Utah Senate Grades The Senate grades are based upon their votes on 11 bills that faced committee

votes and nine that had full floor votes. Thus, Senators were graded on between nine and 18 votes, depending on which committees they serve on. They were given two points for "yes" votes and one point for abstentions. Most notably, HB388, which had passed the House 58-10, would have allowed cities and counties to ask voters for a sales tax increase dedicated to transit. They also failed to vote on HB44, which would have funded a $20 million program to replace polluting school buses; HCR23, which would have urged Utah to get cleaner Tier 3 fuels here as as soon as possible; and HB271, which would have toughened penalties against polluting diesel vehicles.
