a) GA drawing of substation showing entire plot plan of the
substation, equipment layout & Section, Fencing scope, Control
Room building & Colony layout. Plot plan boundary layout is
necessary for estimation of Boundary wall, approach road upto
switchyard and substation leveling. Colony layout along with
substation layout & control room is required as cable for Colony is
in bidders scope.
b) Standard drawings for Cable trench, Drains, road, boundary wall,
fencing etc available if any.
c) Equipment layout & section is necessary for estimation of various
erection quantities, to understand the height of various gantry
structures envisaged in substation and Bay arrangement,
transformer bays and line take off directions etc.
a) All drawing shall be developed by the bidder as per
AnnexureD of GTR.
b) Drawing of cable trench, Drain, road shall be in bidder
scope. Boundary wall shall be erected by PTCUL

2 We presume following conductor configuration for equipment
interconnections. Kindly confirm the same.

3 We presume that the substation will be at less than 1000 Mtrs height from
Mean Sea level. If substation location is at more than 1000 Mtrs height

4 As per Scope of work mentioned under clause 1.1 total 8 nos. 220 KV
Bays ( 4 Lines, 2 Auto Transformer Bays, TBC & BC) are envisaged in
present scope of work. However in SLD provided with tender document,
total 10 nos. 220 KV Bays are indicated viz. 4 Lines, 2 Auto Transformer
Bays ( 220 KV Bays for 400/220 KV Transformer), TBC, BC &
additional two bays for 100 MVA, 220/132 KV Transformer. Further Bid
price schedule contains 2 nos. 160 MVA(?) and main equipment for total
10 bays.
In SLD Capacity for 220/132 KV Transformer is mentioned as 100 MVA
whereas in price schedule the same is indicated as 160 MVA Confirm the
exact requirement. Further under Sr. No. BII of price schedule (for
Hardware), only 8 nos. 220 KV bays are indicated, 220 KV Bays for
220/132 KV Transformer are not included in the same. Also under sr. no.
2.1 of price schedule only 8 nos. circuit Breaker control & relay panels are
mentioned instead of 10 nos. and transformer protection panels for
220/132 KV (160 MVA or 100 MVA) is not included. In view of the
above kindly confirm the exact scope of work envisaged in the tender.
BPS and SLD revised in annexure 21, 22.

Cement, concrete roads shall be constructed inside the switchyard
and out side the switchyard, connectivity to control room building,
store and other building and leading the main entrance of
substation(clause 12.1.3 & clause 6.0 civil specification). Stores are
indicated in the specifications (clause 12.1.2 civil specification) site
office covered in point 9.0 as above. Quantity of power cable for
colony provided in revised BPS
13 As per section scope of work clause 5.0 basic reference drawings, page
05, we have not received any of the drawing said to have been enclosed in
the specification, please provide copies of the all drawings to enable us to
proceed further.

16 As per clause 10.2 of section 7(GCC) page 10, The employer shall be
responsible for acquiring and providing legal and physical possession of
the site and access thereto, and for providing possession of and access to
all other areas reasonably required for the proper execution of the
contract, including all requisite rights of way, as specified in appendix (
Scope of works and supply by the employer
) to the contract agreement. The employer shall give full possession of and
accord all rights of access thereto on or before the date(s) specified in that
appendix where as in the price schedule you have indicated cost of land
to be quoted by us. Please clarify.

We request you to relax and fix the MAAT as Rs. 35 crores.

schedule 1&schedule 2 is required to be indicated separately in the
Price Bid Schedule. The Employer shall reimburse the amount of
excise duty and Sales Tax (VAT) to the bidders as per actuals on
production of payment proof, to competent authority. However all
other taxes (other than those indicated in schedule 1&schedule2)is to
quoted separately, which shall form part of bid price, indicating
clearly the type of taxes, percentage of tax and amount, of tax and
shall be reimbursed to bidder on production of proof of actual
payment. No additional service tax and other taxes shall be
reimbursed
24 Whether the payment is paid directly or through ADB The mode of payment shall be as per discretion of Employer i.e.

Also it is further clarified that in the event of late payment to the
contractor, the interest for the delayed period, beyond 60 days from

30 Control & Relay clause no. 17.15 (b)

The relays shall have suitable communication facility for future
connectivity to SCADA. The relays shall be capable of supporting IEC
870-5-103 This IEC 870-5-103 is contrary to SAS specs. Section : 3.3.4
communication protocol & section : 2.2(system architecture) which states
IEC-61850 protocol. Also advantages of IEC-61850 are many.
i) Future Bay extension with any make relay.
ii) Interoperability with Third party relays.
iii) Goosing inter relay & inter bay data exchange these features
are not possible with IEC-103 relays.
IEC 870-5-103 should be read as IEC 870-5-101
31 Substation Automation section : 3.3.4 Communication protocol
The communication protocol for gateway to control centre (remote
station) & bay to station HMI shall support IEC 60870-5-101 & IEC-
61850.
But both protocols cannot be supported at all levels IEC 60870-5-101
protocol is limited to gateway to remote station.
IEC-61850 protocol is limited to bay to station HMI.
IEF-61850 Protocol shall be for the communication between all
relays & IED inside the substation.


IEC-60870-5-101 protocol shall be for gateway to remote centre.
32 Substation automation Section: 6.0 Tests

Following should be added:
i) KEMA certificate/equivalent certificate from development
center authorized by UCA working group for having products
including all IEDS & Ethernet switches conforming to
IEC61850 is to be furnished as per qualification requirement.
ii) At the system level FAT/SAT documents of similar systems
approved by reputed utilities shall be furnished.
KEMA Certification required for all protocol used in relay provided
with the panels and substations automation

voltage in mountainous terrain in last 10 years.
This clause may kindly be reviewed and rescheduled like the bidder
should have adequate experience of executing EHV projects in plains or
mountain areas.
Here it is point to mention that India has got very little tough terrain and
hilly area where this type of projects are being constructed on turnkey
basis.

In domestic substation/switchyard contract, normally the order value
would be around Rs. 50.00 Crore which is equivalent to US$ 12.5Million.
whereas in specification you have indicated the value of US$ 27 Million,
which is on the highest side. Hence we request you to relax and decrease
the above to an appropriate amount.

1.1 The bidder shall include in his proposal his programme for furnishing and
installation of the equipment including related civil work covered under
this package. The programme shall be in the form of a master network

(MNW) and shall identify the various activities like design, engineering,
manufacturing, supply, installation, factory testing transportation to site,
site testing and commissioning, trial operation and operational acceptance
etc. of the entire Substation. The network shall conform to the above
completion schedule.
This master network will be discussed and agreed before Award in line
with above, engineering drawing and data submission schedule shall also
be discussed and finalized before award. Liquidated damages for delay in
successful completion of Trial Operation and Operational Acceptance at
rates specified in clause 26 of GCC shall be applicable beyond the date
specified above.
1.2 The Employer reserves the right to request minor changes in the work
schedule at the time of Award of Contract to the successful Bidder.
1.3 The successful Bidder Shall be required to prepare detailed Network(s)
and project implementation plans & programmes and finalise the same
with the Employer as per the requirement specified in Technical
Specifications, which shall from a part of the Contract.

CIRCUIT BREAKERS
2.1 GENERAL
2.1.1 The circuit breakers and accessories shall conform to IEC: 62271-100, IEC: 60694 and other
relevant IEC standards except to the extent explicitly modified in the specification and shall
also be in accordance with requirements specified.


2.1.2 36 kV circuit breakers offered would be of sulphur hexafluoride (SF6) type only and of class
C1-M1 as per IEC. The bidder may also offer circuit breakers of either live tank type or dead
tank type of proven design.

2.1.3 The circuit breaker shall be complete with terminal connectors, operating mechanism, control
cabinets, piping, interpole cable, cable accessories like glands, terminal blocks, marking
ferrules, lugs, pressure gauges, density monitors (with graduated scale), galvanised support
structure for CB and control cabinets, their foundation bolts and all other circuit breaker
accessories required for carrying out all the functions the CB is required to perform.

All necessary parts to provide a complete and operable circuit breaker installation such as main
equipment, terminals, control parts, connectors and other devices whether specifically called for
herein or not shall be provided.
2.1.4 The support structure of circuit breaker as well as that of control cabinet shall be hot dip
galvanised. All other parts shall be painted as per shade 697 of IS

2.2 DUTY REQUIREMENTS:
2.2.1 The circuit breakers shall be capable of performing their duties without opening resistors.

2.2.2 The circuit breaker shall meet the duty requirements for any type of fault or fault location also for
line switching when used on a 36 kV effectively grounded system, and perform make and break
operations as per the stipulated duty cycles satisfactorily.

2.2.3 The breaker shall be capable of interrupting the steady state and transient magnetising current
corresponding of power transformers.

2.2.4 The circuit breaker shall also be capable of:

i) Interrupting line/cable charging current as per IEC without use of opening resistors.
ii) Clearing short line fault (Kilometric faults) with source impedance behind the bus
equivalent to symmetrical fault current specified.
iii) Breaking 25% of the rated fault current at twice rated voltage under phase opposition
condition.

2.2.5 The Breaker shall satisfactorily withstand the high stresses imposed on them during fault clearing,
load rejection and re-energisation of lines with trapped charges. The breaker shall also withstand the
voltages specified under Clause 17 of this Chapter.
2.3 TOTAL BREAK TIME:
3.1 The total break time as specified under this Chapter shall not be exceeded under any of the
following duties:
i) Test duties 1,2,3,4,5 (TRV as per IEC: 62271-100)
ii) Short line fault L75, L90 ( -do -)
2.3.1 The Bidder may please note that total break time of the breaker shall not be exceeded under any
duty conditions specified such as with the combined variation of the trip coil voltage, (70-110%),
pneumatic/hydraulic pressure and arc extinguishing medium pressure etc. While furnishing the
proof of the total break time of complete circuit breaker, the Bidders may specifically bring out the
effect of non-simultaneity between contacts within a pole or between poles and show how it is
covered in the guaranteed total break time.
2.3.2 The values guaranteed shall be supported with the type test reports.

2.4 CONSTRUCTIONAL FEATURES:
The features and constructional details of circuit breakers shall be in accordance with requirements
stated hereunder:
2.4.1 Contacts
2.4.2 The gap between the open contacts shall be such that it can withstand atleast the rated phase to
ground voltage for 8 hours at zero gauge pressure of SF6 gas due to the leakage. The breaker should
be able to withstand all dielectric stresses imposed on it in open condition at lock out pressure
continuously (i.e. 2 p.u. across the breaker continuously).

2.4.3 If multibreak interrupters are used, these shall be so designed and augmented that a uniform voltage
distribution is developed across them. Calculations/ test reports in support of the same shall be
furnished. The thermal and voltage withstand of the grading elements shall be adequate for the
service conditions and duty specified.

2.5 The SF6 Circuit Breaker shall meet the following additional requirements:
a) The circuit breaker shall be single pressure type. The design and construction of the circuit breaker
shall be such that there is a minimum possibility of gas leakage and entry of moisture. There should
not be any condensation of SF6 gas on the internal insulating surfaces of the circuit breaker.

b) All gasketted surfaces shall be smooth, straight and reinforced, if necessary, to minimise distortion
and to make a tight seal, the operating rod connecting the operating mechanism to the arc chamber
(SF6 media) shall have adequate seals. The SF6 gas leakage should not exceed 1% per year. In case
the leakage under the specified conditions is found to be greater than 1% after one year of
commissioning of circuit breaker, the manufacturer will have to supply free of cost, the total gas
requirement for subsequent ten (10) years, based on actual leakage observed during first year of

operation after commissioning.
c) In the interrupter assembly there shall be an absorbing product box to minimise the effect of SF6
decomposition products and moisture. The material used in the construction of the circuit breakers
shall be such as fully compatible with SF6 gas decomposition products.
d) Each pole shall form an enclosure filled with SF6 gas independent of two other poles and the SF6
density of each pole shall be monitored. Typical scheme for SF6 gas density monitoring is enclosed
with the bid documents..
e) The dial type SF6 density monitor shall be adequately temperature compensated to model the
pressure changes due to variations in ambient temperature within the body of circuit breaker as a
whole. The density monitor shall have graduated scale and shall meet the following requirements:
i) It shall be possible to dismantle the density monitor for checking/replacement without draining the
SF6 gas by providing suitable interlocked non return valve coupling.
f) Each Circuit Breaker shall be capable of withstanding a vacuum of minimum 8 millibars without
distortion or failure of any part.
g) Sufficient SF6 gas including that will be required for gas analysis during filling shall be provided to
fill all the circuit breakers installed. In addition spare gas shall be supplied in separate unused
cylinders as per requirement specified in Chapter-GTR.
Provisions shall be made for attaching an operational analyser after installation of circuit breakers at
site to record contact travel, speed and making measurement of operating timings, preinsertion
timings of closing resisters if used, synchronisation of contacts in one pole. In case operation
analyser is already available at a particular site, the contractor shall have to supply a suitable
adopter/transducer so that the offered circuit breaker can be used with the operational analyser.
2.6 SULPHUR HEXAFLUORIDE GAS (SF6 GAS):
a) The SF6 gas shall comply with IEC 376, 376A and 376B and shall be suitable in all
respects for use in the switchgear under the operating conditions.
b) The high pressure cylinders in which the SF6 gas is shipped and stored at site shall
comply with requirements of the relevant standards and regulations.
c) Test: SF6 gas shall be tested for purity, dew point, air, hydrolysable fluorides and water
content as per IEC 376, 376A and 376B and test certificates shall be furnished to
Employer indicating all the tests as per IEC 376 for each lot of SF6 gas in stipulated
copies as indicated in Chapter-GTR. Gas bottles should be tested for leakage during
receipt at site.
2.7 INSULATORS:
a) The porcelain of the insulators shall conform to the requirements stipulated.
b) The mechanical characteristics of insulators shall match with the requirements specified
under this Chapter.

c) All insulators shall conform to IEC-61264 (for pressurized hollow column insulators) and
IEC-233 (for others). All routine and sample tests shall be conducted on the hollow
column insulators as per these standards with requirements and procedures modified as
under:
i) Pressure test as a routine test.
ii) Bending load test as a routine test.
iii) Bending load test as a sample test on each lot.
iv) Burst pressure test as a sample test on each lot.
v) In addition to above, ultrasonic test shall be carried out as additional routine test.
d) Hollow Porcelain for pressurised columns/chambers should be in one integral piece in green and
fired stage.
2.8 SPARE PARTS AND MANDATORY MAINTENANCE EQUIPMENT:
2.8.1 The bidder shall include in his proposal spare parts and maintenance equipment. Calibration
certificates of each maintenance equipment shall be supplied alongwith the equipment. provisions
shall be made for local electrical control. For this purpose a local/remote selector switch and close
and trip control switch/push buttons shall be provided in the Breaker central control cabinet.
2.8.2 The trip coils shall be suitable for trip circuit supervision during both open and close position of
breaker. The trip circuit supervision relay would be provided on relay panels.
2.8.3 Closing coil and associated circuits shall operate correctly at all values of voltage between 85% and
110% of the rated voltage. Shunt trip coil and associated circuits shall operate correctly under all
operating conditions of the circuit breaker upto the rated breaking capacity of the circuit breaker and
at all values of supply voltage between 70% and 110% of rated voltage. However, even at 50% of
rated voltage the breaker shall be able to open. If additional elements are introduced in the trip coil
circuit their successful operation and reliability for similar applications on outdoor circuit breakers
shall be clearly brought out in the additional information schedules.
2.8.4 Density Meter contacts and pressure switch contact shall be suitable for direct use as permissive in
closing and tripping circuits. Separate contacts have to be used for each of tripping and closing
circuits. If contacts are not suitably rated and multiplying relays are used then fail safe
logic/schemes are to be employed. DC supplies for all auxiliary circuits shall be monitored and
provision shall be made for remote annunciations and operation lockout in case of D.C. failures.
Density monitors are to be so mounted that the contacts do not change on vibration during operation
of circuit Breaker.

2.8.5 The auxiliary switch of the breaker shall be positively driven by the breaker operating rod.

2.8.6 The preferred basic control schematic of the Circuit breaker is enclosed with the bid documents and
it is expected to be followed by the bidder. This, however, does not absolve the bidder from the
responsibility for safe and reliable operation of the breaker in its lifetime.

2.9 Spring operated mechanism:
a) Spring operated mechanism shall be complete with motor. Opening spring and closing spring with
limit switch for automatic charging and other necessary accessories to make the mechanism a
complete operating unit shall also be provided.
b) As long as power is available to the motor, a continuous sequence of the closing and opening
operations shall be possible. The motor shall have adequate thermal rating for this duty.
c) After failure of power supply to the motor one close open operation shall be possible with the
energy contained in the operating mechanism.
d) Breaker operation shall be independent of the motor which shall be used solely for compressing the
closing spring. Facility for manual charging of the closing spring shall also be provided. The motor
rating shall be such that it requires not more than 30 seconds for full charging of the closing spring.
e) Closing action of circuit breaker shall compress the opening spring ready for tripping.
f) When closing springs are discharged after closing a breaker, closing springs shall be automatically
charged for the next operation and an indication of this shall be provided in the local and remote
control cabinet.
g) Provisions shall be made to prevent a closing operation of the breaker when the spring is in the
partial charged condition. Mechanical interlocks shall be provided in the operating mechanism to
prevent discharging of closing springs when the breaker is already in the closed position.
h) The spring operating mechanism shall have adequate energy stored in the operating spring to close
and latch the circuit breaker against the rated making current and also to provide the required
energy for the tripping mechanism in case the tripping energy is derived from the operating
mechanism.
2.10 SUPPORT STRUCTURE:
a) The structure design shall be such that during operation of circuit breaker vibrations are
reduced to minimum.
b) If required, the Contractor shall provide suitable platform with steps on both sides of the
circuit breaker for easy accessibility for monitoring the density/pressure of gas.
2.11 TERMINAL CONNECTOR PAD:
The circuit breaker terminal pads shall be made up of high quality electrolytic copper or
aluminium. The terminal pad shall have protective covers which shall be removed before
interconnections.

2.13 FITTINGS AND ACCESSORIES
2.13.1 Following is a partial list of some of the major fittings and accessories to be furnished by
Contractor in the Central Control cabinet. Number and exact location of these parts shall be
indicated in the bid.

i) Cable glands (Double compression type), Lugs, Ferrules etc.
ii) Local/remote changeover switch.
iii) Operation counter
iv) Pneumatic/hydraulic pressure gauges.
v) Control switches to cut off control power supply.
vi) Fuses as required.
vii) The number of terminals provided shall be adequate enough to wire out all contacts
and control circuits plus 24 terminals spare for future use. viii) Antipumping relay.
ix) Pole discrepancy relay.
x) D.C. Supervision relays.
xi) Rating and diagram plate in accordance with IEC incorporating year of
manufacture.

3.0 ISOLATORS
3.1 GENERAL:
3.1.1 The Isolators and accessories shall conform in general to IEC: 62271-102 (or IS: 9921) except to
the extent explicitly modified in specification.

3.1.2 Isolators shall be outdoor, off-load type.
3.1.3 Complete isolator with all the necessary items for successful operation shall be supplied including
but not limited to the following.

3.1.4 Isolator assembled with complete base frame, linkages, operating mechanism, control cabinet,
interlocks etc.

3.1.5 All necessary parts to provide a complete and operable isolator installation, control parts and other
devices whether specifically called for herein or not.

3.2 DUTY REQUIREMENTS:
a) Isolators shall be capable of withstanding the dynamic and thermal effects of the maximum possible
short circuit current of the systems in their closed position. They shall be constructed such that they
do not open under influence of short circuit current.
The isolator shall be capable of making/breaking normal currents when no significant change in
voltage occurs across the terminals of each pole of isolator on account of make/break operation.

3.3 CONSTRUCTIONAL FEATURES:

The features and constructional details of Double Break Isolators, earth switches and
accessories shall be in accordance with requirements stated hereunder:
3.3.1 Contacts:
a) The contacts shall be self aligning and self cleaning and so designed that binding cannot
occur after remaining closed for prolonged periods of time in a heavily polluted
atmosphere.
b) No undue wear or scuffing shall be evident during the mechanical endurance tests. Contacts
and spring shall be designed so that readjustments in contact pressure shall not be necessary
throughout the life of the isolator. Each contact or pair of contacts shall be independently
sprung so that full pressure is maintained on all contacts at all time.
c) Contact springs shall not carry any current and shall not loose their characteristics due to
heating effects.

3.3.3 Blades:
a) All metal parts shall be of non-rusting and non-corroding material. All current carrying
parts shall be made from high conductivity electrolytic copper/aluminum. Bolts, screws
and pins shall be provided with lock washers. Keys or equivalent locking facilities if
provided on current carrying parts, shall be made of copper silicon alloy or stainless steel
or equivalent. The bolts or pins used in current carrying parts shall be made of non-
corroding material. All ferrous castings except current carrying parts shall be made of
malleable cast iron or cast-steel. No grey iron shall be used in the manufacture of any part
of the isolator.
b) The live parts shall be designed to eliminate sharp joints, edges and other corona
producing surfaces, where this is impracticable adequate corona shield shall be provided.
Corona shields/rings etc., shall be made up of aluminum/aluminum alloy.
. The switch shall be designed such that no lubrication of any part is required except at
very infrequent intervals. i.e. after every 1000 operations or after 5 years whichever is
earlier.
3.3.4 Insulator :
a) The insulator shall conform to IS: 2544 and/or IEC-168.
b) Pressure due to the contact shall not be transferred to the insulators after the main blades
are fully closed.
c) The parameters of the insulators shall meet the requirements specified under Chapter-
GTP.
d) Insulator shall be type and routine tested as per IEC-168. Besides following additional
tests shall also be conducted:
(i) Bending load test in four directions at 50% of minimum bending load guaranteed on
all insulators, as a routine test.

(ii) Bending load test in four directions at 100% of minimum bending load as a sample
test on each lot.

3.3.5 Name Plate :
The name plate shall conform to the requirements of IEC incorporating year of manufacture.

4.0 INSTRUMENT TRANSFORMERS
4.1 GENERAL :
4.1.1 The instrument transformers and accessories shall conform to the latest version of the standards
specified below except to the extent explicitly modified in the specification and shall be in
accordance with the requirements in Chapter-GTP.
Current transformers IEC:44-1 (or IS:2705)
Voltage transformers IEC:186/358 (or IS:3156)
4.1.2 The instrument transformers shall be complete with its terminal box and a common marshalling box
for a set of 3 instrument transformers.
4.1.3 The instrument transformer tank along with top metallic shall be hot dip galvanized.
4.1.4 The impregnation details along with tests/checks to ensure successful completion of impregnation
cycle shall be furnished for approval.
4.1.5 The instrument transformers shall be designed for use in geographic and meteorological conditions
as given in Chapter-GTP.

4.2 CONSTRUCTION FEATURES:
The features and constructional details of instrument transformers shall be in accordance with
requirements stipulated hereunder:
4.2.1 Bushing/Insulators:
a) Instrument transformers shall be of 36kV class, oil filled/SF6 gas filled, with shaded
porcelain/composite bushings/Insulators suitable for outdoor service and upright
mounting on steel structures.
b) Bushings/Insulators shall conform to requirements stipulated in Chapter-GTP. The
bushing/insulator for CT shall be one piece without any metallic flange joint.
c) Bushings shall be provided with oil filling and drain plugs, oil sight glass of CT.
d) Instruments transformers shall be hermetically sealed units. Bidder/ Manufacturer shall
furnish details of the arrangements made for the sealing of instrument transformers along
with the bid.
Bidder/Manufacturer shall also furnish the details of site tests to check the effectiveness
of hermetic sealing for approval.
4.3.1 Polarity marks shall indelibly be marked on each instrument transformer and at the lead terminals at
the associated terminal block.

4.4 Insulating Oil:
a) Insulating oil to be used for instrument transformers shall be of HV grade and shall
conform to IS: 335 (required for first filling).
5 Name Plate:
Name plate shall conform to the requirements of IEC incorporating the year of manufacture.
The rated current, extended current rating in case of current transformers and rated voltage,
voltage factor in case of voltage transformers shall be clearly indicated on the name plate. The
rated thermal current in case of CT shall also be marked on the name plate.
4.6 CURRENT TRANSFORMERS :
a) Current transformers shall have single primary either ring type, or hair pin type and
suitably designed for bringing out the secondary terminals in a weather proof (IP 55)
terminal box at the bottom. These secondary terminals shall be terminated to stud type
non disconnecting terminal blocks inside the terminal box. In case Bar primary inverted
type current transformers are offered the manufacturer will meet following additional
requirements:
(i) The secondary shall be totally encased in metallic shielding providing a uniform
equipotential surface for even electric field distribution.
(ii) The lowest part of the insulation assembly shall be properly secured to avoid any risk
of damage due to transportation stresses.

(iii) The upper part of insulation assembly resting on primary bar shall be properly
secured to avoid any damage during transportation due to relative movement
between insulation assembly & top dome.

b) Different ratios specified shall be achieved by secondary taps only and primary reconnection shall not
be accepted.

c) Core lamination shall be of cold rolled grain oriented silicon steel or other equivalent alloys. The
cores used for protection shall produce undistorted secondary current under transient conditions at all
ratios with specified CT parameters.
d) The expansion chamber at the top of the porcelain insulators should be suitable for expansion of oil.

7.1 TYPE OF PANELS
7.1.1 Simplex Panel

Simplex panel shall consist of a vertical front panel with equipment mounted thereon and
having wiring access from rear for control panels & either front or rear for relay panels. In case
of panel having width more than 800mm, double leaf-doors shall be provided. Doors shall have
handles with either built-in locking facility or will be provided with pad-lock.

7.2 CONSTRUCTIONAL FEATURES

7.2.1 Control and Relay Board shall be of panels of simplex type design as indicated in bill
of quantity. It is the responsibility of the Contractor to ensure that the equipment
specified and such unspecified complementary equipment required for completeness
of the protective/control schemes be properly accommodated in the panels without
congestion and if necessary, provide panels with larger dimensions. No price increase
at a later date on this account shall be allowed. However, the width of panels that are
being offered to be placed in existing switchyard control rooms, should be in
conformity with the space availability in the control room.

7.2.2 Panels shall be completely metal enclosed and shall be dust, moisture and vermin
proof. The enclosure shall provide a degree of protection not less than IP-31 in
accordance with IS: 2147.

7.2.3 Panels shall be free standing, floor mounting type and shall comprise structural frames
completely enclosed with specially selected smooth finished, cold rolled sheet steel of
thickness not less than 3 mm for weight bearing members of the panels such as base
frame, front sheet and door frames, and 2.0mm for sides, door, top and bottom portions.
There shall be sufficient reinforcement to provide level transportation and installation.


7.2.4 All doors, removable covers and panels shall be gasket all around with neoprene
gaskets. Ventilating louvers, if provided shall have screens and filters. The screens shall
be made of either brass or GI wire mesh.

7.2.5 Design, materials selection and workmanship shall be such as to result in neat
appearance, inside and outside with no welds, rivets or bolt head apparent from outside,
with all exterior surfaces tune and smooth.

7.2.6 Panels shall have base frame with smooth bearing surface, which shall be fixed on the
embedded foundation channels/insert plates. Anti vibration strips made of shock
absorbing materials that shall be supplied by the contractor, shall be placed between
panel & base frame.


7.2.7 ble entries to the panels shall be from the bottom. Cable gland plate fitted on the
bottom of the panel shall be connected to earthing of the panel/station through a flexible
braided copper conductor rigidly.







7.3 MOUNTING

7.3.1 All equipment on and in panels shall be mounted and completely wired to the terminal
blocks ready for external connections. The equipment on front of panel shall be mounted flush.
No equipment shall be mounted on the doors.

7.3.2 Equipment shall be mounted such that removal and replacement can be accomplished
individually without interruption of service to adjacent devices and are readily accessible
without use of special tools. Terminal marking on the equipment shall be clearly visible.

7.3.3 Contractor shall carry out cut out, mounting and wiring of the free issue items supplied by others
which are to be mounted in his panel in accordance with the corresponding equipment
manufacturer's drawings. Cut outs if any, provided for future mounting of equipment shall be
properly blanked off with blanking plate.

7.3.4 The center lines of switches, push buttons and indicating lamps shall be not less than 750mm
from the bottom of the panel. The centre lines of relays, meters and recorders shall be not less
than 450mm from the bottom of the panel

7.3.5 The center lines of switches, push buttons and indicating lamps shall be matched to give a neat
and uniform appearance. Like wise the top lines of all meters, relays and recorders etc. shall
be matched.

7.3.6 At existing station, panels shall be matched with other panels in the control room
in respect of dimensions, colour, appearance and arrangement of equipment (centre lines of
switches, push buttons and other equipment) on the front of the panel.

7.4 PANEL INTERNAL WIRING

7.4.1 Panels shall be supplied complete with interconnecting wiring provided between all electrical
devices mounted and wired in the panels and between the devices and terminal blocks for the
devices to be connected to equipment outside the panels. When panels are arranged to be
located adjacent to each other all inter panel wiring and connections between the panels shall
be furnished and the wiring shall be carried out internally

7.4.2 All wiring shall be carried out with 1.1 KV grade, single core, stranded copper conductor wires
with PVC insulation. The minimum size of the multi-stranded copper conductor used for internal
wiring shall be as follows:
All circuits except current transformer circuits and voltage transfer circuits meant for energy
metering - one 1.5mm sq. per lead.
All current transformer circuits one 2.5 sqmm lead.

7.4.3 All internal wiring shall be securely supported, neatly arranged, readily accessible and
connected to equipment terminals and terminal blocks. Wiring gutters & troughs shall be used
for this purpose.


7.4.4 Auxiliary bus wiring for AC and DC supplies, voltage transformer circuits, annunciation circuits
and other common services shall be provided near the top of the panels running throughout the
entire length of the panels.

7.4.5 Wire termination shall be made with solderless crimping type and tinned copper lugs, which
firmly grip the conductor. Insulated sleeves shall be provided at all the wire terminations.
Engraved core identification plastic ferrules marked to correspond with panel wiring diagram
shall be fitted at both ends of each wire.
Ferrules shall fit tightly on the wire and shall not fall off when the wire is disconnected from
terminal blocks. All wires directly connected to trip circuit breaker or device shall be
distinguished by the addition of red colored unlettered ferrule.

7.4.6 Longitudinal troughs extending throughout the full length of the panel shall be preferred for inter
panel wiring. Inter-connections to adjacent panel shall be brought out to a separate set of
terminal blocks located near the slots of holes meant for taking the inter-connecting wires.

7.4.7 Contractor shall be solely responsible for the completeness and correctness of the internal
wiring and for the proper functioning of the connected equipments

7.5 PAINTING

7.5.1 All sheet steel work shall be phosphated in accordance with the IS:6005 "Code of practice for
phosphating iron and steel".

7.5.2 Oil, grease, dirt and swarf shall be thoroughly removed by emulsion cleaning.

7.5.3 Rust and scale shall be removed by pickling with dilute acid followed by washing with running
water rinsing with a slightly alkaline hot water and drying.

7.5.4 After phosphating, thorough rinsing shall be carried out with clean water followed by final
rinsing with dilute dichromate solution and oven drying.

7.5.5 The phosphate coating shall be sealed with application of two coats of ready mixed, stoved
type zinc chromate primer. The first coat may be "flash dried" while the second coat shall be
stoved.

7.5.6 After application of the primer, two coats of finishing synthetic enamel paint shall be applied,
each coat followed by stoving. The second finishing coat shall be applied after inspection of
first coat of painting. The exterior colour of paint shall be of a slightly different shade to enable
inspection of the painting.

7.5.7 A small quantity of finished paint shall be supplied for minor touching up required at site after
installation of the panels.

7.5.8 In case Powder Coating shall also be acceptable. Each coat of finishing synthetic enamel paint
shall be stoved. The paint thickness shall be not less than fifty (50) microns.

7.5.9 In case the bidder proposes to follow any other established painting procedure like electrostatic
painting, the procedure shall be submitted for PURCHASER's review and approval.

7.6 MIMIC DIAGRAM

7.6.1 Dynamic Colored mimic diagram and symbols showing the exact representation of the system
shall be provided in the front of control panels.

7.6.2 Mimic diagram shall be made preferably of aluminum or plastic of approved fast colour
material, which shall be screwed / plugged on to the panel and can be easily cleaned. Painted
overlaid mimic is also acceptable. The mimic bus shall be 2mm thick. The width of the mimic
bus shall be 10mm for bus bars and 7mm for other connections.

7.6.3 Mimic bus color will be decided and shall be furnished to the successful Bidder during
Engineering.

7.6.4 When semaphore indicators are used for equipment position they shall be so
mounted in the mimic that the equipment close position shall complete the continuity of mimic.

7.6.5 Indicating lamp, one for each phase, for each bus shall be provided on the mimic to indicate
bus charged condition

7.7 NAME PLATES AND MARKINGS

7.7.1 All equipment mounted on front and rear side as well as equipment mounted inside the panels
shall be provided with individual name plates with equipment designation engraved. Also on
the top of each panel on front as well as rear side, large and bold name plates shall be
provided for circuit/feeder designation.

7.7.2 All front mounted equipment shall also be provided at the rear with individual name plates
engraved with tag numbers corresponding to the one shown in the panel internal wiring to
facilitate easy tracing of the wiring.

7.7.3 Each instrument and meter shall be prominently marked with the quantity measured e.g. KV, A,
MW, etc. All relays and other devices shall be clearly marked with manufacturer's name,
manufacturer's type, serial number and electrical rating data.

7.7.4 Name Plates shall be made of non-rusting metal or 3 ply lamicoid. Name plates shall be black
with white engraving lettering.

7.7.5 All the panels shall be provided with name plate mounted inside the panel bearing LOA No &
Date , Name of the Substation & feeder and reference drawing number.

7.8 MISCELLANEOUS ACCESSORIES

7.8.1 Plug Point :

240V, Single phase 50Hz, AC socket with switch suitable to accept 5 Amps and 15 Amps pin
round standard Indian plug, shall be provided in the interior of each cubicle with ON-OFF
switch.


7.8.2 Interior Lighting:

Each panel shall be provided with a fluorescent lighting fixture rated for 240 Volts, single phase,
50 Hz supply for the interior illumination of the panel controlled by the respective panel door
switch.

7.8.3 Switches and Fuses:

Each panel shall be provided with necessary arrangements for receiving, distributing and
isolating of DC and AC supplies for various control, signaling, lighting and space heater
circuits. The incoming and sub-circuits shall be separately provided with miniature circuit
breakers (MCB). Selection of the main and sub-circuit MCB rating shall be such as to ensure
selective clearance of sub-circuit faults. MCBs shall confirm to IS: 13947. Each MCB shall be
provided with one potential free contact and the same shall be wired for annunciation purpose.
However voltage transformer circuits for relaying and metering shall be protected by fuses. All
fuses shall be HRC cartridge type conforming to IS:13703 mounted on plug-in type fuse bases.
. Fuse carrier base as well as MCBs shall have imprints of the fuse 'rating' and 'voltage'.

7.8.4 Space Heater:

Each panel shall be provided with a space heater rated for 240V , single phase, 50 Hz Ac
supply for the internal heating of the panel to prevent condensation of moisture. The fittings
shall be complete with switch unit .

7.9 EARTHING

7.9.1 All panels shall be equipped with an earth bus securely fixed. Location of earth bus shall
ensure no radiation interference for earth systems under various switching conditions of
isolators and breakers. The material and the sizes of the bus bar shall be at least 25 X 6
sq.mm perforated copper with threaded holes at a gap of 50mm with a provision of bolts and
nuts for connection with cable armours and mounted equipment etc for effective earthing.
When several panels are mounted adjoining each other, the earth bus shall be made
continuous and necessary connectors and clamps for this purpose shall be included in the
scope of supply of Contractor. Provision shall be made for extending the earth bus bars to
future adjoining panels on either side.

7.9.2 All metallic cases of relays, instruments and other panel mounted equipment including gland
plate, shall be connected to the earth bus by copper wires of size not less than 2.5 sq. mm.
The colour code of earthing wires shall be green.

7.9.3 Looping of earth connections which would result in loss of earth connection to other devices
when the loop is broken, shall not be permitted. However, looping of earth connections
between equipment to provide alternative paths to earth bus shall be provided.

7.9.4 VT and CT secondary neutral or common lead shall be earthed at one place only at the terminal
blocks where they enter the panel. Such earthing shall be made through links so that earthing may
be removed from one group without disturbing continuity of earthing system for other groups.


7.10 Annunciation System

7.10.1 Alarm annunciation system shall be provided in the control board by means of visual and
audible alarm in order to draw the attention of the operator to the abnormal operating
conditions or the operation of some protective devices. The annunciation equipment shall be
suitable for operation on the voltages specified in this specification.

7.10.2 The visual annunciation shall be provided by annunciation facia, mounted flush on the top of
the control panels.

7.10.3 The annunciator facia shall be provided with translucent plastic window for alarm point with
approximate size of 35mm x 50mm. The facia plates shall be engraved in black lettering with
respective inscriptions. Alarm inscriptions shall be engraved on each window in not more than
three lines and size of the lettering shall not be less than 5 mm.

7.10.4 All Trip facia shall and all Non-trip facia shall be identified separately.

7.10.5 In case of static / Microprocessor based Annunciator scheme, special precaution shall be taken
to ensure that spurious alarm condition does not appear due to influence of external
electromagnetic /electrostatic interference on the annunciator wiring and switching
disturbances for the neighboring circuits within the panels.

7.10.6 The audible alarm shall be provided by Buzzer/ Hooter /Bell having different sounds and shall
be used as follows.

7.10.8 Audible annunciation for the failure of DC supply to the annunciation system shall be provided
and this annunciation shall operate on 240 Volts AC supply. On failure of the DC to the
annunciation system for more than 2 or 3 seconds. (adjustable setting), a bell shall sound. A
separate push button shall be provided for the cancellation of this audible alarm alone but the
facia window shall remain steadily lighted till the supply to annunciation system is restored.

7.10.9 A separate voltage check relay shall be provided to monitor the failure of supply (240V AC) to
the scheme mentioned in Clause above. If the failure of supply exists for more than 2 to 3
seconds. This relay shall initiate visual and audible annunciation. Visual and audible
annunciation for the failure of AC supply to the annunciation system shall be provided and this
annunciation shall operate on Annunciation DC and buzzer shall sound.

7.11 Switches

7.11.1 Control and instrument switches shall be rotary operated type with escutcheon plates clearly
marked to show operating position and circuit designation plates and suitable for flush
mounting with only switch front plate and operating handle projecting out.

7.11.2 The selection of operating handles for the different types of switches shall be as follows:

Breaker, Isolator : Pistol grip, black
Control switches

Synchronizing : Oval, Black, Keyed handle
switches (one common removable handle
for a group of synchronizing switches or locking facility
having common key).

Selector switches : Oval or knob, black

Instrument switches : Round, knurled, black

Protection Transfer : Pistol grip, lockable and
Switch black.

7.11.3 The control switch of breaker and isolator shall be of spring return to neutral type. The switch
shall have spring return from close and trip positions to "after close" and "after trip" positions
respectively.

7.11.4 Instrument selection switches shall be of maintained contact (stay put) type. Ammeter selection
switches shall have make-before-break type contacts so as to prevent open circuiting of CT
secondary when changing the position of the switch. Voltmeter transfer switches for AC shall
be suitable for reading all line- to-line and line-to-neutral voltages for non effectively earthed
systems and for reading all line to line voltages for effectively earthed systems.

7.11.5 The contacts of all switches shall preferably open and close with snap action to minimize arcing.
Contacts of switches shall be spring assisted and contact faces shall be with rivets of pure
silver or silver alloy. Springs shall not be used as current carrying parts

7.11.6 The contact combination and their operation shall be such as to give completeness to the
interlock and function of the scheme.

7.12 Indicating Lamps

712.1 Indicating lamps shall be of LED type panel mounting type with rear terminal connections. LED
shall have translucent LED covers to diffuse lights coloured red, green, amber, clear white or
blue as specified. The LED cover shall be preferably of screwed type, unbreakable and mould-
ed from heat resisting material.

712.2 The supply for these LED shall be from DC station batteries unless stated otherwise.

712.3 The indicating lamps shall withstand 120% of rated voltage on a continuous basis.

7.13 Position Indicators

713.1 Position indicators of "SEMAPHORE" type shall be provided when specified as part of the
mimic diagrams on panels for indicating the position of circuit breakers, isolating/ earthing
switches etc. The indicator shall be suitable for semi-flush mounting with only the front disc
projecting out and with terminal connection from the rear. Their strips shall be of the same
colour as the associated mimic.

7.13.2 Position indicator shall be suitable for DC Voltage as specified. When the supervised object is
in the closed position, the pointer of the indicator shall take up a position in line with the mimic
bus bars, and at right angles to them when the object is in the open position. When the supply
failure to the indicator occurs, the pointer shall take up an intermediate position to indicate the
supply failure.

7.13.3 The rating of the indicator shall not exceed 2.5 W.

7.13.4 The position indicators shall withstand 120% of rated voltage on a continuous basis.

7.14 RELAYS

7.14.1 All relays shall conform to the requirements of IS:3231/IEC-61850 or other applicable
standards. Relays shall be suitable for flush or semi-flush mounting on the front with
connections from the rear. All relays should be of Numerical type.

7.14.2 All protective relays shall be in draw out or plug-in type/modular cases with proper testing
facilities. Necessary test plugs/test handles shall be supplied loose and shall be included in
contractor's scope of supply.

7.14.3 All AC operated relays shall be suitable for operation at 50 Hz. AC Voltage operated relays
shall be suitable for 110 Volts VT secondary and current operated relays for 1/5 amp CT
secondary. All DC operated relays and timers shall be designed for the DC voltage specified,
and shall operate satisfactorily between 80% and 110% of rated voltage. Voltage operated
relays shall have adequate thermal capacity for continuous operation.

7.14.4 The protective relays shall be suitable for efficient and reliable operation of the protection
scheme described in the specification. Necessary auxiliary relays and timers required for
interlocking schemes for multiplying of contacts suiting contact duties of protective relays and
monitoring of control supplies and circuits, lockout relay monitoring circuits etc. also required for
the complete protection schemes described in the specification shall be provided. All protective
relays shall be provided with at least two pairs of potential free isolated output contacts.
Auxiliary relays and timers shall have pairs of contacts as required to complete the scheme,
contacts shall be silver faced with spring action. Relay case shall have adequate number of
terminals for making potential free external connections to the relay coils and contacts,
including spare contacts.

7.14.5 All protective relays, auxiliary relays and timers except the lock out relays and interlocking
relays specified shall be provided with self-reset type contacts.

7.14.6 All Numerical relays shall have facility for networking and communication with Station
Monitoring and Control system preferably on fibre optic communication, necessary hardware to
communicate on optical link shall be part of the relay offered i.e., incase of relays without
optical port necessary electrical to optical converter modules/cards shall be supplied along with
the relays.

7.14.7 No control relay which shall trip the power circuit breaker when the relay is de-energised shall
be employed in the circuits.

7.14.8 Provision shall be made for easy isolation of trip circuits of each relay for the purpose of testing
and maintenance.

7.14.9 Auxiliary seal-in-units provided on the protective relays shall preferably be of shunt
reinforcement type. If series relays are used the following shall be strictly ensured :

a) The operating time of the series seal-in-unit shall be sufficiently shorter than that of the trip
coil or trip relay in series with which it operates to ensure definite operation of the flag
indicator of the relay.
b) Seal-in-unit shall obtain adequate current for operation when one or more relays operate
simultaneously.
c) Impedance of the seal-in-unit shall be small enough to permit satisfactory operation of the
trip coil on trip relays when the D.C. Supply Voltage is minimum.

7.14.10 All protective relays and alarm relays shall be provided with one extra isolated pair of contacts
wired to terminals exclusively for future use.

7.14.11 The setting ranges of the relays offered, if different from the ones specified shall also be
acceptable if they meet the functional requirements.

7.14.12 Any alternative/additional protections or relays considered necessary for providing complete
effective and reliable protection shall also be offered separately. The acceptance of this
alternative/ additional equipment shall lie with the PURCHASER.

7.14.13 The bidder shall include in his bid a list of installations where the relays quoted have been in
satisfactory operation.

7.15 TRIPPING RELAY

High Speed Tripping Relay shall
(a) be instantaneous (operating time not to exceed 10 milli-seconds).
(b) reset within 20 milli seconds
(c) be D.C. operated
(d) have adequate contacts to meet the requirement of scheme

7.16 FLAG RELAYS

7.17 TRIP CIRCUIT SUPERVISION RELAY
(a) The relay shall be capable of monitoring the healthiness of each 'phase' trip-coil and
associated circuit of circuit breaker during 'ON' and 'OFF' conditions.
(b) The relay shall have adequate contacts for providing connection to alarm and event
logger.
(c) The relay shall have time delay on drop-off of not less than 200 milli seconds and be
provided with operation indications for each phase.

7.18 SUPPLY SUPERIVISION RELAY
(a) The relay shall be capable of monitoring the failure of D.C. supply to which, it is
connected.
(b) It shall have adequate potential free contacts to meet the scheme requirement.
