Introduction
In the crisis and the awareness situations, solutions are needed to meet the successful emergency relief processes. They are at the heart of Relief operations and a data support solution is required to be building which is The National Rapid Data Management System (NRDDMS). It is the main important requirement for decisional support in order to Collect Data Faster, Easier, and More Effectively in order to analyze information in real-time at disaster areas.

National Rapid Data Management System (NRDDMS) Objectives.

The Relief operations are dependent upon the ability to coordinate in real time across a spectrum of personnel operating within the Area of Operations. The main objective of NRDDMS is to treat all types of expected and unexpected natural and human made crisis in order to support effective decision makers taking effective decision making processes. The NRDDMS ground-up to operate securely and reliably in the most extreme and hostile theaters of operation. This solution enables access and analysis to real-time information for more rapid and effective decision making and supporting the need for maximum mobility. It will web based infrastructure and imagery expertise, operational personnel are able to more quickly identify and overcome the most extreme challenges. The backbone of reliefs solutions will be the exclusive National Rapid Data Management System (NRDDMS) software. NRDDMS enables command center personnel to analyze in real-time field collected data from a variety of sources while simultaneously enabling small unit leaders to leverage global resources to meet the information and coordination challenges of a very fluid and dynamic operational environment.

National Rapid Disaster Data Management System (NRDDMS) Divisions.

The aimed system will consist of three components: 1- NRDDMS Collect: field data collection software for handheld devices using different intelligent dynamic electronic sheets; 2- NRDDMS Collaborate: it provides a Collaboration Center allowing operations managers to access, manage and share the information collected by field personnel , thru the dynamic intelligent electronic data sheets , from any computer connected to the Internet or to any alternative networks ; 3- NRDDMS Communicate: it provides Internet connectivity, or any other available network , in even the most remote and difficult environments. 4- NRDDMS Support: it provides facilities for the authorized personnel to quickly make more informed decisions and allocate limited resources more effectively and in less time.

NRDDMS Solutions and Strategies

NRDDMS will improve Reliefs productivity and operational costs by improving communications between the main office, the decisional center, and workers in the field. NRDDMS can help HRC not only reduce processing time, but also to reduce costs by eliminating unnecessary paperwork with real-time, mobile work and supply ordering systems. The NRDDMS decision making process including; (1) Identification of a problem, (2) identification of decision criteria, (3) allocation of weights to criteria, (4) development of alternatives, (5) selection of an alternative, (6) implementation of the alternative, (7) evaluation of decision effectiveness. However, the decision making process will be changed when the type of problem become unusual and ambiguous and uncertainty in crisis situation. In this case, the decision making may need to be more innovative, fast, base more on the decision makers experience and intuition. The NRDDMS solutions will be web based and hosted on the decisional centers servers and provide facilities for its partners to access the databases on different privileges.
