The good qualifications of reading are the base for students in any subject.
You cannot learn from mathematics or science without being able to include/
understand the handbooks. Such qualifications also are required in the work
place. The able readers are likely better to improve their lifestyle above t
hat of their parents by obtaining work well-payment in the fields career whi
ch would differently not be available to them. The instruction can make the
difference between if a child drops out-of-school or receives a diploma of t
he university. It is really the base during a decent life.

Moreover, the illiterate one or the adults and the families almost illiter
ate put a drain on the resources of the Commonwealth. The companies which
cannot employ the educated and educated workmen move their companies in o
ther states, where the educational levels for students of school are highe
r; thus, giving the companies reach a greater base of the employees. Each
one feels the economic impact of a company with a bottom grade of instruction.

Currently in the Commonwealth of Virginia, there is more than one million a


dults who do not have a diploma of college or his equivalent. During the sc

hool year 2004-2005, more than 25.000 adults with an English level of instr
uction of with-below-ninth-category were registered in the adult classes of
basic education or English for loudspeakers of other programmes of languag
es in the schools of Virginia.

In 2005, roughly 26 percent of the third graders in the schools of Virginia


could not show competence on the standards of the Commonwealth to learn (GRO
UND) from the tests of reading and the requested following repairing instruc
tion. However, according to Virginia informs the analysis, roughly 95 percen
t of students, who pass the third tests of reading of solenoid of category,

• To increase the number of students of schools of Virginia reading on the


level of category towards the end of the third category;
• To support this instruction, as well as instill a love of the reading, lik
e transition from students of elementary to the medium to the college;
• To help the English qualified students (LEP) limited to obtain a good ed
ucation by improving their qualifications of instruction; and
• To reinforce the programs of instruction and the policies of the schools o
f Virginia to help the adult students.

The first tasks of the committee is to review the revisions suggested to th


e standards of the Commonwealth for the English competence, and to review a
nd to advise the complete pension of schools of Virginia on questions and c
onsiderations of policy related to the students of LEP. Moreover, they:

• To supervise the efforts effectiveness of Virginia of schools des' towards


all the instruction of student, including the programmes and the initiatives
of reading of state-level;
• To supervise the adult educational programs;

• To examine all the data related to the instruction in the schools of Virgi
nia; and
• To deliver an opinion on questions and to recommend the policies to the
complete pension of the schools of Virginia.

With the new committee on the instruction in place during the next school ye
ar, the schools of Virginia should start to see an increase levels S of stud
ent des' of competence of reading.
