Note: a) The number of vacancies as also the number of reserved vacancies is provisional and may vary
according to actual requirements of the Bank.

c) As there is no reserved vacancy for ST category for the post of Clerk cum Cashier, relaxations

However ST candidates may apply under General category without any relaxations stated above.
Fee to be remitted by the ST candidates remains the same viz Rs.50/- towards postages and not
Rs.300/- as applicable to General candidates. Such candidates should enclose copy of community
certificate along with their applications.
d) As the reservation for HI/OH/XS candidates are on horizontal basis, the selected candidates will be
placed in appropriate category to which the candidates belong.
e) It is clarified that it may not be possible to employ Persons with Disabilities in all Offices/ Branches
of the Bank and they will have to work in the posts identified by the Bank as suitable for them.
f) The Bank reserves the right to post / transfer the candidate upon selection to any place in its Area
of operation depending upon the requirement.

4. ELIGIBILITY CRITERIA:

(A) NATIONALITY/ CITIZENSHIP:


a) Candidate must be a Citizen of India and should have proficiency in Tamil Language.
b) The candidate must be a domicile of Tamil Nadu for the post of Clerk cum Cashier .

(B) EDUCATIONAL QUALIFICATION

POST CODE – 1

a) A Degree from any recognized University in any discipline or its equivalent.


Knowledge of English and Tamil is essential.

b) Candidates should possess proficiency of computer knowledge like knowledge in MS DOS,


MS WORD, MS EXCEL and Networking etc.
c) Candidates with higher qualification in Computer / Accounting / Management / Engineering /
Business Administration / Law / Agriculture / Veterinary Science / M.Sc, Computer science /
MCA / Chartered Accountant and Civil Engineering etc., will get preference over others.

POST CODE - 2

a) Degree from a recognized University in any discipline or its equivalent; OR


b) Pass in Higher Secondary Examination of 10 + 2 + 3 pattern / 11 + 3 pattern / pre - degree or
intermediate or any equivalent examination with a minimum of 55% marks in the aggregate and a
pass in the above examination for SC/ST candidates;
• Diploma in Banking recognized by State or Central Government is preferred.
• Knowledge of English and Tamil is essential.

DEFINITION OF EX-SERVICEMAN (XS)

a) EX-SERVICEMEN (EXS): Only those candidates shall be treated as Ex-servicemen who fulfill the revised
definition as laid down in Government of India, Ministry of Home Affairs, Department of Personnel and
Administrative Reforms Notification No.36034/5/85. Estt (SCT) dated 27th October, 1986 as amended from
time to time.
b) DISABLED EX-SERVICEMEN (DISXS): Ex-Servicemen who while serving in Armed Forces of the Union
were disabled in operation against the enemy or in disturbed areas shall be treated as DISXS.
c) Dependants of Servicemen killed in Action (DXS): Servicemen killed in the following operations would be
deemed to have been killed in action attributable to Military Service (a) war (b) war-like operations or border
skirmishes either with Pakistan on cease fire line or any other country (c) Fighting against armed hostiles in a
counter insurgency environment viz. Nagaland, Mizoram, etc (d) Fighting of service with peace-keeping
mission abroad (e) Laying or clearance of mines including enemy mines as also mine sweeping operation
between one month before and three months after conclusion of an operation (f) Frost-bite during actual
operations or during the period specified by the Govt. (g) Dealing with agitating Para Military Forces
personnel (h) IPKF personnel killed during the operations in Sri Lanka.

Note: 1. Candidates still serving in Defence and desirous of applying under Ex-servicemen category should submit
a certificate from the competent authority to the effect that they would be released/ retired on or before 31.10.2010.
2. Ex-servicemen candidates who have already secured employment under the Central Govt. in Group C & D will
be permitted the benefit of age relaxation as prescribed for Ex-servicemen for securing another employment in a
higher grade or cadre in Group C/ D under the Central Govt. However, such candidates will not be eligible for the
benefits of reservation for Ex-servicemen in Central Govt. jobs.

RESERVATION FOR PERSONS WITH DISABILITIES: Reservation is available to Persons with Disabilities and
Persons under Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995. Accordingly, candidates with the following disabilities are eligible to apply.

Definition:

> Visually Handicapped (VH)

1. Blindness refers to a condition where a person suffers from any of the following conditions namely (i) Total
absence of sight, (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting
lenses, (iii) Limitation of the field of vision subtending an angle of 20 degree or worse.
2. Low Vision means a person with impairment of visual functioning even after treatment or standard
refractive correction but who uses or is potentially capable of using vision for the planning of execution of a
task with appropriate assistive device.
> Hearing impaired (HI): “Hearing Impairment” means loss of sixty decibels or more in the better ear in the
conversational range of frequencies.

> Orthopaedically Handicapped (OH) -

1. Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the
movement of the limbs or any form of cerebral palsy.
2. Cerebral Palsy means a group of non-progressive conditions of a person characterised by abnormal motor
control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of
development

All the cases of Orthopedically Handicapped persons would be covered under the category of “Locomotor disability or
cerebral palsy”. Only such persons would be eligible for reservation in services/ posts who suffer from not less than
40 per cent of relevant disability.

> Wherever written examination is held, the blind candidates and candidates whose writing speed is affected by
cerebral palsy can use own scribe at their cost during the written examination. In all such cases where a scribe is
used, the following rules will apply:

I. The candidate will have to arrange his own scribe at his own cost.
II. The academic qualification of the scribe should be one grade lower than the minimum stipulated eligibility
criteria.
III. The scribe should possess less mark than the candidate and not more than 60% marks in his own academic
stream.
IV. The scribe may be from any academic stream.
V. Both the candidate as well as the scribe will have to give a suitable undertaking, confirming that the scribe
fulfils all the stipulated eligibility criteria for a scribe as mentioned above. Further, in case it later transpires
that he did not fulfill any of the laid down eligibility criteria or suppressed material facts, the candidature of the
applicant will stand cancelled, irrespective of the result of the written test.
VI. Such candidates who use a scribe shall be eligible for extra time of 20 minutes for every hour of the
examination.

Note : Relaxation in upper – age limit available to SC/ST/OBC candidate is allowed on cumulative basis with only any one of the
remaining categories for which age relaxation is permitted as mentioned subject to production of proof.
6. APPLICATION FEE (FOR THE POST CODE 1 & 2) INCLUDING POSTAL
CHARGES (NON - REFUNDABLE):

For SC / ST / HI / OH / EX - Serviceman candidates : Rs.50/- for each post


(towards Postal Charges only)
For all others including OBC : Rs.300/- for each post
(Including Postal Charges of Rs.50/-)
Requisite Application Fee must be paid only by means of Account Payee crossed MICR Demand Draft / Banker’s
Cheque issued by a Scheduled Bank payable at Salem in favour of " PALLAVAN GRAMA BANK –
RECRUITMENT PROJECT 2009”.

NOTE:
i) Please note that cash, cheques, money orders, postal order, postal stamps etc. will not be accepted.
ii) Bank Demand Draft must be purchased on or after the date of advertisement but on or before the last date
for receipt of application.
iii) Candidates should write his/her name, post and address on the reverse of the Demand Draft.
iv) Candidates belonging to SC/ST/OBC/PWD categories must submit an attested Photo copy of the certificate
regarding Caste/Disability issued by the Competent Authority without which their application will be
rejected.
v) There is no relaxation in qualification, fee and age for dependants of servicemen killed in action. Certificate
of sponsorship from Ex-Servicemen’s Cell (DGM & T), Ministry of Labour & Rehabilitation should also be
enclosed along with the application.
vi) Application once made will not be allowed to be withdrawn and fees once paid will NOT be refunded on any
account nor can it be held in reserve for any other examination or selection.

7. SELECTION PROCEDURE:
POST CODE – 1
The selection will be made on the basis of performance in the Written Test and Interview. All the eligible
candidates who apply with the requisite fee and whose applications are received in time and who fulfill the
eligibility criteria will be called for a written test, which will be of Objective and Descriptive type comprising
following tests.

WRITTEN TEST:

a) Objective Tests : Duration : 150 minutes.

Awareness

of 35% (30% for SC/ST) in each test. Wrong answers given in the Objective Tests will result in negative marks.

b) Descriptive Test - It will consist of 5 compulsory questions, with internal options, to assess the candidate’s
knowledge about Socio-Economic Developments and Communication skills. Marks secured in the descriptive test
shall be reckoned only for qualifying purpose and shall not carry any weightage. The qualifying mark for descriptive
test is a minimum of 35% marks (30% for SC/ST)

Note :

a) Candidates have to answer the Descriptive Paper in TAMIL only.


b) Candidates have to pass in each of the Objective and Descriptive tests separately and there will be negative
marks for wrong answers in the Objective Tests.
c) Depending upon the number of vacancies, only those candidates, who rank sufficiently high in the objective test,
will be called for interview. Mere eligibility/ pass in the test shall not vest any right in a candidate for being called
for interview.
d) Final selection will be on the basis of the ranking accorded after adding the marks obtained in the Objective
Tests and Interview; the Descriptive Test is only a qualifying test.
e) The detailed information regarding the Written Examination will be given in the “Acquaint Yourself” booklet which
will be sent to the candidates along with the call letter for the Written Examination.

NOTE :
(i) Request for change of Centre of Examination will NOT be entertained.
(ii) The Bank reserves the right to cancel any of the centres and/or add some other centres, depending
upon the response, administrative feasibility, etc. The Bank also reserves the right to allot the
candidate to any of the centres other than the one he/she has opted for.
Pre-Examination Training – SC / ST / Ex-servicemen / Minority Communities Candidates

It is proposed to impart free Pre-Examination Training to candidates belonging to Scheduled Caste / Scheduled
Tribes / EX-Serviceman / Religious Minority Community candidates at Salem. The bank has the discretion to
conduct pre-examination training at any other centre/ centres depending on need / circumstances. An eligible
candidate who wishes to avail of Pre-Examination Training should fill in the relevant column in the application
format i.e. Item No.10. All expenses regarding travelling, boarding, lodging etc. has to be borne by the candidate for
attending the pre-examination training programme at the Training Centre.

Action against candidates found guilty of misconduct:

Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered,
fabricated or suppress any material information while filling up the application form and submitting the certified
copies/ testimonials.

At the time of written examination/interview, if a candidate is (or has been) found guilty of :

(i) using unfair means during the examination or


(ii) impersonating or procuring impersonation by any person or
(iii) misbehaving in the examination hall or
(iv) taking away the question booklet/answer sheet from the examination hall or
(v) resorting to any irregular or improper means in connection with his/her candidature for selection or
(vi) obtaining support for his/her candidature by any means.
Such a candidate may in addition to rendering himself/herself liable to criminal prosecution, be
liable :
(a) to be disqualified from the examination for which he/she is a candidate
(b) to be debarred, either permanently or for a specified period, from any examination or
recruitment conducted by BANK/IBPS.
(vii) The Bank / IBPS would be analysing the responses of a candidate with those of other candidates to
detect unusual patterns of responses. If as per the laid down procedure it is suspected that the
responses have been shared and the scores obtained are not genuine/valid, the Bank reserves the
right to cancel his candidature.

THE COMPETENT AUTHORITY FOR THE ISSUE OF THE CERTIFICATE TO SC/ST/OBC/PWD IS AS UNDER :

(a) For SC/ST/OBC

For the Reserved category, the candidate should produce certificate issued by the competent authority of the area
where the candidate and his/her family normally resides, as notified by the Government.

(b) For Persons With Disability

Authorised Certifying Authority will be the Medical Board at the District level. The Medical Board will consist of Chief
Medical Officer, Sub-Divisional Medical Officer in the District and an Orthopedic Surgeon.

Note: Dearness Allowance (DA), City Compensatory Allowance (CCA), House Rent Allowance (HRA) and other
admissible allowances will be payable, as per the rules of the Bank, depending upon the place of posting. In
addition, Conveyance, Medical Aid, LTC / LFC & Retirement Benefits are admissible, as per the rules of the Bank.
In the case of Clerk cum Cashiers candidates who have completed Graduation at the time of joining will be given
two additional increments.

GENERAL INSTRUCTIONS

(a) The Bank undertakes no responsibility for any delay in receipt or loss in postal transit of any application
or communication.
(b) Candidate should send only one application in one envelope.
(c) Candidates who apply for more than one post must send separate applications for each post
accompanied by separate fee and separate certified copies of required certificates in separate
envelopes.
(d) As the applications are to be processed by a computerized system, it is essential that the application is
strictly in accordance with the prescribed format and properly and completely filled and contains no
correction/alteration/over writings/ additions
(e) A candidate must fill the application form in CAPITAL LETTERS IN HIS / HER OWN HANDWRITING IN
ENGLISH ONLY.
(f) Before applying, the candidate should ensure that he/she fulfils the eligibility and other norms mentioned
in this advertisement. The decision of the Bank in all matters regarding eligibility of the candidate, the
stages at which such scrutiny of eligibility is to be undertaken, the documents to be produced for the
purpose of the conduct of examination, interview, selection and any other matter relating to recruitment
will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained
by the BANK/IBPS in this behalf.
(g) Once an application is submitted by the candidate under a particular category, it cannot be changed
subsequently.
(h) Candidate’s admission to the examination is strictly provisional. The mere fact that the admission letter
has
been issued to the candidate does not imply that his candidature has been finally cleared by the Bank.
(i) In case it is detected at any stage of recruitment that a candidate does not fulfill the eligibility norms
and/or that he/she has furnished any incorrect/false information/certificate/documents or has suppressed
any material fact(s), his/her candidature will stand cancelled. If any of these shortcomings is/are detected
even after appointment, his/her services are liable to be terminated.
(j) The Bank/ IBPS shall not be responsible for an application being rejected which is based on wrong
information provided in any advertisement issued by an unauthorised person/ institution.
(k) Application once made will not be allowed to be withdrawn and the fee once paid will not be refunded on
any account nor would this fee be held in reserve for future exam/ selection.
(l) An application not accompanied by requisite Application Fee as indicated in 6 above, relevant
Certificates in respect of the Caste, Category etc. (only in respect of SC/ST/OBC/PWD candidates) or not
in the prescribed format or not signed by the candidate or incomplete in any respect will not be
entertained.
a) Candidates belonging to OBCs but coming within the “CREAMY LAYER” are not entitled to OBC
reservation. They should indicate their category as “Gen” or “Gen Persons With Disability’ as
applicable. OBC Certificates in the format as prescribed by the Govt. of India and issued by the
Competent Authority inter alia, specifically stating that the candidate does not belong to Creamy
Layer Section excluded from the benefits of reservations for OBCs in Civil Posts and Services
under Govt. of India should be obtained based on income for the financial year 2008- 2009 issued
on or after 01.04.2009 and submitted along with the application.
b) Persons With Disability candidates claiming the benefit of reservations/age relaxation should submit a
copy of Medical Certificate as specified in the Disabilities Act of 1995 in support of their disability.

(m) Demand Draft dated prior to the date of this advertisement shall not be considered. Also Demand Drafts
received after the due date will not be acceptable.
(n) A recent, recognizable passport size photograph should be firmly pasted on the application and should be
signed across by the candidate. Without photograph & signature across it, the application will be rejected.
Three copies of the same photograph should be retained for use at the time of written examination and
interview. Candidates are advised not to change their appearance till the recruitment process is complete.
Failure to produce the same photograph at the time of the written test / Interview may lead to disqualification.
(o) The candidates will have to appear for written test at their own expense and risks and the Bank will not be
responsible for any injury / losses, etc. of any nature. However, outstation candidates belonging to SC/ST/
Persons with disabilities called for interview will be reimbursed to and fro second (sleeper) class rail / bus
fare or actual expenses incurred, whichever is less by the shortest route on production of evidence of
travel. This concession will not be admissible to SC/ST/ Persons with disabilities who are already in service
in Central/ State Government, Corporations, Public Undertakings/ local Government, Institutions and
Panchayats.
(p) Candidates serving in Government / Public Sector Undertakings (including banks) should send their
application through proper channel and produce a "No Objection Certificate" from their employer at the
time of interview, in the absence of which their candidature may not be considered. Advance copy of the
application along with the original D.D. may be sent to the addressee within the stipulated time.
(q) The bank reserves the right to post / transfer the candidate upon selection to any place depending upon the
requirement. Hence, candidates willing to serve anywhere should apply.
(r) Any request for change of address will not be entertained.
(s) Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts
situated at Salem only.
(t) The Bank / IBPS takes no responsibility to connect any Certificate / Remittance sent separately.
(u) In case any dispute arises on account of interpretation of version other than English, the English version
will prevail.
(v) No candidate is permitted to use calculator, mobile or any such instruments during the written
examinations.
(w) The Bank may at its discretion hold re-examination wherever necessary in respect of a centre / venue /
specifically for a candidate(s).
(x) Appointment of selected candidates is subject to his / her being declared medically fit as per the
requirement of the Bank. Such appointment will also be subject to the Service & Conduct Rules of the
Bank.
(y) Nativity Certificate / Certificate of Residence issued by the Presidency Magistrate / Revenue Officer not
below the rank of Tahsildar / Sub-Divisional Officer of the area where the candidate and / or his family
normally resides specifying that he / she is the native / residence of Tamil Nadu.

(z) Each application must be accompanied by


1) Bank demand draft (MICR) favouring PALLAVAN GRAMA BANK – RECRUITMENT PROJECT
2009 payable at Salem.
2) Copies of under mentioned certificates
a) Secondary School certificate / School Leaving Certificate or any other documentary proof
of age.
b) Marks Sheet (year wise) showing specifically the subjects studied and certificates in
support of educational qualification viz., SSLC / HSC / Graduate degree, Post graduation
degree, Professional /research qualification etc.,
c) candidates belonging to SC/ST/OBC/Persons With Disability Category are required to
submit an attested copy of their caste certificate / certificate of handicap issued by the
competent authority as specified above at Sr.No.8 a & b. These candidates will have to
produce original caste certificate / relevant certificates at the time of interview, failing which
his / her candidature will be cancelled. Regarding eligibility, the candidate must give
complete information as required in Box 17 of the application form. In case of incomplete
application, the application will be rejected.
False claim about their caste by candidates applying for SC/ST/OBC reserved vacancies shall be
treated as a criminal offence and they are liable to be prosecuted.
(aa) Canvassing in any form will be a disqualification.

12. CALL LETTERS FOR THE WRITTEN EXAMINATION :

Call letter for written examination will be sent to the eligible candidates at the address for correspondence
given in their application form by ordinary post and requests for sending letters to a different address
subsequently will not be accepted.

An eligible candidate for written examination for Post Code No. 1 (i.e. Officer Scale – 1) who does not
receive the call letter by 29.12.2009 may contact the Bank at the under mentioned address between
30.12.2009 and 02.01.2010 by indicating his/her name, address, date of birth, details of Bank Demand
Draft and Examination Centre opted, to enable the Bank to take immediate remedial action.

An eligible candidate for written examination for Post Code No. 2 (i.e. Clerk cum Cashier) who does not
receive the call letter by 04.01.2010 may contact the Bank at the under mentioned address between
05.01.2010 and 09.01.2010 by indicating his/her name, address, date of birth, details of Bank Demand
Draft and Examination Centre opted, to enable the Bank to take immediate remedial action.
