Sen. Wayne Niederhauser gets an "incomplete." He did cast a "Yes" vote all six times he voted on air quality bills, but abstained five times. Senators were graded based on votes on the following bills: o HB 121, Air Quality Revisions o HB 154, Wood Burning Amendments

o HB 19, Electric Vehicle Battery Charging Service Amendments o HB 271, Motor Vehicle Emissions o HB 38, Resource Stewardship Amendments o HB 41, Clean Fuel School Buses and Infrastructure o HB 61, Clean Air Programs o HB 74, Energy Efficient Vehicle Tax Credits o SB 164, Environmental Protection Amendments o SB 196, Medical Waste Incineration Prohibition o SB 64, Air Quality Rules and Penalties o SB 99, State Vehicle Efficiency Requirements Overall, while most Senators got passing grades, it's worth noting that the Senate failed to even vote on four air quality bills passed by the House. Most notably, HB388, which had passed the House 58-10, would have allowed cities and counties to ask voters for a sales tax increase dedicated to transit. They also failed to vote on HB44, which would have funded a $20 million program to replace polluting school buses; HCR23, which would have urged Utah to get cleaner Tier 3 fuels here as as soon as possible; and HB271, which would have toughened penalties against polluting diesel vehicles.
