MESSAGE
Violence against women has become so much a part of our society that daily cases of violence and acts of cruelty do not shock us any more. Women have been violated through centuries all over the world because of the deep-rooted social and cultural norms and values that endorse male supremacy and authority in society. Gender based violence is a manifestation of historically unequal power relations between men and women which have led to domination over and discrimination against women by men. Violence denies women the right to survival, well-being and development, yet the fact is that most violence occurs within the four walls of the home and within the most intimate and trusted relationships, because of which women often hide it and continue to suffer in silence. The denial of opportunities and exposure to women to voice their concerns and discuss violence has further made violence a 'private' or individual problem. In order to enable women voice their concerns and to bridge the gap between what is considered a private problem to a social problem that impacts the well-being of individuals, families, communities and nations, it is necessary to enable institutional and community mechanisms to address the issue of violence. It is also important to 'create spaces' that are women friendly to provide support services to women who face violence. I am very happy that Maharashtra State Commission for women in collaboration with Zilla Parishad has created such spaces- Legal aid and counseling centers for women survivors of violence at the sub district level. In order to strengthen linkages of these legal aid and counseling centers with other support services that a women survivor of violence may require, it was decided to bring out a directory of
support services available at the District level. I would like to congratulate Maharashtra State Commission for Women for this effort. I would like to appreciate the efforts of Tata Institute of Social Sciences for having compiled this directory. I greatly appreciate the technical and financial support of the United Nations Population Fund (UNFPA) for publication of this directory. I hope that the legal aid and counseling centers would use the directory to network with other organizations providing support services and women would be able to receive timely services.

FOREWORD
We have great pleasure in bringing out this directory with the aim to provide telephone numbers and addresses of the authorities and the NGOs functioning at the district level in Maharashtra in the field of women's empowerment. Maharashtra State Commission for Women established in the year 1993, on the lines of the National Commission for Women is the apex state level organization with the mandate of protecting the interests of the women. The commission has adopted a multi pronged strategy to tackle the problem of violence against women by creating legal awareness among the women, by providing legal assistance and counselling services, by looking into the complaints and co coordinating with the redressal machinery, etc. However there are many partners who share the same goal in the process of fighting discrimination and violence against women. This resource directory is an attempt to put together the information of different services a woman would require in a crisis situation. The compilation of this directory has been a collaborative team effort of staff of Maharashtra State Commission for Women and Tata Institute of Social Sciences. We hope that this directory serves the purpose of facilitating access to information on various support services available for women fighting against injustice and goes a long way in the war against various forms of discrimination against women. OVERVIEW OF VIOLENCE AGAINST WOMEN IN MAHARASHTRA

INTRODUCTION
The Declaration on Elimination of Violence against Women, adopted by the United Nations General Assembly in 1993, defines Violence against Women as, 'any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or private life.' Article 2 of the UN Declaration clarifies that the definition of violence against women should encompass, but not be limited to, acts of physical, sexual, and psychological violence in the family and the community. These acts include spousal battering, sexual abuse of female children, dowry-related violence, rape including marital rape, and traditional practices harmful to women, such as female genital mutilation (FGM). They also include nonspousal violence, sexual harassment and intimidation at work and in school, trafficking of women, forced prostitution, and violence perpetrated or condoned by the state, such as rape in war.
VIOLENCE AGAINST WOMEN IN MAHARASHTRA-EXTENT

According to the data from the National Family Health Survey -3, women among age 15-49, 29 percent have ever experienced physical violence and 2 percent have ever experienced sexual violence. In all, 29 percent of women age 15-49 in Maharashtra have experienced physical or sexual violence, including 34 percent of ever- married women. Three in ten ever- married women (30%) report having been slapped by their husbands; about one in ten (8-12%) report having their arms twisted or hair pulled, being pushed, shaken, kicked, dragged, beaten up, or having something thrown at them. One percent report that their

husband tried to choke or burn them on purpose. Two percent report that their husband physically forced them to have sex. Overall, 31 percent of ever-married women have experienced spousal physical or sexual violence from their current husband or if currently not married, their most recent husband. Eighteen percent report spousal emotional violence. Only 1 percent of ever married women have ever initiated violence against their husband. Although the prevalence of spousal violence is lower among the more educated, almost one in six women who have at least 10 years of education have experienced spousal violence. Women whose mothers were beaten by their fathers are much more likely to be in abusive marriages themselves: 65 percent of women whose mothers experienced spousal abuse have themselves experienced spousal physical or sexual violence, compared with 20 percent of women whose mothers did not experience spousal violence. Almost one in three ever married women have experienced spousal physical or sexual violence in Maharashtra - a proportion that is higher than in 15 other Indian States

Among one in four women (24%) who have experienced spousal physical or sexual violence have suffered injuries as a result of the

violence. For most women who have experienced spousal violence, the violence first occurred within the first three years of marriage. Only 16 percent of women who have ever experienced violence have sought help to end the violence. Three out of four women have neither sought help nor told anyone about the violence. Abused women most often seek help from their own families. Very few women seek help from any institutional source, such as police. According to the data from the National Crime Record Bureau, in 2008 Maharashtra saw an increase 0f 5.42% in the rate of cases of violence against women as compared to 2007. The highest percentage of increase was seen in the cases of molestation, which was a huge increase of 9.5%, followed by 9% increase in the cases of harassment for dowry. A discouraging trend was a 7.4% increase in the rape cases reported by women. On the other hand, it was encouraging to see a 10.5% dip in the cases of dowry deaths and 9% decreases in cases of murders for dowry. If we look at the percentage wise distribution of crimes against women, cruelty by husband and relatives comprises 45% of the crime, the highest being in case of Ahmednagar district, followed by 20% cases of molestation and 9% cases of rape. In cases of rape, there was a 19% increase in the number of victims aged below 10 years.

The rate of crimes against women in Maharashtra i.e. number of crimes committed per lakh women, is 15.10, though this figure does not appear threatening, it should be taken into consideration as this includes the number of crimes that are reported, a large number of crimes against women are not reported. Mumbai accounts for the highest number of crimes against women in the state (9.3%) followed by Ahmednagar (5%) and Thane (4.4%).

Looking at the police response, 73.7% of the crimes against women which were reported to the police were investigated and 97% of the cases were charge sheeted. 26% of cases are still pending investigation. Several women's groups and other civil society groups have been extensively working on the issue of violence against women for example Tata Institute of Social Sciences initiated a field action project called Special Cell for Women and Children in the year 1984 as a response to the demand of the Women's movement for criminal justice system to assume greater responsibility in dealing with the cases on violence against women. These Special Cells are implemented across 20

districts of Maharashtra and today have become a programme of the Government of Maharashtra. The resource directory of support services in Maharashtra to address violence against women in the state is one of the numerous efforts towards addressing this kind of human rights violation. Numerous efforts have been made by various individuals, organizations and NGOs to bring this issue out of the four walls of the 'private' domain. We hope that this compilation is helpful for anyone and everyone who envisions a just and equitable society where women are treated as equals. The information in this directory has been put together keeping in mind the nature of services which a woman would require when in a crisis situation. We have tried to keep in mind a wide range of situationsranging from domestic violence at marital home to violence at parents home, physical injury due to violence, homelessness due to violence, psychological and emotional abuse and many more. It can be used by individual women in crisis, social workers, activists and government officials who are eager to address violence against women. The information is compiled district wise in an alphabetical sequence. Moreover the directory only mentions the support services available to address violence against women at the district level.
