Welcomed the successful launch last year of the High Level Dialogue with the European Commission on the country's key reforms required for the EU integration; 2. Expressing full support for Albania's future accession to the European Union regretted the decision of the Council to postpone the EU candidate status to Albania and called on the Council to follow up the recommendation of the European Commission without further delay; 3. Underlined the need to maintain the genuine political dialogue in the country and called on both the ruling majority and the opposition parties to support the key reforms needed for the EU integration,; encouraged the responsible authorities to effective implementation in an inclusive and constructive manner and present a clear track record ahead of the June Council meeting; urged all the political forces to restrain from disrespectful rhetoric and avoid boycotting or blocking the proceedings of the parliamentary bodies; 4. Welcomed the sustained commitment of the government to the reforms of judiciary and fight against corruption, which will be among the main focus points of the next European Commission report and urged the Albanian authorities to consolidate progress achieved so far; approved the extensive cooperation with the Venice Commission and the European Commission in this regard; 5. Welcomed the agreement of all the main political parties on the necessity of the administrative-territorial reform, called on its soon implementation, and encouraged all parties to work together in consensual way in order to successfully implement this reform; expressed hope that all parties would play an active and constructive role in the work of the ad-hoc Parliamentary Committee on Territorial and Administrative Reform; 6. Reminded that the Public Administration Reform is one of the key priorities for Albania's progress on its European integration path and regretted the delay of the official publication of the verdict of the Constitutional Court on the normative act regarding the civil service law; calls on the government to enforce the Constitutional Court ruling and ensure the full entry into force and implementation of the Civil Service Law approved by consensus a year ago; 7. Stressed that an independent, transparent and efficient public administration is one of the foundations of the well-functioning bureaucracy of a democratic state and essential for a country aspiring to join the European Union; welcomed the close collaboration of the Albanian government with the [ S h q i p t a r j a . c o m ] 3/3 DT\xxxxxxxEN.doc EN European Commission in preparing this reform; 8. Commended the country on the further progress and concrete results achieved in the fight against organized crime; expressed concern, however, that Albania remained the country of origin for the trafficking of human beings, including minors - in this field it is essential to establish a solid track record of investigations, prosecutions and convictions; underlined the extensive cross- border cooperation of criminal gangs and in this respect welcomed intensified cooperation of Albania with Frontex, Europol and the neighboring countries; 9. Regretted that the ruling majority and the opposition did not manage to reach consensus on the composition of the steering council of the public broadcaster and the Audiovisual Media Authority (AMA), welcomed the decision on assistance of the international experts (Council of Europe, European Commission and the OSCE Presence in Albania) in drafting amendments to the laws on audiovisual sector; furthermore welcomed Albania's improved record in the media freedom, with the country rising from the previously held 102th to the 85th position in 2013, in the Reporters without Borders index; 10. Noted the negative trends in economy in 2013, when the GDP fell by 2.3% during the third trimester and the significant increase of the public debt and the deficit; expressed hope that the 2014 would be a turning point for the country's economy and invited the competent authorities to maintain macroeconomic and social stability, while strengthening further tax collection and the fight against the informal economy which are important for social cohesion and economic prospects; 11. Commended Albania for playing constructive and stabilizing role in the region and for its efforts to ensure good relations with all its neighbors; welcomed the on-going constructive dialogue with Greece on the pending bilateral issues and talks with the former Yugoslav Republic of Macedonia on the debated project of the hydropower plant; encouraged Albania to continue fostering this constructive attitude towards its neighbors.
