Dear Mr. Swenson: C.T. Male Associates Engineering, Surveying, Architecture & Landscape Architecture, P.C. (C.T. Male Associates) is pleased to provide to you this proposal for Energy Services to analyze your existing street lights in the City of Kingston. The City is looking for opportunities to reduce the significant operating and energy costs associated with them. As we understand it, the City of Kingston has approximately 2,421 street lighting fixtures. That total is made up by three distinct groups. 1,995 fixtures that are owned and maintained by Central Hudson Gas & Electric (utility), 335 that are owned by the City and maintained by the utility and 91 that are owned and maintained by the City and there may be others that will be identified during this study. The following scope of work was developed after discussions with you and your Team and we believe it will accomplish the goals you desire. Scope of Services 1. 2. Meet with the City and utility to confirm project goals, initiate the project and have periodic reviews. We anticipate a maximum of three meetings for this. Coordinate with the City to develop a schedule of existing fixture types including style, lamp type (high pressure sodium, mercury vapor, etc.), lamp wattage, etc. and the current number of street lights owned or operated by the City. This will be provided by the City to C.T. Male Associates in editable Microsoft Excel format. Work with the utility, Central Hudson, and energy service provider to calculate annual operational costs for each fixture type based on tariff agreement. Identify opportunity to reduce or eliminate these operational costs based on new fixture installation.

Coordinate with utility provider, Central Hudson and/or NYSERDA to estimate incentives or grants based on calculated avoided energy consumption from new street lighting fixtures. Investigate and present alternative lighting fixtures and lamp types to replace the existing outdated street light fixtures that would reduce annual operational and maintenance costs. Currently LED fixtures are the preferred choice discussed with the City. Perform economic analysis including projected annual energy savings, estimated construction cost, and simple payback and return on investment comparing the existing street lighting system to a new system.

Deliverables At the completion of our analysis, C.T. Male Associates will provide you with a report of our findings and recommendations. The report will include the projected energy savings, annual cost savings, estimated construction cost to implement, available incentives provided by Central Hudson or NYSERDA, simple payback, and return on investment. We will meet with you to discuss this report and determine the appropriate next steps. Schedule We anticipate the study phase to take between four to six weeks, assuming we have the information we need from Central Hudson and are able to set up times to get to each of your facilities. Compensation C.T. Male Associates proposes to provide the above scope of services for a lump sum amount of $14,725. Client will be billed monthly against a percentage complete of this fixed amount. Compensation for Additional Services not included in the Scope of Services shall be according to the current corporate billing rates in effect at the time of service, as set forth in C.T. Male Associates Schedule of Representative Charges for 2014 (attached). Reimbursable expenses are in addition to our fee and include expenses incurred by C.T. Male Associates directly related to the project such as transportation, meals, communication services, printing, reproductions, plots, expedited handling and delivery of documents, and other similar project-related expenditures. We have estimated these expenses to be $300.00. Qualifications and Exclusions 1. 2. Meetings other than those specifically indicated are excluded. Design services are not included at this time.
