1 The specification covers design, manufacture, assembly, material testing, supply and delivery for project site in Bhutan, storage, transportation of materials to work sites of galvanised steel towers, AC ! "olf conductor, #$ core %&'", insulator strings complete with insulators and hardware, conductor and %&'" accessories ( all other line materials, detailed)check survey, erection, testing and commissioning of *+ km long ,angdechhu to Bumthang Transmission line as per the route alignment shown in e-hibit .1 on turnkey basis in #/ months from the date of placement of 0%1)order, whichever is earlier. 1.1.# The tenderer shall 2uote in two parts. &art.1 3Technical and 'eneral Terms and Condition4 and &art.11 3&rice Bid4 for complete work of design, fabrication, galvani5ing, testing and supply of towers and complete line materials and erection, testing and commissioning of 66 k7 )c Transmission line. The incomplete bids are liable to be rejected.

8or detailed scope, the stipulation given in each Chapter shall be applicable. The initial conductor)%&'" tension at *#oC and 1=oC in case of snow and without wind shall be considered #=@ of ultimate tensile strength of conductor ) %&'". DESCRIPTION The scope includes the detail survey, check survey, soil investigation for which the most economical and stable route will have to be selected by the contractor. The route alignment is to be fi-ed by the contractor together with representative of the %wner after award of the Contract. After detail survey the Contractor shall be re2uired to prepare final profile and submit for approval of Bhutan &ower Corporation AB&C:. Based on the final survey report accepted by B&C, actual 2uantities of different type of towers and line materials will be calculated for purpose of supply, e-ecution and payment. The bidder shall 2uote for the complete work of design, fabrication, galvani5ing, testing, supply of towers as well as line materials which includes conductors, %&'", insulators, hardware, earthing materials and conductor)%&'" accessories etc., erection of the line complete in all respects, failing which the tenders shall not be considered. The unit rates 2uoted against provisional 2uantities in the schedule shall be applied for the final 2uantities arrived at after completion of survey by the Contractor. BIDDERS QUALIFYING REQUIREMENTS 1n addition to the Bualification !e2uirements mentioned in ection 1 31nvitation to Bids4 A1;B: and ection 11 31nstructions to Bidders4 A1;B: of 7olume.1, the following shall apply to enable the Bidders to participate in this Bid. Aa: The bidder and his associates must have e-perience of design, fabrication, testing, supply of galvanised towers and survey, erection, testing and commissioning of 1// km, 66k7 transmission lines preferably in hilly areas, supply of =/// ,T of towers for 66 k7 and higher voltage lines, supply of 1=// km, *+ strands ( above AC ! conductor, *// km of + strand galvanised stranded steel ground wire)%&'" and 1/,/// nos. of +/ k; and higher si5e insulator discs for 66k7 0ines, supply of conductor and ground wire accessories and insulator hardware for 1=// km *+ strand and above CA conductor and *// km. of ' ground wire ) %&'" respectively, in the last five years prior to the bid opening date. The completed transmission line including river crossing and e2uipment offered should have been in successful operation for the last three years. The certificates of successful operation of line including river crossing)deep valley crossing must accompany the tender. Ab: Collaborator)associate should have at least 1 Aone: set of tension stringing e2uipment and should arrange an additional tension stringing e2uipment at the time of stringing. The Tenderer shall note that if he fails to arrange second stringing machine at the time of stringing, the purchaser will arrange stringing e2uipment to get the stringing work done at the risk and cost of the successful Tenderer.

Ac: ;otwithstanding anything stated above, the purchaser reserves the right to assess at the time of award the BidderCs capability and capacity to perform the work should the circumstances warrant such an assessment in the overall interest of the purchaser. Ad: 1n support of e-perience, the bidder shall furnish performance certificate in respect to latest contract for designs, fabrication and supply of towers for 66 k7 and above Transmission lines. 8or turnkey e-ecution, the performance certificate to be furnished shall be in respect of 66k7 lines or above. Ae: The bidder shall submit documentary evidence to establish compliance to the above Bualification !e2uirements to the satisfaction of the &urchaser. Af: The details of supply including installed capacity, licensed capacity, supply details including type, 2uantity, dates of order, dates of commencement and completion of supply, the name of purchaser and status of jobs in hand including scheduled completion dates shall also be furnished with the bid, for the last five years. The bidder should furnish the past performance details as per Anne-ure ? 17 of ection.1;B of 7olume.1. imilar information shall be furnished in case of erection also. Ag: The manufacturer shall have ade2uate material testing facilities to conduct all tests and furnish the list of testing e2uipment alongwith the tender. Ah: The bidder must have in house design capability and facilities. Ai: Bhutanese ) 1ndian Class DAC contractors who are eligible to bid for these works. Aj: The annual turn over of the bidders shall not be less than !s. ) ;u. 1// million in the last three years. COMPLETION SCHEDULE The complete work i.e. design, manufacture, testing and supply of tower parts and accessories, power conductor, %&'", conductor ( %&'" accessories, insulator strings and hardware fittings, erection, testing and commissioning of Transmission 0ines are to be completed on turnkey basis within #/ months from date of signing of the contract agreement between the contractor and Bhutan &ower Corporation AB&C:. The tenderer shall submit along with the tender a bar chart giving schedule for completion of entire works covering supply as well as foundation and erection indicating commencement and completion of each activity considering 5ero date as the day order is placed. The tenderer ) bidder shall also indicate the number of independent gangs)groups intended by him to be deployed for e-ecution of the work.
