General Assembly China (Jonathan Smith) CREATION OF A PALESTINIAN STATE The Security Council and General Assembly, Understanding

that peace in the Israeli-Palestinian conflict is of upmost importance for a stable future in the region, Emphasizing that both sides, having lived in the region for thousands of years, both deserve to the right to live there, Noting with regret that Resolution 181, which states: Independent Arab and Jewish States and the Special International Regime for the City of Jerusalem, set forth in Part III of this Plan, shall come into existence in Palestine two months after the evacuation of the armed forces of the mandatory Power has been completed but in any case not later than 1 October 1948. Recommends the Dismissal of Resolution 194 operative clause number eleven (11) that: Resolves that the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property which, under principles of international law or in equity, should be made good by the Governments or authorities responsible (United Nations General Assembly Resolution 194); 2. Calls upon the Palestinian leadership and allies to continue to negotiate and actively take part in finding a solution to peace;

3. Encourages Israel to keep in mind the best interests of not only its people, but also the Palestinian people who both want peace and access to the land that they consider holy and home; 4. Declares that a completely independent state shall be created for the Palestinian people that can govern itself, and can enjoy the full recognition and power as a sovereign nation of the world; 5. Recommends that this new Palestinian state be created by the end of the year 2015 in hopes of quickly finding a home for the displaced Palestinian people; 6. Designates this new Palestinian state be formed as a new, permanent home for the thousands of displaced refugees;

7. Designates that this new Palestinian state be formed in the land that is currently and be fitted to the 1967 borders of; (a) The West Bank (b) The Gaza Strip 8. Demands the removal of Israeli settlements from the West Bank and the Gaza Strip, as this land rightfully belongs to the new state of Palestine, whose government will be responsible for the peaceful evacuation of the settlers at least six (6) months after the creation of the Palestinian state; 9. Further resolves that Israel has the right to refuse the Palestinian Right of Return and allow Israel to be an exclusively Jewish state; 10. Further requests that the Israeli Army and military checkpoints in the West Bank be removed by at least six (6) months after the creation of the Palestinian State; 11. Proclaims that the Palestinian-Israeli peace talks continue and be moderated by China and other members of the Security Council in hopes of reaching a solution to the harsh feelings between the two parties and that (a) These peace talks will be held once every month until the peaceful creation of the Palestinian state is over and the relations between Israel and Palestine are stable (b) And that if a party does not attend peace talks sanctions and embargos will be placed on that country until they do attend.
