Third Time the Charm?
After two long years, The Sac City Planning and Zoning Board has at last passed a new zoning map that they feel can pass city council muster. For the last
several months the map has been bouncing back and forth between the Planning and Zoning board and the Sac City Council.

There are two distinct schools of thought battling it out. The first, held by the zoning board members is that in order to prepare for the growth they believe Sac
City will see after the town is bypassed by highway 20 they need to zone areas that will accommodate for that growth. The majority of the Sac City Council,
on the other hand, has an eye on the property rights of those landowners for whom the rezoning will restrict future land use.

On October 5, 2009 Meeting of the Sac City Planning and Zoning Meeting, board member Steve Gerry proposed the following compromise. There is an area
on the north side of town on 5th street that is currently zoned agricultural A1, that will be rezoned as residential R1. There is an area on the north side of town
on 16th and Greenly Avenue currently zoned for manufacturing M2 a portion of which will be rezoned agriculture A1 and the rest of which will be rezoned as
manufacturing M1. There is an area within the school that is zoned agricultural A1 that will be rezoned as residential R1. Lastly, there is an area on the south
side of town on the west side of 16th street that is zoned agricultural A1 that will be rezoned residential R1. What will not be changed is the land owned by the
Country Club. It will remain zoned as agricultural A1.

Before proposing this new map, Mr. Gerry made sure that it would not adversely affect the property owners on the south side of town between the vicinities of
south 16th street and south 5th street. According to Sac City Administrator Adam Ledford, the primary difference between residential R3, the formal proposal
and residential R1, is that R1 would allow more opportunity for development for businesses like clubs and lodges, doctor and lawyer offices and other non-
residential developments like cemeteries and parking lots. It was determined that R1 was generally less restrictive generally and nobody could come up with
an answer to the question of what residential R3 land would be used for.

The map will be considered an ordinance and as such needs three readings to become law. According to Mr. Ledford, the map will be ready to present to the
council on October 23, 2009. If this schedule is adhered to the second reading will be on November 9, 2009 and the third will be on November 23, 2009.

Questions and answers from the

The question of how the school boards will be elected. If consoli-
dation passes, the first board will be made up of 2 board members
from the board of the Sac School District, 2 members from the
board of the WLVA School District, and one member appointed
unanimously at large from the remaining 6 school board members.
If the initial 4 board members are unable to unanimously appoint
a 5th member, then it will go to special election and the voters will
decide in an at large election.

Working with the lawyers for the school, that board can then de-
cide how future boards will be elected, specifically if they will be
elected at large, or if they will be elected based on the populations
of the former districts, which in the case of the Sac and WLVA
districts, will be 2 from Sac, 2 from WLVA, and 1 at large. The
interim board will have a little more than a year and a half to decide
how to conduct future elections.

The question of how buildings will be used in the future. There


has been no long term discussion about how the buildings will be
used.

There was an amendment to the petition that had to do with the spe-
cific acreages that would be included in the new district. Accord-
ing to information put out at the meeting that took place before the
public hearing, minor changes to the legal descriptions on reorga-
nization petitions are very common and are often getting changed
right up until the last moment. The amendment was approved.

With no further questions or objections, the petition to allow the


question of consolidating the schools was approved and will be on
the ballot on February 2, 2010.

Sac County Sheriff Office


Participating in Scheduled
Traffic Enforcement Project

The Sac County Sheriff’s Office will be participating in a traf-


fic enforcement project scheduled for October 16, 2009. Extra
deputies will be patrolling the county concentrating on traffic
enforcement as part of the Governors Traffic Safety Bureaus
“Western Expansion” project which is being conducted in the
western half of Iowa. Special attention will be paid to speed and
seatbelt violations as well as drunk and drugged drivers. Sheriff
McClure will be assigning additional deputies to this project in-
cluding the Sheriff’s Office K-9 Unit.

Sac County Supervisors Making Cuts

asked for a raise of 3% on their contract for the fol-
lowing year. At the October 6, 2009 Sac County
Supervisors meeting, it was disclosed that the Supervi-
sor’s counter offer was actually a 1.5% cut in pay.

Supervisor Rick Hecht suggested that the county isn’t


sure how deep the cuts from the state will be. If the
state lowers funding, the county will have to figure out
how to do with less.

Consolidation petition approved

they would allow the question of reorganization to
come to a vote on February 2, 2010. This will be the
consolidation vote. If it passes, the WLVA and Sac
districts will reorganize into one single district. At
that time, the two school boards will reorganize into
5 directors... two from the current Sac School Board,
and two from current WLVA school board.

Those four board members will then choose one ad-


ditional member from the remaining members of the
current boards to be the 5th board member. If those
four members are unable to choose a 5th board mem-
ber unanimously, then there will be a special election
by the public to choose the 5th board member. There
are no plans to utilize the buildings in any way that is
different from their current use.

The Prairie Lakes AEA 8 Board voted to allow the


vote to go forward, and we will vote to consolidate or
not on February 2, 2010.
