COMPUTING AND MEDIA SERVICES

Project Charter
Project Name: Sponsoring Department: Charter Creation Date: Project Start Date: Anticipated Completion Date: Authors: McAfee Deployment and Management in ResNet Client Services (CLS), Computing and Media Services, SU May 13, 2002 (last modified May 16, 2002) May 6, 2002 November 1, 2002 Michael Wunderlich, June Quackenbush

Project Mission Reduce computer viruses that have been prolific amongst the computers connected to ResNET by requiring that student-owned computers on the campus network are all running up-to-date virus protection software. Project Background Client Services has requested that Network Systems & Services research, and implement (in collaboration with CLS), a software solution that will protect ResNET computers from virus infections and log reports confirming that the software is installed and running. The specific requests are to have antivirus software installed on each computer connected to ResNET, and to ensure that it is kept current. Further, this implementation is to be conducted with the thought in mind that, if successful, it can be rolled out to the rest of campus (including delivery to off-campus locations). Project Business Drivers The infections of these computer viruses are costing CLS considerable resources in staff time used to restore computers to working order after viruses have disabled them. Significant NSS staff time is also spent tracking and disabling communication ports where the computer connected is found to be distributing viruses. If left unchecked, some viruses are destructive enough that students lose data and the use of their machine for a minimum of several days. Project Implementation Implementation consists of two parts:

Page 1

o installation of a reporting agent that will report back the status of virus protection software on individual machines (it will detect Nortons Anti-virus and McAfee) o installation of full McAfee anti-virus software and scheduled updates

Project Scope The focus of this implementation is on our ResNET community exclusively. However, if successful, the program will be extended to faculty and staff desktops on campus with the potential of reaching off campus. Because of that, we need to always keep an eye on scalability and network options and we may include some staff desktops in the pilot testing. McAfee from NAI is the primary solution since McAfee is what the campus currently licenses and it has proven very effective. NAI provides agent software that will monitor, report, and update client side software when used in conjunction with their ePO server product. NAI also provides antivirus software for our Macintosh users (though the current plan calls for Mac users to proactively download the software from a Web server). Anticipated Project Outcomes/Deliverables (Measurable and Non-measurable) o Reduced support burden for CLS and NSS staff in less time spent: o Removing viruses and installing virus protection software o computer repair and rebuilding o network monitoring and changes to stop the spread of viruses o Reduced virus infections throughout the ResNET service o Increased ResNET value (including virus protection at no extra cost) o Improved network performance through the reduction, or elimination, of virus propagation Customers/Stakeholders CLS While ResNET students are the primary beneficiaries of the new service (it protects their computers), Client Services is the primary customer and stakeholder. Client Services will use this software to monitor and manage virus protection in ResNET by generating reports and following up to ensure all machines are properly protected. NSS Network Services and Systems will be charged with the management of the servers used in this program. This group will also work with CLS to ensure that all software (client and server) is kept current and fully secure. ResNET Students Students will participate in the process by agreeing to allow CMS to install the software components.

Planning Budget As staff time is already budgeted, the budget numbers herein will concentrate on staff time and external expenses. Staff time for planning, including market research and product evaluations, is estimated at up to 20 work days. This phase was completed in April 2002. Implementation Budget Staff time for Implementation is estimated, based on the current project plan at 132 business days. That is, however, misleading. The calendar time elapsed will be 132 business days. Actual working hours will total fewer than that. External expenses are estimated at $12K for server systems, $72K for the McAfee application for approximately 6,000 ResNET computers, and ? (I dont know this number yet) for the server software to deploy the application. Project Team, Roles, and Decision Parameters CLS Project Manager (June Quackenbush): June is acting as the overall project manager, and therefore has the ultimate responsibility for the successful implementation of this project. She is responsible for the project plan, sticking to it, negotiating for additional resources if needed, etc. NSS Project Coordinator (Michael Wunderlich): Michael has responsibility for NSS portions of this project. This person is authorized to request and oversee NSS resources for work on this project. Training/Communications Representative (Gerri McCarthy): Gerri represents the communications and Training group and has responsibility for communicating with the student customer base. Note that, for this project, communications and training are synonymous. ResNET Staff (Paula Maxwell): Paula has responsibility for defining the testing environments (as much as is possible in an environment over which we have no control) and all client system testing procedures, as well as training support staff. This person will ultimately approve the production environment before delivery to customers. Information Center Staff (Deb Beishline): Deb has the responsibility for researching, proposing, and drafting policy governing this program. For example, when someone has disabled McAfee (while they install software, or play a game), how long should it be before McAfee is automatically restarted. Deb will gather input and make recommendations. Deb is also the liaison between the project team and Judicial Affairs. Systems Architect (Michael Wunderlich): Michael is ultimately responsible for the technical environment. This person is authorized to define all hardware and software systems for the server side, as well as how software will be delivered to client systems, and will cooperate with the CLS staff to define the test environment. Systems Developer (Randy Grimshaw): This person is responsible for technical development regarding systems integration. This person is authorized to make all technical decision to enable the successful integration of existing and new systems. This includes how the agent will be placed on the desktops from register.syr.edu. Miscellaneous The project plan has taken the following into account, but these items are worth noting as having the potential for causing problems with the plan. The project schedule may be affected by the following variables: Page 3

o Vendor availability and timely delivery of hardware o Vendor availability and timely delivery of software Staff time - all managers of groups involved with this project have been notified in advance of the need for their staffs time, but emergency work takes precedence Testing resources - CMS has Dell standard systems; testing of the recommended solution for initiative will require diverse hardware and software systems as a representative sample of the target environment All production changes must follow the documented NSS change management procedures.
