variety of public services, including
recording documents relating to real property transactions; maintaining and issuing copies
of birth, death and marriage certificates; issuing marriage licenses and performing civil
marriage ceremonies. The department also oversees the Orange County Archives.

Monopoly - I Did Not Know This!
(You'll never look at the game the same way
again)

tarting in 1941, an increasing number of
British Airmen found themselves as the in-
voluntary guests of the Third Reich, and the
Crown was casting about for ways and means to
facilitate their escape...
Now obviously, one of the most helpful aids to
that end is a useful and accurate map, one show-
ing not only where stuff was, but also showing
the locations of 'safe houses' where a POW on-
the-lam could go for food and shelter.
Paper maps had some real drawbacks -- they
make a lot of noise when you open and fold them,
they wear out rapidly, and if they get wet, they
turn into mush.
Someone in MI-5 (similar to America's OSS )
got the idea of printing escape maps on silk. It's
durable, can be scrunched-up into tiny wads, and
unfolded as many times as needed, and makes no
noise whatsoever.
At that time, there was only one manufacturer
in Great Britain that had perfected the technology
of printing on silk, and that was John Wadding-
ton, Ltd. When approached by the government,
the firm was only too happy to do its bit for the
war effort.
By pure coincidence, Waddington was also the
U.K. Licensee for the popular American board
game, Monopoly. As it happened, 'games and
pastimes' was a category of item qualified for in-
sertion into 'CARE packages', dispatched by the
International Red Cross to prisoners of war.
Under the strictest of secrecy, in a securely
guarded and inaccessible old workshop on the
grounds of Waddington's, a group of sworn-to-
secrecy employees began mass-producing escape
maps, keyed to each region of Germany or Italy
where Allied POW camps were regional system).
When processed, these maps could be folded into
such tiny dots that they would actually fit inside
a Monopoly playing piece.
As long as they were at it, the clever workmen
at Waddington's also managed to add:
1. A playing token, containing a small mag-
netic compass
2. A two-part metal file that could easily be
screwed together
3. Useful amounts of genuine high-denomina-
tion German, Italian,
and French currency,
hidden within the piles
of Monopoly money!
British and American
air crews were advised,
before taking off on
their first mission, how
to identify a 'rigged'
Monopoly set -- by
means of a tiny red dot,
one cleverly rigged to
look like an ordinary
printing glitch, located
in the corner of the Free
Parking square.
Of the estimated
35,000 Allied POWS
who successfully es-
caped, an estimated
one-third were aided in
their flight by the rigged Monopoly sets.
Everyone who did so was sworn to secrecy in-
definitely, since the British Government might
want to use this highly successful ruse in still an-
other, future war.
The story wasn't declassified until 2007, when
the surviving craftsmen from Waddington's, as
well as the firm itself, were finally honored in
a public ceremony.
It's always nice when you can play that 'Get Out
of Jail' Free' card!
I realize most of you are (probably) too young
to have any personal connection to WWII (Dec.
'41 to Aug. '45), but this is still interesting.

on record last year,
and as drought condi-
tions continue, re-
gions throughout the
state will be severely
impacted. Following
Governor Browns
State of Emergency
drought declaration last month, he has been working with
lawmakers regarding emergency drought legislation. Con-
currently, legislators are still working on long-term solu-
tions, such as the 2014 Water Bond, to address Californias
aging water infrastructure and dwindling water supplies.
Water is essential to the 3 million people who reside in
34 cities in Orange County, the 39th largest economy in
the world. I strongly encourage Orange County residents
to involve themselves in serious water discussions that are
now taking place to ensure our region gets its fair share of
funding for its projects. The following are just a few of
the many proposals that may be able to help Orange
County create new water sources and protect what we cur-
rently have.
The Governors Emergency Drought Legislation pro-
poses to provide $687.4 million to support drought relief,
including money for housing and food for workers directly
impacted by the drought, bond funds for projects to help
local communities more efficiently capture and manage
water and funding for securing emergency drinking water
supplies for drought-impacted communities. In addition,
it would increase funding for state and local conservation
corps to assist communities with efficiency upgrades and
reduce fire fuels in fire risk areas, and includes $1 million
for the Save Our Water public awareness campaign
which will enhance its mission to inform Californians
about what they can do to conserve water.
Another proposal to provide relief to Californias water
problems is the looming 2014 Water Bond. In November
2009, the legislature passed and the governor signed SBX7
2 (Cogdill). SBX7 2 was originally set to be placed on the
November 2010 ballot as an $11.14 billion general obli-
gation bond to fund various water programs and projects.
However, the general sentiment among legislators in 2010
was that the bond was too expensive for the voters to ac-
cept during a recession, so the legislature moved the bond
to the November 2012 ballot. In 2012, for chiefly the same
reasons, the Legislature moved the bond to the November
2014 ballot.
In 2013, members of both houses of the legislature
looked again at the existing bond to eliminate pork and
more narrowly focus on Californias most pressing water
needs. There are four active proposals currently being con-
sidered in the legislature to repeal and replace or amend
the current bond: AB 1331: Clean and Safe Drinking Water
Act of 2014; SB 848: Safe Drinking Water, Water Quality
& Water Supply Act of 2014;
SB 927: Safe, Clean, and Re-
liable Drinking Water Supply
Act of 2014; and AB 1445:
California Water Infra-
structure Act of 2014. All have
different funding amounts and mechanisms to support
projects in Orange County including water recycling, stor-
age and stormwater capture. It is important that our policy
makers hear directly from us on what we would like to see
enacted into law.
It is uncertain how long the current drought will last.
However, we do know that California experiences
droughts approximately three out of every ten years.
Knowing this, Orange County water agencies have made
very wise investments, keeping our region out of immedi-
ate danger of water supply interruptions. We must continue
to implement more water efficiency measures. Using water
wisely must become a life-long commitment for our resi-
dents and businesses. Governor Brown has called upon
Californians to reduce water use by 20 percent and Orange
County water providers are asking that all residents and
businesses make simple changes to reduce their daily
water use. The Orange County community has been a stel-
lar example of how water efficiency can make a significant
difference. Even though our population has grown the last
decade, our local water consumption has not increased at
the same pace because of our conservation efforts.
Congratulations to those of you doing your part. We ask
that you look a little closer at what more can be done and
participate in many of the rebates that are being offered to
retrofit homes and businesses. For those who have not
made any changes, it is not too late. We are counting on
you to become water wise. Even the simplest changes can
make a huge impact on our water supplies. For more in-

I thought Japans
2011 Fukushima nu-
clear plant meltdown
would have sealed nuclear powers fate, but I keep hearing
otherwise. Can you enlighten?

The 2011 Fukushima nuclear disaster did cause many
nations to reconsider their nuclear committments, though
many European countriesSwitzerland, Belgium, Aus-
tria, Germany, Italy, Spain and Swedenhad already
begun phasing out nuclear power decades earlier. After
Fukushima, Germany, Belgium and Switzerland all
moved to decommission their nuclear facilities altogether
by 2022, 2025 and 2034 respectively.
Japans nuclear program, which provided 30 percent of
the countrys electricity needs before the March 2011 dis-
aster, is now essentially non-operational due to public
safety concerns. Furthermore, Japan announced in No-
vember 2013 that, due to the shuttering of Fukushima and
other nuclear facilities, it was backpedaling its on prior
commitments to cut greenhouse gas emissions 25 percent
from 1990 levels.
Here in the U.S., Fukushima has not had any major ef-
fect on our nuclear industry. No nuclear plants have been
closed, license extensions for existing facilities continue
to proceed, and the federal Nuclear Regulatory Commis-
sion (NRC) has even greenlighted construction
of two new reactors at a nuclear power plant
in Georgia. But public concerns over the safety
of nuclear power and what to do with spent
fuel indicate that nukes will likely become a
smaller and smaller slice of the U.S. energy pie
moving forward.
Elsewhere, however, many countries are
looking to nuclear power as a way to increase
energy production without adding to green-
house gas emissions. Casey Research reports
that developing countries are increasingly re-
lying on it to supplement coal and other fossil
fuels. The International Energy Agency pre-
dicts global electricity demand will grow 70
percent by 2035, with the majority of the in-
crease coming from developing countries
China and India combined will account for
half of the projected growth.
Serious pollution problems mean that those
developing countries cannot produce all that
electricity by burning coal, says Amir Adnani,
CEO of Uranium Energy Corporation, a ura-
nium mining company. The plans to develop
nuclear power in China and other countries are very much
driven by a set of realities that is very different and very
acute. People are dying every year in China, literally chok-
ing to death, because of all the toxins that are being put
into the environment by burning coal.
China now has 17 nuclear plants in operation and an-
other 29 underway. India has 20 plants running and seven
more being built. And the Russian Federation operates 33
and has another 11 in the works. So while it might be pre-
mature to call it a nuclear renaissance, much of the
world doesnt seem too worried about what happened at
Fukushima. Indeed, nuclear power looks like it could be
around for a long time.
According to MITs Center for Energy and Environ-
mental Policy Research, the real impact of Fukushima has
been to remind us all to take safety much more seriously:
While the international nuclear industry appears so far to
have dodged being hit square in the head by a bullet from
Fukushima, it should not expect that it will get another
chance if there is another serious nuclear accident any-
where in the world.

"T
he wine world is a big, fabulously di-
verse place, and arguably the greatest
pleasure that oenophilia offers is the
pleasure of discovery - of finding new grapes, re-
gions, and wines."
These words appear in The Wine Savant, a new
book from Michael Steinberger, the former wine writer
for Slate and a current columnist for Men's Journal.
He's right. The pleasure of discovery is what drives
wine enthusiasts. Those of us who obsess over wine aren't
just looking for something tasty; we're looking for an ex-
perience.
This concept is firmly taking
root in America's wine culture.
And it belies the notion that Amer-
icans are intimidated by wine.
Books with titles like "Wine For
Dummies" and "Great Wine Made
Simple" line bookstore shelves.
The media perpetuates this as-
sumption, eagerly reporting on
every study that "proves"
oenophiles are full of baloney.
But the numbers tell a different
story. New data from the Wine
Market Council, an independent,
nonprofit trade group, show that
Americans are increasingly com-
fortable with wine. And we're
thirstier than ever before.
Last year, the nation consumed
297 million cases of wine, a 27-
percent increase from just ten
years ago. From the upscale wine
bar to their local 7-11, consumers
can now purchase wine from more
than 522,000 different outlets.
Across consumer goods with more than $1 billion in an-
nual sales, only wine, coffee, and snacks have experi-
enced consistent growth over each of last five years, in
both dollars and volume.
For more evidence of America's wine confidence, look
no further than your closest grocery store. Thirty years
ago, the local market sold little more than jug wine like
Gallo's Hearty Burgundy
-- if wine was even
stocked. Today, the aver-
age upscale supermarket
carries 1,500 wine selec-
tions or more. The num-
ber of breakfast cereals
pales in comparison.
Specialty wine shops
also illustrate how the
wine market is changing.
Across the country, bou-
tique retailers are filling
their shelves with inter-
esting, small-production
wines -- and helping con-
sumers learn. More and
more wine bars are also
sprouting up, providing
opportunities for people
to explore.
High-end restaurants
have responded to the na-
tion's self-confident wine
culture by changing their
approach entirely.
Whereas sommeliers
were once glorified sales agents who intimidated guests
by pushing expensive,
predictable wines, today's
sommeliers are wine ed-
ucators, eager to share
their passion and palates.
This list could go on.
The nation has clearly
embraced wine.
The United States is
still a nation of beer
drinkers, of course. Of every dollar spent on alcohol,
$0.49 goes toward beer. But wine is catching up. In 2002,
six in ten alcoholic beverages consumed were beers.
Today, it's one in two. Unsurprisingly, a recent Gallup
survey found that Americans are equally divided between
beer and wine when asked which they drink most often.
Even though Baby Boomers spend the most money on
wine, millennials are driving the market. This generation
of consumers -- those between 20 and 37 -- already
makes up 30 percent of drinkers. And its participation is
having a profound impact, as millennials take great pleas-
ure in discovery.
In fact, the Nielsen survey asked consumers to react to
the following statement: "I love to keep ahead of what's
happening. I love trying new things. I often tell others
about them." And more than any other generation, mil-
lennials agreed. It's no wonder that millennials "fre-
quently" purchase wine over $20 per bottle and are more
willing than Boomers to purchase imported wine.
Today's wine drinkers are an adventurous bunch,
confident in their own palates and willing to explore
the unknown. As the purchasing power of millennials
increases, more and more Americans will pursue the
pleasure of discovery.

one else who came in contact with the afflicted has
been infected says Penny Arvalo (Editor) of the
Patch.....
'A fourth case of measles has been confirmed in Orange
County over the past couple of months, officials said today.
In the latest confirmed case, the afflicted visited four places
in five trips in Anaheim and Stanton. The disease is extremely
contagious and can be spread through the air.
What's unique about this case is they were in such public
settings and everyone they came in contact has been identi-
fied, said Nicole Stanfield of the Orange County Health Care
Agency.
No one else who came in contact with the person with
measles has been infected, Stanfield said.
The rash of measles is rare because the county usually only
sees about one or no cases annually, Stanfield said.
The person with measles went to Del Taco, 7001 Katella
Ave., Stanton from 5:30 p.m. to 11 p.m. Feb. 10 and 4 to 9 p.m.
Feb. 13.
Then the afflicted also went to the Pueblo Medical Center,
8045 Cerritos Ave., Stanton, from 2 to 4 p.m., Feb. 11, Western
High School in Anaheim on Feb. 13, and West Anaheim Med-
ical Center, 3033 W. Orange Ave., Anaheim, from 8 to 11 a.m.,
Feb. 14.
Symptoms usually start 10 to 12 days after exposure, but
sometimes up to three weeks, with a fever as high as 105 de-
grees, malaise, cough, runny nose and conjunctivitis, or pink
eye. Two to four days later, a rash develops, usually around the
ears and hairline, that can spread to the face and arms and legs.
In the other three local cases, the patients went to area health
care providers. More than 150 patients and their family and
friends faced potential exposure and required their own evalu-
ations.
Many had to undergo testing and receive vac-
cination.
Physicians were recently advised by the
agency that any patients with measles symp-
toms should be isolated and given a surgical
mask. Only healthcare workers who have im-
munity to the disease should care for the pa-
tients, according to the county.
Dr. Matt Zahn, the agency's medical director
for epidemiology, said multiple cases that have
been identified in California have occurred after
international travel. This has been an issue for
years.
Measles is unusual in the U.S., so most peo-
ple contract it in another country, Zahn said. In
Orange County, those recently afflicted have
traveled to and from the Philippines, Zahn said.
Unfounded skepticism of vaccinating children is also an
issue, Zahn said.
Parents are inundated with information questioning the
value of vaccines, Zahn said, adding those claims are base-
less.
The vaccine for measles works 99 percent of the time, Zahn
said".

his is the biggest question a potential home-
buyer typically asks when looking for a
new home. Although its easy to use a mort-
gage calculator and determine what a monthly
mortgage payment will be, theres much more to
calculating the true cost of homeownership.
Lets start with an example situation of purchas-
ing a $400,000 house and putting 20% towards
the down payment. Well first look at the mort-
gage payment since that is the most obvious.
After the 20% down pay-
ment, the
homebuyer would
have a mortgage balance
of $320,000. Using an approximate market rate of
4.5% for a 30 year fixed mortgage, the principal
and interest payment on the loan would be
$1,621.39.
The next major component of homeownership
involves property taxes. Property tax rates vary
from state to state and county to county. In Cali-
fornia, the average property tax rate is roughly
1.25%. On a $400,000 purchase price the annual
property taxes would be $5,000, or $416.67 per
month.
Homeowners hazard insurance will be another
required expense. The exact amount of insurance
will depend largely on the size of the house, but
should be between $500 and $1000 for most
homes in California. Using an average of $750 per
year, we get $62.50 per month.
Adding these expenses together we arrive at
the true complete cost of homeownership:
$1621.39 for the mortgage, $416.67 for
property taxes and $62.50 for the insur-
ance gives us a total cost of $2100.56
for our sample $400,000 house.
Now some good news: the in-
terest portion of the mort-
gage payment is tax
deductible. This is espe-
cially favorable in the
early stages of the loan when in-
terest represents the majority of the
monthly payment. In the first year of the
loan, there would be $14,294 paid to-
wards interest. Property taxes are also
deductible since we dont pay taxes on
taxes. Adding the $5,000 in
property taxes gives us a
total of $19,294 in first year tax
deductions. Someone in the 30% tax
bracket that should see
their April payment to the
IRS reduced by $5788.20,
or $482.35 as a monthly
amount. When calculating
affordability, remember to
subtract these benefits.
Homebuyers are advised
to check with their account-
ant or tax preparer for
their exact tax bene-
fits.
Since not everyone has the ability to put 20%
down, there are options to purchase with less
money down as little as 3.5%. Although put-
ting less of a down payment typically doesnt
impact the rate, it does bring in the additional
expense of mortgage insurance, also known as
PMI. On conventional loans, the amount of PMI
reduces incrementally with every 5% towards
the down payment. For most homeowners, PMI
may also be tax deductible. Again, a homebuyer
is advised to check with their accountant to con-
firm they qualify for this deduction.
Finally, a homeowner should check to see if the
property has any homeowners association (HOA)
dues. When present, HOA dues can range up to
hundreds of dollars per month. This amount
should also be factored in when determining hous-
ing affordability.
Getting the most accurate information about
purchasing a home requires a real estate agent,
mortgage professional, and tax accountant
working as a team to ensure your best interests
are covered. Make sure you have only all-stars
on your team.
