Introduction
This document provides a brief history of the Canberra Islamic
Centre, its achievements as well as the services that it provides to
the Muslim community of the Australian Capital Territory (ACT).
It outlines CICs current plans for the further expansion of the
CIC-ANIL Complex.

History
Australia is a country to which Islam was rst introduced in the early 1860s by Afghan camel drivers.
Canberra Islamic Centres (CICs) roots extend back to 1991 when certain community members (as part
of a working group under the umbrella of ACTs only mosque the then Yarralumla Mosque), set about
to address the educational and social needs of the local Muslim community.
This working group invited local speakers to talk on religious topics and organised occasional meetings.
It soon became apparent that this forum could do much more in terms of the social, welfare and
educational needs of Muslim families.
Thus in 1993, with the initiative of local Muslims, CIC became an incorporated body with its aims to:
1. Raise the prole of Muslims in Canberra.
2. Promote and celebrate the culturally and socially diverse identity of Muslims.
3. Build and maintain a social, cultural and an educational centre primarily for the Muslims of Canberra.
4. Foster co-operation and communication between diferent ethnic groups of Muslims through
newsletters, social functions and celebration of festivals.
Membership of CIC in 1993 comprised of just a few families and by 1998, there were over 700 paid
members from 48 diferent countries speaking no less than 24 diferent languages.
Regular gatherings on the second Saturday of each month were held initially at homes and later at hired
venues when the membership expanded. A familiar pattern emerged for such gatherings in which the
Muslims (and quite often the wider community) would be invited to attend talks and lectures given by
visiting scholars and distinguished speakers.

Topics range from educational, political or religious items as well as current afairs. Furthermore, such
gatherings also provided a much-needed venue for families, and especially children, to interact socially
with other Muslims over a meal. This tradition has stood the test of time and continues till today.
Over the years, several international and interstate Islamic religious scholars such as late Sheikh Ahmad
Deedat, Dr Jamal Badawi and Sheikh Khalid Yasin to name a few have been special guests at such
CIC gatherings. Others to grace the stage of CIC included the Governor-General, the Chief Minister
of ACT, members of Federal and State Parliaments, Ambassadors as well as sports personalities. More
recently contemporary and high prole Australian Muslims have also attended including Waleed Ali,
and Hazem Al Masri.

Membership
There are over 1500 members with 70 countries being represented and some 40+ languages and dialects
being spoken. Nowhere is this cultural diversity more evident than during the month of Ramadan. At CICs
Iftar and Dinner evenings in excess of 1000 people attend and are catered for. Quite often members of
other communities, faith and/or organisations as well as dignitaries attend these functions. Numbers of
people attending Eid-ul-Fitr and Eid-ul-Adha prayers more recently are in excess of 1500 people.
Services
Today the Canberra Islamic Centre is an active place serving the needs of the ACT and the region. Apart
from providing a venue for social gatherings, CIC delivers numerous other services.
Australian National Islamic Library
The largest component of the Centre is the library, and it was the vision of the early elected executive
committee members to facilitate the collection of the largest repository of books on Islam in the Southern
Hemisphere. The aim being that such a library becomes a valuable asset to the wider community at
large. The resources of the library are also used for broader awareness raising and education about Islam
and to promote better understanding among the wider community.
The library is primarily a reference library with some limited and monitored lending activity also taking
place. A unique collection of 30,000 books, about Islam, Islamic culture as well as a signicant range of
books on Abrahmaic religions and related topics is held at the centre.
The ongoing goal of the library is to continue to source books and materials and continue the cataloguing
task in order to have over 500,000 volumes of books and material. The library is linked to the National
Library of Australia and books will be made available to the general public via the Australian Bibliographic
Network.

Islamic Dawah
Imam Adama Konda is CICs rst full time Imam. With his arrival congregational daily prayers are ofered and other
ongoing activities include:
Multifaith dialogue
Distribution of Quran and other Islamic material
Lectures and Islamic Awareness Courses to government organisations, schools, etc
Community school and Quran classes weekly
Community Services
CIC welcomes the wider community to all its events and open days and information sessions. In particular ACT
schools visit the centre and the library to learn about Islamic faith and practices. Other services provided to the
community include:

Governance
Ten elected members form the Executive Committee (EC) and are responsible for the management of
the CIC-ANIL Complex. The Ofce Bearers include, President, Vice President, Secretary and Treasurer.
The remaining EC members are active and each has dened roles as Subcommittee Chairs and
Subcommittee members.
CIC from its inception has been self-funded. It has been running with generous donations from its
membership and the Muslim community at large. CIC does not receive any funding from any local or
international group(s) or organisations.
A major success factor to date has been CICs transparent accountability framework. As a requirement
stipulated in CICs constitution, the EC publishes its monthly balance sheet. All revenue and expenses are
accurately reported for members to scrutinize along with full audited nancial statements issued to the
membership at the yearly Annual General Meeting.
As per the consitution, an AGM is held each year to elect the Executive Committee.

There is great reward in building a mosque for Allahs sake. The Prophet (peace be upon
him) said: Whoever builds a mosque for Allah, Allah will build for him likewise in Paradise.

The CIC-ANIL Complex
As far back as 1997, the founding members of CIC had a vision to establish
a place for Muslims which would be more than just a Community Centre.
With the academic and scholarly composition of its membership, CIC
envisaged making its contribution to the ACT and wider community by the
establishment of the Australian National Islamic Library (ANIL). The vision
also included CIC deriving income from a range of streams of activities,
including refugee support centre, medical and child care facilities.
A Crown lease was granted on 26 July 1998 on a Block 4 Section 52 in Monash
in the name Canberra Islamic Centre Inc. Construction commenced in 1999
with the building of the CIC-ANIL complex that included a Community
Hall and library along with the necessary support facilities (kitchen, ofces,
toilets etc) a central courtyard with colonnades and 51 car parking spaces.
Allhumdulillah, Stage 1 was completed in mid 2009 at a total cost of
$2 million with all funds raised from members and supporters from within
the local community.
Over the years since the founding members set the early vision for CIC of a
community centre with community support activities, as well to generate
income to be self sufcient, it become apparent to subsequent Executive
Committees that the nancial sustainability of the founding vision for CIC
was not feasible over the longer term.

The CIC-ANIL Complex continued
Further the emerging needs of the growing Muslim community changed
this vision for the CIC-ANIL Complex. In 2008-2009, the newly elected
Executive Committee responded to the changing needs of the Muslim
community and future development plans were revised to include three
stages. The rst stage being the Community Hall and the ANIL, temporary
prayer facility and courtyard. It was decided that the second stage would
consist of a dedicated Masjid along with the expansion of the ANIL with
library reading rooms and a Museum. The third and nal phases of the
complex will include facilities that are purpose built according to the
emerging needs of the community.
After extensive consultation with the CIC membership and community,
the Executive Committee decided to give priority to the construction
of a dedicated place of worship and the library facilities. Expert advice
was sought to develop concept plans for stage 2 development and an
extensive period of consultation with stakeholders and members took
place during 2012.
Architectural drawings were then produced and in March 2013, a
development application (DA) was lodged with ACT Planning Authority
(ACTPLA). With the blessings of Allah (S.W.T), construction is expected
to start in 2013 subject to ACTPLA approval and providing CIC is able
to seek adequate funding levels for each construction milestone of the
construction project.

Stage 2 development of CICANIL Complex
The design and planning work has been undertaken by Mr Shamsul Huda and Mr Jalal Anis. The Stage 2
development application (DA) was prepared to comply with the new CIC Crown lease and includes the
following:
1. a place of worship or a mosque building in two levels that forms part of the Australian National Islamic
Library (ANIL) Complex - GFA 812 m
2
;
2. religious associated use facilities that include:
library spaces, lecture/class rooms (for use by ANIL and for religious study) GFA 127 m
2
;
Imams consultation room, residence and a small kiosk - GFA 108 m
2
;
a burial wash room (to wash a dead person before burial) GFA 13 m
2
; and
entry lobbies, circulation, bathrooms and storage areas to support the two primary uses GFA
238 m
2
.
3. a minaret structure (a symbolic architectural element with no provision for loud speakers); and
4. 189 hard standing car parking spaces with associated landscaping.
The total GFA of new building development proposed on site is 1298 m
2
.

Stage 2 Project Cost
All the praises and thanks be to Allah (S.W.T.) for his blessings that he helped us in this community to start the
expansion of this centre.
The estimated cost for the project is $2.2 million, the following is a breakdown:

Sources of Funds and how you can assist
The building of our dedicated place of worship and the expansion of the Library for community use will Inshaa Allah
be regarded as an act of piety in Islam. We pray your donations will be accepted as 'Sadqa-e-Jariyah' the term that
is usually associated with the blessings, which accrue to the donors. Sadqa-e-Jariyah means that all the persons
who subscribed to the erection of a community structure or utility continue to derive blessings for as long as the
structure or utility exists.
CICs funds come from membership fees (one-of payments), donations and specic purpose fundraising activities.
CIC has also been successful over the years in various bids for Federal and ACT Government grants. CIC has a
charitable organization donation tax deduction status awarded to it by the Australian Federal Government in 2000
for the establishment of an Islamic Library for the benet of wider Australian community and Muslims in particular.
Our present fund raising activities include:
Monthly social gathering and fund raising events
International food bazaar every last Sunday of the month.
Friday Jummah donation box and food sales
Fund collection during Ramadan Iftars
Hire of Community hall and smaller rooms
Annual Fund Raising Dinner collections, pledges, sponsorships and auctions.
Whilst the above list of fund raising activities has been ongoing over the many years, we require considerably more
support in terms of far greater nancial and in kind contributions to help raise the estimated $2.2 million required to
make Stage 2 development project a reality.
We pray that Allah (S.W.T) will make this task easy and that with his guidance and blessing we are able to successfully
see this project completed and beneting CIC members and the broader community.
