The present document is part of a set of specifications- which describe the re>uirements and information model necessary for the standardised Operation- .dministration and Maintenance (O.IM) of a multi;vendor 2;3T/.' and 2P1 system. Many of the activities involved in the daily operation and future networ# plannin of an 2;3T/.' re>uire data on which to base decisions. This data refers to the load carried by the networ# and the rade of service offered. &n order to produce this data performance measurements are e(ecuted in the '2s- which comprise the networ#. The data can then be transferred to an e(ternal system- e. . an Operations "ystem (O") in TM' terminolo y- for further evaluation. The purpose of the present document is to describe the mechanisms involved in the collection of the data and the definition of the data itself. .nne( 0 of T" 3*.9+9 helps in the definition of new performance measurements that can be submitted to 3GPP for potential adoption and inclusion in the present document. .nne( 0 of T" 3*.9+9 discusses a top;down performance measurement definition methodolo y that focuses on how the end;user of performance measurements can use the measurements.

The present document describes the measurements for 2;3T/.'. T" 3*.9+, J<K describes Performance Mana ement concepts and re>uirements. The present document is valid for all measurement types provided by an implementation of an 2;3T/.'. Only measurement types that are specific to 2;3T/.' are defined within the present documents. Gendor specific measurement types used in 2;3T/.' are not covered. &nstead- these could be applied accordin to manufacturer$s documentation. Measurements related to Le(ternalL technolo ies (such as .TM or &P) as described by Le(ternalL standards bodies (e. . &T3;T or &2T:) shall only be referenced within this specification- wherever there is a need identified for the e(istence of such a reference. The definition of the standard measurements is intended to result in comparability of measurement data produced in a multi;vendor networ#- for those measurement types that can be standardised across all vendors$ implementations. The structure of the present document is as followsF ; ; ; Beader ,F 'etwor# 2lement (e. . measurements related to e'ode0)H Beader *F Measurement function (e. . //1 connection setup related measurements)H Beader 3F Measurements.

5oadin of users on the cell Traffic loadin and characteristics 32 locations and mobility //M policies o o o o "chedulin con estion control admission control layer * protocol confi uration

&n an 2;3T/.' cell the >uality of service achieved is directly influenced by a number of factors- includin F

Mappin of traffic to A1& "ettin of Ao" parameters other than the A1&.

&t is very important to be able to monitor the Ao" to determine whether the combined effect of these policiesal orithms and e(ternal factors is satisfactory. 3nsatisfactory Ao" may rectified by adjustin policies and //M settin s- for instance.

1ell bit;rate
. fundamental measure of Ao" is the throu hput (data rate) of the cell. The total cell throu hput measured across all radio bearers ives an indication of the loadin and activity in the cell. .ddin a per A1& counter allows the loadin on the different A1&s to be measured. :or e(ample- if A1& , is used e(clusively for Go&P then the loadin of conversational speech can be directly determined. :inally- the ma(imum throu hput can indicate to the operator whether there is enou h capacity in the networ#H for e(ample- is the bac#haul sufficient. "eparate counters should be

confi ured on the downlin# and uplin#. 1omple(ity may be reduced by performin the counters at layer 3- ivin the in ress bit;rate to the e'0 on the downlin# and the e ress bit;rate from the e'0 on the uplin#. 1ell throu hput includes both 3ser Plane data and 1ontrol Plane data. To support the 3ser Plane data- necessary 1ontrol Plane data also need to be transmitted. This 1ontrol Plane data althou h re>uired- will not be perceived (felt) by the 3ser. The total cell throu hput helps to evaluate the usa e of bandwidth and radio resource. Operators ideally want to see the 1ontrol Plane data as small as possible when compared to the 3ser Plane data without compromisin on the service. Bence it is important to monitor the total cell throu hput as well as how much is occupied by 1ontrol Plane Eata.

'umber of actives 32s

&t is also of interest to determine how many users are enjoyin the throu hput numbers determined for each A1&. Therefore- we may count the number of users that are active for each A1& D here active users have data >ueued pendin transmission. . simple division of the throu hput (data rate) of a A1& by the number of active users on the A1& indicates the throu hput per user on the A1&. :or e(ample- ta#in A1& , this metric could indicate the typical codec rate bein employed in the cell. .lternatively- for A1& 8 supportin low priority T1P;based traffic it can indicate the typical bandwidth pipe si!e for a user when he has data to send C receive.

E5 pac#et delay
5atency is of prime concern for some services- particularly conversational services li#e speech and instant messa in . . counter is added to measure the mean delay for &P pac#ets incurred within the e'ode0. "eparate counters are provided per A1& which are particularly useful when the A1& is used by very few services and the pac#et si!es vary little. &t is only practical to measure pac#et delays on the downlin#.

E5 pac#et drop rate

Uhen a cell is heavily loaded con estion can ta#e place. Uhen con estion is not severe the impact is typically the incurrence of additional delay for non;G0/ radio bearers. Bowever- when con estion is severe the e'ode0 may be forced to discard pac#ets. &t is important for the operator to have visibility of pac#et discard so that corrective action can be insti ated (for e(ample- by adjustin admission control settin s in the networ#). &t is only practical to measure pac#et discards on the downlin#. Pac#et discards on handover should not be included in the count.

P/0 3sa e
The resource utilisation- measured in terms of physical resource bloc#s (P/0s)- is a useful measure of whether a cell is li htly loaded or not. 5oadin is a #ey input to networ# capacity plannin and load balancin . :urthermore- when resource utilisation per A1& is reported the distribution of resources between different services can be estimated.

Eownlin# .ir interface pac#et loss rate

The downlin# air interface pac#et loss can be directly compared with the P25/ value of a A1& to see if the pac#et loss (over the air interface) aspect of >uality of service is bein met within the cell (see J,*K for more details on P25/). On the downlin# this measurement can be added to the con estion losses (see E5 pac#et drop rate) to determine the total pac#et loss rate at the e'ode0. 1onse>uently- the downlin# useful bit;rate can be estimated by scalin the measurement of the downlin# PE1P in ress bit;rate by (, D E5 pac#et drop rate) (, D air interface pac#et loss rate).

3plin# pac#et loss rate

The uplin# air interface pac#et loss rate (per A1&) can be compared directly with the P25/ defined for that A1&. .n estimate of the uplin# air interface pac#et loss may be provided by the M3plin# PE1P "E3 loss rateN. This uplin# measurement is based on PE1P se>uence numbers and cannot precisely measure the air interface losses. .ny pac#ets discarded by the 32 within the protocol stac# (i.e. at layer *) are also counted since they will have been iven a PE1P se>uence number. Eiscards at layer 3 are not counted.

&n the use;case of /.1B confi uration optimi!ation- received /andom .ccess Preambles are si naled across an O.M interface. Monitorin of the preamble usa e in a cell allows the operator to determine if the resources allocated to the /.1B by the e'ode0 are appropriate for the number of random access attempts. &f the resources are underutilised then the operator may reconfi ure the e'ode0 (via 1M) to allocate less resource to /.1B thereby freein up resource for other uplin# transmissions. .lternatively- if the resources are heavily utilised then this is indicative of /.1B con estion leadin to increased latency for the procedures listed above. The e'ode0 can partition the /.1B resource between dedicated preambles- randomly selected preambles in roup . and randomly selected preambles in roup 0. This partitionin can be evaluated when usa e measurements are made on each set separately.
